Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

ASIC has published regulatory guidance to assist in the application of the new best interests duty for mortgage brokers, which is set to come into effect in 2021.
The new obligations were legislated by Parliament, in direct response to recommendations made by the Financial Services Royal Commission.
From 1 January 2021 mortgage brokers will be required to act in the best interests of consumers and to prioritise consumers' interests when providing credit assistance.
Consistent with this legislation, the guidance is high level and principles-based, but also incorporates practical worked examples.
The purpose of the guidance is to explain the obligations introduced by the Government – it does not prescribe minimum standards of conduct, nor does it impose new or additional obligations.
Regulatory Guide 273 Mortgage brokers: Best interests duty (RG 273) contains ASIC’s views on how mortgage brokers may comply with their best interests obligations at key stages of the credit assistance process.
It provides guidance on:
<ul>
<li>the effect of the range of credit providers and products brokers can access</li>
<li>recommending packages of credit products</li>
<li>the types of records that may be kept to demonstrate compliance.</li>
</ul>
‘These are important and timely reforms for the mortgage broking industry and for customers shopping for a loan. This reform was legislated by the Parliament to improve the quality of credit assistance provided to consumers. ASIC supports that objective,’ said ASIC Commissioner Sean Hughes.
‘Consumers rightly expect mortgage brokers to act in their best interests and ASIC’s guidance describes how we expect them to do so. Under these new obligations, let there be no doubt – the consumer must always come first.
‘We released this regulatory guide as early as effectively possible, to help industry prepare on a timely basis for the best interests duty and related obligations before January 2021.’
From 1 January 2021, ASIC will closely monitor conduct and outcomes to ensure mortgage brokers are complying effectively with the best interests duty.
Alongside the new guidance, ASIC has also published a report responding to feedback received during the consultation process.

ASIC unveils guidance scheme for mortgage brokers in preparation for royal commission-backed legislation

Harry Tribugoff's Meriton Apartments Group has failed to secure approval for a high-rise at its Little Bay development site.
The controversial plan was to build 1900 high-rise apartments in around 20 buildings up to 17 stories.
The plans have been rejected by Randwick Council after the Randwick Local Planning Panel unanimously rejected the Meriton planning proposal.
There was opposition from Save Little Bay, which has more than 2075 followers on Facebook.
"This was a crushing defeat for Meriton," a spokesperson Antony Gould advised.
"Their proposal has been shredded to pieces by council, by the experts, by the community.
"They look like plans from the “old days”: out of touch, out of place, out of sync."
Save Little Bay anticipates Meriton will "refuse to hear the message" and seek to push their proposal through at State level.
Meriton bagged the 11 hectare waterside residential development site set in Sydney’s coastal eastern for $245 million in 2017.
The site had been marketed as “a dream site for developers; a massive 11 hectares of luxury, high end masterplan-approved land”. 
The site had approved masterplans for a combination of single-lot housing, town houses and luxury apartments. 
All remediation, site works, roads, park landscaping and infrastructure had been completed, including amenities such as water, electricity and gas.
Meriton edged out Chinese developer Country Garden for the site. 
Gould noted Meriton's gamble had not paid off.
"The light rail will not come here, the Malabar Metro is on a back shelf until other Metro projects are completed, the jail is unlikely to move anywhere,' Gould said.
"The ludicrous number of dwellings they are asking for has created a groundswell of resentment towards Meriton, not just in Little Bay but throughout Sydney through the various publications that have labelled this proposal obscene. 
"It’s over seven times the dwellings, people and traffic of the original masterplan," he noted.

A $2.1 billion redevelopment of Brisbane's Eagle Street Pier and Waterfront Place is on the cards for 2022 and set to be delivered by property giant, Dexus.

The exciting new project will see the rejuvenation of the expansive site, totalling approximately 9,000 square metres of prime riverfront real estate. 

Dexus' plans feature two brand new commercial towers reaching 49 and 43-stories high, along with a revitalised series of riverfront dining venues, public plazas and ferry terminal. The plan also includes the widening of the existing riverwalk, to facilitate better utilisation of the space by pedestrians and cyclists.

Property giant, Dexus, lodge plans for $2.1 billion Brisbane waterfront renewal

Stockland chief executive and managing director Mark Steinert is retiring.
He's leaving the country's largest listed developer after seven and a half years at the helm.
The former UBS analyst has been the company's chief executive since taking over from Matthew Quinn in 2013.
Stockland's chairman Tom Pockett said a "flexible period of transition has been agreed with Mark to provide for a smooth handover."
Pockett said Steinert made a great contribution to Stockland.
"[He] will continue to apply his passion and commitment to the delivery of our strategic priorities and our purpose of creating a better way to live during this transition period", Pockett added.
Steinert said his immediate priority is driving initiatives to take advantage of the COVID-19 recovery period.

