<p><a href="https://www.apartments.com.au/developers/mayd-group">MAYD Group</a> has set a new residential price record in Queensland with the $30 million sale of the penthouse at its <a href="https://www.apartments.com.au/new-apartments/one-burleigh-88-the-esplanade-burleigh-heads-qld-4220">ONE Burleigh</a> development in Burleigh Heads.</p>

<p>The sale equates to around $37,500 per sqm.</p>

<p>The two-level, 800 sqm penthouse, featuring five bedrooms, five bathrooms, five car spaces, and a private infinity pool overlooking the Pacific Ocean, was acquired by a Gold Coast-based entrepreneur, highlighting continued demand for ultra-premium beachfront product.</p>

<p>Selling agent Freddie Tehle of PRD Burleigh Heads said the result reflects tightening supply of high-quality, large-format apartments in Burleigh.</p>

<p>“There’s very limited opportunity to secure this level of scale and absolute beachfront position in <a href="https://www.apartments.com.au/developments/burleigh-heads-qld-4220">Burleigh Heads</a>,” Tehle said.</p>

<p>“Buyers are increasingly seeking apartments that genuinely replace a standalone home, and this penthouse delivers that with its size, privacy, and direct ocean frontage.”</p>

<p>The sale comes as construction progresses on ONE Burleigh, a boutique development of 17 full-floor residences at 88 The Esplanade, scheduled for completion in early 2027.</p>

<p>Developed by MAYD Group and designed by <a href="https://www.apartments.com.au/architects/mas-architecture-studio">MAS Architecture</a> with interiors by <a href="https://www.apartments.com.au/interior-designers/sici-design">Sici Design</a>, the project has been positioned as a collection of house-sized beachfront apartments, each occupying an entire floor with around 381 sqm of internal and external living space.</p>

<p>When construction commenced, MAYD director Todd Mould pointed to the long-term resilience of premium coastal real estate as a key driver behind the project.</p>

<p>Apartment developers in the Gold Coast are finding new, creative ways to differentiate themselves from competing projects, as new supply starts to flow through up and down the Coast.</p>

<p>Developer Big Projects brought in the renowned Sydney-based design studio YSG to craft the interiors for The Frederick, Big Projects' new Mermaid Beach project and YSG's first move into the multi-residential development space.</p>

<p>It was a strategic move for Big Projects to bring in a Sydney eye to the development.</p>

<p>“Our role is to give our design partners the space and freedom to explore,” says Matt Barrett, Director of Big Projects.</p>

<p>“We wanted YSG Studio to capture the essence of Nobby’s, to design a building that embraces life, light and connection, while creating a genuine sense of place.”</p>

<p>There are only 39 apartments in The Frederick, including a striking beach house, just 100 metres from the booming Nobby Beach precinct.&nbsp;</p>

<p data-end="951" data-start="762">SRQ Projects Director Nick Clydsdale, who is handling sales at The Frederick, says the majority of enquiry is coming from South East QLD and Victorian buyers who have been actively searching between Broadbeach and Mermaid Beach for some time.</p>

<p data-end="951" data-start="762">"They’ve reviewed a number of projects, however this one has stood out for its design flair/ appeal,"&nbsp;Clydsdale says.</p>

Big Projects taps Sydney’s YSG for first multi-residential project at The Frederick Mermaid Beach

<p>Melbourne-based property developer ALTA Property has this week achieved planning approval for the adaptive re-use of a former commercial tower into a $200 million, 169-apartment project at 10 Queens Road, one of the last developable sites along the Albert Park Lake-fronting boulevard.&nbsp;</p>

<p>Set within one of Melbourne’s most sought-after precincts and designed by <a href="https://www.apartments.com.au/architects/fraser-partners-0">Fraser and Partners</a>, the illustrious building will offer unparalleled views across Albert Park Lake, Port Phillip Bay and Melbourne CBD.&nbsp;</p>

<p>The mix of 1, 2 and 3-bedroom residences will be complemented by a ground-floor amenity featuring private dining, a lounge bar, gym and wellness spaces, co-working, outdoor communal gardens, and retail.&nbsp;</p>

<p>The 17-storey building is a masterclass in adaptive re-use, with the existing commercial building’s façade, shell and internal structure to be retained, before high-end residences are built from the ground up in a newly built Albert Park facing addition to the building.&nbsp;</p>

