Above this historic base, the 68-storey tower will deliver just over 600 residences, a notable reduction from earlier schemes, reflecting a deliberate move toward larger-format apartments and a stronger owner-occupier focus.

Unlike traditional CBD developments that prioritised investor stock, 640 Bourke Street has been repositioned to respond to changing buyer expectations.

"The discussion was all around making 640 Bourke Street the best residence to live in, to be much more focused on the people in the building rather than people looking at the building," Marsland explained.&nbsp;

Apartment developers in the Gold Coast are finding new, creative ways to differentiate themselves from competing projects, as new supply starts to flow through up and down the Coast.

Developer BIG Projects brought in the renowned Sydney-based design studio YSG Studio to craft the interiors for The Frederick, BIG Projects' new Mermaid Beach project and YSG Studio's first move into the multi-residential development space.

It was a strategic move for BIG Projects to bring in a Sydney eye to the development.

“Our role is to give our design partners the space and freedom to explore,” says Matt Barrett, Director of BIG Projects.

The adaptive re-use means that the Queens Road project will be a sustainability led, high-quality finished product, with a 62% saving in carbon emissions by re-using the existing structure rather than knocking it down and rebuilding.&nbsp;

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The new tower at 28 Albert Road will be a mixed-use building with luxury apartments sharing the building with an 88-room Nu by YOO Hotel, the brainchild of property entrepreneur John Hitchcox and&nbsp;French industrial architect and designer Philippe Starck.

The collaboration continues in the two ground-floor restaurants. One will be ran by acclaimed chef Scott Pickett, from Chancery Lane and Estelle, and the other by restaurateur Jason Lau.

First Light has been designed by Yoo &amp; Stark with an immersive entry experience design created by MILINSKI. Paul Milinski is well known for&nbsp;his ability to merge art and technology.

Milinski has introduced fluid, kinetic design elements that give the building a sense of movement with the angle components of the southern façade creating a "flutter" effect.

The apartments have been designed by&nbsp;French architect Léo Terrando, whose approach was to blend global design principles with Melbourne's charm, using materials like brushed nickel, charcoal oak and travertine flooring.

The apartments will also feature high ceilings, double-glazed windows, and stone by Artedomus.

Melbourne's housing supply could see a significant boost through strata reform, according to new research by Urbis.

The study identified over 1,000 strata sites within a 15km radius of Melbourne's CBD that could collectively deliver over 100,000 additional dwellings.&nbsp;

Urbis utilised spatial data to locate all strata developments within <a href="/developments/melbourne-vic">15km of Melbourne CBD</a> with more than one property/lot present and an existing address pre-2010. &nbsp;

The study identified all lots with zoning that allows for residential use and calculated the potential additional dwelling capacity based on current planning controls.&nbsp;

The research found that the underlying land value of these sites exceeds the value of the existing strata titled lots. &nbsp; 
This indicates a significant opportunity for redevelopment and uplift in the housing supply.&nbsp;

"Repositioning underdeveloped strata sites has the potential to deliver a much-needed uplift in well-located housing supply," said Mark Dawson, Director at Urbis.&nbsp;

"Notably, around half of this dwelling uplift is located within the <a href="/developments/melbourne-vic-3000">City of Melbourne</a>. With over 140,000 &nbsp;key workers employed within the City of Melbourne, additional housing supply close to employment centres would provide critical relief to those who often need to live close to where they work."

The research also highlights the need for legislative reform to facilitate these changes. Urbis suggests amendments to the Owners Corporations Act 2006 to allow for a collective sale with a 75 per cent consensus and the introduction of legislation similar to the NSW Act - Strata Schemes Development Act 2015.&nbsp;

Urbis Director, Alex Nunn, said the&nbsp;State's ambition to deliver 70 per cent of new housing in infill areas is well-supported by this strata reform.

"Measures that align and amplify proposed policy to unlock housing supply within the inner and middle ring are highly welcomed," Nunn said.

"The liveability and demand for housing in these localities has been proven over the years and ageing strata developments occupy some of the most sought-after real estate in Victoria."

Urbis concludes that strata reform could unlock significant housing supply in <a href="/developments/melbourne-vic">Melbourne's inner and middle rings</a>, aligning with the State's infill housing supply goals and providing much-needed housing for key workers.

"The State's ambition to deliver 70 per cent of new housing in infill areas is well-supported by this strata reform."

Strata reform could trigger 100,000 new dwellings in Melbourne: Urbis

State governments in Tasmania and Western Australia have introduced new stamp duty discounts aimed at encouraging the construction and purchase of new apartments and units.

These measures are part of broader efforts to increase housing density and provide more affordable housing options in regions where new construction has lagged behind demand.

In Tasmania, a 50 per cent stamp duty concession has been implemented for buyers of new apartments and units that are either off-the-plan or under construction.

The discount applies to properties valued at up to $750,000 and is available until June 30, 2026. This initiative is designed to support medium-density housing and make apartment living more accessible to Tasmanians.&nbsp;

The state government hopes that this will not only boost construction activity but also provide greater certainty for builders and developers by reducing financial risks associated with large-scale projects.

