A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Completed Apartment Tour Video: Focus by Central Equity at 81 City Road, Southbank, Melbourne

City Freehold Projects are continuing their development descent on Wentworth Point, lodging plans for the second stage of their masterplan on Hill Road.&nbsp;

The first stage, Block D, is costing a reported $121 million, and is due for completion in June 2023, with the latest plans lodged for Block C.&nbsp;

Some 300 apartments are set to be constructed across four buildings, which will range in height from seven-storeys to 20-storeys.&nbsp;

Tower one will be the grandest tower of the lot, soaring 20-storeys, with a 16-storey shoulder and 144 apartments. Tower two will top out at eight-storeys and will include 57 residences, while towers three and four will max out at seven-storeys, with approximately 50 apartments penned for each. A six-storey link building will also connect towers two and four.&nbsp;

A mix of one, two, two-plus and three-bedroom apartments will be delivered across the towers, with architecture firm Bates Smart engaged to handle the designs.&nbsp;

The 9,053 sqm site will be bounded on three sides by new roads, Monza Boulevard to the northwest, Marine Parade to the southwest and Verona Drive to the northeast. A new public park is also set to be delivered across from Monza Boulevard, as part of the next stage of Block B.&nbsp;

The main entry and primary address for the development is located below tower one, diagonally facing the future public park on Monza Boulevard. Secondary entrances and communal amenities activate the public pedestrian link which will connect Block D to Block B.&nbsp;

The three tower forms come to ground and are emphasised with a vertical facade expression, producing an elegant elongated form.

In tying in with Block D, and the developing family of buildings forming the masterplan, a collection of townhomes line the base of the podium, with precast concrete, bronze metal fins and glazed screening making up the upper levels of the apartments.&nbsp;

“We propose a refined facade approach which contrasts strong horizontal expression on the streetwall buildings with an equivalent vertical expression to the tower,” Bates Smart said in their application plans.

A communal green podium will make its home across level three, providing an open connection between the buildings and residential amenities. The podium is set to feature a gym, working spaces and quiet rooms, as well as a lounge with media facilities and barbecue space across the open podium. Further amenity will be provided across level 17, where a dining room and lounge open out to a rooftop terrace and pool.

The apartments that will face the podium will benefit from enlarged private courtyards which are shielded by planted buffer zones and concealed fences.

City Freeholds lodge second stage of Wentworth Point masterplan 

Global construction company Multiplex has reached practical completion on Central Equity’s $450 million Southbank project, Focus.

Multiplex Regional Managing Director Graham Cottam said the completion of Focus Apartments was achieved despite multiple COVID-19 lockdowns and additional challenges to construction.

“The completion of Focus Apartments is a testament to Multiplex’s resilience throughout both the 2020 and 2021 lockdowns, with only structure and façade activities continuing during this time,” Cottam said.

“We are delighted to have completed our 19th project for Central Equity, delivering yet another striking apartment tower to complement Melbourne’s skyline and the surrounding streetscape.”

The glazed high-rise tower features an innovative tri-colour window wall system, with pre-fabricated aluminium slab edge covers overhanging from the facade. The modularised podium façade helps blend Focus seamlessly with the surrounding existing heritage buildings on City Road.

Multiplex used custom-built structure screens to reduce the risk of falling objects whilst façade elements were installed. This protective structure specifically assisted in the installation of prefabricated aluminium components such as the slab edge covers.

Privately-held Brisbane developer Lantona has lodged plans for a mixed-use development in the inner-city suburb of Auchenflower.&nbsp;

Led by founder Andrew Hanna, Lantona closely partners with Brisbane Builders to deliver each project, with the collaboration years in the making due to Hanna’s long-term friendship with Brisbane Builders founder, Jason Habchi.&nbsp;

The group’s latest project stays true to Lantona’s vision: which where you build is important.&nbsp;

The project will be constructed across a unique three-frontage, 1537 sqm site at 131-137 Eagle Terrace, near to Auchenflower Station, the Brisbane River, Wesley Hospital, and a number of parks and green open spaces.

Designed by Ellivo Architects, 36 apartments will be spread across a 12-storey building, dominated by three-bedroom apartments.

