Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

The Consumer Price Index (CPI) fell 1.9 per cent in the June 2020 quarter, according to the Australian Bureau of Statistics.
"This was the largest quarterly fall in the 72 year history of the CPI,” chief economist for the ABS Bruce Hockman said. 
The annual inflation rate was -0.3 per cent in the year to the June 2020 quarter.
"Since 1949, this was only the third time annual inflation has been negative. The previous times were in 1962 and 1997-98,” Hockman added.

"Excluding these three components, the CPI would have risen 0.1 per cent in the June quarter", Hockman said.

Consumer Price Index falls 1.9% in June: Australian Bureau of Statistics

Nationally, rent values declined 0.3% in the month of June and 0.5% over the quarter, according to the latest findings from CoreLogic.
This was the largest quarterly fall in rents since September 2018, and the CoreLogic June 2020 quarterly rental review predicts a further downturn in the coming months.
Eliza Owen, head of CoreLogic’s research in Australia, said that the decline in rent values over the quarter came at a time when the rental market was already relatively weak.
“Annualised growth in national rent values was just 1.1% in the five years to June 2020, compared with annualised growth in the selected living cost index of 1.4% in the 5 years to March for employee households", Owen says.
"In other words, rents have generally seen softer growth than the growth in general cost of living for most households.
“Prior to the fall in rent values over the June quarter, growth in rents had seen some momentum building, with the national CoreLogic rental index recording consecutive increases between September 2019 and March 2020.
"These signs of rebounding rent values came as investor participation in the market was falling from 2017, and subsequently, the rate of new supply additions in rental properties had been falling.”
Capital city rental yields have been more profoundly and immediately impacted by the negative economic shock resulting from COVID-19.
Capital city rents fell 0.7% in the June quarter, compared with a 0.2% rise in rents across regional Australia.

COVID-19 has pivoted the trajectory of rental market performance, with six of the capital city dwelling markets seeing a quarterly decline in rental values.
The Hobart rent market had the largest value falls in the June quarter at 2.3%, followed by Sydney at 1.3%.
Four of the eight capital cities saw no growth or falls in rent values over the year to June.
Perth and Adelaide still saw growth in rent values over the year, at 2.2%.
The narrow differential between Sydney and Canberra rents continue, despite the COVID-19 downturn.

Estimated median asking rents in Sydney fell 1.6% in the June quarter, against a 1.7% decline in Canberra rents.
Sydney remained the more expensive in terms of median asking rents, at $568 per week.
This was just $2 higher than the estimated median asking rent in Canberra.
Gross rental yields were 3.73% nationally in the June quarter, down 3 basis points over the March quarter and 41 basis points over the year.
In the 12 months to June, rental yields fell across seven of the eight capital city markets. Perth was the only exception, where yields increased a modest 3 basis points over the year.
In the June quarter of 2020, regional rental yields slipped 3 basis points to 4.93%.
The combined capital cities regions fell 2 basis points in the quarter to 3.44%.

Urban.com.au: Where did you draw inspiration for Cannes from? 

Ben Crossan: Marquee were fortunate to secure the last significant high-density riverfront development site within walking distance to the beach on the Gold Coast, with an amazing 95m frontage to the Nerang River. Given its location and position, we wanted to incorporate on the exterior curved elements that reflect the curves of the main river we are positioned on and the rolling waves from the ocean nearby. Meanwhile, for the interior design we looked to the French Riviera theme inspiration to pay homage to the street and project name, Cannes – Waterfront Living.&nbsp;

U: What is the price range of the apartments and are the floorplans flexible? 

BC: Marquee worked incredibly hard to provide a genuine value proposition to the buyers of Cannes across all floor plans with 2 bedroom units ranging from mid $500k to low $600k, 2 beds plus MPR from $750k to $820k, 3 beds from $750k to low $1.3M, and 4 bedroom penthouses from $2 million to $2.55 million. WE have worked with a number of buyers to provide flexibility in their apartment design. We have an inhouse team with design backgrounds that can work closely with a buyer to customise elements when they buy off the plan early.

