Apartment buyers in New South Wales are set to gain a decade of insurance-backed protection against major building defects, after the NSW Parliament passed the Fair Trading and Building Legislation Amendment Bill 2026.&nbsp;

The Bill establishes decennial defect insurance, known in the market as Latent Defects Insurance (LDI), as an alternative to the existing two-year strata building bond. It cleared the Legislative Council with amendments on Tuesday evening (August 4, 2026), with the Legislative Assembly agreeing to those amendments shortly after.

Under the reform, eligible developers can satisfy their statutory bond obligation by taking out an approved decennial-style policy that gives owners 10 years of cover for major structural defects from completion, claimable directly, without first having to pursue developers or builders through costly legal action.&nbsp;

The change forms the final tranche of amendments arising from the 2021 statutory review of the Strata Schemes Management Act 2015 and related legislation.

Resilience Insurance, which originated the cover in Australia and has delivered it in NSW since 2022, welcomed the passage and credited the NSW Government for delivering it.

“This is protection apartment buyers have needed for a long time, and the credit for delivering it belongs to the NSW Government,”&nbsp;said Corey Nugent, CEO of Resilience Insurance.

“Minister Chanthivong and his team have shown real leadership in replacing an outdated two-year bond with cover that matches the lifespan of the buildings people are buying into. Reform like this is what good, evidence-based regulation looks like.”

Resilience has delivered LDI in NSW since 2022, protecting thousands of apartments, giving the State, and now the country, real-world evidence of how decade-long, no-fault protection works in practice.

The reform also places NSW within a wider national shift.

NSW is the third jurisdiction to put decennial cover into law. The ACT legislated for it in 2024, with the scheme taking effect in late 2025, and Victoria passed its own framework on 17 June. Between them, the three cover the majority of Australia's apartment market.

The reform commences once the legislation is proclaimed, which is expected in the coming weeks. From that point, developers of Class 2 residential apartment buildings can meet their statutory obligation with an approved decennial policy in place of the bond.

Buyers who purchased into projects that took out the cover early are among the first in the country to take keys to apartments carrying decade-long structural protection.

“With the legislation passed, the focus now turns to making it work for buyers,”&nbsp;Nugent said.

“There are already thousands of apartments in NSW covered by this insurance, bought by developers who moved early. The question every buyer should be asking in a display suite is a simple one: does this building come with 10-year defect cover, and who stands behind it?&nbsp;

“We look forward to working with the Government and the Building Commission in coming weeks as the framework moves to implementation, and to sharing what we have learned over the past four years so the protection reaches owners as smoothly and quickly as possible.”

Other states are working through their own reform programs. Western Australia has indicated that decennial cover is within consideration a later stage of its reform sequence, and Queensland has been examining the settings as it looks at the development pipeline ahead of the 2032 Olympics.

NSW parliament passes 10-year defect insurance laws for new apartment buyers

Builder-developer <a href="https://www.apartments.com.au/developers/mcnab-developments">McNab</a> has wasted little time reshaping one of South Brisbane's most significant undeveloped apartment sites after acquiring the property earlier this year.&nbsp;

McNab has lodged plans to scrap an existing approval for two 30-storey towers and instead deliver a single 28-storey residential building, preserving part of the site for a future development opportunity.

The proposal, lodged over <a href="https://www.apartments.com.au/new-apartments/64-peel-street-south-brisbane-qld-4101">64 Peel Street and 9 Cordelia Street</a>, is for a residential-led mixed-use development comprising 124 apartments above a landscaped podium, alongside a boundary realignment that preserves part of the land for a future residential project.

A five-level podium will accommodate 135 car spaces, while the ground floor will include a 66 sqm commercial tenancy, an activated residential lobby with work-from-home spaces, and a publicly accessible landscaped plaza linking Cordelia and Peel streets.&nbsp;

Communal amenities will span Level 6 and the rooftop, including indoor and outdoor recreation spaces, a swimming pool, barbecue facilities, kitchen and dining areas, lawn space, sauna, steam room and yoga facilities.

The application also proposes a boundary realignment to create a standalone 1,290 sqm development lot while retaining an adjacent parcel for future redevelopment, allowing the balance of the site to contribute additional housing over time.

Hayball said the architecture has been shaped by the site's elevated corner position at the intersection of Peel and Cordelia streets and Brisbane's subtropical climate.

