A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

With production costs on the rise, land losing value and supermarket wars driving down the price of milk, Victorian dairy farmers are doing it tough. 
Farm gate milk prices have fallen 15% in 12 months to 35¢ per litre, according to recent ABC television program The Business. 
It now costs far more to produce a litre of milk than the farmer will recoup by selling it.
“Some farmers are earning as little as 28¢ a litre,” according to Kerry Callow, United Dairy Farmers of Victoria president.
“Most farmers are facing a loss this year … as the cost of feed and electricity has risen up to 50%,” says accountant and dairy specialist Gary Smith from Coffey Hunt Accountants. 
“On an average client, we are looking at a cashflow effect of $250,000.”
The rising costs are clear to Dick McAlpine, a dairy farmer from Woodside North. 
McAlpine told Stock &amp; Land the costs have rapidly increased for his 160-hectare property, from $6,000-$7,000 per month to approximately $11,000 per month.  
Not only are production costs rising, but farm prices in Victoria are to have gone from around $7,000 per acre to $4,000-$5,000 per acre, according to one report.
“Its common in today’s market for all farms, including dairy farms, to be on the market for many months,” according to Greg Tucket, a stock and station agent with Elders for 32 years.
There has been “scant enquiry”, and “I’m not seeing any sales in Gippsland of any significance” he told Stock &amp; Land.
Farmers have no choice but to wait for prices to pick up for both their properties and their products.
Land capital assets have been significantly devalued, according to Ron Paynter, deputy president of the United Dairy farmers of Victoria.
“Those with cash resources behind them have been able to purchase poorer-quality property at maybe three-quarters of the prices that were being asked four years ago,” Tucket said.
Farmers are trying to hold onto their values, with many farms on the market for over 12 months unable to find buyers.
Paul Bourke from Gippsland Real Estate says: “There are plenty of farms that could be bought at the right money… It is very tough at the moment, I haven’t seen it tougher.” 
Victoria is responsible for the majority of Australia's milk production producing over 65% of the total output.

Donna Hay lists Woollahra homewares store as she concentrates on clicks

The Perth house price index rose 2.9% in the final quarter of 2012 to lead a 1.6% gain across the combined seven capital city housing markets, according to preliminary ABS figures.
Sydney (2.3%), Darwin (2.6%) and Canberra (2.1%) also performed strongly with more modest gains in Melbourne (+0.7%), Brisbane (+0.7%) and Adelaide (+0.8%).
Hobart was the only capital city house index to record a fall (-1.4%) over the quarter.
Australian Financial Review columnist and economist Christopher Joye tweeted that the quarterly rise of 1.6% "smashed" expectations of a 0.3% gain, while bearish economist Steve Keen noted that house prices rose as his mortgage accelerator predicted and "still no better than CPI inflation rate".
AMP Capital Investors chief economist Shane Oliver said the ABS data confirms other house price data in indicating a gradual housing recovery underway.

The stronger preliminary December quarter results follows a weak September 2012, with a preliminary estimate of a 0.3% September quarter gain revised down to a 0.1% fall.
Over 2012, house prices are up 2.1% based on preliminary ABS estimates.
Annually, house prices rose in Darwin (+10.1%), Perth (+5.6%), Sydney (+4.2%), Brisbane (+0.7%) and Canberra (+0.3%) and fell in Hobart (-6.1%), Adelaide (-0.4%) and Melbourne (-0.2%).
According to the ABS, the rise in the Perth house price index was consistent across a range of clusters while in the case of Sydney, houses priced below $750,000 contributed most to the rise in the December 2012 quarter.
The revised negative movement in the September quarter 2012 was the result of falls in Sydney (-0.5%, revised from +0.3%), Adelaide (-0.8%, revised from -0.6%), Melbourne (-0.1%, revised from +0.2%), Canberra (-0.6%, revised from -1.1%) and Hobart (-0.7%, revised from +0.2%). This was partially offset by rises in Perth (+1.1%, revised from +1.8%), Brisbane (+0.4%, unchanged) and Darwin (+0.3%, revised from -0.5%).
The ABS uses a stratification approach to control for compositional change in the sample of houses used to compile the House Price Indexes each quarter.
This approach stratifies (clusters) houses according to two characteristics: the long-term level of prices for the suburb in which the house is located, and the neighbourhood characteristics of the suburb, as represented by the ABS Socio-Economic Indexes for Areas (SEIFA).

Perth leads capital city house prices up 1.6% in December 2012 quarter: ABS

It's Melbourne meets Monaco – well, almost.

Seahorse, the super yacht of James Packer, cruised into Melbourne Docklands around 4am this morning.

