Apartment buyers in New South Wales are set to gain a decade of insurance-backed protection against major building defects, after the NSW Parliament passed the Fair Trading and Building Legislation Amendment Bill 2026.&nbsp;

The Bill establishes decennial defect insurance, known in the market as Latent Defects Insurance (LDI), as an alternative to the existing two-year strata building bond. It cleared the Legislative Council with amendments on Tuesday evening (August 4, 2026), with the Legislative Assembly agreeing to those amendments shortly after.

Under the reform, eligible developers can satisfy their statutory bond obligation by taking out an approved decennial-style policy that gives owners 10 years of cover for major structural defects from completion, claimable directly, without first having to pursue developers or builders through costly legal action.&nbsp;

The change forms the final tranche of amendments arising from the 2021 statutory review of the Strata Schemes Management Act 2015 and related legislation.

Resilience Insurance, which originated the cover in Australia and has delivered it in NSW since 2022, welcomed the passage and credited the NSW Government for delivering it.

“This is protection apartment buyers have needed for a long time, and the credit for delivering it belongs to the NSW Government,”&nbsp;said Corey Nugent, CEO of Resilience Insurance.

“Minister Chanthivong and his team have shown real leadership in replacing an outdated two-year bond with cover that matches the lifespan of the buildings people are buying into. Reform like this is what good, evidence-based regulation looks like.”

Resilience has delivered LDI in NSW since 2022, protecting thousands of apartments, giving the State, and now the country, real-world evidence of how decade-long, no-fault protection works in practice.

The reform also places NSW within a wider national shift.

NSW is the third jurisdiction to put decennial cover into law. The ACT legislated for it in 2024, with the scheme taking effect in late 2025, and Victoria passed its own framework on 17 June. Between them, the three cover the majority of Australia's apartment market.

The reform commences once the legislation is proclaimed, which is expected in the coming weeks. From that point, developers of Class 2 residential apartment buildings can meet their statutory obligation with an approved decennial policy in place of the bond.

Buyers who purchased into projects that took out the cover early are among the first in the country to take keys to apartments carrying decade-long structural protection.

“With the legislation passed, the focus now turns to making it work for buyers,”&nbsp;Nugent said.

“There are already thousands of apartments in NSW covered by this insurance, bought by developers who moved early. The question every buyer should be asking in a display suite is a simple one: does this building come with 10-year defect cover, and who stands behind it?&nbsp;

“We look forward to working with the Government and the Building Commission in coming weeks as the framework moves to implementation, and to sharing what we have learned over the past four years so the protection reaches owners as smoothly and quickly as possible.”

Other states are working through their own reform programs. Western Australia has indicated that decennial cover is within consideration a later stage of its reform sequence, and Queensland has been examining the settings as it looks at the development pipeline ahead of the 2032 Olympics.

NSW parliament passes 10-year defect insurance laws for new apartment buyers

Builder-developer <a href="https://www.apartments.com.au/developers/mcnab-developments">McNab</a> has wasted little time reshaping one of South Brisbane's most significant undeveloped apartment sites after acquiring the property earlier this year.&nbsp;

McNab has lodged plans to scrap an existing approval for two 30-storey towers and instead deliver a single 28-storey residential building, preserving part of the site for a future development opportunity.

The proposal, lodged over <a href="https://www.apartments.com.au/new-apartments/64-peel-street-south-brisbane-qld-4101">64 Peel Street and 9 Cordelia Street</a>, is for a residential-led mixed-use development comprising 124 apartments above a landscaped podium, alongside a boundary realignment that preserves part of the land for a future residential project.

A five-level podium will accommodate 135 car spaces, while the ground floor will include a 66 sqm commercial tenancy, an activated residential lobby with work-from-home spaces, and a publicly accessible landscaped plaza linking Cordelia and Peel streets.&nbsp;

Communal amenities will span Level 6 and the rooftop, including indoor and outdoor recreation spaces, a swimming pool, barbecue facilities, kitchen and dining areas, lawn space, sauna, steam room and yoga facilities.

