ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The longstanding ACT and Gold Coast apartment developer, Morris Property Group, is kicking off its solid 2022 pipeline of new projects.

The first is in Broadbeach, where Morris has big plans this year. They&#39;ve just lodged a development application to the Gold Coast City Council for Crest Broadbeach, a 37-level tower with 157 apartments at 13-15 Armrick Avenue, designed&nbsp;by the Canberra architecture firm Guida Moseley Brown.

The two and three-bedroom apartments start from level five, above the three podium levels and level four amenity.

The extensive amenity, wrapped in terraces with seating and dining areas, features a pool, gym, lounge space, a private barbecue and dining space which can be hired, and a communal barbecue area.

It can be a defining factor&nbsp;in a buyers decision to secure an apartment in one development over another, and developers are getting wise to that fact.

Pezet Matheson Director Todd Matheson believes Tapestry, the recently launched&nbsp;Chevron Island&nbsp;apartment development from Siera Group, has one of the&nbsp;best on the exclusive island, if not even the wider Gold Coast.

&quot;We&#39;ve seen it on a few projects where developers have dedicated the rooftop to communal facilities, but not to this standard in this area,&quot; Matheson says.

&ldquo;We actually removed one of the apartments on the level below and we&#39;ve dropped the pool down into that space so you get this really seamless pool experience with the spectacular view, with the pool then becoming an infinity edge that then overlooks the rest of the Gold Coast.&quot;

On the roof is also a private residence dining room and dining terrace, which looks&nbsp;out to the southwest, over HOTA and into the hinterland.&rdquo;

There&#39;s further dining options, around the two barbecues, as well as a veggie garden, something Thompson put a level of importance on when designing the rooftop.

&ldquo;We wanted to create this sense of community for the residents, a place where those that are interested in being a part of the vegetable garden and community would be able to. The garden is really low maintenance and very practical, that the residents are going to be able to take ownership of and really create a sense of community and belonging.&rdquo;

Tapestry&#39;s rooftop is also home to a fully-functional gym and wellness facility, which has&nbsp;indoor and outdoor activation, as well&nbsp;as a sauna and steam room&nbsp;that ties into the entire wellness&nbsp;space.

&ldquo;We wanted to have this health and wellness story to the rooftop as well and that comes right through from the pool and into the spa facilities.

Tapestry, rising 22-levels, on the prized east-side of&nbsp;Chevron Island&nbsp;at 39 Darrambal Street, is being developed by the Siera Group, led by Brent Thompson,&nbsp;who sits on the board of UDIA QLD and chairs the Brisbane&nbsp;City Council&nbsp;Policy&nbsp;Committee.

The tower was designed by the local architecture firm BDA, whose brief was to merge art with architecture.

The result is a striking building of 113 apartments, featuring a&nbsp;mixture of vertical blade walls and horizontal slab edges which respond to available views and natural light.

Stockland and Western Sydney University plan to develop a mixed-use urban village at the Werrington sites of the University’s Penrith campus.
 
Located five kilometres from the Penrith CBD, the 99-hectare site offers the opportunity to create a six star green star urban neighbourhood with a large town centre that is integrated with the existing campus facilities. 

The proposed development will feature new housing, more than 18 hectares of open space, and a cultural, arts and heritage precinct.

The project includes the creation of a ‘living laboratory’ for education, research and innovation.

The NSW Government&rsquo;s Productivity Commissioners review into the NSW Planning System in 2021, has shown that NSW is the slowest planning system in Australia, according to UDIA NSW research.

Delays in planning approvals are resulting in increased holding costs, the UDIA&#39;s Steve Mann said.

&ldquo;Victoria has recognised the benefits of speeding up the planning system.&nbsp;

&quot;It will create jobs and help to solve the housing supply and affordability crisis.&nbsp;

&quot; NSW needs to get more ambitious if it is to tackle the housing supply and affordability crisis we face throughout the state,&quot; he said.

He said the major reforms in Victoria&rsquo;s planning system aimed at speeding up building approvals and cutting red tape will see NSW falling further behind.&nbsp;

The delays were especially with rezoning, approval timeframes and the coordinated delivery of utilities.