<p>Interiors will bring together three metre high ceilings with waffle concrete in some spaces, natural timber, granite and Australian materials, culminating in crafted, generous and considered spaces that are defined by authenticity.&nbsp;</p>

<p>The adaptive re-use means that the Queens Road project will be a sustainability led, high-quality finished product, with a 62% saving in carbon emissions by re-using the existing structure rather than knocking it down and rebuilding.&nbsp;</p>

<p>ALTA Property was launched by Nigel Givoni in 2023, bringing over 25 years of experience in multi level residential delivery.&nbsp;</p>

<p>Melbourne’s property market growth is currently led by apartments. According to RPM VIC Apartments &amp; Townhomes Market Report (April 2026), units are outpacing houses, especially in the middle ring suburbs where median prices hit $757,500 – a four-year high that represents 2.9 percent growth quarter-on-quarter.&nbsp;</p>

<p>The development by&nbsp;<a href="https://www.apartments.com.au/developers/montcoeur">MontCoeur</a>,&nbsp;located at 18 Scott Grove, is now around 30 per cent sold, with completion targeted for late-2027.</p>

Construction to commence at luxury Glen Iris townhome project, Orchard Mews

<p data-end="150" data-start="66">A rare new apartment development has been proposed on the fringe of St Ives Village.</p>

<p data-end="370" data-start="152">Developer Newquest Property has lodged plans for a low-rise apartment project designed by well-regarded architecture firm Warren &amp; Mahoney, which is best known for its work in the multi-residential sector in Melbourne.</p>

<p data-end="370" data-start="152">The building, proposed for a 1,916 sqm site on <a href="https://www.apartments.com.au/new-apartments/st-ives-residences-3-5-memorial-avenue-nsw-2075">Memorial Avenue</a> opposite St Ives Village Green, has been designed to blend into the surrounding natural environment.</p>

The remaining mix includes nine two-bedroom apartments, one one-bedroom apartment and two four-bedroom residences. The development will be supported by 62 car parking spaces and 33 secure bicycle spaces.</p>

<p data-end="1270" data-start="1187">The proposal would replace two single-storey brick buildings currently on the site.</p>

First look: NewQuest Property proposes new St Ives apartment development

<p>Prominent New Zealand apartment and hotel operator, <a href="/developers/safari-group">Safari Group</a>, is offering up a prime investment opportunity for Australians to purchase off the plan in one of the world’s most popular ski destinations.</p>

<p>They recently took to market Mountain Oak Queenstown Apartments, in the growing precinct of Remarkables Park in Frankton, near the airport and at the foot of The Remarkables - the mountain range the locals like to call “The Remarks”.&nbsp;</p>

Safari Group offers low-touch investment proposition in Queenstown’s popular ski fields district