Its cruised down to Melbourne for the upcoming Chinese New Year celebrations. No one knows how long it's there for, or when it heads back to Sydney Harbour, but some hope it comes back to Melbourne for the March grand prix too. Around 110 Australians possess yachts over 30 metres, according to nautical journals.

The $50 million 52 metre yacht dwarfs Texas, the neighbouring 45-metre Solomon Lew superyacht at Docklands. The giant cruiser Seahorse can accommodate 12 guests and up to 18 crew members.

The Packer boat was formerly known as Tigre d'Or, custom-built in 1999 by Dutch ship builder Amels with its steel hull and aluminium superstructure equipped with an ultra-modern stabilisation system to reduce roll motion effect. It has a maximum speed of 16 knots.

Just 20 years ago Melbourne's docklands was an industrial wasteland. The <a href="/news">Docklands </a>concept stems back to around 1988 when the then mayor Leckie Ord proposed building an Olympic village, but with the games bid lost, and then the property market collapse, it didn't go far until Jeff Kennett's swath of major projects, including the Bolte Bridge, Federation Square, and the Docklands precinct.

Melbourne's Superyacht Marina is located at Central Pier in Melbourne Docklands, the harbourside retail, entertainment, commercial and residential precinct. When the marina opened in 2006 the then minister for major projects John Lenders said it would not only expose Melbourne to a new and lucrative economic market, but make this city a more attractive destination for the world’s rich and famous.

“There are about 6,000 superyachts worldwide, and now Melbourne can share in the $150 million generated in Australia each year from superyacht visits," he said.

Construction cranes are still building residential high rises at Docklands amid commercial office blocks of quite some architectural flare.

But despite the harbour having come a long way, and possibly with its priciest mooring yet, the city's broadsheet newspaper headlines were of despair.

"Victoria is coming to a standstill" with more than 12,000 construction jobs lost and thousands more at risk as big infrastructure jobs such as the desalination plant finish and the pipeline of major building projects dries up, The Age front page story and special report said.

The jobs losses add to a record slump in the new housing sector that has contributed to the largest decline in construction jobs since the early 1990s.

The decline in building puts thousands more Victorians in related fields under pressure, including hundreds of engineers, surveyors, workers and contractors, The Age said.

The Master Builders Australia said there were about 254,100 Victorians employed in the industry in November 2012, but that was 12,200 fewer jobs than the year before, a drop that was more than double the national trend for the industry.

Executive director Brian Welch said the building and construction sector employed about 10% of Victoria's full-time workers, making it the second-largest employment provider in the state.

The executive director of the Victorian division of the Property Council of Australia, Jennifer Cunich, told The Age the industry was increasingly worried about where the next building projects would come from and this uncertainty was resulting in a downsizing of the Victorian workforce.

''If Victoria continues to bleed skilled workers to its competitor states, our ability to manage a future economic resurgence will be severely constrained,'' she said.

Of course, James Packer, the gambling tycoon has recently been overseeing the costly $2.3 billion upgrade of his Australian casino interests, Crown in Melbourne and Burswood in Western Australia.

Driving much of his outlay is the hope that Crown can keep luring China's high rollers to Australia, as Packer notes "China's wealthy are spending increasing amounts of time and money on their quality of life, with luxury travel their leisure activity of choice."

VIP players turned over $30 billion plus at Crown Melbourne annually.

James Packer's Seahorse adds nautical glamour to Melbourne's Docklands

The Block All Stars premiere opened last night with 959,000 viewers tuning in, well down on previous seasons and not enough to win the timeslot.
The reality check came from Home &amp; Away, which had a narrow win in the 7pm time slot, but then My Kitchen Rules easily trumped The Block at 7.30pm both on Channel 7.
While both The Block and MKR overcooked their promotional opportunities in the days and weeks leading up to the big night, Seven triumphed with the select offering of contestants "the Spice Girls", Jessie and Biswa.

Property market the tightest it's ever been in Mosman and Cremorne

The iconic Annesley House on Julia Street in Victoria’s <a target="_blank" href="/news">Portland </a>remains listed for sale with its $1.29 million asking price.
The restored two-storey residence acts as a self-contained accommodation business, with seven fully furnished apartments.
Annesley House was built in 1878 for Dr Brewer – the chief medical officer and then mayor of Portland – who not only used the house as a surgery, but lived onsite, too.
Located on 1,344 square metres, the restored house sits midway between Melbourne and Adelaide, on the western end of The Great Ocean Road.

In the early 1900s, the Wadmore sisters took over Annesley House from Dr Brewer and turned it into a guesthouse.
The honeymoon suite in the house is named after the sisters.
In the 1940s, the property was passed to Mrs Luers, who owned the property until 2004, when the current owner, Mark Robinson, bought it.
The property has an established income stream, with apartments available to book from $150 to $210 a night.

