<p>The sale equates to around $37,500 per sqm.</p>

<p>The two-level, 800 sqm penthouse, featuring five bedrooms, five bathrooms, five car spaces, and a private infinity pool overlooking the Pacific Ocean, was acquired by a Gold Coast-based entrepreneur, highlighting continued demand for ultra-premium beachfront product.</p>

<p>Selling agent Freddie Tehle of PRD Burleigh Heads said the result reflects tightening supply of high-quality, large-format apartments in Burleigh.</p>

<p>“There’s very limited opportunity to secure this level of scale and absolute beachfront position in <a href="https://www.apartments.com.au/developments/burleigh-heads-qld-4220">Burleigh Heads</a>,” Tehle said.</p>

<p>Apartment developers in the Gold Coast are finding new, creative ways to differentiate themselves from competing projects, as new supply starts to flow through up and down the Coast.</p>

<p>Developer Big Projects brought in the renowned Sydney-based design studio YSG to craft the interiors for The Frederick, Big Projects' new Mermaid Beach project and YSG's first move into the multi-residential development space.</p>

<p>“Our role is to give our design partners the space and freedom to explore,” says Matt Barrett, Director of Big Projects.</p>

<p>“We wanted YSG Studio to capture the essence of Nobby’s, to design a building that embraces life, light and connection, while creating a genuine sense of place.”</p>

<p>There are only 39 apartments in The Frederick, including a striking beach house, just 100 metres from the booming Nobby Beach precinct.&nbsp;</p>

Big Projects taps Sydney’s YSG for first multi-residential project at The Frederick Mermaid Beach

<p>Melbourne-based property developer ALTA Property has this week achieved planning approval for the adaptive re-use of a former commercial tower into a $200 million, 169-apartment project at 10 Queens Road, one of the last developable sites along the Albert Park Lake-fronting boulevard.&nbsp;</p>

<p>Set within one of Melbourne’s most sought-after precincts and designed by <a href="https://www.apartments.com.au/architects/fraser-partners-0">Fraser and Partners</a>, the illustrious building will offer unparalleled views across Albert Park Lake, Port Phillip Bay and Melbourne CBD.&nbsp;</p>

<p>The mix of 1, 2 and 3-bedroom residences will be complemented by a ground-floor amenity featuring private dining, a lounge bar, gym and wellness spaces, co-working, outdoor communal gardens, and retail.&nbsp;</p>

<p>The adaptive re-use means that the Queens Road project will be a sustainability led, high-quality finished product, with a 62% saving in carbon emissions by re-using the existing structure rather than knocking it down and rebuilding.&nbsp;</p>

<p>Melbourne’s property market growth is currently led by apartments. Construction to commence at luxury Glen Iris townhome project, Orchard Mews

<p data-end="150" data-start="66">A rare new apartment development has been proposed on the fringe of St Ives Village.</p>

<p data-end="370" data-start="152">Developer Newquest Property has lodged plans for a low-rise apartment project designed by well-regarded architecture firm Warren &amp; Mahoney, which is best known for its work in the multi-residential sector in Melbourne.</p>

<p data-end="370" data-start="152">The building, proposed for a 1,916 sqm site on <a href="https://www.apartments.com.au/new-apartments/st-ives-residences-3-5-memorial-avenue-nsw-2075">Memorial Avenue</a> opposite St Ives Village Green, has been designed to blend into the surrounding natural environment.</p>

The development will be supported by 62 car parking spaces and 33 secure bicycle spaces.</p>

Safari Group offers low-touch investment proposition in Queenstown’s popular ski fields district

