Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Agriculture industry expert Daryl Quinlivan has been appointed the State’s first Agriculture Commissioner, delivering on a major NSW Government election commitment.
Minister for Agriculture Adam Marshall announced Mr Quinlivan’s appointment in Coffs Harbour today and said the Commissioner would champion NSW farmers’ rights.
“Establishing an Agriculture Commissioner was a major NSW Government election commitment and today’s announcement is an important step in delivering the protections and policies our farmers need to grow and thrive,” Mr Marshall said.
“Daryl is incredibly well regarded in industry, having served as the Secretary of the Commonwealth Agriculture Department and headed up the Productivity Commission."
The Agriculture Commissioner will review the NSW Government’s Right to Farm Policy and will have a particular focus on resolving land use conflict and identifying growth opportunities for industry. 
Member for Coffs Harbour Gurmesh Singh welcomed the announcement and said the Commissioner would be a strong voice for local farmers. 
Mr Quinlivan said he was honoured to be appointed to the role and would advocate strongly on behalf of the state’s farmers.

NSW's first Agriculture Commissioner appointed

<html><body>Melbourne homeowners may need to wait at least two years before the property market shows signs of growth according to Finder, Australia’s most visited comparison site.  In this month’s <a href="https://www.finder.com.au/rba-cash-rate" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Finder RBA Cash Rate Survey™</a>, all experts surveyed expect a cash rate hold in August (40/40), with the consensus being that no further cuts will be implemented this year. However, more than two-thirds (26, 72%) of experts forecast an increase in 2021 or 2022. Of those who weighed in on property, the majority are pessimistic about Melbourne prices increasing before April 2021 (75%, 18/24), while one-third (29%, 7/24) expect the market to stagnate until 2022 or beyond. <img src="https://mcusercontent.com/cc5e9bce699fa1d71a67cf499/images/04359ef0-2dec-4061-afa3-b17165532308.png" data-imagetype="External"> The outlook is slightly rosier for the Sydney housing market, with 38% of experts (9/24) predicting that house prices will recover before April 2021.  Graham Cooke, insights manager at Finder, said that the unpredictability of COVID-19 has sent ripples of unease through the market. “Both Melbourne and Sydney experienced double-digit growth throughout most of 2019. But widespread unemployment, travel bans and a second virus wave has caused a surge in property vacancies throughout both capitals." “Melbourne’s median house price fell by 3.5% to $881,369 between March and June 2020, and Sydney wasn’t far behind with a 2% drop during this period." “As Sydney teeters on the edge of a second major outbreak, prospects may be equally grim for homeowners here when it comes to the housing market recovery period,” Cooke said.  A surprisingly high percentage of experts and economists (42%, 11) also believe that now is a good time for homeowners to put their property on the market.  Only a quarter of experts (26%, 7) said homeowners should wait for 2 years before selling their property. Cooke said, “It is clear that there is widespread uncertainty in the market as to what prices will be in the near future." “With investors fleeing the market, banks are fighting tooth and nail for owner-occupier customers. Melbourne property recovery will be delayed to 2021/2022: Finder.com.au

The new approach to build-to-rent, announced by Treasurer Dominic Perrottet and Planning Minister Rob Stokes, will deliver increased investment into purpose built rental housing and drive prices down. 
The number 1 reason why property prices in Sydney are so high is the of a lack of supply.  This applies to the rental market as well as the sales market for houses and apartments. Today’s announcement will result in greater investment and more supply.
The Urban Taskforce has been at the forefront of calling for taxation concessions to encourage more investment into Build to Rent.  Today’s announcement does just that and is very welcome news for renters and for jobs.
Urban Taskforce has been calling for the NSW Government to scrap the foreign investor surcharges on residential developments, saying that these taxes are punitive and act to prevent investment in a market that is desperately in need of stimulus and funding.
Today’s announcement demonstrates that on tax matters, the NSW Government has been listening. Foreign investor surcharges will be exempt for the ‘build-to-rent’ market provided construction begins after July 1 this year.
Urban Taskforce calls on all political parties to pass this legislation through the Parliament as soon as possible, in the interests of investment, jobs and lower prices for renters across NSW.
‘Build-to-rent’ means that the entire building is owned by one entity.  It is not split into individual units and sold to buyers through a strata plan. 
The building is designed from the start to the owned and managed for the life of that structure as be available for rental accommodation. 
This is attractive for institutional investors including superannuation funds and is a form of investment in housing that is widely used in England and in North America. 
It also enables renters to access long term rent al leases and generates a genuine choice for consumers who choose not to buy a home.