The application also proposes a boundary realignment to create a standalone 1,290 sqm development lot while retaining an adjacent parcel for future redevelopment, allowing the balance of the site to contribute additional housing over time.

Hayball said the architecture has been shaped by the site's elevated corner position at the intersection of Peel and Cordelia streets and Brisbane's subtropical climate.

The design incorporates generous landscaped setbacks, a masonry podium wrapped with planting, large north-facing balconies, and a slender tower profile intended to maximise natural light, cross ventilation and long-range views. The rooftop has been conceived as a wellness-focused retreat overlooking Brisbane, with amenities positioned to capture views towards Mount Coot-tha and the CBD.

The planning submission positions the proposal as a response to both changing market conditions and Brisbane's Kurilpa Sustainable Growth Precinct planning reforms.

McNab acquired the site after the previous approval was granted, with the existing scheme no longer reflecting current residential market demands, economic conditions, construction challenges, construction efficiencies or the quality of development outcome now being pursued, the planning report noted.

McNab continues to expand its residential development pipeline across Brisbane and the Gold Coast. The developer recently launched The Tannery in West End, securing more than 60 per cent of apartments before the project's public release. It is also delivering Elements Budds Beach in Surfers Paradise and Lucia Highgate Hill, an eight-apartment boutique development overlooking the Brisbane River.

A steeply sloping Bellevue Hill site is set to accommodate a new mid-rise apartment development, with plans lodged for 20 homes that respond to the site's dramatic topography.

The proposal for the consolidated land at <a href="https://www.apartments.com.au/new-apartments/138a-140-bellevue-road-bellevue-hill-nsw-2023">138A-140 Bellevue Road</a> has been designed by Sydney architecture practice Common Office, which has used the site’s substantial fall to distribute the building’s scale and unlock 20 apartments without presenting the full height to the street.&nbsp;

“The unique design strategy leverages the site’s substantial topographical fall to facilitate increased density, presenting a seven-storey profile to Bellevue Road while rising to 10 storeys at the rear,” Common Office said in its architectural design report.

The apartment mix spans one, two, three- and four-bedroom residences. Four two-bedroom apartments are designated as affordable housing, while the plans also include two adaptable dwellings. The mix is majority three-beds, with the typical three-bed apartment offering around 144 sqm internally, with balconies of around 15 sqm.

The affordable housing component represents 15 per cent of the residential floor area and allows the project to access additional height and floor space under the NSW Government’s in-fill affordable housing provisions. The site also falls within the inner area of the Low and Mid-Rise Housing Policy because it is within 400 metres walking distance of Double Bay Town Centre.

Common Office has arranged the building around a masonry podium and a lighter upper volume, drawing on two recurring elements of Bellevue Hill’s established architecture: sandstone bases and the vertical proportions of local Inter-war Art Deco apartment buildings.

“The proposal is governed by a holistic design language that reconciles the solid horizontal masonry of the neighbourhood’s podiums with the elegant verticality of its Art Deco heritage,” the architect said.

“The building maintains a consistent rhythmic logic utilising deep recesses and a sophisticated material transition to break down the 10-storey scale into a series of articulated, human-scale volumes.”

Large-format sandstone tiles will define the lower levels, establishing a robust base that negotiates the change in elevation from Bellevue Road. Above, red-tinted precast concrete frames, recessed balconies, anodised aluminium screens and expanded metal details will create a more vertically expressed façade. Integrated planter beds will introduce greenery across balcony edges and recessed sections of the building.

The elongated northern façade has been divided into three recessed vertical masses to reduce its perceived length. Triangular window elements and metal privacy screens reference the geometry of nearby Art Deco buildings while controlling overlooking toward surrounding homes. The southern elevation will incorporate further privacy screening, landscaped edges and deep balconies to maintain light and ventilation.

Private and communal landscaping is distributed throughout the development. A landscaped garden apartment is positioned within the lower portion of the site, while a communal terrace on Level 5 will include a central timber deck, barbecue facilities, resident planting plots and areas for outdoor dining and informal gatherings.