Western Australia has also introduced stamp duty exemptions and discounts to stimulate the new apartment market.&nbsp;

Buyers can benefit from a full stamp duty exemption on off-the-plan apartment purchases valued at up to $650,000 if the property is bought before construction begins.

For properties under construction, a 75 per cent stamp duty discount is available, also on purchases up to $650,000. Additional concessions are offered for homes worth up to $750,000.&nbsp;

This week marks the opening of their 9 new apartments for young women experiencing homelessness&nbsp;&nbsp;

Opening September 17, <a href="https://bridgeit.org.au/">Bridge It</a>, a charity providing homes for young women (ages 17-21) who have experienced the out-of-home care system or homelessness, has partnered with <a href="https://www.housingfirst.org.au/work-with-us">HousingFirst</a> to extend their capacity from 7 to 16 studio apartments within their supportive housing program, “The Cocoon.”&nbsp;

Since launching in 2021, Bridge It has raised a huge $2.5M in donations from generous donors,&nbsp; foundations and corporates including Sir Richard Branson, Mirvac, ANZ, Westpac and AMP to fund the Cocoon project. This funding supports young women to stay in the residence for 12-18 months, providing time to stabilise, learn life and living skills and move positively into adulthood.&nbsp;&nbsp;

This project marks a private sector, charity, and social services collaboration that integrates lived experience mentoring, therapies like acupuncture, and activities such as zoo visits and cooking lessons, paving pathways to independent housing and employment. Bridge It has had a 100% success rate in its beta program where they placed all 11 Cocoon residents into secure housing. If adopted nationally, this model could be crucial in ending youth homelessness in Australia.&nbsp;

The expansion marks a milestone in Cocoon’s efforts to provide safe, supportive spaces for Australian youth; made possible through a partnership between Bridge It and Housing All Australians who engaged industry leaders: Mirvac, Dulux, RPS, K2LD, Simon Ellis, Apartments.com.au and many others who have donated pro bono work and products valued at $1.5M. &nbsp;

Gordon Corp has again teamed up with the Mathieson family as they unveil plans for their latest luxury Gold Coast apartment development.

They've joined the hot <a href="/developments/palm-beach-qld-4221">Palm Beach off the plan apartment market</a>, lodging plans for <a href="/new-apartments/elle-on-jefferson-62-64-jefferson-lane-palm-beach-qld-4221">Elle on Jefferson</a>, a nine-level building at&nbsp;62-64 Jefferson Lane, just one row back from the beach.

The building, designed by Cottee Parker, comprises 47 two and three-bedroom apartments.

Gordon Corp Sales and Marketing Director Lara Dimond said the&nbsp;vision for the project is to deliver a boutique development with a strong focus on wellness and liveability.

"We have been very deliberate in not pushing scale, or density,” Dimond said.

“The building includes 450 sqm of landscaped green space, equating to 20.6 per cent of the site. This focus on landscape extends to the very heart of the building itself, where a stunning atrium delivers cross ventilation and light throughout the building."

Dimond says the development is a complete lifestyle offering, with the beachfront&nbsp;less than 60m away and the retail and dining precincts&nbsp;on its doorstep.

The apartments start from 115 sqm and range in size to 275 sqm. Private resident amenities have been incorporated on the ground floor. There will be a 15m lap pool with day beds and cabanas, a wellness centre with cold plunge and a hot spa, as well as a sauna and steam room. The wellness centre will also feature a&nbsp;state-of-the-art gym.

Gordon Corp Managing Director, Tim Gordon, said the project was a welcome addition to the group’s growing residential portfolio, which includes the ultra-luxe The Mantaray Marina &amp; Residences – its first project with the Mathieson family - currently under construction on The Spit.

“Luxury isn’t just in the location, it’s in the detail, and we’ve have been able to channel the same elevated design approach from The Mantaray into our plans for Palm Beach,” Gordon said.

“Once this has progressed through the planning process, our intention is to break ground as swiftly as possible.”

The Mantaray Marina &amp; Residences is being delivered by Multiplex and on track for completion in early 2026. The $300 million project represents the first new development on The Spit since Palazzo Versace, Sheraton Mirage and Mariner’s Cove more than 20 years ago.

It is also the first development to be delivered under The Spit Master Plan.

The Palm Beach apartment market has been running hot for several years, and has recently had another wave of development applications hit the table of the Gold Coast City Council.

Sherpa, one of the most active developers in Palm Beach, has <a href="/news/qld/first-look-sherpa-file-plans-for-first-gold-coast-apartment-development-under-new-flourish-brand">filed plans for Flourish on Sixth</a> which <a href="/new-apartments/flourish-on-sixth-ave-6-12-sixth-avenue-palm-beach">will have 94 apartments</a>.&nbsp;Builder developer 5Point is also doubling down on the suburb, seeking to <a href="/news/qld/5point-go-again-in-palm-beach-with-palm-shores-apartment-development">develop another luxury project</a> on Jefferson Lane.