<p class="p1"><span class="s1">The pre-election negativity that hit real estate in the first half of 2019 impacted previously busy Regional NSW markets, with the lowest number of growth markets in two years. It nevertheless remains one of the nation’s busiest market jurisdictions.</span> </p>
<p class="p1"><span class="s1">And price performance has been good in many locations, with 60% of Regional NSW markets delivering median price growth in the past 12 months.</span></p>
<p class="p1"><span class="s1">Regional NSW continues to provide a stark contrast to Sydney. While many sectors of the Sydney market have been in decline, the cities and towns of Regional NSW have proved resilient – even though not as strong as in 2018.</span></p>
<p class="p1"><span class="s1">Last year Hotspotting’s Spring 2018 survey found 70 locations with rising demand in Regional NSW and the Autumn 2019 identified 61 growth markets. But this latest Winter 2019 found only 40 growth markets – still solid by national standards but well down on the levels of the past year or two.</span></p>
<p class="p1"><span class="s1">The sales data on which this survey is based pre-dates the Federal Election in mid-May and the subsequent positive events such as interest rate reductions, easier finance (the APRA changes) and the tax cuts.</span></p>
<p class="p1"><span class="s1">So any locations that delivered rising sales activity in that pre-election climate have strong claims to being regarded as growth markets.</span></p>
<p class="p1"><span class="s1">There are still growth markets in and around Newcastle (pictured above), although this market overall appears well past its peak. The Newcastle and Lake Macquarie LGAs both have suburbs with growing sales demand, but they are outnumbered by plateau markets.</span></p>
<p class="p1"><span class="s1">But locations near Newcastle, such as the Port Stephens LGA, remain buoyant, led by Anna Bay, Medowie and Salamander Bay. Some sections of the Hunter Valley still have momentum, including Cessnock and Muswellbrook.</span></p>
<p class="p1"><span class="s1">The same cannot be said for the Central Coast. Two years ago, this was the strongest market in NSW but it’s now well past its peak. Bateau Bay and Budgewoi still have some forward momentum, but the Central Coast now has 19 plateau markets and seven we classify as declining markets (including Toukley, Gwandalan, North Gosford, Point Frederick, San Remo and The Entrance). We note also the decline in median prices in many Central Coast locations.</span></p>
<p class="p1"><span class="s1">Similarly, other regional centres close to Sydney have passed their peaks and started to decline, including Wollongong, the Southern Highlands and the Blue Mountains (although Katoomba remains busy). The Byron Bay market is another to have lost its mojo.</span></p>
<p class="p1"><span class="s1">The growth markets in Regional NSW are now found further afield. The Tweed LGA at the Queensland border is particularly busy at the moment, headed by Casuarina, Kingscliff and Terranora. Quarterly sales in Kingscliff have been 59, 61, 67 and 70 – and its median house price has risen 19% to $1,025,000.</span></p>
<p class="p1"><span class="s1">At the other end of the state, Wagga Wagga continues to be a market leader, led by upwardly mobile suburbs like Gobbagombalin, Kooringal and Lake Albert. Quarterly sales in Wagga Wagga (the suburb) have been 37, 39, 48 and 50 in the past 12 months – and its median price has started to rise, up 4% in the past 12 months.</span></p>
<p class="p1"><span class="s1">And the Eurobodalla LGA in the South Coast region has some busy markets, notably Catalina and Malua Bay.</span></p>
<p class="p1"><span class="s1">A large number of smaller and distant regional centres have growth markets, including Grafton, Forbes, Griffith, Wingham, Mudgee and Gulgong in the Mid Western LGA, Leeton, Lismore, Nambucca Heads and Young.</span></p>
<p class="p1"><span class="s1">There has been plenty of price growth in Regional NSW markets, though not as prolific as in our previous survey.</span></p>
<p class="p1"><span class="s1">Three months in our Autumn 2019 report we commented: “The vast majority of NSW Regional markets have price levels higher than 12 months ago – 85% of the locations in our survey have recorded growth in the past year.”</span></p>
<p class="p1"><span class="s1">This Winter 2019 survey finds that 61% of house markets and 53% of unit markets have median prices higher than a year ago.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Locations with strong price growth include three locations in the Tweed LGA – Casuarina (up 21% to $1,150,000), Kingscliff (up 19% to $1,025,000) and Tweed Heads South (up 15% to $585,000).</span></p>
<p class="p1"><span class="s1">But the biggest growth has been recorded by Berry in the Shoalhaven region, up 25% to $1,300,000.</span></p>
<p class="p1"><span class="s1">A number of apartment markets have recorded median price growth above 20%, including Nambucca Heads, Ballina, Sawtell and Taree.</span></p>
<p class="p1"><span class="s1">At the other end of the scale, many Central Coast locations have recorded declines in their median prices. House markets to fall include those in Wyoming (8%), Woy Woy (5%), Umina Beach (6%), North Gosford (7%), Long Jetty (9%), Wyong (6%) and Gorokan (8%).<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Among the apartment markets, those to drop include Woy Woy (6%), Toukley (9%), Umina Beach (9%), East Gosford (12%), Gorokan (8%), Terrigal (6%) and Berkeley Vale (19%).</span></p>
<p class="p1"><span class="s1">Some of key markets in Wingecarribee LGA in the Southern Highlands region have dropped also, including Bowral (6%) and Mittagong (10%).</span></p>
<p class="p1"><span class="s1">Suffolk Park at Byron Bay has recorded a 17% fall in its median house price to $1,050,000.</span></p>

2019 property price growth markets in Regional NSW are now found further afield: Hotspotting's Terry Ryder

