A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

First-home buyers looking for a four-bedroom family home will have a hard time finding anywhere within 30 kilometres of the Melbourne CBD. 
Located 35 kilometres west of the city, Melton South is the closest suburb where first-home buyers can purchase a four-bedroom home and pay equal to or less than the average estimated first-home buyer mortgage repayment in Victoria of $414 per week.  
Aside from Melton South, first-home buyers looking for a four-bedroom home can find a residence in Frankston North, 37 kilometres south of Melbourne. 
There are a number of opportunities in rural Victoria for first-home buyers to find a four-bedroom home.  The Real Estate Institute of Victoria has listed such towns as Ararat, Ballarat (Wendouree), Bendigo (Eaglehawk), Colac, Corio, Kyabram, Longwarry, Mildura, Newcomb and Shepparton.
In order to find a four-bedroom home closer to the city, opportunities arise in the $430-$540 per week mortgage repayment range and are found in the outer suburbs of Melbourne.
The suburbs can be found in an interactive heat map showing weekly mortgage repayment price bands across Melbourne suburbs compiled by the Real Estate Institute of Victoria (REIV) as part of its new <a target="_blank" href="https://www.reiv.com.au/Property-Research/First-Home-Buyer-Guide">first-home buyer guide. </a>
The REIV has used a cut-off value of $430 per week, which is above the $414 per week median mortgage repayment. Affordable four-bedroom houses in Victoria a long way from Melbourne: REIV

The troubled wine sector continues to suffer, with the South Australia-based group Barossa Valley Estate and its 41-hectare vineyard now placed in receivership with reported debts of $20 million.
A <a href="https://www.smartcompany.com.au/food-and-beverages/052474-call-for-wine-taxes-to-be-simplified-as-grape-glut-ends-new-markets-open" target="_blank">glut of grapes</a> and lower export figures have caused trouble for Australian wine businesses, with businesses such as Casella Wines and Buller Wines recording financial trouble.
Barossa Valley Estate is one of 18 South Australian vineyards currently listed for sale on realcommercial.com.au.
The most notable listing is the Coonwarra Premium Vineyards Project No. 1 &amp; 2 in the Coonawarra region, with a massive 309 hectares producing predominantly red wine grape varieties, including cabernet sauvignon, shiraz and merlot.
Other South Australian listing include Rayner Vineyard in McLaren Vale, with eight hectares of fruit-producing vineyards, Noble Road Vineyard in Waikerie, with 39 hectares of vineyards,  and the boutique winery Nicarel Estate in the Adelaide Hills, with 20 hectares of vineyards.
McGrathNicol has confirmed the grower-owned Barossa Valley Estate business has been placed in receivership as of January 15. The business continues to trade as the receivers, Sam Davies and Rob Kirman, conduct an “urgent assessment”.
Davies said in a statement he’ll be working with contract growers and management to settle 2013 grape requirements, including exports. He said while it’s too early to discuss causes, he noted the business was undercapitalised.
The business will soon be put up for sale, and McGrathNicol said in its statement the winery contains equipment to crush between 3,000 to 4,000 tonnes every year, with a 41-hectare vineyard along with a restaurant and function venue.
Barossa Valley Estate has a long history. The company began in 1984 after a group of grape farmers attempted to stick to growing shiraz vines, instead of chardonnay. In the 1990s, the group sold a 50% stake to beverage group Constellation, which eventually sold out in 2011. Full control reverted to the growing cooperative.
The collapse is yet another <a href="https://www.propertyobserver.com.au/rural/summer-dreaming-2012-vintage-property-sales-start-bearing-fruit/2012122058495" target="_blank">sign of the wine industry’s struggles</a>, although Andre Eikmeier – who sold his wine site Vinomofo to Catch of the Day last year – says he’s surprised the industry has been as resilient as it has.
“The industry is actually remarkably robust, given the circumstances. There have been a lot fewer wineries folding than the environment might have dictated,” he says.
“There is really a sense that the supply and demand is balancing out.”
Some wine experts have suggested the <a href="https://www.smartcompany.com.au/food-and-beverages/052474-call-for-wine-taxes-to-be-simplified-as-grape-glut-ends-new-markets-open" target="_blank">wine glut is ending</a>, which will in turn raise prices and provide smaller wineries with some relief.
More recently, Buller Wines in Victoria was <a href="https://www.smartcompany.com.au/food-and-beverages/053462-historic-winery-collapses-into-administration" target="_blank">placed in administration</a>, while Casella Wines, the business behind one of Australia’s most successful wine exports, Yellow Tail, <a href="https://www.smartcompany.com.au/food-and-beverages/053666-high-aussie-dollar-sours-exports-as-casella-wines-suffers-30-million-loss" target="_blank">suffered a $30 million loss</a> in 2011-12.

