Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

	<li>Intend to live in the property as their primary residence.</li>

The stringent government response to COVID-19 has undoubtedly placed the property market cycle at the cusp of another downswing. So far, property value declines have been fairly mild.
Nationally, the May home value index results show that the dwelling market declined just 0.4 per cent over the month, and preliminary indicators for June are showing the rate of decline has gathered some momentum through the month.
However, the Australian housing market is not one market, but a collection of many. Over the past few months, dwelling market performance has varied by region, in both a cyclical and structural way.
As per historic cycles, the most expensive parts of Sydney and Melbourne seem to be leading the current downswing.
Over the month of May, dwelling values in the top quartile of the Melbourne market (dwellings worth $959,500 or more) had fallen by 1.3 per cent, compared with a 0.6 per cent decline across the middle of the market, and a 0.3 per cent decline in the lowest value quartile.
Across Sydney, the same period saw a decline in the highest market segment (where dwellings are worth over $1.35 million) of 0.6 per cent, followed by a 0.4 per cent decline across the middle of the market, and a slight increase in the lowest value segment of 0.1 per cent.
The historic cycles across the upper, middle and lower market value tiers are presented below. The graphs suggest the more expensive parts of the Sydney and Melbourne dwelling markets have higher levels of volatility, and are at times a ‘first mover’ when it comes to the direction of price change.
Research from the RBA asserts that more expensive property can be most reactive and volatile in responses to changes in the cash rate. The performance of property markets amid COVID-19 suggest the high end of the market may also be more responsive to negative economic shocks.

Which markets have been most impacted by COVID-19?

Unsurprisingly, Melbourne’s inner city and eastern suburbs have seen the largest decline across the metropolitan region, and the past two months have seen a decline in values across some high end markets in Sydney, such as North Sydney, the Inner West and the Northern Beaches.
Perhaps more surprising is the continued decline in Mandurah, which had the largest slip in dwelling market values over the past two months. Mandurah dwelling values were 38 per cent below their 2006 peak at the end of May this year. The renewed downwards pressure comes just after the Perth dwelling market was starting to enjoy a long-awaited growth phase in the start of 2020.
Payroll data analysis from the ABS suggests that payroll job losses across Mandurah has been 6.0 per cent between mid-march and the end of May. This is not especially severe when it comes to job loss across Perth regions, nor would Mandurah have been particularly susceptible to a demand shock from a decline in overseas migration. However, the decline in dwelling values is off the back of a longer-term downward trend, suggesting demand conditions were already fragile across the region.
The Perth – South East region on the other hand, where dwelling values have slipped -1.2 per cent between March and May, has recently been almost entirely dependent on net overseas migration for new housing demand. ABS regional population growth data for 2018/19 suggests internal migration over the year was negative, compared with about 4,500 net overseas migration arrivals.
International border closures in response to COVID-19 may have created a significant demand shock which had interrupted a recovery in the Perth - South East region. Prior to this, dwelling values in the area had seen four consecutive months of growth between December 2019 and March 2020.
At a suburb level, the biggest price falls are more reflective of the historic cyclical trends, where the downturn is most prevalent in the high end of Sydney and Melbourne this far. At this stage, sound analysis of the change in suburb-level dwelling markets is limited to areas where there are relatively high sales observations.
It appears that Malvern East, in the Melbourne metropolitan, has been the worst suburb-level performer between the end of March and the end of May across the capital cities, with total dwelling market values down -4.8 per cent. Other relatively steep value falls have been seen across the Melbourne suburbs of Glen Iris (-3.8 per cent), Northcote (-3.5 per cent), Port Melbourne (-3.2 per cent), and Brunswick East (-3.1 per cent).
Across Sydney, the biggest suburb-level falls in dwelling values had occurred across Mosman (-2.5 per cent), Lane Cove North (-2.4 per cent) Manly (-2.3 per cent), Leichhardt (-1.7 per cent) and Wentworth Point (-1.4 per cent).
As the downturn progresses, we are likely to see continued declines in inner-city markets that had previously relied on international migration for new housing demand. However, as the wider economic downturn drags on housing demand, mild price declines are likely to spread, resulting in a more broad-based downturn in the next 12 months.

Lifestyle developer Bottega Group has been granted development approval for the Broadbeach development project 123OBR. 
The development comprises 14 ‘vertical beach houses’ across 17 floors, designed by globally-renowned architects Woods Bagot.
Once complete, the 646 square metre site will boast a ground level five bedroom beach house set over two floors including a private pool; plus 12 full floor homes and a double- storey penthouse. 
123OBR is part of a project pipeline across three sites for the local Queenslanders, who are currently in due diligence on a number of diversified assets across the eastern seaboard of Australia.
Revealing the first design details for 123OBR, Bottega Group managing director Nick Malloch said he and his Bottega Group partners were thrilled to enable a true design collaboration come to life.