The design incorporates generous landscaped setbacks, a masonry podium wrapped with planting, large north-facing balconies, and a slender tower profile intended to maximise natural light, cross ventilation and long-range views. The rooftop has been conceived as a wellness-focused retreat overlooking Brisbane, with amenities positioned to capture views towards Mount Coot-tha and the CBD.

The planning submission positions the proposal as a response to both changing market conditions and Brisbane's Kurilpa Sustainable Growth Precinct planning reforms.

McNab acquired the site after the previous approval was granted, with the existing scheme no longer reflecting current residential market demands, economic conditions, construction challenges, construction efficiencies or the quality of development outcome now being pursued, the planning report noted.

McNab continues to expand its residential development pipeline across Brisbane and the Gold Coast. The developer recently launched The Tannery in West End, securing more than 60 per cent of apartments before the project's public release. It is also delivering Elements Budds Beach in Surfers Paradise and Lucia Highgate Hill, an eight-apartment boutique development overlooking the Brisbane River.

A steeply sloping Bellevue Hill site is set to accommodate a new mid-rise apartment development, with plans lodged for 20 homes that respond to the site's dramatic topography.

The proposal for the consolidated land at <a href="https://www.apartments.com.au/new-apartments/138a-140-bellevue-road-bellevue-hill-nsw-2023">138A-140 Bellevue Road</a> has been designed by Sydney architecture practice Common Office, which has used the site’s substantial fall to distribute the building’s scale and unlock 20 apartments without presenting the full height to the street.&nbsp;

“The unique design strategy leverages the site’s substantial topographical fall to facilitate increased density, presenting a seven-storey profile to Bellevue Road while rising to 10 storeys at the rear,” Common Office said in its architectural design report.

The apartment mix spans one, two, three- and four-bedroom residences. Four two-bedroom apartments are designated as affordable housing, while the plans also include two adaptable dwellings. The mix is majority three-beds, with the typical three-bed apartment offering around 144 sqm internally, with balconies of around 15 sqm.

The affordable housing component represents 15 per cent of the residential floor area and allows the project to access additional height and floor space under the NSW Government’s in-fill affordable housing provisions. The site also falls within the inner area of the Low and Mid-Rise Housing Policy because it is within 400 metres walking distance of Double Bay Town Centre.

Common Office has arranged the building around a masonry podium and a lighter upper volume, drawing on two recurring elements of Bellevue Hill’s established architecture: sandstone bases and the vertical proportions of local Inter-war Art Deco apartment buildings.

“The proposal is governed by a holistic design language that reconciles the solid horizontal masonry of the neighbourhood’s podiums with the elegant verticality of its Art Deco heritage,” the architect said.

“The building maintains a consistent rhythmic logic utilising deep recesses and a sophisticated material transition to break down the 10-storey scale into a series of articulated, human-scale volumes.”

Large-format sandstone tiles will define the lower levels, establishing a robust base that negotiates the change in elevation from Bellevue Road. Above, red-tinted precast concrete frames, recessed balconies, anodised aluminium screens and expanded metal details will create a more vertically expressed façade. Integrated planter beds will introduce greenery across balcony edges and recessed sections of the building.

The elongated northern façade has been divided into three recessed vertical masses to reduce its perceived length. Triangular window elements and metal privacy screens reference the geometry of nearby Art Deco buildings while controlling overlooking toward surrounding homes. The southern elevation will incorporate further privacy screening, landscaped edges and deep balconies to maintain light and ventilation.

Private and communal landscaping is distributed throughout the development. A landscaped garden apartment is positioned within the lower portion of the site, while a communal terrace on Level 5 will include a central timber deck, barbecue facilities, resident planting plots and areas for outdoor dining and informal gatherings.

Common Office described the terrace as an elevated sanctuary designed to capture district views and sunlight. Its planting strategy incorporates endemic species associated with the Eastern Suburbs Banksia Scrub, extending the landscape vertically through the building and providing habitat for local flora and fauna.

A second communal outdoor area is proposed at roof level, with built-in seating, paved gathering areas and perimeter planting.

The podium has also been designed as an architectural feature rather than a conventional parking structure, with cascading planting, screening and natural-toned materials softening its appearance. Resident parking is elevated above ground level to address the site's flood constraints, while habitable apartments sit above flood planning levels. Upper-level communal facilities are designed to accommodate shelter-in-place arrangements during major flood events.

