Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Deicorp has secured planning approval for its latest <a href="/new-apartments/castle-hill-nsw-2154">Castle Hill apartment development</a>.

The developer will deliver 873 dwellings across five residential buildings in the East Showgrounds Precinct, next door to their now under construction 430-unit Hills Showground Village.

The new development will comprise of three buildings designed by GroupGSA and two designed by TURNER and will include arund 3,500 sqm of open public space in the form of landscaped courtyards, a public park and communal outdoor recreational space including a playground, barbeque area, and outdoor seating.

Deicorp was chosen by Landcom and Sydney Metro to develop both sites, with the new project&nbsp;delivering 136 one-bedroom, 527 two-bedroom and 210 three-bedroom dwellings.

“This approval will allow us to start construction on a range of beautifully designed, conveniently located apartments and create another vibrant, walkable and well-connected community,” said Deicorp’s founder Fouad Deiri.

“These new homes will provide their residents with a seamless connection to jobs and services along Metro North West, and the new Hills Showground Village retail precinct currently under construction.

“We look forward to deliver this much-needed housing that adds to our significant pipeline of projects along the Metro line, which includes Tallawong Village, Hills Showground Village, and The Five Ways in Crows Nest which recently was granted development approval.

“Importantly, the East Showgrounds development will include 44 affordable housing apartments for key workers on the doorstep of Sydney’s Metro rail line."

Deicorp secures approval for East Showgrounds, Castle Hill apartment project

After a very brief cooling of the market, Sydney property is back doing what it does best, growing in value.

The monthly update from property data analytics firm CoreLogic showed a sharp turnaround in most capital cities over February, with their overall Home Value Index swinging from negative growth in January to positive in Feb.

Unit values in Sydney edged up 0.2 per cent, following back-to-back months of declines (-0.2 per cent in Jan and -0.3 per cent in December). The median unit value in Sydney is now $855,000.

Houses have performed in a similar pattern, up 0.3 per cent in February following declines of -0.4 per cent in January and -0.7 per cent in December. The Sydney median house value is $1.4 million, $545,000 more than the median unit value.

The interest rate change in the middle of February was enough to change the fortunes of most capital city markets. The upper quartile of the market led the growth in Sydney, aligning with CoreLogic’s past research indicating that high-value housing segments tend to respond more quickly to interest rate shifts.

Regional NSW saw stronger growth relative to the capital, with values rising 0.4 per cent over the month and one per cent over the rolling quarter.

Stock levels remained elevated in Sydney, with listing counts up 6.9 per cent compared to the previous five-year average. While the market remains in a rebalancing phase, the latest figures suggest Sydney’s downturn may have been short-lived, with further growth possible if borrowing conditions improve.

The off the plan apartment market in Sydney saw several significant developments in February including regulatory changes, major project approvals, and shifting market dynamics driven by anticipated interest rate cuts.

The NSW Government announced it will be reviewing off the plan contract laws to provide greater certainty for buyers and to prevent developers from unfairly profiting from contract delays or cancellations.&nbsp;

Proposed reforms include mandatory sunset clauses to ensure buyers can withdraw if key milestones are not met, restrictions on developers extending sunset dates beyond factors outside their control, and potential financial penalties for inaction.&nbsp;

The government is also considering changes to outdated land title covenants to facilitate housing development. Consultation is open until 7 March 2025, with legislation expected in 2025.

The NSW Government were again involved in the biggest planning move in February. They sign off on concept approval of the Central Barangaroo precinct by&nbsp;<a href="/developers/aqualand-australia" target="">Aqualand</a>.

The five-hectare development will feature residential, retail, hospitality, and community spaces, alongside a new metro station entrance and over two hectares of public open space.&nbsp;

Before the February rate cut, CoreLogic conducted research to identify areas that could experience the highest growth from several potential rate reductions.

Their findings indicated that the <a href="/developments/chatswood-nsw-2067">Chatswood</a> and <a href="/developments/lane-cove-nsw-2066">Lane Cove</a> area would be one of the top performers, with a projected value increase of 16 per cent if the Reserve Bank were to cut the official cash rate by one percentage point.

City Beat February 2025: Sydney property downturn ends abruptly as rate cuts spur price growth

When boutique developer Prime Edition was researching where to create their next apartment project, it was important to focus on some key fundamentals that would allow future residents to live an elevated lifestyle.

Prime Edition, known for its boutique developments in areas like Toorak and South Yarra, aimed to bring that level of quality and craftsmanship to a larger scale. For that, they needed a larger site befitting of their vision.

That led them to <a href="/developments/clifton-hill-vic-3068">Clifton Hill</a>, the small suburb tucked away between Fitzroy and Collingwood.

Very little new development has occurred in recent years in the area, which benefits from being close to the Melbourne CBD.

