A new 25-storey apartment tower proposed for Mercer Street would push Geelong’s western gateway skyline higher, with Morphy Birrell Property Group lodging plans for a project directly beside one of the city’s most significant heritage streetscapes.

The <a href="https://www.apartments.com.au/architects/fk-australia">FK</a>-designed development at <a href="https://www.apartments.com.au/new-apartments/65-67-mercer-street-geelong-vic-3220">65-67 Mercer Street</a> has now been referred to Victoria’s Planning Minister. The site sits opposite the Geelong rail corridor and immediately south of the heritage-listed St Peter and Paul’s Catholic Church and Ashby Hall precinct.

Rather than compete with the neighbouring ecclesiastical buildings, the proposal adopts a sculpted podium intended to reference the materiality and scale of the heritage context. Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

The development forms “Stage 5” of Morphy Birrell Property Group’s broader Mercer Street precinct strategy, following the completion of the 21-storey Miramar tower on Cavendish Street and several additional approved redevelopment stages nearby. Planning consultants Ratio said the proposal “represents an exemplary development outcome” aligned with the strategic ambitions for Central Geelong’s continued urban renewal.

The mixed-use project would replace an existing low-rise commercial building and surface parking area on the 3,320 sqm corner site. FK’s urban context report describes the proposal as a residential development comprising apartments, resident amenities, commercial space, and integrated landscaping positioned to maximise bay views and northern sunlight access.

Renders show a deeply articulated tower with curved balconies stepping above a lower masonry podium that frames a landscaped forecourt facing Mercer Street. The design intentionally preserves sightlines toward the adjacent church buildings, with the podium scaled to reinforce the heritage edge before the tower recedes upward.

The planning report highlights the site’s strategic location within 400 metres of key Geelong destinations including Cunningham Pier, the Geelong Station precinct, Deakin University, and the convention centre. Bus services run directly along Mercer Street, while the Corio Bay foreshore sits around 100 metres north of the site.

The proposal arrives amid accelerating redevelopment across central Geelong, where planning policy continues to encourage higher-density housing close to transport infrastructure and the waterfront. Mercer Street in particular has emerged as a focal point for taller apartment development due to its proximity to Geelong Station, the bay, and major civic infrastructure.

Development giant&nbsp;<a href="https://www.apartments.com.au/developers/hamton">Hamton</a> and joint venture partner Hostplus have revealed the next residential stage of their $3 billion Moonee Valley Park masterplan, lodging plans for 512 more apartments within the precinct on surplus racecourse land at 110 Wilson Street, Moonee Ponds.

The proposed development, dubbed&nbsp;<a href="https://www.apartments.com.au/new-apartments/trackside-house-110-wilson-street-moonee-ponds-vic-3039">Trackside Gardens</a>&nbsp;in the planning application, follows the <a href="https://www.apartments.com.au/news/vic/first-look-exclusive-hamton-and-hostplus-reveal-sixth-stage-of-moonee-valley-park-masterplan">recent unveiling of the sixth-stage Cox Place Precinct</a> and continues the long-running transformation of the Moonee Valley Racecourse into one of Melbourne’s largest urban renewal projects.

Positioned on the north-eastern edge of the racecourse adjacent to CityLink, Trackside Gardens will comprise three residential buildings rising between 61.8 metres and 86.4 metres within a heavily landscaped precinct shaped by Hamton’s Nature Based Cities framework.

The project forms part of the broader Moonee Valley Park redevelopment being delivered by Hamton, Hostplus and the Moonee Valley Racing Club, which is reshaping the 40-hectare racecourse site into a mixed-use neighbourhood with housing, retail, commercial space, hotels, parkland and community infrastructure.

Trackside Gardens sits separately to the recently proposed Cox Place Precinct, a five-building stage comprising around 1,100 residences, two build-to-rent buildings, two build-to-sell towers, retail, office space, and a hotel overlooking the racetrack. Together, the projects continue to accelerate housing delivery across the precinct.

“The architectural vision for the proposed development centres around buildings in a botanical park setting that champions the important role of nature,” the planning submission states.

“The proposal incorporates principles of biophilic design, with landscape and environmentally sustainable development influencing the ultimate design response of the buildings and prioritising the ground plane to ensure a high amenity for both occupants and visitors.”&nbsp;

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

Planning documents state the development is targeting a 5 Star Green Star Buildings rating, a 7.5-star average NatHERS rating, and “Exemplary” Nature Based Cities certification.&nbsp;

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

Some 4651 unused guarantee credits from the First Home Guarantee Scheme are set to be reissued, rolled over from last financial year and added to the pool of 10,000 available spots this year.