Tax cut for Build-to-Rent projects will attract investment: Tom Forrest

July saw a third consecutive month of declines for property values across the country, with the national index dropping a further 0.6 per cent over the month, according to property data firm CoreLogic.
The decline however was slightly less than the -0.7 per cent declines posted over June.
Canberra (+0.6 per cent) and Adelaide (+0.1 per cent), were the only capitals to buck the trend.
Sydney and Melbourne led the way in declines, with the Victorian capital, now in lockdown again, seeing a -1.2 per cent decline, and the harbour capital with values scaling back -0.9 per cent.
Melbourne's quicker decline has seen its annual returns drop below 10 per cent for the first time since March.

<h1>Houses and Units</h1>
It was another mixed bag for the housing and unit market across July, with the unit market holding up slightly better than the housing market across most capitals.
Sydney, Melbourne and Hobart all saw units outperform houses, while Brisbane, Adelaide, Perth, Darwin and Canberra all saw a stronger month for housing.
It was again the housing market that dragged Melbourne and Sydney to the top of the worst performers.
Melbourne's housing market saw a further -1.4 per cent declines, following on from -1.3 per cent declines in June, while Sydney's one per cent contraction across July was slightly worse than its -0.9 per cent last month.
Both of the country's major capital city markets saw their units scale back -0.7 per cent.

Tim Lawless says the medium term outlook remains skewed to the downside across the country with the government's fiscal support set to taper from October.

"Similarly, the recent concerns of a second wave of the virus and the potential for renewed border closures and stricter social distancing polices are likely to further push consumer sentiment down.
"This is likely to weigh on both home buying and selling activity more broadly.”

Melbourne real estate values continue decline through July: CoreLogic

A dozen COVID-19 infections have emerged at the Melbourne residential high-rise tower construction site.
The Victorian Department of Health and Human Services (DHHS) notified construction company Multiplex of 12 cases at the Multiplex Premier Apartments site at 134-160 Spencer St, Melbourne.
Construction at the $315 million Premier Tower in Melbourne has been halted following the emergence of the COVID-19 cases. Multiplex management and the unions involved have agreed to a full site shut down.
The site has undergone a ‘hospital grade’ clean.
Multiplex recently celebrated the topping out of the 79-level Fragrance Group tower that will have 172 hotel rooms plus 796 apartments that replaced the Savoy Tavern.

COVID-19 infections hit Melbourne's Beyonce inspired tower construction site

OPINION:

Australia is in prime position for a speedy economic recovery, as we’re still seen globally as a safe place to live and invest. The Government has thrown us a life raft, buoyed by a <a href="/expert-insights/buying/home-building-grant-to-benefit-affordable-areas-and-first-timers">$259 billion dollar economic support</a> package; some may say, we truly are the lucky country, prepped to float out of this crisis with the wind in our sails.

The above, however, is not enough to turn a U-shape turnaround into a V-shape recovery; good management is required too and unfortunately, this is currently lacking. Let’s take the analogy that Australia is like a cafe. Domestic business is the equivalent of friends and families dining to help you out, but longterm, this is not viable for any cafe.

What we really rely heavily on is the business of the rest of the world to survive and to thrive; international tourism, migration, education, investment. But for international business, we’re charging a 12.5% premium on market value and expecting the world to dine at our cafe. On top of that, we’re picking a fight with our biggest patron, China.

This sort of management doesn’t come without consequences and without a thriving business, money stops coming in and jobs will be lost. This is an analogy that many small businesses can relate to and currently, this is what is happening to the Australian property industry due to mismanagement of the Government.

With our strongest investment sectors likely to see a more drawn out recovery as a result of restrictions on international travel, the property investment and development sector is waiting in the wings, primed to get Australia back on its feet. The only issue is, it’s fraught with headwinds. So, what does the Government need to do?

Replace stamp duty with land tax alternatives

Remove exuberant fees that discourage buyers, such as stamp duty, and replace this with land tax alternatives. Stamp duty is an inefficient tax that reduces the liquidity of property, whereas a land tax makes much more sense as it is an ownership tax that helps fund the state from people who own land in the state.