Prime Edition snapped up a 1,540 sqm site on Queens Parade, near the intersection of Queens Parade and Smith Street, regarded as a prime location.

They recently launched the development, dubbed <a href="/new-apartments/33-queens-parade-clifton-hill-33-queens-parade-clifton-hill">33 Queens Parade</a>, a collection of 40 apartments, penthouses, and townhouses that will allow future residents to benefit from a myriad of local amenities while also being well-connected to wider Melbourne.

The development is strategically located across the road from the Smith Street and Queens Parade tram stop, which will benefit city workers as well as families with children in higher education. The tram on Route 86 takes just 20 minutes to get into the city, passing through Fitzroy and Collingwood, and also heads north through Northcote and Preston to the RMIT Bundoora campus. Clifton Hill Station is also just 700 metres away.

There are educational opportunities aplenty on the doorstep. Just 500 metres up the road is the recently opened Wurun Senior Campus, an innovative new facility for Collingwood College and Fitzroy High School’s Year 11 and 12 students. For a younger family, the address is a short walk to Clifton Hill Primary School.

33 Queens Parade residents will also be spoilt for choice when it comes to parks. 500 metres north is Edinburgh Gardens, one of Yarra's largest parks. The 24-hectare park is home to the W.T Peterson Community Oval, a kids' playground, skatepark, basketball court, barbecue facilities, and large expanses of open lawn and landscaped gardens. Around half of the park is dog off-leash.

Parks, pastries, and proximity to Melbourne: The prime location of 33 Queens Parade apartments in Clifton Hill

Silverstone Developments is scrapping its plans for an office tower in favor of new apartments as it continues to expand its residential development pipeline.

The developer, currently working on The Windermere in Ascot and with another site in Hamilton, has decided to move forward with a 192-apartment tower in Milton, replacing the previously planned 24-level office building at <a href="/new-apartments/299-coronation-drive-milton">299 Coronation Drive</a>.

They have kept Woods Bagot as the architect and retained many of the design principles from the original office tower plan.

They said examples include the fine screen and detail like the nearby Regatta Hotel,&nbsp;the terrace house typology, the modern interpretation of traditional features at the Toowong Library, and the tectonics of the traditional Queenslander.

"The design will draw upon these elements to develop a design that is relevant to place."

The plans are for 192 two and three-bedrooms aimed squarely at the owner-occupier. All of the 48 two-bed units will have a multi-purporse room. The three-bedroom apartments are categorised as small, medium and large in the submission. There will be just eight apartments per floor.

The amenity has been lcoated on the roof, like most new builds in Brisbane. A lap pool, with a plunge pool at either end, will be accompanied by a sauna, steam room, hot and cold plunges, and a treatment room. The roof will also feature a gym, private and outdoor dining spaces, a fire pit area, and extensive integrated seating near barbecue facilities.

Lower North Shore developer&nbsp;<a href="/developers/da-properties">DA Properties</a> has revealed its next apartment project.

DA Properties, led by David Allen, has sought to create a five-level building on Murdoch Street in Cremorne.

They're proposing 31 two and three-bedroom apartments in the $30 million block across an amalgamation of several sites between 45 and 51 Murdoch Street, toward the top of the street just off Military Road. It is strategically positioned next to Redlands Junior Campus.

Designed by <a href="/architects/pbd-architects">PBD Architects</a>, the development responds to the site's irregular shape and triple street frontage with a contemporary, articulated form that mitigates visual bulk and integrates with the surrounding streetscape, the documents submitted to the North Sydney Council state.

The design also reflects <a href="/developments/cremorne-nsw-2090">Cremorne</a>’s leafy character while contributing to housing diversity, particularly through its mix of larger apartments and affordable housing. &nbsp;

The development will feature 776 sqm of communal open space and landscaping in the southwestern corner, along with 45 basement car spaces accessed via Education Lane. &nbsp;

DA Projects is hoping to start construction in August. The developer has previously created Porteno Manly, 41 luxury apartments on Whistler Street. They have another project in nearby McMahons Point.

First look: New apartments set for Cremorne's Murdoch Street

Bassar Group's penchant for Broadbeach development is set to continue with its latest apartment play.

Bassar, led by Leo Sarris and Simon Bassil, has filed plans with the Gold Coast City Council for a 33-level tower with 56 half-floor apartments on Anne Avenue, similar to their successful Infinity project which they completed around the corner in 2023 on Surf Parade.

The <a href="/new-apartments/avva-19-anne-avenue-broadbeach">new tower, Avva</a>, the Greek translation for Anne which reflects Sarris' heritage, will feature a range of amenities on the podium levels, from a lap pool with day beds to a wellness area with a gym, yoga deck, hot and cold plunge, and a sauna and steam room.