The site sits within one of Brisbane's fastest-changing inner-city precincts, less than two kilometres from the CBD and within easy reach of South Bank, West End, the Queensland Cultural Centre and extensive public transport connections. The Kurilpa Sustainable Growth Precinct planning framework is encouraging higher-density residential development to help meet Brisbane's housing supply targets while supporting walkable, transit-oriented neighbourhoods.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

Builder-developer SEYAH has reworked plans for its debut Gold Coast apartment project, Cavella.

Led by brothers Liam and Michael Hayes, who have delivered apartments for the likes of McNab and Mirvac, SEYAH will now bring 18 residences to Sunset Boulevard, an underdeveloped pocket of Surfers Paradise just minutes from the centre.

The revised scheme reduces the apartment count from 30 to 18, introducing larger two- and three-bedroom layouts. The 12-level tower, down from 17 levels previously proposed, will also feature five full-floor residences.

The project, dubbed <a href="https://www.apartments.com.au/new-apartments/cavella-15-sunset-boulevard-surfers-paradise-qld-4217">Cavella</a>, a name derived from the grace of Italian artistry, has been designed by BDA and draws inspiration from the flowing forms of classical architecture and the refined ease of la dolce vita, expressed through softened curves and a sculptural silhouette.

SEYAH has also shifted the resident amenity, activating the ground-level and connecting the facilities level to the canal. There will be a pool, gym, barbecue areas, fire pit, and both hot and cold plunge pools, and a sauna, while residents will also have direct access to a new pontoon and the use of a storage and parcel room.

On the site acquisition, Liam Hayes says Sunset Boulevard is surprisingly an underdeveloped pocket of Surfers Paradise.

"It has all the hallmarks of what makes a great development," Hayes says.

"It sits on the water, offers unobstructed views from every apartment to the Gold Coast skyline, and is a short walk into Surfers and Broadbeach."

SEYAH, which is both developing and building the project, has slated a Q4 2025 pre-sales launch through SRQ Projects Director Nicholas Clydsdale. They are anticipating to start construction in Q1 2026 and complete around Q4 2027.

The move into residential apartments was a natural progression for the business, Hayes says. The builder-developer will look at exploring more opportunities at the start of 2026.

First look: SEYAH to launch Cavella in emerging Sunrise Boulevard, Surfers Paradise pocket following density rethink

What began as a mid-rise masterplan may soon become one of Newstead’s most prominent high-rise communities, as Seymour Group moves to amend its approved development with significantly taller towers across its $1.5 billion mixed-use precinct.

The site at&nbsp;99 Breakfast Creek Road has long been earmarked for transformation, with a preliminary approval already in place for a mixed-use urban village comprising eight buildings.&nbsp;

The latest change application proposes to push this vision further, with Seymour Group seeking to push the buildings into the sky. Approved for heights between 11 to 15 storeys, they are now seeking to double the limit, to between 20 to 33 storeys. There will be more units available as part of the new proposal. Previously Seymour had expected around 800 across the smaller buildings.

According to the Town Planning Assessment Report submitted by Mewing Planning Consultants, sites of this size are rare and should be utilized to bring more housing to the city.

"The revised built form outcome takes advantage of the strategic opportunities offered by the site to ensure a long-term benefit to the City and seeks to create a strong architectural outcome and major focal point, with high-quality activated public spaces be provided throughout ground level," the report noted.

"Large urban development sites across the City (such as 99 Breakfast Creek Road, Newstead) are rare and provide an important and scalable supply of housing to meet City and SEQ region wide needs. The subject land is a significant site with dimensions ideally suited to an integrated mixed-use high density residential development outcome, that offers potential for the City for redevelopment and delivery of residential and employment uses."

They suggested the site dimensions are of a scale and intensity of development that befits the site’s large site area, allowing for a number of tower forms to occur.

The proposal maintains the site’s mixed-use ambition but seeks to amplify its residential component in line with Brisbane’s broader urban consolidation strategy.

The site spans 1.8 hectares and occupies a strategic position along one of Brisbane’s busiest gateway corridors. It sits within a designated ‘priority precinct’ under Brisbane’s Inner City Strategy and is adjacent to upcoming infrastructure including the Breakfast Creek Green Bridge and Newstead Park.