<p class="p1"><span class="s1">Media tends to measure markets by movements in median prices. But other measures of the health of major markets are worthy of attention, including sales volumes, vacancy rates and movements in rentals.</span></p>
<p class="p1"><span class="s1">Rental data is often a forward-looking marker of things to come with prices. Sydney had a couple of years of major rental growth, but little in the way of price growth, before embarking on its price boom from 2013 to 2017. Hobart recorded very low vacancies and the nation’s biggest rental growth before starting the mini-boom on prices that’s still occurring.</span></p>
<p class="p1"><span class="s1">So we should keep a close eye on what’s happening with vacancies and rents in the major cities.</span></p>
<p class="p1"><span class="s1">The Domain Rental Report for the December 2018 Quarter shows that rents are stronger than sale prices in terms of growth in the past year. Six of the eight capital cities delivered growth in their rentals in 2018, both for houses and for apartments. Recent rental data from SQM Research has similar numbers.</span></p>
<p class="p1"><span class="s1">There is, as always, a strong correlation between vacancy rates and rental growth.</span></p>
<p class="p1"><span class="s1">The cities with the tightest rental markets, Hobart (0.4% vacancy, according to SQM) and Canberra (0.9%), are the ones with the highest annual growth in their rentals.</span></p>
<p class="p1"><span class="s1">Other cities with low vacancies, Adelaide (1.2%) and Melbourne (1.9%), have also recorded solid growth in their rentals.</span></p>
<p class="p1"><span class="s1">Two cities where vacancy rates have been high in the recent past but have improved recently - Brisbane (3.0%) and Perth (3.4%) - are also both delivering moderate growth in their rents.</span></p>
<p class="p1"><span class="s1">The only cities where rents have fallen in the past year are those where vacancies are trending higher - Sydney (current vacancy rate 3.2%, up from 2.1% a year ago) and Darwin (4.0%, up from 2.8% a year ago).</span></p>
<p class="p1"><span class="s1">Sydney house rents have declined annually for the first time in 12 years. Sydney is no longer the nation’s most expensive capital city to rent a house.</span></p>
<p class="p1"><span class="s1">Canberra house rents have continued to rise on the back of low vacancies and the national capital is now the most expensive city for house rentals (according to Domain – the SQM Research figures differ on this point).</span></p>
<p class="p1"><span class="s1">Brisbane house rents increased annually for the first time in almost three years, helped by improvement in the vacancy rate. This is one of numerous markers suggesting that Brisbane real estate will be stronger in 2019.</span></p>
<p class="p1"><span class="s1">Hobart house rents continue to increase, but the rate of growth has slowed. There’s a similar trend with prices and this, combined with a gradual decline in sales activity recently, suggests the mini-boom in the Tasmanian capital has passed its peak.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">Perth house rents have increased annually for the first time in five years. “Coupled with improving yields, the city will become a more attractive option for investors,” says Domain. I tend to agree and note that there are other indicators of improvement in the Perth market, including increased sales activity and elevated prices in the million-dollar suburbs.</span></p>
<p class="p1"><span class="s1">In the apartment markets, Sydney unit rents have declined for two consecutive quarters for the first time on record, with rents hitting an almost two-year low, Domain says.</span></p>
<p class="p1"><span class="s1">Brisbane unit rents recorded the strongest annual increase in almost three years. I note that Moody’s Analytics is forecasting Brisbane will be a national leader on apartment price growth in the next year or two.</span></p>
<p class="p1"><span class="s1">Canberra unit rents experienced the strongest annual growth the city has seen in almost two years, yet another marker of stronger performance in this market, which is underpinned by one of the nation’s best economies and lowest jobless rate.</span></p>
<p class="p1"><span class="s1">Overall the rental data, alongside other figures, points to stronger markets this year in Canberra, Brisbane, Perth and Adelaide – and confirms the decline in Sydney, while pointing a gradual wind-down in Hobart’s buoyant market.</span></p>

<div>With the Royal Commission Interim Report finally and conveniently landing just before the long weekend, the major banks will be relieved to see that there'll be no heavy-handed regulation coming their way, and Treasury quite clearly keen to avoid any further tightening of household credit. </div>

<div>Since the 10 per cent cap on investor credit growth is now removed there's plenty of headroom for investment lending to pick up from here. </div>

<div>There were some bogus claims last week that Westpac is 'calling in' risky investor loans via a mythical letter.<br><br>Perhaps the letter in question was dated April 1, but a thousand posts on the gossip forums and multiple global headlines later, it transpired that one tiny fragment of evidence was missing - a copy of the fabled letter itself - before unsurprisingly Westpac finally got around to stating that no such action had been taken. </div>