This reformed land tax would apply to new transactions and continue for all future transactions, ultimately phasing out stamp duty altogether. It should also be collected over a long period of time, given property is a long-term asset. Existing land tax rates have not been adjusted for years, while the value of land has increased substantially.

Additionally, a focus on taxing land value makes higher-density properties such as apartments more affordable to own. This encourages greater purchaser demand for this type of product, which in turn, will result in greater density development around hubs, putting less burden on infrastructure development and budgets; which means taxpayer money can be distributed more efficiently. This also encourages further investment in<a href="/expert-insights/buying/how-to-research-an-off-the-plan-property-thoroughly-and-effectively"> off-the-plan medium and high-density development</a> as ongoing land taxes will remain low. Greater demand in this will drive development activity, meaning more jobs. 

GST rebates to encourage buyers

Strong purchaser demand goes hand in hand with developments being able to reach necessary sales hurdles in order to secure finance to either commence or complete projects, but without this demand, many projects will be put on hold or cancelled.

So, how do you ensure this demand remains? Lower and more affordable prices, opening a wider pool of buyers. Rather than pocketing the GST collected from developers, the Government could instead use this to incentivise buyers via a rebate system. Yes, they forfeit the GST but theoretically speaking, they wouldn’t receive this GST if there is no buyer demand and therefore no supply. The rebate system would allow more projects to get off the ground and in turn, achieve economic stimulus.

Open up the HomeBuilders initiative  

Some may think the recently announced <a href="/news/everything-you-need-to-know-about-australias-25-000-homebuilder-grant-how-much-off-the-plan-homebuyers-could-save">HomeBuilder Package</a> is the government’s way of encouraging buyers but the reality is, the eligibility criteria is very narrow; the maximum $750,000 value of end property is lower than the median house price in Victoria. This is encouraging those on lower incomes to undertake builds and renovations and consequently, accumulate more debt when instead, the Government should be casting a wider net by encouraging the wealthy to spend; if something goes wrong, they’re more likely to have a contingency plan as they can afford it.

Encourage foreign investment

All Government imposed property taxes on foreign investors are simply a means of raising money, yet it’s dressed up as helping affordability because that’s what the Australian public wants to hear. If we go back to the analogy of the cafe, foreign property investors are being charged an absolute premium. The foreign investor is characterised as a common threat to citizens alike when in reality, they are important and significant contributors to the market. Without their contribution, it’s renters that are needing to make up the shortfall.  

Increased taxes will discourage foreign buyers, meaning there is less supply for developers and ultimately, fewer taxes collected. Economics 101 will teach us the relationship between supply and demand determines price so naturally, the price will go up with higher demand (<a href="/news/new-housing-development-aims-to-cater-to-significant-population-growth-anticipated-for-geelong">increased population</a>) and less supply, bringing us full circle to our affordability issues.

And lastly, if the feud with China continues, it will be hugely detrimental to our five most important sectors - property, education, tourism, mining and agriculture. In each of these sectors, China is our biggest customer; we need them, but they don’t necessarily need us and this is a fine line we are treading.

Urban.com.au: Where did you draw inspiration from?

Angus Rose: Located immediately to the west of one of Australia’s premier beaches, Newcastle Beach, and within walking distance of the CBD, the recently completed Arena Apartments sit on a prestige site: the last of its kind in Newcastle.

Taking our cue from the landforms we looked at the geology of the surrounding area. In forming our concept for the building, we drew inspiration from the rock platforms, and stratification of the surrounding cliffs, responding to the horizontality of the geological layering and the organic randomness of the weathered rock pools and striations. The aesthetic is achieved with cantilevered balconies, loggias, material selection and accent framing elements applied to create a modern architectural outcome. Introducing a 'terraced' forecourt level as a green roof in part continues the framework into the urban plane. Juxtaposing the organic layering of the beachscape with the gritty angularity of the CBD built environment, the Arena Apartments is a threshold between the urban and beachside contexts and embodies these diametrically opposed architectural approaches to the built form.

U: What were the top 5 features you decided had to be included in the development and why?