BC: Buyers are increasingly discerning and are seeking quality finishes and design, water and city views and value for money in the current environment irrespective of the price of the apartment. A number of our Cannes purchasers have been monitoring the market for a long time waiting for the right opportunity. Cannes offers buyers sustainable water views which provide our buyers with a level of certainty and comfort so they can purchase with confidence.&nbsp;&nbsp;&nbsp;&nbsp;

U: If you had to choose your favourite aspect of the building, what would it be? 

BC: We have engaged renowned DBI architects who have done an amazing job in creating a contemporary tower design which gives an appearance of two slender structures side by side, each side with its own identity and characteristics. My favourite aspect is the northern end of the tower which incorporates beautiful glass curvature which opens wonderful view lines from our north-west and northeast three-bedroom units.

Illan Samuel: We drew inspiration from the immediate surroundings. Willow is located on a boulevard style tree-lined side street and there is some fantastic historic Brighton architecture also nearby. We took the inspiration from this location and fussed it together with more progressive overseas architecture that features the use of arches together with more progressive landscaping.

We also worked hard to understand the way the sun and wind interface with the site, how to maximise light, airflow and green aspects - both looking in and out of the residences.

The development was always considered with the end-user in mind and how they would live in the spaces.

Yes, floorplans are flexible, although we have worked with Bayley Ward to design them to incorporate features and apartment sizes that we believe will accommodate buyers requirements.

Leading jockey Sam Clipperton has listed his Kingsford investment apartment for auction.
N.G. Farah agent Joe Recep has scheduled an ­August 15 auction with an $875,000 price guide.
The 90 sqm Houston Rd apartment, now near the new light rail, was bought in 2015, after which the apartment was refurbished.
The three bedroom, two bathroom apartment comes with three balconies on the first floor of an early 1970s block of 11 units sold off by Effie Holdings’s Michael Callaghan.

GWS midfielder Josh Kelly pulled his Coogee house from its auction yesterday.
The two-storey, three-bedroom house (pictured above) was listed due to “a change of circumstances.”
It was bought for $3.45m in April, but estate agent Alexander Phillips, of Phillips Pantzer Donnelley, struggled this month to find enough buyer interest, despite marketing the Division Street home with a reduced $3.2m guide.

Melbourne's housing affordability and liveability improves on slightly in the 1st half of 2020 compared to the 2nd half of 2019, reveals PRD's Affordable and Liveable Property Guide Melbourne 1st Half 2020. 
Housing affordability in VIC declined in the 12 months to Q1 2020, with the proportion of income to meet home loan repayments increasing by 8.4 per cent. On the other hand, the level of first home buyer loan activity increased by 24.4 per cent in the same period. A substantial increase in demand is potentially due to government first home buyer incentives.

Affordable and liveable house suburbs (those with a maximum property sale price of the VIC average home loan plus a 90 per cent premium), as per the 2nd Half 2019μ report, exist. From 2018 to 2019/20 the number of houses sold in Melbourne Metro increased by 19.1 per cent. However, during this time frame median house prices declined by -11.1 per cent to $1,091,000. Similarly, demand for units increased by 12.9 per cent and median unit price softened by -1.8 per cent to $600,000.

Over Q1 2020, the Melbourne Metro rental market recorded a median rental price of $410 per week for houses and $460 per week for units, representing quarterly median price growth of 2.5 per cent for houses and 4.5 per cent for units.

There is still a healthy demand for properties in Melbourne Metro, while affordability has increased. This puts Melbourne Metro in a unique position, as first home buyers can benefit from lower prices yet sellers can be confident of market demand. Melbourne Metro is a city conducive for investment as vacancy rates were recorded at a healthy 2.8 per cent in April 2020, indicative of rental properties being occupied relatively quickly.