The broader masterplan, designed by Bureau Proberts, incorporates more than 800 apartments alongside 10,000 sqm of retail anchored by Coles and a Harris Farm-style market. Key public realm elements, such as a central green spine, public plaza, and open-air laneways, remain core to the design. These features are aimed at establishing an activated precinct with permeability between Evelyn and Austin Streets.

The new proposal also outlines proximity to several other major developments in the area, such as the 28-storey towers at Breakfast Creek Quarter, and the 33-storey ‘Little Italy’ project on Stratton Street, reinforcing the precinct’s transition into a high-rise urban village.

Originally lodged in 2021 and approved by the Planning and Environment Court in 2023, the Newstead Green project had faced delays following a legal appeal from landowner Dexus. That dispute has since been resolved, allowing Seymour Group to press ahead with a revised vision for the precinct.

They have appointed regarded construction firm Manresa, part of the McCorkell Brown Group, to deliver the sustainable building next door to Brunswick Baths. This will be the fourth collaboration between Milieu and Manresa, most recently at its Plant Street Malvern development which has just completed its build.

Saxon Street, in the heart of Brunswick’s Merri-bek Arts and Culture Precinct, will be Milieu's&nbsp;fifth project in the area to date. It will comprise a mix of one-, two-, and three-bedroom apartments, which start from just $575,000.

Curved balconies and detailing reference nearby heritage architecture, while interiors focus on flexible layouts, solar access, and enduring finishes.

In line with Milieu’s Sustainability as Standard approach, Saxon Street will operate entirely on electric infrastructure supported by rooftop solar PV, achieving an average 7.5-star NatHERS energy rating.&nbsp;

The building is also EV charging ready and will feature a communal rooftop with barbecues and covered dining areas to encourage connection between residents.

Milieu says the project reflects both the evolution of <a href="https://www.apartments.com.au/developments/brunswick-vic-3056">Brunswick</a> and the developer’s long-term design ethos. The team emphasises that good design can positively shape the way people live, and that Saxon Street continues their commitment to creating homes that support the routines and rigours of everyday life, while contributing to the character of the wider community.

Milieu kicks off construction on Saxon Street in Brunswick

Killara is set for one of its densest ever new development with a new project set to bring 55 new apartments to the affluent Upper North Shore suburb.

The development,&nbsp;at 23-25 Lorne Avenue, near Killara Golf Club,&nbsp;is being led by by BWSLD Killara Pty Ltd, an entity with ties to Bridgewell Capital and&nbsp;SLD Development.

The approved scheme will deliver a mix of one to four-bedroom configurations, with a higher proportion of two- and three-bedroom layouts. Ten of the apartments are allocated to affordable housing under the NSW Government’s Housing SEPP framework.

Located just 300 metres from Killara train station, the proposal takes advantage of new Transport Oriented Development and Infill Affordable Housing controls.

<a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the design lead on the project, noted that the scheme “offers an increase in high-quality housing for singles, couples and families within a green urban context, while responding to Killara’s shift toward higher-density housing."

The design achieves a minimum 7-star NatHERS rating, with photovoltaic solar panels planned to supplement energy use. More than 70 per cent of apartments achieve both solar access and cross-ventilation, limiting reliance on artificial cooling.

BKA Architecture emphasised the project’s landscape-led approach.

“The proposal has worked to retain mature existing trees, both on the subject site and neighbouring sites, while increasing the amount of native planting. The proposed development sits comfortably within a dense urban tree canopy and 3–6 metre wide deep soil zones."

Aesthetically, the building is articulated with a defined base, body and top, featuring a material palette of brick, aerated concrete, fibre cement panels, and non-combustible timber-look battens. Bronze-toned awnings and operable privacy screens provide additional detailing.

The site sits opposite the Killara Heritage Conservation Area.

The practice also acknowledged the site’s deeper cultural setting. “The site is located on the traditional country of the Dharug and Guringai peoples, who are the traditional custodians of the land. All new canopy trees proposed are native, linking the site with their natural ecology”

Bridgewell Capital seeks 55-apartment project in Killara

A new mixed-use development has been proposed for a prominent corner of Anzac Avenue in <a href="https://www.apartments.com.au/developments/redcliffe-qld-4020">Redcliffe</a>.