&quot;Delays at these stages will directly and correspondingly increase holding costs for any proposed development and inevitably push up total project costs and house prices. &nbsp;

&quot;Our research also identified a dozen Sydney based priority precincts that have experienced a substantial delay in delivery from rezoning through development commencement of 6 years or higher.

&quot;This is in addition to the lengthy delays to reach the rezoning stage with some taking more than 8 years.&quot;

NSW has nation's slowest development planning system

New home buyers in Victoria are set to be hit with a new levy on residential developments from 2024, which is expected to bring in more than $800 million annually.&nbsp;

The Victorian Government is proposing amendments to the Planning and Environment Act 1987 to introduce a social and affordable housing contribution, which will be payable on eligible planning permits from 1 July 2024 onwards.&nbsp;

The proposed contribution seeks to grow the supply of social and affordable housing in Victoria. It is the 18th property tax to be proposed by the Andrews government.

The amount of contribution payable is proposed to be 1.75% of the market value of new residential apartment or townhouse developments of three or more dwellings, or of three or more residential lot subdivisions.

The proposed contribution will apply to a planning permit that authorises developments or subdivisions in metropolitan Melbourne, Ballarat, Greater Bendigo and Greater Geelong and would be held in the Social Housing Growth Fund to be allocated to community housing agencies to deliver new social housing projects across Victoria.

Legislation is yet to be passed by Parliament.

But it is expected to bring forward a rise in demand by buyers ahead of any formal start date. &nbsp;

The policy that has outraged the sector as it will mean higher prices from July 2024.

&ldquo;HIA estimates that this tax could add over $6,600 to the cost of land for new homes. Add stamp duty and GST along with many more costs and this tax could cost more than $20,000 for a new home buyer, adding to their mortgage repayments.&quot;

The Property Council of Australia&rsquo;s Victorian executive director Danni Hunter said the levy equates to an extra $19,600 on the median price of a new house in metropolitan Melbourne and $12,110 on the median price of a new apartment.

The levy would see an extra tax bill of $9362 on the median house price in Wyndham in Melbourne&rsquo;s west.

Pace Development Group sales and marketing manager Ashley Bramich told the Herald Sun the new levy would either impact developer profit margins, or be passed on to the home buyer.

The state government says the sector has time to address the levy.

&ldquo;We&rsquo;re establishing a stable funding stream to provide the dignity of housing to thousands more Victorians,&quot; Housing Minister Richard Wynne said on Friday.

&ldquo;Today really is about the biggest reform to social housing since the formation of the Housing Commission in the 1940s,&rdquo; Wynne said.

Victoria&rsquo;s treasurer, Tim Pallas, said the contribution would affect fewer than 30% of all residential planning permits.

It would raise more than $800m each year, paying for up to 1,700 new social and affordable homes and support 7,000 jobs in the construction sector every year.

Jago Dodson, Professor of Urban Policy and Director of the Centre for Urban Research at RMIT, said it was a very significant reform of the social housing sector that provides long-term funding certainty for public and social housing agencies through a simple and broad levy on urban development.

&quot;It also reduces complexity by streamlining the process for developers&rsquo; contributions to social housing.

&ldquo;While this is an important initiative it could have been bolder, such as via a higher levy rate.&nbsp;

&quot;However, establishing this policy as a normal part of the social housing and urban development policy process is a significant step towards widening the range of mechanisms that retain public value from private development,&quot; Professor Dodson said.

Leading property developers, Assemble Communities, is set to expand its Build to Rent portfolio with parent company, Make Ventures, acquiring the current Preston Toyota site for $40 million from McMillan Property Group.

Spanning 1.6 hectares, the landholding comprises 687-717 High St, 19 Regent St and 58-60 William St, Preston, transforming the site to home 500 dedicated Build to Rent units and 5,000 sqm of commercial space.

This is the second site acquired by MAKE and to be developed by Assemble in Preston, with a 459-dwelling development on St George&rsquo;s Rd in the pipeline, along with future inner-north projects at Sydney Rd, Coburg, and 4 Ballarat St, Brunswick.
