New apartment supply has become increasingly constrained across <a href="https://www.apartments.com.au/developments/parramatta-nsw-2150">Parramatta</a> in recent years, with fewer projects progressing through to completion as development conditions have become more challenging.

It makes <a href="https://www.apartments.com.au/developers/novm">NOVM</a>'s 2021-completed <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> one of the most recently completed residential towers on the Parramatta River, and among the newest apartment developments in Sydney's second CBD.

With the project largely completed before the sharp escalation in construction costs and inflation following the pandemic, The Lennox is now offering pricing that would be difficult to replicate in a comparable new development in Parramatta today, or across much of Western Sydney.

The majority of the 413 apartments at The Lennox sold before and shortly after completion. A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

Lewis Land's latest apartment release within its <a href="https://www.apartments.com.au/new-apartments/harbour-shores-biggera-waters-564-oxley-drive-biggera-waters-qld-4216">Harbour Shores</a> masterplan is targeting one of the Gold Coast's fastest-growing buyer groups, with almost a third of apartments at Solis priced below $1 million.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The two penthouses achieved a combined sale rate of $49,926 per sqm. Both transactions eclipsed the previous identified Victorian off-the-plan price-per-square-metre benchmark, set by the 449 sqm apartment at Como Toorak, which sold at $46,659 per sqm.

New development, at 8 Montrose Street, Hawthorn East has sold 50% in its opening month and a half, with Kokoda Property behind the 110 one- and two-bedroom apartment development.
The development, called <a target="_blank" href="https://8montrose.com.au">‘8 Montrose St’</a>, includes one-bedroom apartments from $339,000 to $499,000, as well as two-bedroom apartments from $529,000 to $855,000. There is also a three-bedroom penthouse. It's located just off of Burwood Road. This isn’t Kokoda Property’s first foray into <a target="_blank" href="/news">Hawthorn East</a>, being <a target="_blank" href="https://www.propertyobserver.com.au/developments/hawthorn-east-s-leo-development-now-75-sold/2013091665060">developers of nearby Leo Apartments, on Camberwell Road</a>, which saw one-bedroom apartments priced from $379,000, and two-bedrooms from $569,000. It was 75% sold out in September last year.
The median price in Hawthorn East for units is $535,000, with a median asking rent of $385. This is indicative of a 3.7% rental yield. The vacancy rate, according to SQM Research, currently sits at 2.8%.
Kokoda Property’s sales and marketing manager, Sam Tucker, said that it is just four stations from the city, and will have views of both the city and tree top surrounds from levels six to 10.

However, it does appear that it faces quite a bit of competition from a <a target="_blank" href="https://www.propertyobserver.com.au/victoria/hawthorn-east-to-welcome-two-boutique-developments-only-metres-apart/2013102865991">number of other developments in Hawthorn East</a>, just a bit further along on Camberwell Road. “8 Montrose St will have a café at street level so you won’t need to travel into the city for that authentic laneway experience,” said Tucker.

Hawthorn East development 8 Montrose St sells 50% in opening six weeks

A new report released by the Victorian National Parks Association (VPN) has detailed the impact of urban development on Victoria’s coastline.
According to the "Coast is Unclear" report, authored by marine and coastal environment consultant Chris Smyth, the urbanised coast has expanded by 15% over the last 20 years and now makes up about 17% of Victoria’s total coastline. Population growth, climate change and a "development-focussed government" are all identified in the report as sources of further degradation of Victoria’s 2000 kilometre coastline.
In the report’s key findings, Smyth writes that Victoria’s narrow strips of coastal crown land are "squeezed" between the sea and developed land, and encroaching development coupled with rising sea levels are threatening protected areas. The report also found that in addition to climate change and the urbanisation and industrialisation of the coast, other threats include pressure from visitors, introduced weeds and pests such as cats and foxes, and grazing.
The report recommends that to reverse the decline in coastal nature, coastal conservation estates should be expanded, coastal nature conservation programs should receive greater resources, and ongoing comprehensive scientific monitoring programs should be implemented to assess the health of coastal environments. Other recommendations include the provision of resourcing to community education and engagement programs, funding for weed control programs, an independent review of infrastructure in and around crown reserves and a new Coastal Private Land Conservation Program to support conservation on private land bordering conservation areas.
The report cites the development of a new breakwater, boat ramp and beach road at Bastion Point, Mallacoota as a significant example of the "dash for development" approved by successive Victorian governments. In approving the development, Smyth writes in the report, the Victorian government also approved "the burial of a significant landscape, the town’s only safe swimming beach, archaeological sites and a rare surfing break beneath tonnes of concrete, asphalt and rubble."
"The Coast is Unclear" goes on to comment that the current Victorian government is "also driving fundamental changes to the way planning works" in the state, "weakening planning zones and native vegetation management, and approving contentious development proposals in the face of community opposition."
The previous Labor government, the report notes, also approved development projects such as canal development at Lonsdale Lakes, wind turbines at Cape Bridgewater, the Wonthaggi desalination plant and a coast road at Point Gellibrand, which it claims have all impacted the coast.