AR: The proposed development aims to enhance the existing city character by increasing ground-level setback for the entire depth of the western half of the site, minimise setbacks on the southernmost building and articulate the general facade elements to provide visual interest to the streetscape. Central to our design approach is the concept of view sharing, that is, creating areas of minimal development, within reason, to enable existing residents in the adjacent apartments to enjoy an outlook to the beach and beyond

Landscape treatments focussed our attention on private and communal outdoor areas, greening the forecourt opens views for neighbours and ties the development to the adjacent parkland and coastal context. In addition to this, a more formalised lushly vegetated promenade to the western side of the northern building allows for deciduous trees and evergreen shrubs to be planted creating areas of quiet contemplation that will shade in summer, and allow light and warmth in winter. Creation of vegetated areas on the ground planes brings the scale of interaction with the building to a human level, softens the junction of building to site and ties the development to the natural context.&nbsp;

Capitalising on near 360 degree views of the best landmarks in Newcastle ranging from Newcastle Harbour and distant Stockton Beach to the north, to Newcastle Beach immediately South and up to heritage beacons like the Obelisk and Christchurch Cathedral in the west, the potential for views was clearly understood and a key consideration in the design process. In recognising the value of these views, and with the premium placed on the immediate view of Newcastle Beach to the south, creating a layout that permitted the maximum number of apartments to have unimpeded ocean views was paramount.&nbsp;

As a developer-driven outcome, our design looked carefully at space utilisation making the most out of as little floor area as possible, increasing efficiency without sacrificing useability and delight. Balancing size of apartments with functionality and views we sought to bring lightness to our layouts and finishes to create a modern and fresh aesthetic.

Creating spaces that offer pragmatic solutions for the beach lifestyle - outdoor showers to wash off sandy feet and surfboards, separate connections to the ground plane to permit quick and easy access to the beach, and balconies that could be enclosed to shelter from strong southerly winds and inclement weather.

U: What do you think buyers seek out the most in your development?

AR: We designed for a variety of apartment sizes which were collocated in such a way as to permit combinations and greater flexibility for a variety of living arrangements. Backing proximity to a beach with a direct view of the beach for over 80% of all apartments brought tangible value to buyers and is a key selling point. Aside from its location, the Arena Apartments is a place that delights and attracts. The design enables residents to feel secure in a durable, well finished and functional development. It is a landmark on the horizon, providing lifestyle choice, pitching to the broadest cross-section of the residential market possible and allowing equitable access into a premier beachside location.

U: If you had to choose your favourite aspect of the building, what would it be?

AR: Whilst not particularly evident in the final product, meeting the minimum sizes as stipulated within SEPP 65 and creating a generous feel due to their layout and decks fronting views is something our design team is most proud of. The planning carefully considered maximising GFA that was useable apartment floor space, meaning that a greater proportion of the floor plate was realisable as habitable area. This in combination with the number of beach facing apartments allowed us to create the highest number of apartments with beach views.&nbsp;

U: What makes your project stand out from other properties on the market?

AR: Quality, Location, Aspect and Liveability. Arena Apartments was designed with the user in mind and made careful design considerations with the broadest cross-section of buyers in mind. The ability to combine apartments to make larger dwellings, focussing on maximising views and light within an efficient floor plate made the beachside lifestyle accessible to many.

McGrath expands Illawarra footprint with an office in Thirroul

Major construction on the Parramatta Light Rail has started in the Westmead Health Precinct to provide crucial access to one of Australia’s largest health, education and research hubs.
Minister for Transport Andrew Constance said the Parramatta Light Rail will provide ‘turn-up-and-go’ services seven days a week, linking Westmead customers to rail, bus, ferries, and the future Sydney Metro West.
“These world-class health services and facilities will be more accessible than ever, taking the Westmead Health Precinct to the next level,” Mr Constance said.
“The precinct will cater to more than 40,000 full-time staff and 30,000 students by 2036 and building this type of infrastructure will be key to our economic recovery and will help get people back to work, important parts of the NSW Government’s COVID Recovery Plan.
“It’s vital we have strong public transport infrastructure in place to support this growth and deliver this legacy project for future generations.”
Upcoming work includes removing the road surface, replacing underground utilities and rebuilding the road.
Mr Constance said the Westmead Redevelopment project is one of the biggest health infrastructure projects in the state, intended to transform the Westmead Health Precinct and deliver an innovative, integrated facility that will continue to deliver high- quality healthcare for decades to come.
“We recently finalised work to prepare for the light rail in the area with the widening of Hawkesbury Road. These are big changes and we ask for your patience as we undertake significant works to create a connected, revitalised Westmead Health Precinct
The $2.4 billion Parramatta Light Rail will connect Westmead to Carlingford via the Parramatta CBD and Camellia, and is set to open in 2023.