<p>EXPERT OBSERVER</p>
<p class="p1"><span class="s1">At a time when few markets in the nation are firing strongly, Regional Queensland continues to be one of the most buoyant. Multiple regional centres have growth symptoms and previously struggling resources areas are improving.</span></p>
<p class="p1"><span class="s1">Close to 60% of locations have median prices higher than a year ago, defying the weaker performance that has been prevalent in many other markets nationwide, including many of our capital cities.</span></p>
<p class="p1"><span class="s1">Regional Queensland has overtaken Regional Victoria and Regional NSW in terms of the number of locations with growing sales activity, despite the absence of a major contribution from the Gold Coast.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Regional Queensland has 38 growth markets, making it the second strongest jurisdiction in the nation, after Adelaide. Partly this reflects weaker performance in other areas, including Brisbane and Hobart, and the reality that Sydney and Melbourne are only just beginning their recovery phases.</span></p>
<p class="p1"><span class="s1">The Sunshine Coast (above) remains the No.1 market in the state, but other growth markets are emerging, with signs of uplift in Cairns, Rockhampton, Hervey Bay, Toowoomba and Townsville. Increasingly we are seeing recovery signs in places that were previously in downturn, including Gladstone.</span></p>
<p class="p1"><span class="s1">The Sunshine Coast has 10 suburbs with growth momentum, higher than any other LGA in the nation. It also has a large number of suburbs with steady buyer demand. Individual areas continue to produce big price growth, headed by the Noosa apartment market, where the median price has increased 24% in the past year. Other growth markets include Moffat Beach (up 14%) and Parreara (up 13%).</span></p>
<p class="p1"><span class="s1">Rockhampton has emerged in the Spring edition of The Price Predictor Index as a growth market – five suburbs have upwardly mobile markets and others have steady demand.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">The local economy is improving and this is creating a property market revival, helped by the city’s affordable prices (several suburbs have median house prices in the $160,000 to $210,000 range, and only a few are above $300,000). Seaside Yeppoon is emerging as a growth star.</span></p>
<p class="p1"><span class="s1">The Fraser Coast region, including Hervey Bay, also has five growth suburbs and nine others with solid demand. Cairns, too, has five growth suburbs, as well as 17 with steady demand, but also three with declining activity.</span></p>
<p class="p1"><span class="s1">The state’s largest inland city, Toowoomba, is showing the first glimpses of growth after being a fairly stagnant market in the past few years, while Townsville may be at last casting off the economic sluggishness that has stalled its market recovery.</span></p>
<p class="p1"><span class="s1">Mackay’s rise appears to have paused, but the underlying economy is strong and we expect this market to continue to produce growth in the next 12 months.</span></p>
<p class="p1"><span class="s1">The Gold Coast presents a number of contradictions. There are only four suburbs with growing sales momentum, but 32 plateau markets and also six suburbs classified as declining markets. It illustrates the reality that there can be multiple dynamics playing out in an individual city market.</span></p>
<p class="p1"><span class="s1">At the same time, a number of Gold Coast suburbs have had good price growth in the past 12 months, including the house markets of Biggera Waters (12%), Maudsland (11%), Mermaid Waters (10%) and Paradise Point (14%), as well as the apartment markets in Benowa (18%), Broadbeach (16%) and Mudgeeraba (17%).</span></p>
<p class="p1"><span class="s1">We continue to see evidence of revival in resources-related areas which have had lengthy downturns since the end of the mining investment boom. Demand has increased in Central Queensland towns like Emerald and Moranbah and so have prices, with Emerald’s median house price rising 11% in the past 12 months and Moranbah lifting 10%. Both, however, remain well below their previous peak price levels.</span></p>
<p class="p1"><span class="s1">Gladstone is showing further evidence of a gradual fightback. There has been some uplift in sales activity and median prices have risen in South Gladstone (19%), Glen Eden (24%), West Gladstone (12%) and New Auckland (11%), but from a low base and with some way to go to make up the previous losses.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">There are also some suburbs where demand and prices are still falling, so the recovery remains patchy.</span></p>
<p class="p1"><span class="s1">Mount Isa remains mired in downturn and its suburbs continue to be classified as danger markets. The suburb of Townview, for example, has recorded only 11 sales in the past year and prices remain lower than the levels of 10 years ago.</span></p>
<p class="p1"><span class="s1">Overall, Queensland’s regional areas are producing plenty of price growth. Close to 60% of locations have delivered growth in their median house prices in the past 12 months – that’s 120 locations across the state with rising prices, including 44 which have grown by more than 5%.</span></p>
<p class="p1"><span class="s1">Around 55% of apartment markets have also recorded annual growth in their median prices.</span></p>