Urban development threatening Victoria's coast: VNPA

One of Hawthorn's oldest buildings - which has been home to Young’s Auctions since 1930 - will go under the auctioneer's hammer next month.
The single storey retail building, at 229 Camberwell Road in <a href="/news">Hawthorn East</a>, has been used for the past 80 years as an auction house.
Colliers International’s Jeremy Gruzewski and Ted Dwyer have been appointed to sell the building by auction on March 20.

Gruzewski said: "Young’s Auctions has been operating here since 1930, but the property itself has been an auction home since 1910."  
The business is run by David and Ian Young, the third generation of the Young family.
"This sale doesn’t signal the end for Young’s Auctions, rather, the business is looking to relocate to bigger premises with easier access for deliveries," said Gruzewski.
The 415 square metre building is situated on a 442 square metre site near the corner of Camberwell, Burke and Riversdale Roads in Hawthorn East – an area better known as Camberwell Junction.
The property is being offered for sale with a leaseback until June 2015 at $140,000.

Historic Hawthorn auction building set to go under the hammer next month

International insurance and warranty specialists The Warranty Group will make 693 Burke Road in Melbourne's Camberwell its new Australian headquarters after signing a lease for 1,100 square metres in the building.  
The group, which has offices throughout North America, Latin America, Europe and Asia, has taken a lease over levels 2 and 3, at about $360 per square metres. Fitzroys agents Martin Huang and Peter Weatherby negotiated the lease.  
The Warranty Group specialises in the underwriting, administration and marketing of insurance and extended warranty programs for manufacturers, retailers and distributors of consumer electronic, domestic appliances, vehicles, financial services products such as credit protection insurance.  
In a separate deal in the building, around 164 square metres of office space was leased to professional recruitment services group Staff Aid at a rent of $360 per square metre.  
The agents said a remaining area of 340 square metres is available for lease in the building.

The Warranty Group to make Camberwell, Victoria their new Australian headquarters

Life insurance group AIA Australia has leased about 7,000 square metres of office space on Melbourne's St Kilda Road, in one of the biggest leasing deals done in the precinct in the past year.
Under the deal, AIA Australia has agreed to a 10-year lease over levels 5, 6 and mezzanine Level 7, at 509 St Kilda Road. The lease also incorporates exclusive naming rights, main building signage rights and 85 car bays.
AIA Australia is currently located, at 553 St Kilda Rd.
The building is owned by a fund managed by Calibre Capital and the lease was negotiated by Colliers International’s Ben Christie.
“St Kilda Road still offers exceptional value in terms of the quality of building that can be obtained so close to the CBD and this made 509 St Kilda Road an excellent value proposition for AIA Australia," said Mr Christie.
As part of the lease agreement, Calibre Capital will demolish all existing fit outs in AIA’s tenancy areas and refurbish with new ceiling grid, light fittings, carpet and paint work. The lift lobbies will also be refurbished, as well as the male and female amenities.
AIA Australia joins Transfield, Fuji Xerox and Webjet in the building.
The space AIA is moving into was previously occupied by MLC, which vacated about 11,500 square metres in December.
“The 11,500 square metre vacancy at 509 St Kilda Road had the potential to create a significant spike in vacancy in the precinct, however the lease to AIA, along with previous commitments in the building to ASX-listed companies Webjet Limited (1,670 square metres ) and Transfield Services (3,378 square metres) means that figures will remain relatively stable,” Mr Christie said.
Colliers is forecasting vacancy on St Kilda Road to peak at 11.43% in July 2014, then gradually trend down.