Prime Minister Scott Morrison and Housing Minister Michael Sukkar announced the reissue of credits last week after prospective new home buyers caught up in COVID-19 disruption did not make their intended affordable property purchase in the 2020/21 financial year.

The scheme is designed to help new buyers own a house or apartment sooner, with a deposit of as little as 5 per cent for first-time owners or 2 per cent for single-parent families.

Around 40,000 homes have been bought under the guarantee initiative since its 2019 introduction.

First home buyers in NSW have secured 10,958 homes followed by Queensland with 10,202 first home buyers signing up and 9306 in Victoria.

Queensland topped the states for new homes taken up so far under the scheme in 2020/21, with 696 purchases. 

NSW had 442 , ahead of Victoria with 332 and Western Australia at 220.

South Australia had 110 homes taken up, ahead of double-digit figures in the ACT, Tasmania and the Northern Territory.

The recent release of the annual Trends & Insiders Report for 2020-2021 on the Home Guarantee Scheme noted one in five first home-loan deposit places went to essential workers, including 35 per cent who were nurses.

More than half went to women, and 58 per cent of all buyers were aged under 30.

A recent review of the operation of the National Housing Finance and Investment Corporation Act found the home loan guarantee scheme had brought forward existing demand.

Under the rules, the federal government guarantees the additional 15 per cent needed to make up a typical home purchase deposit and avoid the cost of loan mortgage insurance.

“We want more first home buyers to get into the place of their dreams,” Mr Morrison said.

“The pandemic and lockdowns have interrupted the plans of many home buyers this year, so this is about ensuring we give thousands more families the opportunity they need."

The scheme was first announced in the May 2019 election.

It applies to single people earning up to $125,000, couples earning below $200,000, for both new and existing properties.

Properties are capped at $800,000 in Sydney, $700,000 in Melbourne and $600,000 in Brisbane.

There is also a program that supports first home buyers who want to build or buy a new home with higher caps - $950,000 in Sydney and $850,000 in Melbourne.

The government has more recently introduced support for single parents to be able to buy a home with a deposit as small as 2 per cent.

Urban takes a look at eight developers operating in the NSW that you should keep an eye on in the new year.

<h2>1. Mirvac</h2>

Celebrating its 50th year in operation in 2022, Mirvac has an exciting book of projects across New South Wales next year.

Only recently has Mirvac&nbsp;launched NINE by Mirvac, on the site of the former Channel Nine Studios HQ.&nbsp;

The three-hectare site will home over 440 apartments designed by CHROFI in collaboration with Mirvac Design, and interiors by leading Melbourne design studio, MIM Design.

There will be around 6,500 sqm of open space designed by internationally renowned landscapers McGregor Coxall, with parks, gardens, a lawn for active play, sheltered barbecues and a children&rsquo;s playground.

Mirvac&#39;s next stage of their Green Square redevelopment, The Frederick, has also just been launched.

The striking 23-level building,&nbsp;with a striking curvilinear form, is a&nbsp;collaboration between Smart Design Studio and Mirvac Design. That will have 152 apartments when completed in 2023.

The ASX-listed developer will also be seeking approval for a 2022 launch of Coonara, West Pennant Hills, which will see 418 dwellings built on a 26-hectare block of land focused on the natural environment.

Bordering the Cumberland State Forest, around 10 hectares of remnant bushland will be dedicated to the NSW Government as public open space.

<h2>2. Thir​d.i Group</h2>

Launched in 2006, Third.i has spent over 15 years creating award-winning projects across the residential and commercial sectors.

The Sydney-based developer&rsquo;s current development pipeline, projects either in planning or under construction, exceeds $2.5 billion in value across Australia and the UK.

Late this year, Third.i submitted a development application to the City of Newcastle for its fourth West End apartment project, the 180-residence Dairy Farmers Towers.

<h2>3. Iris Capital</h2>

Iris Capital, led by the local hotelier and developer Sam Arnaout and originally boasting a substantial portfolio of assets in the hospitality industry, has ramped up its involvement in the&nbsp;residential sector over the last decade.

Founded in 1995, the development group has delivered a number of integrated residential and mixed-use development across the Sydney region.

Launching its $350 million Potts Point redevelopment Queensgate this month, Iris Capital is expected to see a hot year of sales across its five apartments buildings in the harbourside precinct.

Just 48 high-end apartments will be on offer across a selection of one, two and three-bedroom apartments, in addition to an exclusive collection of ultra-luxury penthouses with private pools.