<p>There could be 20,000 first home buyers in 2020 who buy their property with a deposit of as little as 5% under the new Federal Government home loan deposit guarantee scheme.</p>
<p>The number of applicants across Australia will be capped at 10,000 every financial year, but as the initiative begins on January 1, there will be the double opportunity during 2020.</p>
<p>The 10,000 opportunities that allow low-and middle-income earners to participate on a first come basis from January 1 and then from July 1.</p>
<p>Even with 20,000 likely participants in 2020, it is likely some 80,000 first home buyers will need to find their own regular borrowing arrangements.</p>
<p>Sydney first-home buyers wanting to buy next year using the federal government's new home loan deposit scheme will need to buy properties costing less than $700,000.</p>
<p>The price cap will also apply to the large NSW regional centres with a population of 250,000 plus, namely Newcastle, Lake Macquarie and the Illawarra around Wollongong.</p>
<p>Buyers in the rest of the state can spend up to $450,000 to be eligible to buy under the scheme.</p>
<p>The Sydney house median sits at $900,000 and for units it is $710,000 according to CoreLogic.</p>
<p>It is $600,000 for Melbourne buyers, $500,000 in the ACT and $475,000 for Brisbane buyers.</p>
<p>The scheme to be known officially as the First Home Loan Deposit Scheme (FHLDS) will apply to owner-occupied loans on a principal and interest basis.  </p>
<p><span>Many first-home buyers are already setting their hopes based on the already available stamp duty tax incentives and available grants, which is centred around a $650,000 purchase.</span></p>
<p>To be eligible for the (FHLDS) the contract of sale must be dated after 1 January 2020.</p>
<p>It removes the cost of lenders mortgage insurance for FHBs with an annual income of up to $125,000 or couples with a combined $200,000 per year who haven't saved the standard 20% deposit.</p>
<p>There are to be no more than two borrowers on any loan and where there are they must be the spouse or de facto partner of the other borrower.</p>
<p>Off the plan purchases can be made under the scheme.</p>
<p>If the loan relates to the purchase of vacant land, it must also relate to the construction of a dwelling.</p>
<p>The scheme will only apply to Australian citizens.</p>
<p>The loan-to-value ratio will be be between 80 and 95% for loans not more than 30 years.</p>
<p>Repayments will be required for the principal of the loan for the full period except for construction loans where the loan agreement may permit interest-only repayments.</p>
<p>Any building contract requires construction commencement within 26 weeks of the settlement date and the issuance of an occupancy certificate within 15 months.</p>
<p>Treasurer John Frydenberg and Housing Minister Michael Sukkar have been credited with getting the balance right in recognising the variations in markets around the country, between metropolitan and regional areas.</p>
<p><span>It is however likely more loans will be for apartments than houses.</span></p>
<p>The National Housing Finance and Investment Corporation (NHFIC), who will be responsible for implementing the First Home Loan Deposit Scheme, is currently seeking lenders.</p>
<p>No more than two of the major banks will participate along with smaller lenders set to join the lending panel two months after its initial commencement. </p>
<p><span>The government guarantees cease once the outstanding loan is at 80% or less.</span></p>
<p>The information now available should help the first home buyers to start making plans.</p>

<p>Non-banks wrote a fair chunk of the loans at above 90 per cent LVRs, but there have been fewer exceptions reported as a share of total lending.</p>
<div><strong><span style="text-decoration: underline;">Brink of crisis</span></strong></div>

<div>Overall, there are some tentative signs that banks are somewhat more willing and able to write mortgages, half a decade after the prudential tightening began.<br><br>Investment lending is now only about half of what it was at the peak, and some loosening is welcomed to allow first homebuyers an opportunity to buy, with prices also lower over the past two years.<br><br>Moreover, the banking Royal Commission brought Australia to the brink of a recession and a related banking crisis.<br><br>At the last count monthly building approvals have crashed to 12,944 (with unit approvals down 44 per cent year-on-year), which is a diabolical leading indicator for activity in the economy, while credit growth is also dreadfully weak.<br><br>Despite these atrocious numbers, there's often a palpable complacency evident in the housing market commentary.<br><br>A banking crisis can still be averted, but only if banks can get some credit flowing again...and soon. </div>