AIA Australia lease 7,000 square metre St Kilda Road office

Roads and key state infrastructure projects are being fast tracked in Melbourne’s newest suburbs, according to new guidelines launched by Planning Minister Matthew Guy today.
The guidelines, known as the Growth Areas Infrastructure Contribution (GAIC) Works-in-Kind (WIK), are looking to allow the development industry to deliver the infrastructure earlier than what was initially planned for by providing capital works, rather than paying cash. Previously, the GAIC was required to be paid as a cash levy. The charge was designed to cover the contribution of funding essential State infrastructure in Melbourne's growth areas.
Current 2013/2014 fees are, for Type A land, $86,580 per hectare, and $102,810 per hecatre for Type B-1, B-2 and C land.
“As people move in to new suburbs, we want them to have immediate and easy access to connected roads and transport, employment opportunities and nearby community facilities,” Guy said.
“That is why the new GAIC Works-in-Kind system is so important. Potential projects include provision of an interchange on the Hume freeway, a road overpass in the western growth corridor and a potentially new railway station in the northern growth corridor.”
The <a href="https://www.propertyobserver.com.au/news/the-senate-s-inquiry-into-affordable-housing-six-submissions/2014013067451" target="_blank">issue of developers needing to stump the money upfront</a> has been pointed out many times as one of a number of potential issues surrounding housing affordability, as the costs are then passed on to those buying into the areas. Whether or not this will help bring prices down for new developments and communities remains to be seen.
“These new guidelines will help achieve new infrastructure and promote a more efficient way of planning and delivering growth area infrastructure,” he said.
New housing and infrastructure can be delivered in parallel, “removing the costly need to acquire land later” and allowing an improved integration of public and private facilities.
Infrastructure including arterial roads and freeways, footpaths, walking and cycling trails, health and education facilities, libraries, community facilities, IT infrastructure and stormwater management will all be covered under these guidelines. These can be provided or funded to offset the current charges.
The Metropolitan Planning Authority will be in charge of the process.
“With locations gradually opening up for large-scale residential development in coming years, this is just one way the Coalition government is managing Melbourne’s growth and delivering infrastructure that will benefit future residents,” he said.

New guidelines bring forward infrastructure: Planning Minister

All 86 properties that were under the hammer sold at a single mega-auction at Victoria's Gippsland Lakes this weekend through John H Castran.
The properties were sold to recover funds for the collapsed Gippsland Secure Investments, which was a principal lender to Riviera Properties, the former land owners.
Around 1,400 people registered for the auction, hosted by the Metung Hotel. The most expensive sale was for a 18 hectare, 10 marina berth lot, which sold to a buying syndicate for $2.45 million. A mix of commercial lots, marina berths, cove allotments and single dwelling residential plots were sold at the auction. Included amongst them was 76 Beach Road (pictured below).

According to Metung LJ Hooker branch manager Peter Cook, the sale attracted a great deal of attention, with his team fielding enquires five weeks before the event.
"I think there were a lot of people looking for bargains. The diversity of the blocks and the prices that were advertised meant that the auction was open to everyone, from developers to small buyers," he said. There was no reserve set for any of the Metung properties auctioned on Saturday, with a reported five per cent discount on most of the properties sold with a 30 to 60 day settlement. 
Of reports that some Gippsland Lakes residents were worried that the super sale would devalue property in the area, Cook said that the majority of residents saw the benefit of the interest in the former Riviera properties.
"There are always people like that in smaller towns - there are about 1,000 people in Metung. Generally when something like this happens, you’re going to have people who are going to boo-hoo it, and there are going to be people who are going to be for it," he said of the divided sentiment.
Ian Lockwood, the branch manager of Elders Metung, agreed that the auction was good for Metung.
"It's a mixed bag, but I would say it's a great result for Metung. Some properties have sold for a higher prices than what were previously advertised by the previous agent. Other house lots, which were around 700 square metres, sold for about fair average price," he said. "I thought the commercial property, of which there was one in Metung, sold quite cheaply."
Lockwood, who was a referring agent for the auction, said roughly half of the buyers he referred were from Melbourne and half were locals. 
"The biggest value from the auction is that we've had a stream of people through our door that have seen the advertising, never heard of Metung, arrived two or three days before the auction and bought property," he said.
"The one question I keep getting is, 'Why haven't I heard of Metung before?'"
Cook notes that before the auction, marketing for the properties had been sluggish.
"Those lots were sitting empty for a long time," he said. "Initially there were only two agents handling the properties, Riviera and King and Heath, and they should have opened it to other agents to handle some of the properties."
It seems that some shareholders in the collapsed Gippsland Secure Investments agreed, with rumours that some shareholders were discussing the possibility of a class action suit in the auction tent on Saturday. Riviera Properties was the company's largest debtor before it was liquidated. Following the auction, shareholders are reportedly set to receive 80c in the dollar.
While most of the properties sold were located in <a href="/news">Metung</a>, about a quarter of the properties auctioned on Saturday were located in <a href="/news">Paynesville</a> and <a href="/news">Bairnsdale</a>.