Work has also started on developer Deicorp&rsquo;s $750 million Tallawong Village project in north-west Sydney.

There&#39;s a site TOGA are working on in Penrith, as well as a 150-apartment project&nbsp;in Kensington, which they are hoping to launch in Q1 2022.

The top eight apartment developers to look out for in NSW in 2022

A $2.68 million sale of a Brighton townhouse was the top advised sale of apartments and townhouses across Melbourne last week.

It was a three bedroom plus study, with 2.5-bathroom designer townhouse at 3/18 Waterloo Street.

The second priciest sale was the townhouse at 5A Haydens Road, Beaumaris at $2.65 million.

The Brighton townhouse was designed by Paolo Pianezze Architects to showcase luxury low maintenance living.

Set close to Church Street&#39;s chic lifestyle precinct, transport and the beach, it was located at the elevated end of a cul de sac with wrap around landscaped gardens.

It was sold by Ben Vieth at Marshall White Bayside.

It last sold in 2016 at $2,392,500, according to CoreLogic.

It was among the 500 apartments put to auction across Melbourne over the past week, with CoreLogic calculating a 55 percent success rate.

Current Brighton projects include Pillar+Tide, a boutique luxury development with project sales led by Michael Paproth at The Agency.

Pillar+Tide is a collection of 16 luxury residences located on the corner of Male Street and Black Street priced from $2.575 million to $5.5 million.

Other forthcoming projects in Brighton include Awaken, the latest boutique residential release from developer Skelton.

The International on Brighton&#39;s coveted Bay Street, which is being developed on a vast 4,100 sqm site in a joint venture between property developers, Landream and V-Leader.

$2.68 million Brighton townhouse tops Melbourne sales

A half floor penthouse in Opus Broadbeach, the luxury high-rise completed in October, topped Queensland&#39;s notified sale results in the last week.

The spacious three bedroom, two bathrooms apartment fetched $2,899,900.

The apartment at 112/18 Chelsea Avenue was sold by Morris Property Group agent Hayley Beswick.

The 113 apartment project that spans 27 levels on the northern edge of Broadbeach was developed by the Morris Property Group.

It came with views to the hinterland, and both the Surfers Paradise and Broadbeach skylines and onwards to the ocean and Burleigh Heads.&nbsp;

It came with upgraded fixtures and fittings, including the Sub-Zero fridge and Wolf appliance package along with tectonite technology by Franke.

There were Parisi fittings in its bathrooms.

There was secure basement parking for two cars.

The marketing advised body corporate fees of $100 a week.

CoreLogic put its sale as coming just 28 ays after marketing began.

Another Morris Property Group development was Qube which rises 40 levels and delivers 202 residences in one, two and three-bedroom configurations.

Koko Broadbeach was recently completed at 12-14 Elizabeth Avenue by Morris Property Group.

Recently completed Broadbeach projects also include Encore Broadbeach by Andrews Projects at 22 Albert Avenue, a collection of 84 vibrant apartments footsteps from the ocean.

It had a spacious floor plan with three bedrooms, two bathrooms and two car spaces

Morris Property Group Opus, Broadbeach penthouse tops SEQ apartment sales

A $5.18 million resale in the <a href="/developers/mirvac">Mirvac-built Milsons Point Latitude</a> complex topped the nation&#39;s weekend apartment auction list.

The sale was a three bedroom two bathroom offering.

The 302/55 Lavender Street apartment was sold by the Morton Agency with views over the city and harbour.

There was level lift access to a security car space and lock-up storage.

The complex has amenities including a pool, spa, sauna and gym within short walking distance to <a href="/developments/north-sydney-nsw">North Sydney</a>&#39;s CBD, Kirribilli restaurants/cafes and Lavender Bay&#39;s foreshore walks.

It last sold in 2008 at $2,690,000. It was first sold in 2005 at $1,899,900.

It was advertised as a $1900 a week rental in 2019, according to CoreLogic, having been a $1995 rental in 2016.&nbsp;

More recent Milsons Point apartment projects include Aqualuna by Ceerose and Blue by Aqualand.

A three level townhouse at 13/8 Water Street, Birchgrove with water views over the marina through to Cockatoo Island was Sydney&#39;s next priciest sale over the past week at $4,008,000.

It came with a whole floor master suite with ensuite, balcony and robes.

There was lift access to all levels.

It last sold in 2015 at $3 million having been first sold by Greencliff in 2000 at $1,420,000.

Sydney&#39;s third highest sale over the past week was $3,985,000 when the three bedroom penthouse at 1306/1 Francis Street, Darlinghurst sold.