The Essendon AFL player Conor McKenna is unlikely to face a ban as the AFL investigates if there was a COVID-19 breach for visiting an open-house inspection.
The Sunday Herald Sun’s reported he visited five rental open for inspections ahead of his positive test.
The AFL is yet to rule whether it was a breach.
He was the first AFL player to test positive to COVID-19 which saw the Essendon-Melbourne game being postponed.
Protocols sent to players in a COVID-19 dossier this year stated players could “move house”.
It is understood that provision related to buying and selling houses rather than viewing rental properties.
The lease on the city apartment McKenna and his brother rents is close to expiring.
It is understood McKenna should also have contacted Essendon’s compliance officer Laura Lawry to check for permission.
Essendon chief executive Xavier Campbell confirmed the Sunday Herald Sun’s report about visiting an open for inspection, saying it was up to the AFL to rule whether it was a breach.
“Whether an open house is deemed to be a breach of the protocols we are still working through,” Campbell said.
McKenna also visited the host family that put him up when he moved to Melbourne from Ireland.
He was tested Wednesday when negative and there and his test on Friday came up as an irregularity given a low level, and it was a positive test on Saturday.
The footballer has gone home to Ireland with the club's approval, due to acute homesickness in February.  
He flew back to Melbourne on March 5.
He was overlooked for Essendon's Round 1 clash with Fremantle, with the AFL postponing the season the following day due to the coronavirus pandemic.
McKenna flew back home to be with his family in Ireland during the AFL's shutdown.
He arrived back in Melbourne from Ireland and went into a two-week quarantine period.
He was not selected to play against the Sydney Swans after returning for training in early June.
Footage captured by Channel 7 cameras showed McKenna blowing his nose and spitting at training on Friday.

Victorian auction gatherings have again been limited as spike in COVID-19 cases has prompted warnings.
Amid the rising cases, the State Government has rolled back plans to allow up to 50 at auctions from today, instead keeping the cap at 20.
Victorians are also being urged to stay away from six local government areas in a dramatic escalation of efforts to prevent a second wave of the coronavirus pandemic.
The national medical expert panel says it “strongly discourages travel to and from” the areas of Hume, Casey, Brimbank, Moreland, Cardinia and Darebin.
There are collectively responsible for 42 active cases.
The tough limits have been slapped on household visits and outdoor gatherings after 25 cases were confirmed on Saturday and another 19 cases were confirmed yesterday.
Victoria recorded 116 of the nation’s 141 new cases in the past week.
Only 20 people will be able to attend public auctions until July 12.
The earlier announcement was that public auctions in Melbourne would have been able to have up to 50 people attend from midnight on Sunday, June 21.
Premier Daniel Andrews said the number of new COVID-19 cases throughout last week halted plans to ease restrictions.
“As we’ve seen across the world, this virus has the ability to turn a few cases into hundreds in a matter of days,” Mr Andrews said on Saturday. 
“That’s why we also need to delay an increase to gathering limits in businesses and community facilities.”

More than 100 people watched the uninhabitable house at 112 Surrey Street, Darlinghurst sell under the hammer.
The four-level terrace had been listed with a $3.6 million price guide.
It attracted more than 18 registered bidders.
Sydney recorded a preliminary auction clearance rate sat of 62 per cent on Saturday from 266 reported results. 
There were 440 auctions scheduled with a higher number, 74 properties withdrawn.
The nation's cheapest sale was the townhouse at 1/9 David Street, Lalor that fetched $313,000.
It sold at a small loss having traded in 2011 at $315,000.

The economic damage wrought by the COVID-19 crisis has forced lenders to rethink how much money they will lend for a property purchase and to whom.

For some home buyers, the lenders’ policy changes could have major effects on when they’ll be able to buy and the sort of home they can afford. Here’s what has changed in lender policies.

Reassessing borrowers’ incomes

When lenders assess how much money they’re prepared to lend you, one of the key considerations is your income, because this determines how much debt you’ll be able to pay off.

However, as a result of the<a href="/expert-insights/buying/urban-door-our-response-to-covid-19-short-term-rental-market"> COVID-19 crisis</a>, lenders have changed the way they assess potential borrowers’ incomes when deciding how much to lend and even if they will lend at all.

They are placing closer scrutiny on income from sources such as casual work, overtime allowances, shift penalties, share dividend payments and rental income, and either not counting any of it in their calculations or counting less of it than they used to. 

The net result is that buyers relying on these sorts of income to boost their repayment capability may be able to borrow less. 
Additionally, lenders are becoming stricter on lending to people who rely on casual income. 

Many will require letters from their employers stating that they will still have a job in two or three months’ time and some lenders are not extending loans to workers relying on income from the hospitality and tourism sectors.

Much of this makes good sense anyway. If your income has been badly hit by the coronavirus crisis, now probably isn’t the best time to take on a major debt.

While this might be dispiriting news for would-be buyers, it’s worth remembering that the situation is changing rapidly, so your employment situation might change in the next few months or lenders’ might alter their policies.

It’s important not to give up and to keep saving, says uno mortgage advisor Amanda Denham. In particular, keep an eye on what you spend, because lenders look at the past three months’ spending when deciding how much they’ll lend. You don’t want to undo all your hard work with a few impulse purchases that will reduce your borrowing capacity.

Resetting loan-to-valuation ratios

Lenders are also changing their loan-to-valuation ratios – that is, the percentage of a <a href="/expert-insights/buying/finding-value-in-property-during-an-economic-downturn">property’s value</a> they are prepared to lend. For instance, an LVR of 80% on a $1 million property would mean they would lend you $800,000 and you would need a $200,000 deposit.

However, people with lower deposits than required by the LVR can still take out home loans if they take out lenders mortgage insurance, which means the lender will still be repaid if the borrower defaults.

In the past, lenders were able to lend up to 95% of the value of a property if borrowers had mortgage insurance, which could be added onto the loan, taking the LVR to around 98%.

But Uno’s Amanda Denham says they have become more cautious as a result of the coronavirus and are now requiring LVRs of 85% or 90%.

Additionally, mortgage insurers would provide cover for loans of up to $1.2 million, but now most have an upper limit of $900,000.

The end result of these changes is that buyers will either need a higher deposit or will have to scale back the sort of property they want to buy.

For some buyers, the solution might mean saving for longer to boost their deposit. And in the meantime, market conditions might improve and restore LVR limits.