Broadbeach's 17-storey 'vertical beach house' project granted permit approval

As lockdowns ease across the globe, people are emerging into a new normal.
Businesses are reopening and market activity across almost all sectors is resuming.
Real estate is no exception: the loosening of lockdown means that listings, viewings, and sales can once again take place. 
Savills Research has carried out a sentiment survey of the Savills global residential network to assess how COVID-19 is changing the residential property market as restrictions lift and what the future trends might be. 
In a promising result for property markets globally, 78 per cent of respondents said that most or almost all of the buyers in the areas they cover are still looking for a new property. 
Similarly, the majority of vendors across over 90 per cent of markets surveyed are still planning to sell their properties. This sustained level of interest from both buyers and vendors bodes well for the resumption of transactions as restrictions continue to ease. 
There is a disconnect when it comes to price expectations, however. 78 per cent of respondents stated that buyers were expecting to see lower prices than before lockdown. Conversely, 78 per cent of vendors are anticipating pricing to remain the same. Resort and second home locations such as the Algarve and the French Riviera report both buyers and vendors expect prices to remain the same, however respondents in urban markets, such as Bangkok, Sydney and Prague report expectations of lower pricings from both buyers and sellers.

Despite the pandemic and prospect of a global recession, 33 per cent of respondents report the same number of new buyers post-lockdown compared to this time last year. Some markets are even beginning to see more activity with 10 per cent of respondents reporting that since lockdowns lifted, there are more new applicants than the same time last year, particularly in second home and resort locations.
The general sentiment across survey respondents is that things are looking positive, but the market hasn’t quite recovered yet. Respondents in China, which has been out of lockdown for the longest, stated that the market took two to three months to recover, though activity has largely returned to normal. Many survey respondents reported that it was simply too early in the recovery to make any comparisons, either because flights for international buyers are still not allowed, or because potential buyers are still waiting to view properties in person. 
As activity resumes in the property markets globally, changes to the way people lived and worked during lockdown are already affecting buyer preferences. Respondents in 33 per cent of markets are reporting increased interest from buyers looking to upsize their main residence. Urban centres such as Sydney, Rome, and Monaco reported increased interest in upsizing particularly as residents likely endured lockdown periods in smaller spaces. 
For second homes, the overwhelming trend is that there has been little change in level of interest in 2020 from 2019. The number of buyers looking for investment properties could dip in 2020, however, as 30 per cent of markets are reporting a decrease in buyers looking for investment properties compared to last year.
Optimism is returning to the market as restrictions ease and commercial activity restarts. The new normal will present many opportunities for both buyers and vendors. Key to growth will be increased confidence from market participants and the resumption of travel after lockdowns are lifted and borders are reopened. As restrictions have eased, survey respondents are reporting increased demand, particularly from domestic buyers, and are anticipating stronger activity levels going forwards.
Respondents anticipate slightly increased stock levels, particularly in the near term as lockdowns are lifted and business activity returns to a more normal level. Resort markets in particular are reporting the potential for increased supply as international travel remains more difficult and buyers prioritise upsizing their primary residence in the near term.

In Australia, Paul Craig, CEO, Savills Australia and New Zealand expects buyer sentiment to strengthen as confidence returns to the market.
“90 per cent of vendors surveyed globally are still planning on selling, and this is also true locally as stock levels are beginning to increase now in what seems counter cyclical for Australia’s winter period.
“The market is coming off an extremely low base of listings so whilst some say the higher stock levels coming to market will create great opportunities for bargains, I believe we’re just seeing a return to normal levels which should see us return to a balanced market” he said.
Chris Orr, Director, Residential at Savills Australia said it is easy to be negative right now as there are a lot of Australians doing it tough. What many may forget though is while rental yields and capital values have dropped recently, so too have interest rates and incentives are now being offered to boost turnover. 
“This has made it an even better time to buy in many cases than Pre-COVID for investors and people wanting to upsize or just get into the market. 
“We won’t know the full impact on buyer sentiment until we look in retrospect, however a key piece of information we’re looking forward to will be when the ABS release their Lending Indicators report on 9 July” he said.

Global residential markets show signs of renewed activity

Australian real estate investment trusts (A-REITS) have good gearing buffers to withstand the looming property value declines, according to a recent report from Moody's Investors Service.
The predicted downturn is due to weak demand and slowing economic activity caused by the coronavirus pandemic.  
The report found that property values would need to fall significantly for A-REITs to breach gearing and covenant thresholds.
“We expect retail property values to decline in the next 12-18 months because of weak demand and economic activity resulting from coronavirus related disruptions,” saidsenior analyst Saranga Ranasinghe.
“Office property values will fall to a lesser degree, and continued demand will support industrial property values.”
The report futher found that average property values would need to fall 34% to breach the top end of the rated REITs' target gearing (debt/asset) ranges and fall 55% to breach their covenant thresholds.
The REITs came into the downturn with balance-sheet buffers to withstand an increase in gearing. 
According to the report retail A-REITs will experience the largest declines in property values.
“In response to coronavirus disruptions, Vicinity Centres (VCX, A2 negative), Shopping Centres Australasia Property Group (SCP, Baa1 stable) and Charter Hall Retail REIT (CQR, Baa1 stable) raised equity to strengthen their balance sheets,” added Ranasinghe.
CQR's gearing will approach covenant thresholds if property values fall more than 25%. Without debt reduction, Scentre Group's (SCG, A2 negative) gearing will breach its rating tolerance levels if property values fall more than 27%.
But SCG's gearing will remain well within its covenant thresholds.
Diversified A-REITs with retail property are also exposed to devaluations; office value declines are likely to be moderate.
Despite exposure to retail, the risk to diversified A-REITs is mitigated by exposure to industrial as well as office properties.
Stockland Group (SGP, A3 stable) has the largest exposure to retail. SGP has significant buffers within its covenants, but it will approach its rating threshold if its retail property values decline more than 30%.
We expect office property values will decline only moderately over the next 12-18 months and do not see material risks to gearing levels of other diversified A-REITs.
Industrial property values supported by e-commerce penetration and increasing focus on supply chains.
Unlike retail and office, we expect industrial property values will be flat to up slightly over the next 12-18 months.
The pandemic has accelerated e-commerce penetration in Australia and increased focus on supply chains.
The report concluded that Goodman Group (GMG, Baa1 stable), Goodman Australia Industrial Partnership (GAIP, Baa1 stable), and Charter Hall Prime Industrial Fund (CPIF, Baa1 stable) will benefit most.