<div><strong><span style="text-decoration: underline;">Chasing business again</span></strong></div>
<div> </div>
<div>If anything, the major banks will now be looking to attract new business from housing market investors.</div>
<div> </div>
<div>Don't take my word for it, by the way.<br><br>Instead, take Westpac itself as an example since we're on the subject, who won't waste any time in hitting up the investor market now the Interim RC Report has been issued by immediately bringing back its refinance rebate, effective today.</div>
<div> </div>
<div>In fact, as soon as everyone's had a chance to recover from the Grand Final double-header weekend, brokers will kick off this week by swamping customer inboxes with a refinance rebate blitz.</div>
<div> </div>
<div>Westpac will re-introduce a rebate offer of $1,250 for every standalone property loan refinanced. So, for example, a client that refinances 10 properties to Westpac can qualify for $12,500 in rebates, and so on.</div>
<div> </div>
<div>The loans must be <em>de minimis</em> $250,000 to qualify for the deal with the rebates to be deposited into the loan account within a couple of months from settlement, while brokers can seek additional pricing off the packaged rates. </div>
<div> </div>
<div>Furthermore, eligible new investment property or owner-occupier buyers may receive 200,000 to 500,000 Velocity reward points per loan, for loans above $250,000 and $1,000,000 respectively. For some context a $60 tank of fuel at BP costs about 10,000 points, so this is also a non-trivial incentive.</div>
<div> </div>
<div>Doesn't sound much like they're chasing investors away to me, but alas I'll never jag a global headline with such a middling observation. </div>

Banks set to give chase for investors: Pete Wargent

<p>Almost half of Australia’s SA4 sub-regions have recorded a rise in dwelling values over the past twelve months.</p>
<p>With housing values falling across four of the eight capital cities over the past twelve months, it’s easy to forget there are some housing markets around the country that are actually seeing relatively healthy and sustainable growth conditions.  An analysis of Australia’s 88 SA4 sub-regions shows almost half (42) of them have recorded some level of growth in housing values over the past twelve months.  </p>
<p>Half of these regions have recorded a higher rate of annual capital gain relative to their five year average rate of growth, suggesting some acceleration in market conditions over the past twelve months.  In fact, 31 (35%) of the SA4 sub-regions across Australia have recorded an improvement in their rate of capital gain over the past 12 months relative to their five year average rate of growth.  </p>
<p>Regional areas of the country are much more likely to be showing positive growth conditions, with 57% of all regional areas recording a rise in dwelling values over the past twelve months, while only 39% of the capital city sub-regions recorded a rise in values. </p>
<p><strong>The ‘healthier’ conditions across the regional markets can probably be attributed to a range of factors including:</strong></p>
<ul>
<li>More sustainable growth conditions during the growth phase – most regional areas of Australia have seen relatively sedate housing market conditions compared with the heroic gains across Sydney and Melbourne.  The more sustainable history of price growth has kept a lid on housing affordability and made these markets attractive to migrants, particularly those areas where economic conditions are buoyant. </li>
<li>A ripple of demand has been emanating from the largest capitals towards the satellite cities where housing is generally more affordable and lifestyle factors can be appealing.</li>
<li>Many coastal and lifestyle markets have benefited from a rise in buyer demand, either from those looking for a new residence, second home or investment option.</li>
<li>Many of the hard hit mining regions have now levelled out and are now showing some growth.</li>
</ul>
<p>Some of the capital cities are also showing a broad base to rising values as well. In Brisbane, seven of the nine SA4 sub-regions have seen a rise in values over the past year and in Adelaide three of the four SA4 sub-regions have recorded an annual gain. The opposite is true in markets where growth conditions were previously much stronger; only one of Sydney’s 15 SA4 sub-regions (Central Coast) has recorded an annual rise in dwelling values while in Melbourne only four out of nine SA4 regions have recorded an annual rise.</p>
<p>The sub-region data highlights the diversity across Australia’s housing markets.  While conditions are broadly slowing, especially around Sydney and Melbourne, many areas of the country are benefitting from a history of more sustainable growth rates, improving demand and reasonably strong economic conditions.</p>

