ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Mirvac has advised the sales tally at its $216 million Portman, Green Square project has hit 63&nbsp;percent.

The apartment project is on Portman Street, Zetland.

Located seven kilometres from the Sydney CBD the project was designed as art deco-inspired architecture.

Due for completion in 2023, 119 residences will form Portman on the Park and 45 will be built in Portman House. Portman House is over 50% sold, with apartments in Portman on the Park 67% sold.

Portman House joined Portman on the Park in being Australia&rsquo;s first residential building registered to pursue WELL Certification.&nbsp;

Gold Coast developer Aniko Group, the company behind the transformation of Hope Island,&nbsp;is headed to&nbsp;Chevron Island for its latest project.

Aniko has acquired a development site at Chevron Island on which it is planning a Plus Architecture-designed tower.

The 1,518 sqm site&nbsp;at 12-16 Weemala Street, sold by GV Property Group&#39;s Luke Reaby, is positioned in the south-west pocket of Chevron Island, within easy access to the island suburb&rsquo;s retail strip and the city&rsquo;s emerging cultural precinct at HOTA.

Aniko managing director George Mastrocostas said he is currently reviewing his options for the Chevron Island site with a view to building on the success the company has achieved at Hope Island.

&ldquo;We are taking a different approach to Chevron Island in keeping with the community fabric of the island suburb,&rdquo;&nbsp;Mastrocostas said.

&ldquo;Chevron is just a short walk to Surfers Paradise, the beach, the Gold Coast&rsquo;s cultural heart and all the amenities the central Gold Coast has to offer. The family-owned Australian land developer Satterley Property Group are teaming up with&nbsp;F​ar East Organizat​ion,&nbsp;one of the largest private real estate developers in Singapore,&nbsp;to launch&nbsp;St Helena Place, a new masterplanned residential project in the suburb of St Helena, 26 kilometres north-east of the Melbourne CBD.

Set on a 19-hectare site, the community will incorporate more than 240 homes and townhomes of between two and four bedrooms. Residences will be sold off-the-plan in four stages, the first of which will open at the end of February.

Satterley's Senior Development Manager, Kat Klau, said the one-of-a-kind development is characterised by the highly convenient location and amount of green space.

“It’s a very rare project. You won’t find anything like it anywhere else. For a start, it’s a beautiful site characterised by its many attractive, mature trees - a place of real natural splendour," Klau said.

“In a standard [residential] project, we’re required to dedicate five percent of the area to green space. In the case of St Helena Place, it’s four times that number. The result will be an exclusive masterplanned community enveloped by green space,” Klau added.

Far E​ast Organization&nbsp;first purchased the site more than 30 years ago. Since then, extensive planning has taken place, in addition to a supplementary purchase of adjacent land and significant landscaping works.&nbsp;

“A fully rejuvenated wetland divides the site in two. And it’s been there for nearly three years. That’s incredible; you would never get that in a typical new community development," Klau continued.

“Brand new homes set within a beautiful natural environment, within easy reach of excellent transport&nbsp;and&nbsp;surrounded by established schools and amenities are hard to come by anywhere, let alone 35 minutes from the centre of Melbourne. St Helena Place offers all that and more,” Kat said.

In mid-2021 Lendlease announced the establishment of a joint venture with Mitsubishi Estate to deliver Residences Two, the second residential tower at One Sydney Harbour, Barangaroo.

Mitsubishi Estate already held a 25 per cent interest in Residences One at One Sydney Harbour.&nbsp;

Rising 235m above Sydney Harbour, Residences Two, has an estimated value of $1.7 billion.

It will comprise 322 apartments across 68 levels.&nbsp;

Its initial off market sales campaign, followed by the 2021 public sales launch, saw pre-sales on the project sit at 59 per cent last July.

Construction of Residences Two is expected to be completed by mid to late 2024.&nbsp;

One Sydney Harbour, comprising three residential towers, is the final piece in Lendlease&rsquo;s award-winning, mixed use, carbon neutral precinct, Barangaroo South.

Residences One hit 85 percent sold in May last year, having been launched in &nbsp;2019 when a record $140 million was paid for its penthouse.