There are plans for a new seven-level building across four amalgamated lots totalling 3,423 sqm. Under the scheme, the would be 70 new apartments delivered, above street-level retail between 23-27 Anzac Avenue, opposite Bluewater Square shopping centre and a short walk to Settlement Cove Lagoon.

The proposed development sits within the Redcliffe Seaside Village Precinct of the Moreton Bay Regional Council’s Centre Zone and will be code assessable under the MBRC Planning Scheme 2016.

Designed to activate the street and contribute to the local urban fabric, the proposal features a mix of apartment types: 15 three-bedroom, 50 two-bedroom, and five one-bedroom units arranged across five residential levels above a podium.&nbsp;

Ground-level retail tenancies and parking will be complemented by a first-floor parking level, delivering a total of 106 on-site car spaces.

“The proposed building has been designed to activate the street frontage through a built form that provides connectivity with the footpath area at street level,” noted IB Town Planning in their documentation submitted as part of the application. They added that the design "aligns with the desired streetscape outcomes for centre areas under the MBRC Planning Scheme”.

Each floor will have 14 apartments, and all residences will feature private balconies, with areas ranging from seven sqm to over 250 sqm for the terrace-style units on the podium level. A 105 sqm communal recreation area is also proposed on the second level.

Most of the land is cleared, apart from an old office building.

<a href="https://www.apartments.com.au/developers/shayher-group">Shayher Group</a> has filed plans with the Brisbane City Council for a new two-tower development at 309 North Quay, a 6,436 sqm site almost at the foot of the&nbsp;William Jolly Bridge.

Under the scheme, they would deliver two 56 and 51-level towers with over 1,100 one to four-bedroom apartments, including a mix of build-to-sell and branded short-term accomodation.

The towers, designed by&nbsp;<a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a>,&nbsp;will sit atop a layered podium, designed by&nbsp;<a href="https://www.apartments.com.au/architects/blight-rayner">Blight Rayner</a>, that incorporates publicly accessible retail, a cross-block pedestrian link, and an expansive plaza, with 852 basement car spaces planned across both stages.

According to the Town Planning Report prepared by Urbis, the proposal seeks to “create vibrant and permeable public spaces” and offer “functional public spaces with a richly landscaped plaza and a cross-block pedestrian link that enhances walkability across the precinct."

Design features include a “cliff garden” podium, extensive subtropical landscaping, and sculptural forms that reflect Brisbane’s subtropical identity.&nbsp;

“The development showcases high-quality subtropical architecture that aligns with Brisbane’s identity,” noted the report, adding that the towers incorporate “dynamic faceted glazing” and slender profiles that contribute positively to the city’s skyline.

The project is positioned adjacent to the Roma Street Priority Development Area (PDA), placing it within close proximity to the new Cross River Rail station and the upcoming Brisbane Metro hub.&nbsp;

The proposal has been framed in the context of Brisbane’s Inner City Strategy and the Roma Street Precinct Renewal Strategy, both of which identify the area as primed for high-density, transit-oriented renewal.

The site, currently vacant, formerly housed a commercial building used for office and broadcasting. Its strategic location affords direct access to major transport corridors, including Coronation Drive, the Inner City Bypass, and the William Jolly Bridge, with Roma Street Station just 150 metres away.

Shayher has several projects they are working through, the most notable the <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-shayher-group-file-for-first-stage-of-bulimba-barracks">redevelopment of the Bulimba Barracks</a>. They revealed the plans for the first stage last year, for a 6,382 sqm parcel of the 20.73-hectare block.

Having demolished the majority of the buildings that were part of the barracks from World War II to the 1980s, they will work with the fabrication workshop which was a barge building shop in the war, which will form one of three buildings in the stage. Two will be residential, with just under 70 apartments planned.

Shayher Group plots 1,100 apartments in two new Brisbane CBD towers

A bold new infill development has been proposed for a key stretch of Pacific Highway in North Sydney, with <a href="https://www.apartments.com.au/developers/legacy-property">Legacy Property</a> lodging plans for a mixed-use project that would integrate affordable housing and retain a locally listed heritage building.

The proposal, prepared in collaboration with architects <a href="https://www.apartments.com.au/architects/nettletontribe">Nettletontribe</a>, seeks to transform a strategic site near the Victoria Cross Metro Station with a part 10, part 13-level building.&nbsp;

A two-level commercial podium will activate the Pacific Highway frontage, while four basement levels will accommodate car parking and servicing.