The regions where dwelling values are still rising: Tim Lawless

<div>In May 2018, I noted that I didn't think we'd end up with a major housing crunch.</div>
<div> </div>
<div>Part of my reasoning was that 'lenders gonna lend'.</div>
<div> </div>
<div>In other words, just as we've used a knife and fork for more than 800 years, Australia's financial system has been deregulated for decades, and we still have four major banks, all of which need to lend money to make money.</div>
<div> </div>
<div>I felt this would insulate the housing downturn, despite the heavy macroprudential changes.</div>
<div> </div>
<div>What wasn't so clear at that time, at least to me, was the full impact that the Royal Commission would have on the appetite of lenders. </div>
<div> </div>
<div>In the event, a full seven rounds of public hearings was played out in front the media throng, and the final report wasn't delivered until last month.</div>
<div> </div>
<div>Accordingly there have been some nervous operators over the past year or so, and there was a very noticeable impact on mortgage processing and practices. </div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Policy moves</span></strong></div>
<div> </div>
<div>The RC final report being submitted only in February 2019, this is all very much fresh in the memory, so any loosening of the credit taps is likely to be gradual.</div>
<div> </div>
<div>But still, with a smaller mortgage pie to be shared around - lending volumes are down by a fifth from a year earlier - and major banks having lost market share in recent years, I believe there will be some policy moves to win business and get mortgage book growth back into positive territory.</div>
<div> </div>
<div>It's only March, bear in mind, the month after the final RC report, but today we saw the first interesting move of any note, from ANZ Bank:</div>
<div> </div>

<div>90 per cent LVR investment mortgages with a 10-year interest-only term should generate a bit of welcome business for ANZ (not to mention profit, since rates and have tended to be higher on IO mortgages). </div>
<div>
<br>And ANZ has generally been one of the more proactive lenders of late.</div>
<div> </div>
<div>Some context is due.</div>
<div> </div>
<div>Borrowers taking this option on a 10-year IO mortgage will see sundry borrowing capacity hampered, due to the way in which this mortgage debt is assessed.</div>
<div> </div>
<div>And, indeed, most IO loans don't run for 10 years. </div>
<div> </div>
<div>But it's a nice cushion for borrowers seeking IO certainty, and moreover it's the first positive signal of competition returning for investor borrowers. </div>
<div> </div>

<div>Although December 2018 was a horrible quarter for mortgage lending in the lead-up to the end of the Royal Commission, the squeeze on loan-to-value ratios looks to be just about done. </div>

<div>This may sound a lot, but most IO loans revert to principal repayment relatively quickly, and anyway IO mortgages can make a lot of sense for borrowers with offset accounts. </div>

<div>Many borrowers have opted to revert to principal repayment early for the cheaper mortgage rates on offer. </div>

<div>It's in nobody's interests to see stressed borrowers go into arrears, so the reset should now be managed comfortably enough.</div>
<div> </div>
<div>
<div><strong>Left the building</strong></div>
<div> </div>
<div>It's interesting to note that partly thanks to switching across to cheaper rates, interest repayments have now declined to sit well below 10 per cent of household disposable income, down from 16 per cent a decade earlier.</div>
<div> </div>
<div>This is a very significant decline, and this hugely improved level of mortgage serviceability partly accounts for why mortgage arrears remain so low. </div>
<div> </div>
<div>Betwixt the Council of Financial Regulators and the Reserve Bank today the respective authorities confirmed today that there would be no further tightening of lending standards required, instead perhaps implying that banks rather need to write some business.</div>
<div>

<div><em>"From a financial stability perspective, prudent lending standards are a good thing. They ensure that households and banks are resilient to changes in circumstances. </em></div>

