Finbar Group, one of Perth's most successful developers, has received development approval for a 16-level apartment project in Rivervale.

The new building, within the established Springs precinct at 2 Hawksburn Road, will comprise 108 apartments across studio, one-, and two-bedroom layouts, targeting the mid-range segment of the Perth apartment market. Finbar holds a 50 per cent interest in the project, which marks its fifth development within the Rivervale precinct. 

The site spans approximately 2,370 sqm and is located around five kilometres from the Perth CBD, with proximity to the Swan River, surrounding parklands and high-frequency public transport along Great Eastern Highway. Optus Stadium sits about 1.5 kilometres away, reinforcing the project’s appeal to both owner-occupiers and investors seeking well-connected urban locations. 

Residents are planned to have access to a range of shared amenities including a gymnasium, pickleball court, residents’ lounge and games room, outdoor BBQ areas and a dedicated co-working space. At ground level, the development will also introduce a new pedestrian laneway linking Shortland Jones Park to Leslie Deague Park, framed by a public art installation to enhance local connectivity and public realm outcomes. 

Finbar CEO Ronald Chan said the approval reflects the group’s ability to progress its development pipeline while responding to current market conditions.

“This DA approval demonstrates Finbar’s ability to progress and add value to its five-year development pipeline, and it continues to execute its strategy of delivering affordable mid-range product into a supply constrained market,” Chan said. 

He pointed to recent performance across nearby projects, including the near sell-out of Riverbank Residences in Rivervale and the completed Bel Air development in Belmont, as evidence of sustained demand for apartments close to the city, airport and riverfront amenity. 

Finbar General Manager Scott Cameron described the approval as another key milestone for the group’s Perth apartment portfolio, acknowledging the consultant team involved in securing the outcome and noting the project’s role in strengthening pedestrian links and local amenity. 

Designed by Chang Architects, the Rivervale project forms part of Finbar’s broader strategy to deliver diverse housing options as it marks 30 years as a property developer in Western Australia.
