A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

The only other notable development set to come to market this year is ALAND's Queen Square, a mixed-use precinct on over two hectares that will comprise apartments above a vibrant ground-level retail and hospitality dining precinct.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

It represents the largest project undertaken by Reve Group, the development arm of the Kassis family, which has been building across the Hills District for more than 30 years through Kassis Homes.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Grand Rêve introduced larger, house-like apartment layouts and premium inclusions including Wolf and Sub-Zero appliances to the Castle Hill market.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

<a href="https://www.apartments.com.au/developers/far-east-consortium">Far East Consortium</a> is preparing to commence construction on <a href="https://www.apartments.com.au/new-apartments/640-bourke-street-melbourne-640-bourke-street-melbourne-vic-3000">640 Bourke Street</a> this October, marking the next milestone for the Melbourne CBD development and its higher-end Eliza Collection.

Spanning levels 44 to 68 of the 68-storey <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>-designed tower, the Eliza Collection has been conceived as a lower-density offering within the broader development, with only five apartments on each floor, dedicated lift access and a collection of resident spaces reserved exclusively for Eliza Collection residents.

The Eliza Collection forms part of Far East Consortium's broader move toward larger-format residences at 640 Bourke Street, where the number of apartments was reduced from earlier plans as apartment sizes increased.

"What it's meant for 640 Bourke is we've actually reduced the number of apartments. We've increased the overall size of the apartments. We don't have any studios in here, and what that does for a project is it elevates it," Far East Consortium Director of Sales and Marketing Lauren Sheldon said.

Rothelowman Associate Jun Chang said the design process provided an opportunity to create more generous floorplans.

"We were given the opportunity to be more generous. The apartments became bigger and squarer than any other apartments which had been designed in the CBD before that."

That thinking carries through to the Eliza Collection, where the residences have been designed around the space and functionality associated with a larger home, but positioned high above the centre of Melbourne.

The Eliza Tinsley building itself is central to the wider project's identity. Rather than treating the existing Eliza Tinsley façade as a separate element, Rothelowman used it as a starting point for the architecture of the new tower, with the historic building to accommodate the project's gallery and lobby.

"It's a significant asset and wants to be celebrated and experienced by all residents every single time they go in and out of the building," Rothelowman Principal Stuart Marsland said.

Melbourne’s unit value continued to lose steam in May, as a combination of higher interest rates, rising inventory levels and lower sentiment dampened conditions. CoreLogic’s Home Value Index (HVI) showed Melbourne’s unit value hit -0.3 per cent, with all dwellings hitting -0.7 per cent, recording the most significant month-on-month fall for the city.

Melbourne’s median unit value is $629,344, and while the rise continues across the capitals, the growth was not enough to offset the depreciation in Melbourne, which pushed the combined capitals index 0.3% lower over the month.

Melbourne has fallen across four of the past six months in combined dwellings, although still above pre-covid levels. The city experienced a softer growth phase, recording a smaller peak-to-date decline of -0.8 per cent combined, with housing values now 9.8% higher compared to the pre-COVID levels and while unit values show a positive of 0.3 per cent.

CoreLogic’s Research Director Tim Lawless said despite the 0.5% rise in housing values across Australia’s combined regional areas, it was not enough to keep the national index in positive monthly territory, with the national HVI down -0.1% in May, the first monthly decline in the national index since September 2020.

“There’s been significant speculation around the impact of rising interest rates on the property market and last month’s increase to the cash rate is only one factor causing growth in housing prices to slow or reverse,” he said.

“It is important to remember housing market conditions have been weakening over the past year, at least at a macro level.”

Lawless noted the quarterly rate of growth in national dwelling values peaked in May 2021, shortly after a peak in consumer sentiment and a trend towards higher fixed mortgage rates.

“Since then, housing has been getting more unaffordable, households have become increasingly sensitive to higher interest rates as debt levels increased, savings have reduced and lending conditions have tightened,” he said.

“Now we are also seeing high inflation and a higher cost of debt flowing through to less housing demand.”

The trend in advertised stock levels helps to explain the weaker conditions across Melbourne, with inventory across the city now higher than 12 months ago and against the five year average.

Melbourne’s advertised stock levels are up 1.3% on last year and 8.1% above average based on the previous five years.

“With stock levels now higher than normal across one of Australia’s largest cities, buyers are back in the driver’s seat,” Lawless said.

“Higher listings add to tougher selling conditions more broadly. Vendors in Melbourne have faced lower auction clearance rates since mid-April and those selling via private treaty are taking longer to sell with higher rates of discounting.”

“A combination of higher interest rates, lower rates of household saving and a potentially more cautious lending environment is likely to reduce housing demand further just as total advertised stock levels are likely to continue rising, further empowering buyers by creating increased competition amongst vendors.”

Unit rents are rising at a faster annual pace than house rents across the combined capital cities (where house rents increased 8.6% compared to 9.1% across units) and the combined regional areas (where house rents rose 10.7%, behind the 11.0% gain in units).

“Early in the pandemic rental demand for medium to high density dwellings fell sharply due to a preference shift towards larger homes and a demand shock from closed international borders,” Lawless said.

“As rental affordability pressures mount, demand for higher density rentals has steadily grown due to the unit sectors’ relative affordability advantage. More recently, demand has been boosted by international arrivals returning to the rental market.”

Amidst rising rents and a general easing in home value growth, yields are recording some upwards momentum, especially in Melbourne.

