New apartment supply has become increasingly constrained across <a href="https://www.apartments.com.au/developments/parramatta-nsw-2150">Parramatta</a> in recent years, with fewer projects progressing through to completion as development conditions have become more challenging.

It makes <a href="https://www.apartments.com.au/developers/novm">NOVM</a>'s 2021-completed <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> one of the most recently completed residential towers on the Parramatta River, and among the newest apartment developments in Sydney's second CBD.

With the project largely completed before the sharp escalation in construction costs and inflation following the pandemic, The Lennox is now offering pricing that would be difficult to replicate in a comparable new development in Parramatta today, or across much of Western Sydney.

The majority of the 413 apartments at The Lennox sold before and shortly after completion. A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The two penthouses achieved a combined sale rate of $49,926 per sqm. Both transactions eclipsed the previous identified Victorian off-the-plan price-per-square-metre benchmark, set by the 449 sqm apartment at Como Toorak, which sold at $46,659 per sqm.

The first two weeks of auctions for the year suggest that the improvements recorded over the course of 2013 will be lasting.  
With 1,275 auctions in Melbourne this will be the first weekend with more than 1,000 auctions this year. Last year there was a record 11 weekends with in excess of 1,000 auctions. There are 19% more than this weekend last year.

The highest number of auctions is in <a target="_blank" href="/news">South Yarra</a> with 24 followed by <a target="_blank" href="/news">Brighton</a> with 23 and <a target="_blank" href="/news">Brunswick</a> and <a target="_blank" href="/news">Reservoir</a>, both with 20.

The next two weeks are significant, as they will see a return to auction volumes last seen in the fourth quarter of 2013 and the next update of the RP Data Rismark Home Value Index. The index will show if the new peak house value reached in January will be affected by the rise in volumes in February.

In the private sale market vendor discounting tightened from -5.6 to -5.2% in the last completed week indicating that the good start to this year is not confined to the more inner and middle city auction market.

Retired spin bowler Shane Warne Brighton house sale price has been registered.
The historic four bedroom house, Kilkerran, which sits on a 2,202 square metre estate, fetched $10.85 million.
Property Observer previously reported Warne sought $18 million with early and repeated offers around $13 million. Fairfax Media had put the sale price at around $15 million in ensuing reports.
The <a href="/news">Brighton</a> prestige market has been subdued for some three years or so.
The Warne sale narrowly topped the suburb's 2013 sales, just eclipsing the $10.8 million sale of Kinane to the Esposito family, which had been <a href="https://www.propertyobserver.com.au/news/brighton-s-mega-mansion-and-pseudo-town-hall-kinane-finally-sells/2013092465257" target="_blank">speculated as $10 million</a>.
Another big sale last year being $9.25 million when the retired cricket captain Ricky Ponting bought his Melbourne abode, also through JP Dixon.

When Warne's William Street property was first unofficially listed in August 2012, Sportsbet.com.au briefly took bets on what the property would fetch.
It had $10 million to $12 million as the favourite price bracket, with the odds at $2.60.
The Brighton property record remains $15.6 million, set in 2009 on Glyndon Avenue. The sale will sit as the suburb's eighth above $10 million since 2005.
Caveat title documents published last November indicated Kilkerran was being bought by the Bellesis family of Brighton. Its paperwork leads to Maria Bellesis, the wife of Ross Bellesis, CEO and owner of the automotive parts company, Socobell.
Warne paid $8.55 million for the heritage listed home in 2009, which he shared with partner Simone Callaghan and their three children before the couple split in 2010.
The Warne's prior home in Brighton included one on nearby Middle Crescent which was bought for about $3.5 million in 2000 and sold for about $8.75 million seven years later.

Altona development site slated for auction

Melbourne’s Mullum Creek in Donvale is an ‘environmentally sensitive’ community that has seen 50% of blocks purchased in the first month, adding up to more than $9 million in sales.
Set over 20 hectares, 45% of the land at <a href="https://www.mullumcreek.com.au/" target="_blank">Mullum Creek</a> has been kept dedicated to open space, with a focus on building homes with a minimum 7.5-star energy rating.
It has 56 home sites, from 1,000 square metres to around 3,000 square metres and is one of the last substantially sized pockets of undeveloped land across the City of Manningham. The site is just 20 kilometres from Melbourne’s CBD.
Stage one starts at $690,000 per site. The biggest block, on 3,252 square metres, is available for $1,180,000, according to the reserve price list.
The site is located at 112–126 Old Warrandyte Road, <a href="/news">Donvale</a>.
Donvale <a href="https://www.propertyobserver.com.au/victoria/toorak-median-house-prices-up-a-whopping-554-over-2013-tops-melbourne-growth-suburbs-reiv/2014020967423" target="_blank">recently made the top five list of Victorian growth suburbs</a>, having seen a 38.9% increase when comparing the REIV’s 2013 and 2012 December median statistics. Sales manager for the community, Adam Wright, said that there had been a significant number of registrations of interest since the ability to sign up launched mid-2013.
“With its vision for environmental sustainability, exemplary architectural form and rural appeal thanks to its location adjoining a green wedge, Mullum Creek is one of those opportunities that comes up once in a lifetime,” said Wright.
“Our buyers have been predominantly either downsizers who are conscious of their surrounds and keen to decrease their environmental footprint, or younger families who are buoyed by the relative proximity to the city coupled with the abundance of open space and access to the many fantastic schools nearby,” he said.