Lendlease will soon release One Sydney Harbour&rsquo;s third and final residential tower, Watermans Residences, which will sell on-market priced from $1.42 million for a one-bedroom apartment.&nbsp;

&ldquo;This exceptional $3 billion milestone in sales for our Residences One and Two is a testament to the strength and resilience of the Sydney residential market and speaks to high demand of local owner-occupiers and downsizers who recognise this once-in-a-generation opportunity,&quot; Tom Mackellar, managing director Development, Lendlease said.

The Forme project by Mirvac at Doncaster has neared being half sold.

The ASX listed company advised sales tally sat at 48 percent in its update last week.

Forme was launched last July with prices starting from $425,000.

Mirvac&#39;s prior update last October on sales was that 28 percent of its apartments had sold within the tranquil former 47-hectare Eastern Golf Course at Doncaster.

Forme will feature 93 residences at 57 Stables Circuit.

It has an expected $82 million completion value for the mid-rise project which is under construction.

Forme is the third and final apartment building at the Tullamore precinct which included Phoenix and Folia.

Mirvac head of residential, Stuart Penklis says that the &quot;project demonstrated the ongoing demand for quality, well designed apartments supported by exceptional amenity.&quot;

Forme was designed by the Mirvac Design team to be set within sculptured gardens by landscape architect Paul Bangay with more than 20 per cent of the Tullamore precinct dedicated to green open spaces, including pocket parks, adventure playgrounds, undercover barbeque and picnic areas as well as walking and cycling tracks to encourage an outdoor lifestyle.&nbsp;

Forme&rsquo;s construction is by mid-2023.

On its launch, Mirvac design director Michael Wiener noted with more people now working from home, Mirvac incorporated study spaces in the majority of its two and three bedroom apartments.

Forme will feature Melbourne start-up Allume Energy&rsquo;s distribution technology, SOLSHARE in some of the apartments.&nbsp;

A unique technology, SOLSHARE allows residents to share power from a single solar system, which is anticipated to deliver up to 40 percent energy savings, based on average residential household usage.

Forme, Tullamore hits 48 percent apartments sold

The Victorian government has announced a review of laws applying to the property industry.

The review will look at off-the-plan sales, the weekend announcement advised.

Buyers will be able to give feedback when the department posts its survey at www.engage.vic.gov.au/property-market-review

It will also look at auction price underquoting which were last reformed in 2016 when all auction properties listed for sale needed to advertise a price guide and list recent comparable sales.

The review will be conducted by former Real Estate Institute of Victoria chief executive Enzo Raimondo with others on the panel including reform expert Claire Noone from Nous Group, and former co-chief executive of the Consumer Action Law Centre Carolyn Bond.

Amid heightened affordability concerns, the Consumer Affairs minister Melissa Horne said it was &quot;important to make sure our laws are still best practice.&rdquo;

It follows some 383 complaints about potential underquoting being lodged with Consumer Affairs Victoria between February and April last year.

Its inspectors visited 29 agency offices in May and found 17 had flouted underquoting laws, triggering more than $300,000 in fines.

The review will look at upfront costs for buyers along with whether real estate agents have the skills, education and expertise they need to maintain good industry practice.

Off the plan sector under review by Consumer Affairs Victoria

The development site at 215-217 Jefferson Lane, Palm Beach has been listed for auction.&nbsp;

The property will be sold at on-site auction on March 4 through Tony Grbcic and Adam Grbcic, at Kollosche Commercial.

It is marketed as &quot;an irreplaceable opportunity to purchase a rare double block with absolute beachfront access on the highly desirable and sought-after Jefferson Lane location.&quot;

It is a 817sqm corner site with 20 metre frontage to both Jefferson Lane and Thirteenth Avenue.

The development plans for a prestige 9 level residential only building were lodged last June.

The application was approved with a development permit issued by Gold Coast Council in November last year.

The plans were a clam-shell-inspired apartment tower by Quahlee Property.

The owners of the properties are Christina Quinn, the former owner of Darrel Lea and VIP Petfoods, and Quahlee sole director Felicity Spittle, who was a former chief financial officer for both the Quinn companies.

The Contreras Earl design was for two basement levels, a communal ground level with a pool and eight residential floors.

There are eight three bedroom full floor apartments.

The 215 Jefferson Lane site is a recently a cleared and demolished site while 217 Jefferson Lane has a 2-storey, duplex.

&quot;This opportunity would suit both local and interstate developers,&quot; Tony Grbcic said.

He noted &quot;the current growth on the Gold Coast coupled with the next light rail stage passing this property in the coming years.&quot;