SA wine industry withers on the vine, with Barossa Valley Estate in receivership

The Gold Coast home of international footballer Craig Moore has been listed for onsite February 3 auction. 
The Hope Island house was built after the block cost $665,000 in 2003.

Rocky Point oceanfront estate listed with $2.9 million-plus hopes

Headline inflation rose just 0.2 % in the December quarter to an annual rate of 2.2% for 2012, according to ABS data released today.
This was below expectations of a 0.5% rise in headline inflation over the quarter to an annualised rate of 2.5%, according to an AAP survey of 15 economists.
Core or underlying inflation, watched most closely by the RBA, rose by a lower than expected 0.5% over the quarter to an annualised rate of 2.2%.
This is at the bottom end of the RBA's target inflation band of 2% to 3% and the lower than expected core reading will weigh into discussions about a possible rate cut in February.
However, <a href="https://www.propertyobserver.com.au/news/rba-likely-to-avoid-february-rate-cut-with-home-prices-up-13-since-start-of-year-craig-james/2013012258935?utm_source=po&amp;utm_medium=aida&amp;utm_campaign=news" target="_blank">CommSec economist Craig James </a>says strong house price growth over January (up 1.3% over the first three weeks of the year) is likely to stay the RBA's hand in February.
"The latest data keeps the door open to a rate cut should it become necessary," says James.
"Financial markets see a 36% chance of a rate cut. CommSec believes that the Reserve Bank will leave interest rates unchanged in February.
James says the December quarter data indicates that "inflation is not an issue at present, meaning that rates can stay lower for longer".
"Inflation is well and truly contained and the Reserve Bank certainly has the scope to cut interest rates interest rates in February if it believes it is necessary. The low inflation result removes any lasting hurdle for the Reserve Bank to cut interest rates over the next few months," he says.
The Aussie dollar was unchanged at US105.55 cents.
The ABS figures show that the housing group rose 4.4% in the December quarter with rises in all categories.The main contributors to the rise were rents (+0.8%), maintenance and repair of the dwelling (+0.5%) and new dwelling purchase by owner-occupiers (+0.1%).
The most significant price rises in the December quarter 2012 were for domestic holiday travel and accommodation (+6.2%) and automotive fuel (+2.6%).
The most significant offsetting price falls were for vegetables (–5.7%), audio, visual and computing equipment (–4.3%) and pharmaceutical products (–3.5%).
NAB and ANZ had forecast a core inflation reading of around 0.7% for the quarter equating to an annualised rate of 2.4% to 2.5%.
According to NAB, a low core reading of 0.6% or below for the quarter is needed to sway the RBA to cut the cash rate in February rather than March.

RBA interest rate watch: Inflation up 0.2% in December quarter, below expectations

I think it would be fair to say that nobody enjoys blogs where the blogger includes the words "I told you so", but y'know what...
It's true that I've been harping on about this for far too long now, but the most resilient market in Australia was always going to be Sydney's broad middle market.
As reported in <a href="https://propertyupdate.com.au/what-will-happen-to-the-top-end-of-our-property-market-in-2013/" target="_blank">this article here</a>, Sydney's broad middle market is the only sector of Australia's property markets to be at all-time high prices, which is what I have been suggesting on this blog for well over the past year.
Of course, the cheap low-demand sectors of the Sydney market have not performed so well and the top end of the market has also eased, as one would expect given the share market correction and low confidence we have experienced.
But the broad middle sector of that market continues to power along.
It's more than half a decade now since the real scaremongering began in Australian property, but in spite of all the predictions of wider market crashes most markets are well ahead of where they were at that time. Prices in Sydney and Melbourne have raced ahead since Professor Steve Keen's infamous "prices will crash by 40%" call meaning that prices are simply a mile away from where he said they would be.
It seems to be increasingly common for housing market bears to make sweeping statements about markets tumbling that generally imply that all property markets will inevitably crash andall people who invest in property are greedy and unethical landlords.
The first part is wrong. Experienced investors tend to do well even when some markets are tanking, in particular by investing in those properties which are in the highest demand, and often those close to median prices.
The second part is formed around the argument that property should be for shelter (unquestionably true) and therefore greedy landlords should not invest in property. I'm not really sure how that works and who would then own the properties for the rental market, so I'll leave others to debate that.
It's continually overlooked that it is not only "greedy" investors who push up property market prices - it is also "greedy" home-buyers, the category which presumably those praying for a crash ultimately hope to be in.
This is the invisible hand of capitalism at work - supply versus demand. Some property markets where demand is low and appetite for debt weak will continue to fall in price in 2013. But in the popular suburbs of cities such as Sydney? I wouldn't be holding my breath for any major super-correction.
As for being bearish Sydney's broad middle market back then with the population of the city growing at a stonking 60,000 people per annum and appropriate developments rarely seeming to come online, to nab the phrase of one witty forum contributor: "That was like shorting oxygen."