Portland's Annesley House remains listed

Mark Butler has been appointed the Federal Minister for Housing and Homelessness replacing Brendan O'Connor.
Mark Butler will keep his existing portfolio including the ministry for Mental Health and Ageing.
It was March 2012 when Brendan O'Connor was sworn in as Minister for Small Business, Minister for Housing and Minister for Homelessness. Brendan O'Connor took over the portfolio from Robert McClelland who'd held the post since December 2011. Jenny Macklin held the post in the second Gilliard Ministry from September 2010.
The first housing minister in the Rudd-Gilliard governments was Tanya Plibersek who in December 2008 released the Government’s White Paper on Homelessness, The Road Home, which has a goal of halving homelessness by 2020.
The housing ministry didn't exist under the Howard Government with the prior housing minister being Brian Howe from 1991 to 1996.
Mark Butler was elected to Federal Parliament in 2007 representing the electorate of Port Adelaide.
Before entering Parliament, he worked for 15 years in the Liquor Hospitality and Miscellaneous Union (now United Voice) - including 11 years as state secretary.
In 1997, he was elected president of the ALP in South Australia, and has been a member of the ALP national executive since 2000.
Mark, who lives in Woodville Park with his wife and two children, and is a keen supporter of AFL team, Port Power, was appointed a parliamentary secretary in 2009.
In December 2011, Mark was appointed to Cabinet as Minister for Mental Health and Ageing, Minister for Social Inclusion and Minister Assisting the Prime Minister on Mental Health Reform.

Perth residential property prices kept up with inflation over the December 2012 quarter, rising by 2.3%, with increased first-home buyer activity and a tight rental market key factors, according to the Real Estate Institute of Western Australia (REIWA).
House prices gained 3% or $15,000 over the quarter to a median of $495,000, while units rose a more modest 2% to a median of $410,000.
Perth house prices are now just $7,500 off their March 2010 peak, with REIWA president David Airey saying strong first-home buyer activity meant that many people looking to sell an existing home and move on "had a ready pool of eager buyers". 
“Strong first-home buyer activity is a terrific stimulus for the entire housing system," says Airey.
“This scenario is reflected in the fact that that the top two suburbs for price growth in the December quarter were outer-suburban, affordable Calista and gentrified, upper-market Mount Lawley,” he says.
Other Perth’s key housing statistics are trending in the right direction, indicating that forecasters are correct in predicting the WA capital to be the top-performing capital city in 2013.
The number of selling days decreased from 71 to 62; the number of sellers dropping their asking price has fallen from almost 60% to around 55%, with dwellings sales across the state estimated at 11,600 for the quarter – around 15% up on the same time last year.
The REIWA also anticipates the Perth rental market will tighten from its current already tight vacancy rate of 1.9% in the March quarter. The median rent remained unchanged at $450 per week over the quarter.

The upper-crust inner-northern suburb of Mt Lawley was the top performer over the quarter and the year, with median house prices up 9.5% to $1.02 million from 90 sales.
Mt Lawley is also the top-performing suburb for the calendar year, with house prices up 19.6%.
Last year, residents of Mt Lawley were up in arms when it was revealed that McDonald's planned to open a restaurant in a popular spot – it was later declared a hoax.
Recent sales include a three-bedroom house on First Avenue, Mt Lawley, that sold for $1.07 in November last year having previously sold for $879,000 in January 2011 – annual price appreciation of around 11%.
The highest price recorded over the year in Mt Lawley was $3.025 million paid for a three-bedroom <a href="https://homesenvogue.com.au/2012/01/for-sale-73-farnley-street-mount-lawley-wa-6050/">Art Nouveau home built circa 1913</a> at 73 Farnley Street featuring custom-designed stained-glass windows in nearly every room of the style of the architectural period.
The second best performing suburb over the quarter was the blue-collar outer-southern suburb of Calista, where house prices rose 8.4% over the year to a median of $265,500 from 36 sales. House prices in Calista were down 1.7% for the year.
“The lift in median price was due to a welcome surge in turnover with more expensive properties, particularly in the $600,000 - $700,000 range,” says Airey.
In contrast to the struggling Melbourne land market, preliminary estimates indicate Perth will record nearly 12,000 land sales for the 2012 year, which is a 37% increase on 2011. The southwest and northwest corridors accounted for half the sales.
The Urban Development Institute of Australia (UDIA) said the biggest developers in Perth recorded a 23.4% rise in land sales over the December quarter
The south-west corridor, covering the Cockburn and Rockingham-Kwinana regions, is the most affordable area in Perth in which to buy land, with an annual median of $210,000.
“By contrast, the median land price in the northwest corridor, covering the Joondalup and Wanneroo local authorities was higher at $240,000 across last year, while a median of $394,000 was determined for blocks that are within roughly ten kilometres of the CBD,” says Airey.