Common Office described the terrace as an elevated sanctuary designed to capture district views and sunlight. Its planting strategy incorporates endemic species associated with the Eastern Suburbs Banksia Scrub, extending the landscape vertically through the building and providing habitat for local flora and fauna.

A second communal outdoor area is proposed at roof level, with built-in seating, paved gathering areas and perimeter planting.

The podium has also been designed as an architectural feature rather than a conventional parking structure, with cascading planting, screening and natural-toned materials softening its appearance. Resident parking is elevated above ground level to address the site's flood constraints, while habitable apartments sit above flood planning levels. Upper-level communal facilities are designed to accommodate shelter-in-place arrangements during major flood events.

The development will provide 163 car spaces, including 152 resident bays and 11 visitor spaces, together with 144 bicycle spaces incorporating resident storage, visitor parking, bicycle maintenance facilities and e-mobility charging infrastructure.

The site sits within one of Brisbane's fastest-changing inner-city precincts, less than two kilometres from the CBD and within easy reach of South Bank, West End, the Queensland Cultural Centre and extensive public transport connections. The Kurilpa Sustainable Growth Precinct planning framework is encouraging higher-density residential development to help meet Brisbane's housing supply targets while supporting walkable, transit-oriented neighbourhoods.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

The redevelopment of the landmark Shafston Estate, on over one-hectare of Brisbane River land in <a href="/developments/kangaroo-point-qld-4169">Kangaroo Point</a>, looks to be edging closer.

The plans are back with the Brisbane City Council to increase the density of the project, which was given the green light in early 2023.

Developer Burgundy Group had sought to develop a 15-level tower with 37 apartments designed by Rothelowman in 2022, with approval received in March last year.

The latest submission has come from&nbsp;Verso Development Group, an entity directed by Chinese-born Siwen Pan, who is believed to have taken over the 10,070 sqm site at 23 Castlebar Street.

Verso has brought in&nbsp;Kerry Hills Architects (KHA) to revise the plans for the unrepeatable site that is home to the&nbsp;1851, heritage-listed Shafston House, built by the Reverend Robert Creyke&nbsp;as a single-storey cottage called Ravenscott.

The proposal is for the tower to increase in levels to 25 and the apartments to go from 37 to 51.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane’s finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," KHA noted in its Urban Context Report.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

The submission noted the departure point for the project is to celebrate the heritage elements that exist on the site.

"These elements manifest the layers of post-settlement history in Brisbane, and as part of the project they will be carefully and faithfully restored. They will be reinvigorated with uses that are closely associated with their original purposes as domestic and restorative spaces."

Verso was recommendaed by Urbis to provide an independent design review of the proposed changes to the existing code assessed development approval of the Shafston Estate.

Malcolm Middleton Architects produced the review on the former plans, suggesting they

"The proponent of the site has a vision of this unique property that exceeds the code assessed approval and associated design compliance approach," the review read.

"The amended design seeks to deliver a project that will make a significant contribution to the quality of the city residential standards as well as focal point of architectural expression that will create an urban uplift for the site specifically and the city overall."

As well as the new tower, there would be two riverfront homes, and a guest house in the retain Postal Depot Building.

Further changes to the 2023 approval include a new section of riverwalk along the river frontage of the site as public infrastructure, and a six-berth private marina will be constructed on the river out from the riverwalk, in place of the existing pontoon.

Kangaroo Point's iconic Shafston House gets closer to apartment redevelopment

Everything about the inception of Australia 108, Melbourne's tallest residential tower, was groundbreaking, and to this date, still is.

The first proposal for <a href="/buildings/australia-108-southbank-70-southbank-boulevard-southbank">Australia 108</a> dates back to 2009 when Fender Katsalidis, now FK, drew up plans for what was then a 226-metre-high tower with 526 apartments.

Three years later, those plans were significantly upscaled, taking it to 388 metres and well over 100 levels. The increase in levels would see apartment numbers jump to 646, and a six-star hotel included among office and retail levels.

Despite approval granted by the then Victorian Planning Minister Matthew Guy, Government entities wouldn't make concessions to help deliver a building that breached height restrictions. It was also reported that the tower was so tall that it would have infringed on federal regulations protecting aircraft safety.