Most Australian REITs can withstand property value declines: Moody’s Investors Service

It fetched $7 million through the Phillips Pantzer Donnelley agency, who had a $6.5 million price guide.

The sale settled late last month, but exchanged in early March just before the lockdown onset of COVID-19 when the estate agency reported there’d been a quick 10 to 15 per cent price fall by mid-April. 

The agency sent shockwaves with its forecast that coastal prestige prices would fall another 10 to 20 per cent — and not recover for five to seven years.

The pods were trucked by convoy to Sydney and lifted into position to create the uber-modern, two-storey residence. Now featuring a jet-black ­exterior, the zinc and timber clad customised home has four bedrooms and a home office.

It was architectural firm Pleysier Perkins who designed the home, which last sold for $6 million in 2017 to car dealer Steve Nasteski.

Architect buys Clovelly home featured on Grand Designs

The Potts Point apartment of the fitness guru Michelle Bridges has been settled, with the price revealed as a bullish $6.4 million.
The Macleay St Pomeroy apartment sold off-market earlier this year, with its settlement occurring earlier this month.
“Moving forward,” she told her social media followers. Bridges continues production of her five-minute Big W sponsored cardio videos for lockdown, the most recent being viewed 60,000 times.
Bridges, who has a $2.7 million Kangaloon, Southern Highlands home, held the apartment in her own name.
It was bought in 2013 with then business manager and husband Bill Moore for $2.9 million.
They split after nine years of marriage in 2013. Bridges later shared the abode with Steve “Commando” Willis, her Biggest Loser colleague, until their estrangement, which emerged early this year.
It was once owned by interior designers Marco ­Meneguzzi and Michael Love.
The apartment has been bought by Prue and Simon Perrott.
He spent 30 years in investment banking including ABM Amro. The couple had previously rented in the complex, after selling in Mosman for $7.85 million.
Pomeroy’s latest listing is by the former Future Fund member Susan Doyle who also moved in after selling in Mosman for $7.1 million.
They bought for $4.25 million from the music industry executive Janine Ashton in 2017 after local Richardson &amp; Wrench agent Jason Boon took 358 days to find his buyers.
Boon told Mark Bouris’s Straight Talk podcast that he’s just had his third-best month in 15 years in commission take. But he expressed doubt on the suburb’s future.
“I don’t even know how to explain the capital gains in Potts Point. Everyone keeps ringing me back and wanting more each time and I keep on getting it … but it’s going to end … it’s got to stop,” he said.

Michelle Bridges apartment settles at $6.4 million

Burradoo House, the recently upgraded 1920s residence in the Southern Highlands, has been sold by tourism entrepreneur Rose Deo, whose $5.38 million purchase in 2017 ranked as the highest price paid in Burradoo.
The listing has been a $2000 a night holiday letting on Matt Fleming’s Contemporary Hotels Group website.
The buyers of the English-style country house, from Sydney’s north shore, recently visited as a family for the day. Nestled on one hectare of parkland gardens originally designed by Claude and Isobel Crowe, Burradoo House has six bedrooms, four bathrooms, a library and a two-­storey glass conservatory.
Its onsite caretaker had organised fresh flowers throughout the house, lit candles, ensured the underfloor heating was on and that the fire­places were laid so they were ready to be lit on the family’s 7.30am ­arrival.
They were “absolutely bewitched” by the experience and it sealed the deal, Knight Frank agent Deborah Cullen said. She added that the coronavirus lockdown had led many of her clients to re-evaluate how they spend their family holidays as they now realise that international travel will not be possible for the foreseeable future.
No word on whether Deo secured her desired fresh record price, but the nearby heritage-listed Anglewood House has hit the market with $8.25 million hopes.
Owned by the businessman Val­dis Berzins since 1998, the 13-bedroom, nine-bathroom Queen Anne arts and craft residence was constructed in 1890 for Arthur Smith, secretary of public works in the Sir Henry Parkes government.