The residential tower includes a mix of market and affordable apartments, with the latter fulfilling the requirements of the Housing SEPP’s infill affordable housing provisions.&nbsp;These units are to be delivered in collaboration with Cubic Real Estate, a registered community housing provider.

The site includes a locally listed heritage building at 265 Pacific Highway, which will be retained and adaptively reused. The design seeks to respect the heritage significance of the item while integrating it into the broader scheme.&nbsp;

The podium reflects the scale of the adjacent heritage building (The Cloisters Antique Store) and allows for “restoration and meaningful re-purposing” of the structure,&nbsp;Nettletontribe noted in its Design Report.

A defining element of the proposal is the stepped massing from north to south, responding to the site’s topography and the lower-scale residential character of Church Lane. Setbacks increase above the podium to reduce visual bulk and improve privacy and solar access to surrounding properties. Communal open spaces are provided at ground level and the rooftop, supporting amenity for future residents.

Architecturally, the design adopts principles of the NSW Better Placed policy, incorporating sustainable features such as full electrification, EV charging provision, and deep soil landscaping.&nbsp;

Nettletontribe’s report also details the landscape strategy, which incorporates native and culturally significant plants, with a focus on edible bush foods in recognition of the site’s location on Gamaraigal Country.

The proposal builds on an approved plan from 2023 that uplifted controls on height and FSR for the site, reflecting its proximity to major transport infrastructure and alignment with North Sydney’s strategic housing targets.

The new application has been submitted as a State Significant Development Application (SSDA) through the NSW Government.

First look: Legacy Property proposes shop-top housing for key North Sydney site

The Minns Labor Government and the Inner West Council will partner on rezoning along the Parramatta Road corridor that could deliver around 8,000 new homes close to the CBD.

The proposed rezoning would cover the section of Parramatta Road within the Inner West Local Government Area, complementing work already underway with Inner West Council, Burwood and Canada Bay Council.

This transport corridor which is serviced by a significant number of bus, light rail and train routes is close to the Sydney CBD with direct access to major hospitals including Royal Prince Alfred Hospital, a number of local public schools with existing capacity and green space.

Throughout the rezoning process affordable housing, active transport connections, new open space, retail and commercial opportunities, as well as improvements to the public domain will all be examined.

Sydney is the second least affordable city in the world, with house prices having significantly outstripped wage growth over the last two decades and a NSW Productivity Commission report warning that Sydney is at risk of becoming a city without grandchildren as NSW is losing twice as many young people as it gains each year.

Premier of New South Wales Chris Minns says&nbsp;Parramatta Road has been talked about for decades with little result.

"It’s time to stop talking and start building. &nbsp;What will transform this major corridor is more homes for people to revitalise this area. That’s what’s needed to deliver more vibrancy to one of our city’s most important corridors.

“We know Sydney is facing a housing crisis. That’s why my Government is working with councils like the Inner West to get homes built faster, and in places with existing services and infrastructure.

“We’re not just planning for more homes, we’re planning for better communities, with more affordable housing, better streetscapes and public spaces, and access to jobs and transport.”

Minister for Planning and Public Spaces Paul Scully says&nbsp;Parramatta Road needs more homes and jobs in vibrant communities.

"It’s a major transport corridor that connects so many communities to the city but it can be so much than a tired thoroughfare. By working closely with Inner West Council, we’ll make sure planning reflects the needs of local communities while providing the new homes Sydney so desperately needs.”

The Department of Planning, Housing and Infrastructure will work with council and the relevant State government agencies to progress the rezoning. There are no compulsory acquisitions proposed as part of this plan.

	<li>8 projects along Parramatta Road that have been declared State Significant through the Housing Delivery Authority and the Infill Affordable Housing Bonus which could deliver 3,968 homes, including affordable housing.</li>
	<li>Three sites from the government land audit, which will deliver around 800 homes, including social and key worker housing.</li>
	<li>A Transport Oriented Development Accelerated Precinct and state-led rezoning at Homebush and North Burwood which combined will deliver up to 33,000 homes.</li>
	<li>And 11 Low and Mid-Rise sites along the length of the corridor.</li>
</ul>

This has been further supported by once in a generation reforms introduced by the Minns Labor Government to build more well-located homes for young people and families including the largest rezoning in NSW history and delivering the largest investment in social and affordable housing in the state’s history at $6.6 billion.