Singaporean developer World Class Global then swooped on the large site at 70 <a href="/developments/southbank-vic-3006">Southbank</a> Boulevard in 2013, scaling the plans down to a 317-metre high skyscraper with 100 levels and 1,105 apartments, an increase in density that saw the hotel component removed. It would still make it the second tallest building in Australia, only behind the QT on the Gold Coast.

Nonda Katsalidis led the design delivery of Australia 108, taking elements of the design from the nearby Eureka Tower which he also designed. Eureka, developed in 2006, is Melbourne's second tallest tower.

Since its completion in 2020, Australia 108 still stands as the tallest residential tower in the southern hemisphere, a&nbsp;title which will be difficult to replicate given the cost of building since the onset of COVID-19, paired with the scarcity of land across Australian cities where height limits are all-but unrestricted.

When a property is difficult to replicate, it can be a strong indicator of future price growth.

A major difference at Australia 108 compared to the current crop of off the plan apartment towers in Melbourne, and across the country, is that the highest levels are necessarily solely reserved for the penthouses. Because of the sheer scale of Australia 108, one and two-bedroom apartments can be purchased 67 levels into the sky, something no other development in Melbourne can offer.

There are two types of residence collections on offer at Australia 108, each with interiors by the renowned <a href="/architects/carr-design">Carr Design</a>.

The Sky Rise Residences, with one and two-bedroom apartments, deliver practical layouts and a timeless design suited to city living, starting from $560,000.&nbsp;

The Cloud Residences, positioned from level 72 upwards, comprise expansive three-bedroom layouts resembling the proportions of a traditional home. These apartments range from 120 sqm to 211 sqm and start at $1,528,000.

Each apartment features expansive floor-to-ceiling windows so residents can not only look across the Melbourne city skyline, but look over it.

Given the size of Australia 108, it was important to match that with more than the standard levels of resident facilities.

Level 11 comprises the Sky Rise Club, home to a&nbsp;fully equipped gym with a steam room and sauna, a swimming pool, theatre, and a golf simulator.

Local downsizers have responded in droves to what prominent Perth developer, Megara, has put together in North Fremantle.

They've recently started construction at Serai, a new mid-rise apartment development designed specifically to cater to downsizers through its larger-than-normal floorplans, high-end fixtures and finishes, and an equally high level of resident facilities, something that tends to be looked upon favourably by those downsizing.

Over 80 per cent of the purchasers so far have been downsizers, predominantly locals, something which Megara knew they were going to see when they drew up the plans.

"We expected the local downsizer market to make up most of our purchasers," Megara Director Jamie Clarke says, adding that everything about the building and its location is tailor-made for that specific buyer demographic.

Megara worked with architect Felipe Soto who cleverly designed the two buildings to encapsulate everything locals love about North Fremantle; the coast and the river. Apartments feature floor-to-ceiling windows that draw in natural light and frame views of the Indian Ocean and Swan River.&nbsp;

While downsizers have jumped at the largest apartments, the three and four-bedroom apartments, as well as the small collection of four-bedroom townhouses, the two and one-bedroom apartments have also proven popular.

"The well-trodden path for a downsizer is to trade out of the family home into a large apartment, so the downsize doesn't seem too daunting and they still have space to have extended family or guests stay, but that's not the path for everyone," Clarke says.

"Budgets naturally influence what you're going to move into, but we've had several downsizers opt for our one-bedroom apartments because they don't want, or need, the additional space. They want to lock the door and spend their retirement traveling."

The boom in the Perth market over the last few years has encouraged a stronger downsizer movement, Clarke says. So far in 2024, Perth house values have risen 18.2 per cent, the best-performing capital city by some margin. In turn, unit values have risen 21.3 per cent over the same period.

"The last few years have made the downsizing path easier as those who own larger family homes have seen their equity rise significantly in recent years, compared to fairly mooted growth in the years prior. There's no better time in the cycle to be looking at downsizing while both houses and apartments grow in value."