Close to Hyde Park, it came with views over the city and harbour.

It was the penthouse in the acclaimed Marchese &amp; Partners designed Lumina by Harrington Properties.

It featured a 83sqm rooftop terrace.

The three bedrooms came with two car spaces plus storage.

Domain reported the auction saw competition from four of the seven registered bidders pushing the price $685,000 above the reserve.

It was sold to a couple, recently returned from Singapore through Guido Scatizzi, of BresicWhitney having last traded for $1.6 million in 2008.

It had first sold at $1.3 million in 2003.

The apartmemnt had been advertised as a $1400 a week rental in May last year, according to CoreLogic. It &nbsp;had previously been a $1600 a week offering between2013 and 2018.

CoreLogic put the Sydney apartment auction clearance rate at 63 percent, just one percent down on the 64 percent success rate for houses.

There were 494 auction apartment offerings.

Mirvac-built Latitude, Milsons Point resale tops Sydney's priciest apartment auction list

Deicorp, Helm and Ultra Building are the first developers and builders in NSW to complete the Equifax Independent Construction Industry Rating Tool (iCIRT) and achieve the benchmark to be deemed “trustworthy”.

Minister for Better Regulation and Innovation Kevin Anderson said having these first rated property industry players marked a new era of transparency for NSW apartment buyers.

“Our building reforms have focused on lifting standards and rebuilding public confidence in the residential apartment industry and our rating system is the ultimate embodiment of that goal,” Mr Anderson said.

“Ratings are a game changer. Consumers in NSW will now have the benefit of an independent assessment that lets them find a trusted, rated developer who has shown they have the capital, experience and capability to deliver a quality apartment,” he said.

iCIRT leverages from Equifax’s global expertise as a regulated ratings agency, using data to be able to evaluate the risk of a developer’s business and practice by looking at aspects such as their track record, capital, risk management and ownership structure. The ratings will be listed on an online register and developers will display their ratings on sales brochures.

“The reality is there are a few bad apples spoiling the bunch," Anderson noted.

"Ratings allow customers to spot them before picking them off the tree. As we roll out more and more ratings we will deliver a fatal blow to developers and builders who engage in phoenixing or turn out defective work,” Mr Anderson said. “I congratulate Deicorp, Helm and Ultra Building for taking the lead, and there are many others not far behind them. By March next year we expect to have close to 50 players rated.”

The CEO of the Urban Development Institute of Australia NSW Steve Mann said he was proud of the industry’s response to ratings. “This is a huge leap forward for NSW developers, who are delivering great apartment products,” Mr Mann said. “As we re-establish construction momentum off the back of COVID delays and push hard on delivering more apartments to the market to meet demand, ratings will help customers gain confidence when they buy new properties off-the-plan.”

Executive Office of Owners Corporation Network Karen Stiles said this game changing tool will give buyers in NSW real choice of who to engage with. “The ratings will give consumers the power of choice when considering a new development, which will have a big impact on purchasing decisions,” Mrs Stiles said. “With 623 apartments already rated as part of the program, it won’t be long until buyers entering the market can do so knowing exactly who they are dealing with.”

The ratings initiative forms part of the NSW Government’s Construct NSW transformation strategy to rebuild public confidence in residential construction. It will be key to the Government’s plan to introduce Decennial Liability Insurance, a special type of insurance taken out by the developer to guarantee against major defects for up to 10 years, which is not currently available in Australia. First home buyers will get an exclusive crack at three of the latest apartment projects by the Melbourne apartment developer, MAB Corporation.

A Victorian-first, MAB are offering what is essentially a pre-release of apartments just for those getting on the ladder for the first time, with an eight-week window before the apartments are available to everyone.

The three inner northern ring apartments,&nbsp;Academy North Melbourne, Merri Northcote and Preston Crossing, will see first home buyers get a chance to purchase with a three percent deposit, or less than $11,000.

Hutchinson Builders will be bringing its own team of plumbers in to help complete the work at the Ambrose apartment project at Milton.

It follows the collapse of Brisbane construction-related company Tacoma Plumbing and Drainage after rising material and labour costs due to Covid-19 padenmic related circumstances.

SV Partners has been appointed administrator of the firm that was established in 1996.

The business was placed into voluntary administration on December 6, 2021.

With an estimated late 2022 completion date, Ambrose is the Kokoda Property project designed by architects, Cottee Parker, a $150 million, 19 storeys residential luxury tower on McDougall Street.

The sub-contracting plumbing firm is also currently working on the Silk One at Woolloongabba and, according to The Courier Mail, six other sites around south-east Queensland.