Darren Moffatt, Housenet’s founder who previously launched Express Mortgage Market, says that he wants to “democratise” the process of website development. “We want to include site members, but also other people, maybe social media nerds, who have ideas,” he says. “Like every start-up, we’re in an evolving process. We have learned the last three months that people like the site and it’s easy to use, but the experience needs to be localised, which we are looking to do.” “We want to cast a wide net, not caught in groupthink. Treat website photos with caution: Tips for expat Australian property buyers

Australia still has among the most unaffordable housing markets in the world, according to the 9th Demographia International Housing Affordability Survey. It ranked third to Hong Kong and Canada.
The last time Australia’s housing markets were classified affordable was back in the 1980s with no affordable locations found this time among the 39 chosen Australian locations.
Even regional locations were dubbed as unaffordable including Port Macquarie, Coffs Harbour, the Sunshine Coast, Shepparton and Mildura, according to the US-based property forum.
The ninth annual survey by Demographia's Wendell Cox places Sydney as the third most expensive major housing market in the world - with a median multiple of 8.3 topped by Vancouver in Canada at a multiple of 9.5, and, most expensive, Hong Kong where the multiple sits at 13.5.
There are 337 locations in the international survey.
Some 30 of the 39 Australian locations are classified as severely unaffordable
Melbourne is ranked as the seventh most unaffordable housing major market with a multiple of 7.5 after London and San Francisco and San Jose in California in the USA.
A multiple of three or less is deemed affordable.

Australia's major market housing affordability did improve a touch over the past year from a median multiple of 6.7 to 6.5.
"Rising incomes and flat or declining house prices improved the median multiples in Australia's major markets. However each of the five major markets continues to be severely unaffordable, reflecting vastly overpriced housing," said the report.
"Sydney is the least affordable, with a median multiple of 8.3. Melbourne has a median multiple of 7.5, Adelaide 6.5, Perth 5.9 and Brisbane 5.8."

In the 1990s, the group sold a 50% stake to beverage group Constellation, which eventually sold out in 2011. Full control reverted to the growing cooperative.
The collapse is yet another <a target="_blank" href="https://www.propertyobserver.com.au/rural/summer-dreaming-2012-vintage-property-sales-start-bearing-fruit/2012122058495">sign of the wine industry’s struggles</a>, although Andre Eikmeier – who sold his wine site Vinomofo to Catch of the Day last year – says he’s surprised the industry has been as resilient as it has.
“The industry is actually remarkably robust, given the circumstances. There have been a lot fewer wineries folding than the environment might have dictated,” he says.
“There is really a sense that the supply and demand is balancing out.”
Some wine experts have suggested the <a target="_blank" href="https://www.smartcompany.com.au/food-and-beverages/052474-call-for-wine-taxes-to-be-simplified-as-grape-glut-ends-new-markets-open">wine glut is ending</a>, which will in turn raise prices and provide smaller wineries with some relief.
More recently, Buller Wines in Victoria was <a target="_blank" href="https://www.smartcompany.com.au/food-and-beverages/053462-historic-winery-collapses-into-administration">placed in administration</a>, while Casella Wines, the business behind one of Australia’s most successful wine exports, Yellow Tail, <a target="_blank" href="https://www.smartcompany.com.au/food-and-beverages/053666-high-aussie-dollar-sours-exports-as-casella-wines-suffers-30-million-loss">suffered a $30 million loss</a> in 2011-12.