Unforeseen, but not entirely surprising, have been purchases from those living in Sydney with family ties to Perth, as well as expats living overseas.

"They're buying now and securing themselves a residence for future use, whether it be on construction completion or shortly after.

"They also see great value compared to how far budgets stretch in coastal Sydney. They've been in the best-performing housing market for decades and have seen their wealth through property skyrocket. Now they're looking to return to Perth in the not too distant future."

Another facet of Serai that is appealing to the downsizer is the level of amenity within the building. Residents will have access to an infinity pool with unobstructed views over the Swan River, as well as a gym with a sauna and yoga studio, and an outdoor cinema.

There’s also a games room, designed with social interaction in mind, featuring a pool and poker table.

The emphasis on community extends to the active street-level area, where a landscaped garden and café create spaces for residents to connect with neighbours.

Clarke says having a high-level of amenity is important in modern-day buildings.

"Not just limited to downsizers, but people nowadays crave convenience, and if we can put a high-level of leisure facilities within their building, as well as a cafe, that really appeals to residents who don't have to go far for everything they need."

What has been an important factor to consider, particularly for locals, is the lack of new development coming to coastal areas like Fremantle. Future supply across most suburbs in Perth, particularly those near the coast, is as low as anywhere in the country.

"When we complete there will be almost nothing comparable to Serai, or anything under construction or even in planning currently. There won't be a lot of new stock that is competing within the immediate vicinity, and that's not lost on our buyers who know this is a rare opportunity," Clarke says.

Clarke says being under construction in today's built environment is a huge confidence lift for buyers.

"Prior to 2017 or 2018, buyers weren't really phased as to what stage the development was at," Clarke says.

"Now they're more informed than ever, and naturally want certainty and assurances their new apartment will actually be delivered. A small minority of buildings don't get delivered, but they're the ones that grab the headlines and dampen confidence across the board."

The first luxury waterfront apartments to be developed in almost a decade in North Queensland have been unveiled by Townsville developer Maidment Group.

Maidment Group, headed by long-time local developer Glen Maidment, has officially launched the $65 million Marina Residences, a collection of 18 luxury apartment on the last remaining site at the end of Mariner’s Peninsula off The Strand.&nbsp;

“We feel the time is right to deliver Marina Residences because there is such demand for luxury property in the region, but no product is available in the market,” said Glen Maidment, whose Maidment Group has developed in the Townsville region for the last 20 years.

“We bought the site some years ago and have planned meticulously to deliver a project that will set a new benchmark for North Queensland.

“Interest has been very strong prior to the formal release of the project and with seven sales already secured to pre-registered buyers prior to our November launch, this reflects the pent-up demand for luxury apartments in Townsville.”

NSW Government Announces Major Housing Reform to Streamline Approvals and Boost Supply 
In a bold move to address the state's housing crisis, the New South Wales (NSW) Government has unveiled plans to overhaul the housing approval process, aiming to cut red tape, speed up development, and deliver much-needed homes to the market faster.

The new initiative introduces a state-led approval pathway for large-scale residential housing projects, designed to bypass local council approval and significantly reduce approval timelines. This reform, set to take effect in early 2025, is part of a broader strategy to tackle the state's ongoing housing affordability issues and ensure that housing projects get off the ground more quickly.

<h2>The Housing Delivery Authority (HDA)</h2>

Central to the reform is the creation of the Housing Delivery Authority (HDA), a new body within the Department of Planning, Housing and Infrastructure. The HDA will oversee a streamlined approval process for major housing developments, focusing on projects with an estimated development cost of over $60 million in Greater Sydney (typically 100 or more homes) and $30 million in regional NSW (usually around 40 or more homes).

The HDA will be responsible for managing the approval process, including rezoning and development applications, which will no longer require approval from local councils. By eliminating the council approval stage, the government hopes to shorten approval times by potentially several years, facilitating quicker delivery of new housing across the state.

Key figures in the new authority include the Secretary of the Premier’s Department, Simon Draper; the Secretary of the Department of Planning, Kiersten Fishburn; and the CEO of Infrastructure NSW, Tom Gellibrand. Despite the changes, the Minister for Planning and Public Spaces will remain the final consent authority for any projects moving through this pathway.