Leo Sarris, Bassar Group Director, said the conditions are right for their next installment of luxury in <a href="/developments/broadbeach-qld-4218">Broadbeach</a>.

"We're excited to announce the next Bassar tower following on from Infinity which sold out before construction completion," Sarris says. They've kept the same design team, with BDA again on board.

"Avva is an edgier and more contemporary cousin to Infinity."

Sarris says it's all about finding that sweet spot for both the developer and purchasers.

"We're targeting to provide a product that ticks boxes for location and local amenity to suit our buyers, but also being as simple as possible when it comes to design. If we simplify the design process, and give buyers what they need and not overdo it with unnecessary additional costs, we can then offer a competitive price point.

"We'll still be having large 166 sqm internal floorplans with three bedrooms, with just two apartments per floor. We know that's what our type of buyer wants after delivering Infinity."

When comparing to the COVID boom which Bassar benefitted from when they were marketing Infinity, Sarris says the landscape on the Gold Coast is now very different.

"Buyers are more savvy now," Sarris says.

"There was a time when buyers would pay anything to get into the Gold Coast market. Now, with the cost of living and increased interest rates, it's not as easy, so you really need to hit the sweet spot in terms of design which then informs the price you can sell the apartment for."

Sarris still expects some interest from the southern states, however acknowledging that demographic won't be as prevalent as it was several years ago. Local buyers are likely to dominate sales.

BDA Architecture, who designed Infinity, has been in charge of the architecture for the new project.

They said the new "modernist-inspired tower&nbsp;adopts an angular expression to its form."

"The tower floor plan is shaped to create striking oblique spatial expression. The tower form offers visually interesting angles to passers-by. The movement and angles reflect the subtle angles of the coastal context."

The new tower at 19 Anne Avenue will replace the 1970s MaxMar apartment block.

GV Property Group's Luke Reaby put the 1,032 sqm site together, amalgamating eight individual owners in the original two-level walk-up.

The Victorian government has finalised housing targets for councils across the state, outlining where and how many new homes will be built to accommodate an expected 2.24 million additional homes by 2051.

The targets prioritise development in established areas close to jobs, transport, and services, reversing previous trends that saw expansion largely concentrated in outer suburbs.

Under the new plan, 70 per cent of Melbourne’s growth is directed towards established areas, with the remaining 30 per cent allocated to outer suburbs. Regional Victoria is set to account for 25 per cent of all new homes.

The government has ranked council areas based on projected housing growth, with Greater Melbourne councils seeing the most significant increases.

Greater Melbourne’s housing targets are led by the City of Melbourne, expected to grow from 110,100 homes to 229,600 by 2051, an increase of 119,500 homes.

Melton follows closely, with an addition of 109,000 homes, bringing its total to 178,300 by 2051.

Wyndham is set to expand from 109,300 to 208,300 homes, while the City of Casey is projected to add 87,000 homes, taking its total to 218,000.

Other growth areas in Metropolitan Melbourne include:

	<li>Mitchell Shire Council: 9,700 to 75,700 (+66,000)</li>
	<li>Cardinia: 46,400 to 76,400 (+30,000)</li>

In regional Victoria, Greater Geelong is set to accommodate 128,600 new homes, followed by Ballarat with 46,900 and Greater Bendigo with 37,000.

On the lower end of the spectrum, some councils saw reductions from initial projections, with Nillumbik’s target cut from 12,000 to 6,500 additional homes.

Premier Jacinta Allan stated that the revised targets are designed to distribute growth more evenly and ensure affordability across the state.

Councils will be required to demonstrate how they will meet these targets or risk government intervention in planning decisions.

<h2>Planning Reforms to Support Growth</h2>

To support the delivery of housing targets, the government has introduced a Townhouse and Low-Rise Code to fast-track approvals for homes up to three levels.

If a project meets the new code, which sets out criteria such as setbacks, tree coverage, and minimum room sizes, it will be “deemed to comply” and fast-tracked through the system, avoiding lengthy planning delays and third-party appeals at VCAT.

The government expects the new code to significantly reduce planning permit assessment times, cutting delays by at least 60 per cent.

Minister for Planning Sonya Kilkenny said the reforms aim to streamline approvals for well-designed, sustainable homes that integrate into existing neighbourhoods.

A broader overhaul of the state’s planning system is also underway, with the government pledging to rewrite the Planning and Environment Act 1987 to simplify the process for new housing developments.

Premier Jacinta Allan reinforced the government’s commitment to tackling the housing crisis, stating, “Homes don’t get built when they’re lost in the snakes and ladders of the planning system – so we’re fixing it.”

With Victoria’s housing targets now locked in and planning reforms set to accelerate approvals, the Property Council of Victoria has welcomed the new targets but emphasised the need for tax incentives to encourage investment and ensure housing targets can be met.