A shorter seven-storey commercial building will also be constructed on the site, complete with space for a cafe across the ground floor.&nbsp;

The podium levels of the proposed building will be wrapped in gentle, flowing ribbons, which define the balconies, while the upper portion of the building changes language, with vertical angled blades to delineate the upper facade, while also providing privacy and sun shading in addition to maximising viewpoints.&nbsp;

A combination of glass, aluminium, steel and concrete materials has created a raw and low maintenance development, which is softened with layered greenery, across the ground plane and within the facade and balcony edges.&nbsp;

Crowning the residential building will be a suite of resort-inspired amenities, including a leisure deck, a pool, barbecue facilities and seating, with the communal open space designed as a space for resident’s to relax and take in the surrounding views.&nbsp;

Earthworks have kicked off on the latest Broadbeach apartment development, Amaya.&nbsp;

The project comes as a joint venture between Amalgamated Property Group and Base Developments, with the duo securing approval for the project back in July and only releasing to the market in October.

Construction set to commence on APG's Amaya, Broadbeach apartment development

The burgeoning Sydney developer Urban Property Group is looking to close the year out strong adding over 1100 dwellings to its pipeline with development applications in Penrith and Edmondson Park.

The group is also looking to double down on its success in its completed project Navali by committing to more specialist disability accommodation and affordable housing for key workers.

UPG, led by brothers Patrick and Mark Elias, have submitted plans for Mayfair on Penrith, on their prime 8280 sqm, Lord Sheffield Circuit site opposite Penrith Station, and a townhouse and apartment project over 51,000 sqm in Edmondson Park.

The two-tower Penrith development has been designed by SJB, who won the design competition for the project beating out Cox Architecture and Scott Carver.

SJB noted in their&nbsp;design statement submitted to the local council that the site has a unique opportunity to present a key gateway development into the North Penrith Town Centre as a destination site when arriving at Penrith via high frequency transit.

"It has the opportunity to provide a true transit orientated development and contribute high amenity offerings to the locality including improved connectivity to the Penrith Railway Station and a highly active ground floor retail offering," the statement read.

"As you move closer to the station the role of the built form is to ‘build’ the city, to elevate the importance of the station within the fabric of the city. This civic building, the train station, plays a pivotal role in the daily lives of the people of Penrith."

They said the proposal celebrates the scale of the site, taking the opportunity to deliver a truly civic building.

"Our role as architects in this instance is not only to design a mixed-use building that will stand the test of time – to provide great housing for generations to come, but also to design a building that is worthy of its setting, worthy of its relationship with the public interface and indeed face of Penrith Station."

SJB compared the ground level colonnades to those found in Sydney's GPO building, or the buildings at East Circular Quay.

Mayfair on Penrith delivers a double height colonnade with retail at the ground level and commercial office space to level 1.

"The colonnade is enlivened by the energy of the activity captured, provides protection for pedestrians from rain and sun, while delivering a physical separation to the residential dwellings above – helping to manage potential acoustic conflicts."

The two 10-level buildings, which fit in with the current building heights in the North Penrith Precinct, will home 287 apartments. A fifth of the apartments will have one bedroom (58). Nearly two thirds of the project is two-bed units (182), and the rest are three-bedroom apartments (47).

Both buildings will be crowned with rooftops with extensive communal spaces and large lap pools.

UPG's Edmondson Park project at Buchan Avenue will incorporate 335 apartments and 270 terraces designed by Cox Architectures.

The project is located near Maxwell Creek, and opposite a future school site.

Urban Property Group, founded by George Elias in 1987, have a number of projects currently in the planning phase of development, ranging from Macquarie Park to Little Bay in Sydney's sought-after Eastern Suburbs. They're hoping to lodge another application in before Christmas in Edmondson Park.

Urban Property Group Development Manager Richard Boulus says there will be a lot of local interest, particularly in the North Penrith project, because the market is starved of new stock.

"We're expecting locals, likely first home buyers, wanting to buy a new apartment and take advantage of the close proximity to the train station and various government grants on offer," Boulus says.

"There's currently no residential projects under construction in this precinct, and only a couple of projects are going through the planning process."

Growth in regional cities has impacted Third.i’s first project in Coffs Harbour, with the group selling over 90 per cent of the residences within weeks on the market.&nbsp;

The $35.5 million project, Sable at the Jetty, was met with a swathe of buyers searching for a sea-change, with only a handful of apartments still available, priced from $650,000 through to $2.35 million.

Early works are expected to commence this year, with the project due for completion by the second quarter of 2024.