This reform addresses one of the most pressing issues in NSW’s housing market: the slow pace of housing development due to bureaucratic hurdles. The government hopes these reforms will foster a more conducive environment for large-scale housing developments, helping to meet the growing demand for homes in NSW.

<h2>New Fast-Track Rezoning Process</h2>

In addition to the streamlined approval pathway, the NSW Government is also introducing a fast-track rezoning process for projects that require more significant zoning changes. This process will apply to developments that could provide a substantial increase in housing supply but need major rezoning to move forward. Like the development approvals, these projects will be chosen through an Expression of Interest (EOI) process managed by the HDA.

By allowing rezoning and development assessments to occur simultaneously, the reform aims to further speed up the planning process. Developers will submit their rezoning proposals directly to the HDA, which will assess them based on criteria aligned with the state’s housing priorities.

<h2>Impact on Local Councils</h2>

One of the anticipated benefits of these changes is a reduction in the number of large, complex development applications that local councils will need to assess. With the state assuming control over these major projects, councils can focus their resources on smaller, less complicated applications. This shift is expected to improve the efficiency of the overall planning system, allowing councils to allocate more time and effort to managing local development needs.

<h2>The Broader Context</h2>

These new measures are part of a series of reforms aimed at addressing housing affordability and supply issues that have plagued NSW for years. Other recent initiatives include:

- The largest rezoning in NSW history to unlock new housing opportunities. 
- Housing targets for councils to ensure a fair distribution of housing across Greater Sydney. 
- A $450 million investment to build new apartments for essential workers, including nurses, paramedics, teachers, and emergency responders. 
- The establishment of a land audit of vacant government-owned land, which will unlock 30,000 homes, including 8,400 public housing units. 
- A $5.1 billion investment in social and affordable housing.

Premier Chris Minns emphasized the urgency of these reforms, noting that previous governments had made it harder to build homes, leading to a growing crisis.

"For over a decade in NSW, governments have made it harder to build the homes we need, not easier – but this cannot continue if we want to be a city that young people can afford to live in," Minns said.

John Camilleri, the famous breeder of the legendary mare Winx, has continued his spending spree in the new development market on the Gold Coast.

Earlier this year, the Sydney-based breeder paid just over $30 million for Pacific Point, a 10-level apartment block, and a three-level duplex, from fellow racing identity, Aquis billionaire Tony Fung.

The 1,682 sqm site at 3464-3468 Main Beach Parade, <a href="/developments/surfers-paradise-qld-4217">Surfers Paradise</a>, had been earmarked for a 48-level hotel with 580 rooms. Camilleri has already reworked the plans, now proposing a 40-level tower with 93 apartments.

He's emerged again on property records, swooping on another project.

He's spent $53.65 million on Garfield Terrace, the 1,500 sqm site that was pitched for AALTO, a luxury tower with 75 apartments.

<a href="/new-apartments/aalto-75-79-garfield-terrace-surfers-paradise">AALTO</a>, at 75-79 Garfield Terrace, was being developed by Sydney-based Weiya Holdings, the developer behind De-Luxe, the redevelopment of the Old Burleigh Theatre Arcade in Burleigh Heads.

AALTO launched in late 2022, and reportedly secured a flurry of sales including a $15 million penthouse that was bought by a local who works in the property industry.

The penthouse had been slated to have&nbsp;five bedrooms, its own cinema room, a gym, an indoor and outdoor kitchen, and a 15-metre swimming pool.

Locals had driven the majority of enquiry, selling agent Patrick Pancur said.

A series of setbacks however has meant there's been no site activity, with a builder never appointed.

The site sale is just shy of the <a href="/news/qld/first-look-ktq-sell-garfield-terrace-site-for-56-million-as-demand-soars-for-gold-coast-beachfront-sites">$56 million secured by Peggy Glannery's KTQ</a> for its 2,025 sqm site just down the street at 27 Garfield Terrace.