Interest-only cliff: no longer a thing - Pete Wargent

<p>The Prime Minister’s plan to help first-home buyers purchase with only a 5% deposit could have a major impact on the broader economy, says one property group. </p>
<p>The First Home Loan Deposit Scheme, adopted from New Zealand’s Welcome Home Loan program and announced by the Prime Minister Scott Morrison at the Liberals’ formal campaign launch in Melbourne last week, will mean first-home buyers, who have been able to save a deposit of at least 5%, will be able to access a government guarantee for the remainder of up to 20% of a property’s value.</p>
<p>It will also remove the costs of paying lenders’ mortgage insurance.</p>
<p>The scheme will offer up to $500 million in equity through the National Housing Finance and Investment Corporation, would start on January 1, 2020, and be capped for individuals earning $125,000 and couples earning $200,000.</p>
<p>Labor has said it will match the Coalition plan, stating it could afford to do so as it was “closing loopholes” for the wealthy.</p>
<p>RiskWise Property Research CEO Doron Peleg said the Coalition’s First Home Loan Deposit Scheme would support the market instead of further weakening it.</p>
<p>“Although the number of loans is expected to amount to around 10,000, when you take this amount and add in the saving of the LMI, potential interest rate cuts and the flow-on effect on upgraders, this could support particularly affordable markets that are more appealing to first home buyers,” he said.</p>
<p>“Also, the Prime Minister has said he would like to run the scheme through second tier lenders and this will further improve the position of non-bank lenders in the market.”</p>
<p>Peleg said Labor’s proposed taxation changes, to limit negative gearing to new homes only and cut capital gains tax from 50 to 25%, would have “unintended consequences” and further impact an already weak housing market.</p>
<p>“The property market has been experiencing ongoing weakness,” he said.</p>
<p>“Tighter lending standards, the findings of the Banking Royal Commission, political uncertainty, fears of the potential changes to negative gearing and capital gains tax, restrictions on foreign investors, unit oversupply and large falls in dwelling commencements have all had a material impact."</p>

Coalition’s First Home Loan Deposit Scheme would support the market: RiskWise

<p>After the weekend we’ve just had, normal transmission can resume in Australia’s property markets. Well, almost.</p>
<p>At the start of this month, four factors were creating a perfect storm that impacted negatively on housing markets.</p>
<p>Thanks to the unexpected events at the weekend, two of those are done and dusted.</p>
<p>A Federal Election is always a brake on activity in real estate and elsewhere. It creates uncertainty in the minds of consumers who want to see what happens before deciding on big spending commitments.</p>
<p>Mercifully, that’s all over and we can get on with life in an atmosphere of political certainty.</p>
<p>The second element of the perfect storm was the prospect of a Labor Government causing major problems in real estate with its ill-advised changes to negative gearing.</p>
<p>Now the housing industry can get on with business without that negative-gearing negative lurking in the background.</p>
<p>If the Labor Party learns anything from losing the un-loseable election, it will consign the negative-gearing policy to history and never speak of it again.</p>
<p>The increased difficulty in getting finance, thanks to APRA’s over-eager bureaucrats and the banks’ over-reaction to the Royal Commission, is the third element of the perfect storm. That’s the next one to get sorted.</p>
<p>There are growing signs that major lenders are loosening the shackles and competing for new business from investors. The ANZ Bank recently admitted it had gone too far in tightening up its criteria in assessing borrowers.</p>
<p>If banks fail to lighten up and make it easier to get loans at competitive interest rates, they’ll be shooting themselves in the foot along with everyone else in the housing industry.</p>
<p>Banking boffins aren’t the sharpest tools in the corporate shed, but there’s evidence they know they have to make it faster and easier for consumers to get the loans they need on attractive terms.</p>
<p>The process would be aided by a reduction in the official interest rate which, according to most analysts, is likely to happen sooner rather than later – especially given the evidence that the economy is coughing and spluttering a little. Rapid and decisive action from the newly-endorsed Federal Government, as well as the Reserve Bank, is needed.</p>
<p>The fourth factor, and it’s been a big one, has been the attitude of mainstream media. The big newspapers have been indulging a feeding frenzy of negative sensation, taking the downturn in the two biggest cities and turning it into a national crisis.</p>
<p>There have been repeated claims that prices are falling everywhere. They’re not, not even in Sydney, where there are 95 suburbs with median prices higher than a year ago and particularly strong price performance by some of the apartment markets. </p>
<p>In Melbourne, 57% of suburbs with unit markets have median prices higher than a year ago, as well 36% of suburbs with house markets. That’s what our suburb-by-suburb analysis shows.</p>
<p>The message is even more positive in cities like Adelaide and Brisbane, and in many of our regional markets, notably Victoria and New South Wales.</p>
<p>Notwithstanding those facts, the big city newspapers keep telling us that prices are falling across the nation and there are regular predictions of a nation-wide collapse in prices. That needs to change because, frankly, it’s becoming boring.</p>
<p>More recently, the tone of the headlines has started to lighten. Writers have begun to acknowledge the gathering evidence of a bottoming of the Sydney and Melbourne downturns, with the prospect of impending recovery - while also noting that there are markets elsewhere in the country that are strong and rising.</p>
<p>It’s amazing how fast things can turn around. A few months from now, I expect we will be able to look back to early May and marvel at the difference in conditions and atmosphere as, one by one, those four elements of the perfect storm have been struck down.</p>
<p>One weekend has changed the whole atmosphere surrounding residential real estate.</p>