The percentage premium needed to be added to the VIC average home loan in this report is 79 per cent, lower than the 90 per cent added in 2nd Half 2019 report. Further, it is lower than the 111 per cent premium that is needed to reach the Melbourne Metro median house price, whilst still being able to satisfy all other methodology criteria set. A similar pattern can be seen in the unit market, which suggests that the cost of liveability has declined in Melbourne Metro. Now is an ideal opportunity for those looking to enter the market.
The top three lowest priced suburbs in Melbourne are Dallas whose 2019/20 median price is $455,000, Meadow Heights ($480,000) and Albanvale ($514,500). Dallas has a project development value of $3 million and 2019/20 median rent of $350 with a 3.3 per cent rental yield. Meadow Heights has a project development value of $3.2 million and median rent of $370 with a rental yield of 4.2 per cent, while Albanvale has the lowest project development value of $1.8 million, and a median rent of $350 with a 3.1 per cent rental yield. 
In contrast, the top three highest priced suburbs are Toorak (whose median price is $3,912,500), East Melbourne ($3,513,500) and Canterbury ($2.8 million). Toorak has the highest project development value of $35.2 million while East Melbourne has the highest median rent and rental yield of $910 and 4.1 per cent.

In the 1st half of 2020 a well-diversified project development expenditure worth approximately $17.8 billion in Greater Melbourne is set to commence, which will have a positive snowball effect on local economies and the real estate market in Melbourne Metro.

Sydney Metro median property prices increased by 1.3 per cent for houses, according to PRD's Affordable and Liveable Property Guide Sydney 1st Half 2020.
Affordable and liveable suburbs are those with a maximum property sale price of the average state home loan, plus a 15 per cent deposit.
In the 1st half of 2020, 139 suburbs were within this price range, greater than the 119 suburbs identified in the 2nd Half 2019 report.

A cooling in median property prices in early to mid-2019 has led to more suburbs identified as affordable in the 1st half of 2020. However, this also meant there were a large number of suburbs with negative median price growth.
In line with the methodology set, suburbs with median price growth close to neutral (i.e. zero) were chosen. A premium of 95 per cent for houses and 11 per cent for units was added to the NSW average home loan, to ensure suburbs chosen met all other set criteria. This is well below the 2nd Half 2019 report premium and below the percentage premium needed to reach Sydney Metro’s median property price. Thus there is improved access to liveable suburbs for buyers.
Median property prices in Sydney Metro increased by 1.3 per cent for houses to $1,355,000 from 2018 to 2019/20 and remained steady for units at $796,500. By comparison, from 2017 to 2018 the median house price in Sydney Metro softened by -4.5 per cent, and the median unit price softened by -2.6 per cent.
The market has recovered from the significant price drop seen in mid-2019. There is a unique opportunity in Sydney Metro, as the current market is more affordable than in 2017 (median house price of $1,401,000 and median unit price of $819,500), yet at the same time owners can be confident in their asset’s ongoing value.

The Sydney Metro rental market recorded a median rental price of $500 per week for houses and $530 per week for units, representing quarterly median price growth of one per cent for houses and 1.9 per cent for units. This occurred despite an annual increase in vacancy rate, which was at 3.9 per cent in April 2020.
 Sydney Metro recorded average yields of 2.5 per cent for houses and 3.5 per cent for units, which saw a slight softening in the 12 months to April 2020. Despite this however, Sydney Metro still offers investors long-term historical strength and stability in its rental market.

The top three lowest priced suburbs in Greater Sydney are Villawood whose 2019/20 median price is $697,500, Granville ($730,000) and Guildford ($740,000). While there is no project development value offered by PRD for Villawood, its 2019/20 median rent is $500 with a 2.9 per cent rental yield.
Granville has a project development value of $22.6 million and a median rent of $460 with a 3.3 per cent rental yield. Guildford has a project development value of $9.8 million and median rent of $450 with a 2.8 per cent rental yield. 
Meanwhile, the top three highest priced suburbs are St Leonards (with a $12.05 million median), Point Piper ($8.825 million) and Lavender Bay ($7 million).

An estimated $17.5 billion of developments is planned in the 1st half of 2020 for Greater Sydney, in many sectors. Major projects include the $1 billion Stage One M6 Extension infrastructure project, the $636.7 million Park Sydney Mixed Use Development (1,400 units), and the $200.0M Westfield Parramatta Stage One extension. These projects highlight the strength of the development pipeline for the 1st half of 2020. This will generate more commercial activity, and infrastructure projects will create additional employment; resulting in positive spill-over effects on the property market.