Top capital growth area sees $9 million sales in one month in new Mullum Creek

A Brunswick property owner has been issued an order by the Victorian Building Authority (VBA) in relation to safety concerns. It leaves them four days to correct the concerns, or a $70,000 fine.
The order, issued last Wednesday, was issued after the VBA undertook an investigation of the Victoria Street building, a three-storey property including a warehouse and a factory.
VBA’s acting director compliance and performance, Murray Smith, said that there were significant problems with the building.
“The problems identified with the building meant that there was a risk to life and safety,” said Smith.
The concerns with the property were the following:
It did not meet the required fire resistance rating
Fire sprinklers were not installed (the building permit indicated that they would be)
No fire hydrant
No provision for smoke hazard management
Exit doors had been fixed shut
No emergency lights or exit signs
Upon receipt of the emergency order, the owner was required to undertake the corrections within four days to comply, otherwise they would face a fine of up to $70,000.

Brunswick property owner could face $70,000 fine over fire risks

A preliminary auction clearance rate of 70.9% was reached from 650 auctions this week in Melbourne. This compares to 64.4% for the same time last year when there were around 30% fewer auctions. 
   The market is easily absorbing the increased volume of homes being offered for auction. This result suggests the upcoming weekends, each with very high numbers of auction, will see the current performance continued.   There may be a higher number of auctions compared to this time a year ago but there are not a larger number of homes on the market. New listings are only 0.4% higher than a year ago and the overall stock on market is 5.9% lower. Significantly there are just over 11,000 more homes on offer in Melbourne than Sydney right now.   Many parts of the Melbourne dominated by private sales are seeing sales campaigns as short as those for an auction with the citywide time on market for houses at 38 days. Many of the city’s quickest selling suburbs are in the outer east; Kilsyth South, Upper Ferntree Gully, Bayswater North, Tecoma, Croydon Hills, Croydon South and the Basin.

Market easily absorbing increased volume: RP Data's Melbourne weekend auction analysis

Sienna Mount Waverley, a 118 lot development on an old quarry site, has sold out its fifth stage of releases, five months after the lots were placed on the market.
The fifth stage, named Jade, is made up of 17 double storey four bedroom houses in the residential community, developed and constructed by Five Squared Property Group on behalf of the Chain Group. Home prices ranged in price from $815,000 to $858,000, with total sales nearing $14 million.
The houses include multiple living zones, outdoor entertaining, SMEG appliances, reconstituted stone benchtops and timber floorboards. All houses come with a remote-access double garage, with no owners’ corporation fees.
According to Ashley Lewish, co-founder of Five Squared Property Group, Mount Waverley’s schools and universities are a major source of demand for residences in the area.

Sienna is also located minutes from the Monash Freeway and Eastlink, and close to The Glen and Chadstone shopping centres.
Lewis says that the fast sale of Jade indicates that buyer uncertainty is on the decline.
“The positive market conditions for home buyers have also played a huge factor in demand. It has taken us half the time to sell our Jade release than our previous stages.”
“Over the last couple of years, we’ve seen buyers sit tight because of economic uncertainty, which meant it took us anywhere from nine months to a year to sell each release. The response to Jade is clearly a sign that people are feeling comfortable to make a long term investment for their family,” he said.
Sienna is a nine stage development, launched in 2009. The development includes three and four bedroom homes overlooking walking paths and parks. The development’s centerpiece is a lake with a sculptured waterfall and stone wall.
“Sienna has started to really take shape as a community. More than 50 families have already moved in,” said Lewis.

Construction on Jade has commenced and is due to be completed in September. Amber, the development’s next release, will comprise 15 four bedroom homes. A limited pre-release of five homes will be launched this week. House prices for the stage will begin at $840,000, with internal living spaces ranging from 218 square metres to 282 square metres.

While most people are not buying homes in the city’s million dollar suburbs, if you were, which would be the easiest to purchase in?
Based on the latest housing market information from RP Data, Melbourne has 46 suburbs with a median house value in excess of one million dollars. <a target="_blank" href="/news">Toorak</a> had the highest value at $2,756,000 and <a target="_blank" href="/news">Ormond</a> the lowest at $1,005,000.

Values may range between Toorak and Ormond, however, if you are a buyer it will be numerically easier to purchase in a suburb with a larger number of houses on the market.
For instance the $5 million suburbs with the highest number of houses on the market were: <a target="_blank" href="/news">Portsea</a>, <a target="_blank" href="/news">Brighton</a>, <a target="_blank" href="/news">Toorak</a>, Balwyn and <a target="_blank" href="/news">Canterbury</a>. In these cases between 7.2% and 6.1% of houses were on the market over the 12 months ending in November.
That is well above the citywide number of 5.2%.

At the other end of the spectrum were some very tightly held but geographically diverse suburbs: <a target="_blank" href="/news">Kangaroo Ground</a>, <a target="_blank" href="/news">Caulfield</a>, <a target="_blank" href="/news">Ivanhoe</a>, <a target="_blank" href="/news">Parkville</a> and <a target="_blank" href="/news">Kew East</a>. With between 2.3% and 3.1% of houses on the market buyers had a much harder task buying.

Interestingly, there is little correlation between how tightly these suburbs are held and other property data such as changes in sale prices, value or even geography.  This is an interesting fact for buyers and shows that sometimes if you are fixed on a certain suburb for your home it may take a lot longer than elsewhere.