Melbourne gross rental yields are up from a record low of 2.74 per cent in December last year to 2.86 per cent.

“Despite the upwards trajectory, yields remain remarkably low in both cities, but a recovery back to average levels may be relatively quick if housing values continue to fall while rents maintain this growth trajectory,” Mr Lawless

As interest rates normalise over the next 12 to 18 months, the expectation is most of Australia’s capital cities will move into a period of decline brought about by less demand

With the housing debt to household income ratio at record highs, household balance sheets are likely to be more sensitive to rising interest rates. High inflation could be another factor contributing to softer growth conditions in the housing sector

Consumer sentiment also remains low, with Westpac and the Melbourne Institute’s monthly reading falling another 5.6% in May to its lowest level since August 2020. Historically there has been a strong correlation between consumer attitudes and housing market activity. These factors, together with stretched housing affordability and a more conservative approach from lenders, especially towards borrowers with high debt levels, are likely to contribute towards less housing demand over the medium term.

Another factor helping to contain distressed listings amidst rising interest rates is that most households are well ahead of their mortgage repayments, Lawless added.

The Whitehorse City Council has approved <a href="/developers/vicinity-centres">Vicinity’s</a> $700 million plans to bring to life the first stage of its mixed-use precinct of <a href="/new-apartments/box-hill-central-17-21-market-street-box-hill">Box Hill Central</a>.

“Reaching this important milestone makes way for the first stage of development that will create a new east-west pedestrian connection through the town centre which will be complemented by a community plaza and Spanish-steps inspired amphitheatre, a new residential tower for more than 600 residents and commercial office space for 2,000 workers.&nbsp;

Box Hill Central is set to become one of <a href="/new-apartments/melbourne-vic-3000">Melbourne’s</a> largest private mixed-use developments, with the first stage expected to deliver more than 50,000 sqm of commercial office space, along with 3,350 sqm of new public space. &nbsp;

It will also create new walkways and roads to interconnect to the precinct’s transport, retail, and dining offerings.&nbsp;

Overall, Vicinity says the redevelopment is expected to deliver approximately 2,400 construction jobs during the building phase and more than 6,000 new jobs for the precinct upon completion.

The group commenced construction works at Box Hill Central back in 2021, revitalising one of Melbourne’s busiest shopping centres and transforming it into a fresh and modern market-leading destination.

Vicinity secures approval for first stage of Box Hill Central redevelopment

The developer Daniel Grollo is back in the development game, trying to get a tower erected on the prime Chapel Street, South Yarra site he recently acquired.

Plans have been filed by&nbsp;GFM Investment Group, whose sole director is Daniel Grollo, of the collapsed building giant Grocon. It&#39;s a joint venture with the Melbourne High School, which is located next door to the site.

They are seeking to demolish a two-level warehouse building&nbsp;and create a&nbsp;22-level tower at 671 Chapel Street, which will comprise&nbsp;a mix of apartments, retail, office and community space on the prime 2,069 sqm site.

The site was previously subject to an earlier planning permit that sought approval for a 32-level mixed-use development.

Amended plans took saw 10 levels taken off, and the addition of a maternal and child health centre among other changes. But that was knocked by by VCAT in 2019, namely due to an overbearing presence on Melbourne High School due to the height, breadth, and materiality, including the proximity of the proposal to the boundary with MHS.

The plans, filed by the fashion entrepreneur Harry Goles&nbsp;who was behind the collapse and subsequent rebirth of the fashion label Ojay, were given the green light by Stonnington Council in 2020, before VCAT again intervened.

But Grollo is now spearheading the project having acquired the vast 2,069 sqm site for just shy of $40 million, and plans a Bates Smart-designed tower with&nbsp;160 apartments,&nbsp;a mix of 30 one-bedroom units, 91 two-bedders, 37 three-bedroom apartments, and just two penthouses. There will be a maximum of nine apartments per floor.

There will be three podium levels. Level two&nbsp;will home 1,264 sqm of office space, while the ground will have 272 sqm of retail space. There&#39;s a further 352 sqm reserved for education or community space, which is being developed in collaboration with MHS.

Level one will be where the resident amenity is located. That&nbsp;will include an indoor pool, gym, and&nbsp;communal and private lounge and dining spaces.

Contour Town Planning suggested the proposal would provide a new housing opportunity within a higher order activity centre, and at an intensity that contributes to placemaking, rengeration and formation of communities in highly accessible and advantaged locations.

&quot;The proposed building will assist in creating an urban environment in this part of South Yarra that is safe, healthy, functional and enjoyable, and it will contribute to creating a sense of place.

They noted that a key issue for Stonnington is the need to provide for the projected population growth of the City by catering especially for smaller households.

&quot;The proposal specifically addresses the need to provide accomodation and housing choice for these dominant demand groups including young people and smaller households.&quot;

Jack Merlo has handled the landscaping which will create a connection between&nbsp;Chapel Street and the&nbsp;MHS main campus.

The project will be just&nbsp;a few doors down from Gamuda Land&#39;s completed 661 Chapel Street tower, and the Royal Como, another mixed use tower at 663 Chapel Street.

Immediately north of the site is a four-level brick building which forms part of the MHS Campus, while immediately south is the new Centre for Higher Education Studies facility, a four-level education building.

Grollo&#39;s Grocon, which has developed the likes of Eureka Tower, Rialto Towers and 101 Collins Street in the Victorian capital, collapsed in 2020,&nbsp;reportedly owing creditors over $100 million.