<div>New South Wales and Queensland held up relatively well on public and infrastructure works.</div>

<div>But this was a poor result for Western Australia with the lowest level of activity since 2005. </div>

Construction is winding down sharply: Pete Wargent

<p>From Bondi Junction to Broken Hill, NSW first home buyers are "back in the game," NSW Treasurer Dominic Perrottet exclaimed recently.</p>
<p>But first home buyers aren't there to play a game, and should pay very close attention to market conditions.</p>
<p>They ought not dive in simply because of the government incentives on offer.</p>
<p data-reactid="410">The top location for stamp duty relief under the FHB grants scheme has been Liverpool where more than 400 buyers have taken up home ownership since last July.</p>
<p data-reactid="412">It has been busy too in regional NSW with Gosford having 316 buyers, Wyong (224) and Wollongong (158). Also Wagga Wagga (251), Orange (230) and Dubbo (182).</p>
<p data-reactid="412">The 222 Queanbeyan buyers suggests Canberrans are moving across the border. </p>
<p>Since last July, the government grants have encouraged more than 19,000 home buyers to purchase their first home across NSW.</p>
<p>It was up from 5400 over the corresponding prior period in 2016.</p>
<p data-reactid="393">NSW Premier Gladys Berejiklian has been "thrilled" that her tax changes have had such a big impact. </p>
<p>She had made helping first home buyers one of her first priorities as Premier, when she took over from Mike Baird.</p>
<p data-reactid="406">She concedes there is always more to do on tackling housing affordability. Indeed the Housing Industry Association executive director David Bare said the government's attempts were meagre considering that up to 40 per cent of new house purchases were made up of local, state and federal government taxes.</p>
<p data-reactid="406">CoreLogic's head of research Cameron Kusher has recently warned first home buyers must be vigilant to avoid negative equity.</p>
<p>"Don't be lured into buying at the peak of the market because of attractive incentives," he advised.</p>
<p>From last July FHBs don’t have to pay stamp duty for new and existing homes for properties up to $650,000.</p>
<p>It represents a saving of maybe $26,000 to $34,000 depending on the purchase.</p>
<p>Stamp duty has also reduced for buyers paying between $650,000 and $800,000, along with incentives for new builds. </p>
<p>The volume of new loans to FHBs has climbed substantially over recent months. But average loan sizes have only increased slightly which suggests FHBs are wisely not using the removal of the stamp duty barrier to borrow more. </p>
<p>Kusher maintains first home buyers are the most sensitive to changes in interest rates. </p>
<p>Although he expects the cash rate to be on hold until 2019, potentially higher mortgage rates should raise some alarm bells for potential buyers.</p>
<p>The removal of stamp duty has come at the same time as the APRA-induced decline in investor activity so the FHB fill a vital void.</p>
<p>Kusher maintains a better option may be for FHBs to remain on the sidelines somewhat longer "as values potentially continue to slide".</p>
<p>He adds it will allow more time to save an even larger deposit.</p>