Has the interest-only cliff almost been negotiated? Pete Wargent

<p>The performance of the housing market can vary dramatically from region to region, but also across the different product types and value ranges. </p>
<p>Splitting the market into quartiles can provide a better understanding of which sectors are firing and which ones are lagging.</p>
<p>In Sydney and Melbourne its clearly the prestige end of the market that is driving the strongest capital gains, with values up 4.2% and 4.6% over the September quarter across the top quartile of the market.</p>
<p>This was also the sector that recorded the largest decline during the down phase, with Sydney’s top quartile properties remaining 13.6% below their previous peak while Melbourne’s top quartile properties are still 11.9% below their peak.</p>

<p>Brisbane is showing stronger growth conditions across the middle to lower valued properties where values are 0.8% and 0.7% higher over the quarter.</p>
<p>During the downturn the middle to lower priced segments of the market were also more resilient to falls than the top end.</p>
<p>Similarly, Adelaide is showing better resilience to falling values across the more affordable end of the market while the top quartile records the largest declines over both the quarter (down 1.2%) and cumulatively (down 3.5% since peaking). The opposite is true in Perth were the high end of the market has been a little more resilient to falling values.</p>
<p>While each of the broad valuation cohorts has recorded a sustained drop in values, the reduction has been less severe across Perth’s top quartile where values are down 16.5% since peaking compared with a 27.8% decline across the lower quartile.</p>
<p>Hobart has been one of the strongest markets over the past few years, however with affordability constraints becoming more pressing, the lower quartile properties are showing a better performance relative to more expensive properties.</p>
<p>The lower quartile saw a 1.4% rise in housing values over the September quarter after posting a smaller loss relative to the top quartile.</p>

<p>Darwin’s housing market has been doing it tough since 2014, however the September quarter has seen the lower and middle quartiles actually record a subtle increase in housing values while the upper quartile continues to record heavy loss.</p>
<p>All three of the broad valuation cohorts have recorded material declines in values since peaking, demonstrating the broad based declines across Darwin's housing market.</p>
<p>Canberra’s upper quartile housing is the only broad housing segment across the capital cities where values were at a record high at the end of the September quarter.</p>
<p>Values are rising across all three of the broad market segments, however it’s the top quartile where growth is strongest.</p>
<p>The different performances of the housing market across broad valuation groups highlights how diverse conditions can be below the surface.</p>
<p>Factors such as housing affordability, lending policies, market cycles and local economic and demographic conditions can have a significant baring on market activity</p>

Expensive properties are driving the market rebound: Tim Lawless

<p>Have you ever wondered what it takes to own a property in the top two percent of the market?</p>
<p>Nationally, you’ve made it into the 98th percentile if you own a house worth at least $2.16 million (roughly $1.6 million above the national median house value) or a unit worth $1.43 million (about $930k higher than the national median unit value) or higher.</p>
<p>Although the national entry point to the top 2% club looks extremely high for most of us, the national figure is skewed higher by Sydney and Melbourne where housing values are much higher.</p>
<p>A 98th percentile house would set you back at least $3.21 million in Sydney ($2.3 million above the median) and $2.53 million in Melbourne ($1.8 million above the median), while in more affordable areas such as regional South Australia, the top 2% of the market is a much lower $553,790.</p>

<p>Darwin is the only capital city where the 98th percentile for a house is less than $1 million, at $878,100, while across the regional areas of each state, every area apart from Regional NSW and Regional Qld, shows a 98th percentile lower than $1 million.</p>
<p>The top two percent of the market is lower for units, with every capital city except Sydney and Melbourne showing a 98th percentile below $1 million.</p>
<p>Sydney’s 98th percentile unit value was $1.88 million in September ($1.17 million above the median) and Melbourne’s 98th percentile unit value was $1.20 million ($651k above the median).</p>
<p>But what if being a national or city wide two percenter isn’t quite enough? Across New South Wales the municipality with the highest 98th percentile is Woollahra at $8.16 million, followed by Mosman ($7.79 million) and North Sydney ($6.04 million). Outside of Sydney, the Byron Shire has the highest 98th percentile house value at $1.8 million.</p>