Up to 8,000 new homes planned for Parramatta Road corridor

Three single homes on Twenty Third Avenue in Palm Beach are set to make way for 60 new apartments.

Roy Skaf's&nbsp;<a href="https://www.apartments.com.au/developers/macquarie-york">Macquarie York</a>&nbsp;is behind the plans for Rana, a 13-level development across a prime 1,215 sqm amalgamated site at 16-20 Twenty Third Ave, towards the northern end of Palmie.

Designed by <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a>, the 43-metre building draws on a palette of natural materials and a slender vertical expression, with the proposal positioned as a high-amenity response to the area’s urban renewal outlook.

According to the Town Planning Report by Urban Planning Services, the project “represents a logical and desirable form of land use, and a built form which is respectful of, and complementary to, the established and prevailing character of the surrounding area”.

The building will comprise 44 two-bedroom and 16 three-bedroom apartments, supported by 86 car spaces and 25 bicycle bays. A communal recreation deck is planned for level one, offering a pool, BBQ terrace, gym, and sauna - all of which are framed by elevated landscaping.

“The building’s form is defined by slim slab edges, finely detailed timber soffits, angled recesses, and vertical timber battens, creating a refined yet understated aesthetic that balances warmth with contemporary elegance,” Plus Studio outlined in the Design Report.

Macquarie York is the latest developer to double-down in Palm Beach. They also have plans for Azariah, nine full-floor and duplex-style homes on the dress circle Jefferson Lane.

Rob Steer's Steer Developments is another looking to develop their second Palm Beach project. As they approach completion of Cote Palm Beach, they <a href="https://www.apartments.com.au/news/qld/first-look-steer-joins-jefferson-lane-palm-beach-apartment-boom-with-jardin-plans">recently filed plans for Jardin</a>, 40 two- and three-bedroom apartments, also on Jefferson Lane.

First look: Macquarie York lodges plans for Rana, Palm Beach

The customisation of new apartments tends to be off the table once construction of the new building hits 70 per cent.

Melbourne developer Gamuda Land however have gone in a different direction at their new St Kilda apartment development, Fareham, deliberately maintaining flexibility and offering prospective purchasers the ability to customise even at this stage of construction.

Located on the prized St Kilda Road, near the bottom of Albert Park,&nbsp;<a href="https://www.apartments.com.au/new-apartments/fareham-st-kilda-95-st-kilda-road-st-kilda-vic-3182">Fareham</a> comprises 72 two, three, and four-bedroom apartments across 17 levels, with only five apartments per floor.&nbsp;

While they are well over half-way through the construction and expecting completion in mid-2026, Gamuda Land is still allowing purchasers to modify apartments to suit their individual needs.

Gamuda Land Australia General Manager Jarrod Tai says customisation at this stage of construction is almost unheard of.

"We wanted to do things differently - giving buyers the ability to make considered changes so their apartment truly feels like their own," Tai says.

"Whether it’s tweaking a floorplan, rethinking a lighting plan, or selecting unique fittings, these choices make a huge difference to how people will live in their homes."

This approach taps into a shift among Melbourne apartment buyers seeking long-term liveability over short-term investment.&nbsp;

While apartments are customisable, what are mainstays in the residences is premium finishes like stone benchtops,&nbsp;integrated Smeg appliances, and&nbsp;extensive in-unit storage.

Most apartments also enjoy unobstructed views of Port Phillip Bay.

Architecture studio <a href="https://www.apartments.com.au/architects/bayley-ward">BayleyWard</a> has embedded a biophilic ethos into the design, linking a vertical green spine from the ground floor to the landscaped rooftop terrace which features a yoga room.

Open-air breezeways, native planting, and layered façade treatments reflect the project’s focus on nature, connection, and environmental performance. Fareham is targeting an 8-star average NatHERS rating, with features such as an all-electric, gas-free setup, rooftop solar array, high-performance facade, and rainwater reuse.&nbsp;

Cross-ventilation is prevalent in 80 per cent of apartments, and floor-to-ceiling glazing ensures daylighting and thermal comfort throughout.

Over 40 per cent of the apartments at Fareham have been sold, predominantly to local downsizers.

As completion edges closer, the window of opportunity to customise soon close - but for now, the door remains open to shape something personal.