<p>In Victoria, the Stonnington council has the most exclusive 2% of houses with a 98th percentile of $6.88 million, followed by Melbourne ($3.94 million) then Boroondara ($3.90 million). Across the regional parts of the state, the Surf Coast has the highest 98th percentile value at $1.33 million.</p>
<p>In Queensland, the highest 98th percentile house value can be found at Noosa on the Sunshine Coast, tracking at $1.87 million in September, followed by Brisbane ($1.52 million) and Gold Coast ($1.33 million). Outside of South East Queensland, the highest 98th percentile house value can be found at Douglas (north of Cairns) at $9.43 million.</p>
<p>South Australia’s Burnside council shows the highest 98th percentile at $1.66 million, with Unley ($1.66 million) and Walkerville ($1.55 million) taking up the second and third positions. Across the regional areas of the state the council of Yankalilla tops the 98th percentile at $708k.</p>
<p>Western Australia’s most expensive municipalities all show a 98th percentile for houses above $3 million, led by Peppermint Grove at $3.82 million and followed by Cottesloe ($3.35 million) and Nedlands ($3.11 million). Although housing values have dropped by more than 20% across Perth, these three areas remain in the national top 20 for the highest 98th percentile house value.</p>
<p>Outside of Perth, the highest 98th percentiles are at Busselton as well as Augusta-Margaret River, both at $1.4 million.</p>
<p>Across Tasmania, the only municipality with a 98th percentile house value over $1 million is Hobart, at $1.25 million. Kingborough ($874k) and Clarence ($816k) round out the top 3.</p>
<p>Outside of Hobart, the Huon Valley council area tops the 98th percentile at $667k. Across the Northern Territory, Alice Springs tops the 98th percentile rankings at $961k, followed by Darwin at $953k.</p>

<div>In May 2018, I noted that I didn't think we'd end up with a major housing crunch.</div>
<div> </div>
<div>Part of my reasoning was that 'lenders gonna lend'.</div>
<div> </div>
<div>In other words, just as we've used a knife and fork for more than 800 years, Australia's financial system has been deregulated for decades, and we still have four major banks, all of which need to lend money to make money.</div>
<div> </div>
<div>I felt this would insulate the housing downturn, despite the heavy macroprudential changes.</div>
<div> </div>
<div>What wasn't so clear at that time, at least to me, was the full impact that the Royal Commission would have on the appetite of lenders. </div>
<div> </div>
<div>In the event, a full seven rounds of public hearings was played out in front the media throng, and the final report wasn't delivered until last month.</div>
<div> </div>
<div>Accordingly there have been some nervous operators over the past year or so, and there was a very noticeable impact on mortgage processing and practices. </div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Policy moves</span></strong></div>
<div> </div>
<div>The RC final report being submitted only in February 2019, this is all very much fresh in the memory, so any loosening of the credit taps is likely to be gradual.</div>
<div> </div>
<div>But still, with a smaller mortgage pie to be shared around - lending volumes are down by a fifth from a year earlier - and major banks having lost market share in recent years, I believe there will be some policy moves to win business and get mortgage book growth back into positive territory.</div>
<div> </div>
<div>It's only March, bear in mind, the month after the final RC report, but today we saw the first interesting move of any note, from ANZ Bank:</div>

<div>90 per cent LVR investment mortgages with a 10-year interest-only term should generate a bit of welcome business for ANZ (not to mention profit, since rates and have tended to be higher on IO mortgages). </div>
<div>
<br>And ANZ has generally been one of the more proactive lenders of late.</div>
<div> </div>
<div>Some context is due.</div>
<div> </div>
<div>Borrowers taking this option on a 10-year IO mortgage will see sundry borrowing capacity hampered, due to the way in which this mortgage debt is assessed.</div>
<div> </div>
<div>And, indeed, most IO loans don't run for 10 years. </div>
<div> </div>
<div>But it's a nice cushion for borrowers seeking IO certainty, and moreover it's the first positive signal of competition returning for investor borrowers. </div>
