A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Homebuyers have a new reason to be confident about building quality in NSW with the official opening of Building Commission NSW this week, the state’s first ever dedicated building regulator.

From today Building Commission NSW, led by Commissioner David Chandler, will open its doors.

The newly established agency will lift the existing Office of the Building Commissioner out of NSW Fair Trading to give staff dedicated resources and a clear focus on the building sector.

Delivering a standalone regulator was a key election promise of the Minns Labor government, ensuring builders and the homes they construct in NSW are compliant, safe and durable.

The change means NSW will go from just 40 staff dedicated to enforcing quality and standards in the building industry to more than 400.

Funded by a $24 million down payment in the NSW Budget, Building Commission NSW will be a one stop shop for regulation, licensing and oversight of the sector.

While the NSW Government is committed to tackling the NSW housing supply crisis after over a decade of inaction, the government will not allow quantity of homes to come at the expense of quality.

This is another milestone in the work the NSW Government has already completed to lift standards across the industry, including:

	<li>new laws to dramatically expand the Building Commissioner’s powers over freestanding residential homes.</li>
	<li>elevating the sector to cabinet level with the first ever Minister for Building.</li>

The recent completion of Parq Bexley marks&nbsp;the first building in Australia to be covered by Decennial Liability Insurance (DLI), a decade-long guarantee against serious defects.

Parq’s builder Urban Property has also announced that DLI will be rolled out across all future projects.

Owners in buildings covered by DLI can make a claim to get defects repaired for up to a decade after completion, whether their builder is still operating or not.

Building Commission NSW opens to ensure compliant new housing

The Minns Labor government has announced discussions have commenced with the Australian Turf Club (ATC) on a proposal to relocate Rosehill Race Course and build tens of thousands of new homes, surrounded by greenspace and a new Sydney Metro West station.

The proposal, which was brought to the NSW Government by the ATC, centres around the potential to build more than 25,000 new homes on the Rosehill Racecourse site. This would allow the government to explore the feasibility of a new Metro West Station at Rosehill.

The proposal will also turbocharge NSW’s world-class racing industry, securing its long-term future.

The NSW Government and the ATC have signed a memorandum of understanding (MOU) on the potentially historic plan, which would be subject to the NSW Government’s unsolicited proposals process.

<h2>Under the ATC’s proposal:</h2>

<ul>
	<li>A centre of excellence horse training facility at Horsley Park to accommodate the relocation of 300 to 400 horses from Rosehill Gardens stables.</li>
	<li>Warwick Farm redeveloped as a state-of-the-art racing, training, member and spectator facility.</li>
	<li>Several sites across Sydney will be earmarked and investigated for a new, world-class racecourse track and facilities.</li>
	<li>ATC retains and develops the Rosehill Gardens site for housing (potentially 25,000 homes), entertainment, green space and a new school.</li>
	<li>Funds from the development invested in racing, training and member and spectator facilities at all racing, training and stabling venues.</li>
	<li>The NSW Government explores the feasibility of a new metro station at Rosehill to deliver reliable public transport for the new Rosehill Gardens community.</li>
</ul>

We know that housing affordability and availability are at their lowest levels in decades, and we are facing the lowest rates of rental vacancies and a slowdown in building approvals and construction activity.

This is the biggest single pressure facing the people of NSW, with mortgage payments or rent the largest expense for most households.

The NSW Government is committed to building more housing in the right places, where people want to live – to improve affordability, reduce building and infrastructure costs and create thriving communities.

<h2>The unsolicited proposals process includes:</h2>

	<li>Strong probity, conflict of interest and confidentiality arrangements, including the appointment of a probity adviser to advise, monitor and report at each stage of the assessment process.</li>
	<li>Prohibitions on the proponent lobbying ministers or officials on the proposal, with clear communication channels established.</li>
	<li>Clear assessment criteria, timeframes and a streamlined process for objectively assessing the proposal.</li>
</ul>

NSW Premier Chris Minns said this is a once-in-a-generation opportunity.

"The ATC sees this as a chance to secure the future of racing in NSW," Minns said.

“The government sees this as an opportunity to put its money where its mouth is and build more housing, close to transport links, with plenty of green space for new families.

“This is exactly the type of proposal my government has been talking about over the last 6 months.

“The fact is we have a housing crisis – we aren’t building enough homes. The more supply we have, the more we can drive down cost of living pressures, whether it’s for renters or those wanting to buy their own home.”

The OSK Group is a publicly listed developer in Malaysia with over five decades of experience. They will retain an ownership stake in the BTR asset alongside GURNER™ and Qualitas' joint venture group GQ who will develop, manage and operate the BTR tower.

High-end Sydney property developer <a href="/developers/abadeen-group">Abadeen</a> has officially launched its Victorian arm, commencing work with two projects in <a href="/developments/prahran-vic-3181">Prahran East</a> and <a href="/developments/malvern-east-vic-3145">Malvern East</a>.

The expansion into Victoria aligns Abadeen's national growth strategy, having successfully delivered 80-plus projects over the past 28 years totalling over $3 billion of premium commercial, residential, and mixed-use developments, predominantly in Sydney's Lower North Shore.

Andrew Leoncelli, the former CBRE Residential Projects Director in <a href="/developments/melbourne-vic">Melbourne</a> and development manager for Hamton Property Group, will be heading up <a href="/developers/abadeen-group">Abadeen</a> Victoria as their managing director. He's worked alongside Abadeen founder and chief executive Justin Brown for the last 15 years.

"<a href="/developers/abadeen-group">Abadeen</a> is renowned for crafting beautiful, lasting and aesthetically pleasing spaces that seamlessly blend with their surroundings and communities," Brown says.

They've also secured a site for their second project, 646 High Street in <a href="/developments/prahran-vic-3181">Prahran East</a>, where they're planning a 24 two and three-bedroom apartment development designed by Carr Design.

The four-level building, with city and bay views, is located in close&nbsp;proximity to Armadale, Hawksburn, and Toorak Villages.

Leoncelli says the timing of the launch of both the <a href="/new-apartments/malea-94-burke-road-malvern-east">Maléa</a> and 646 High Street projects aligns with Abadeen’s vision and strategy for Victoria, as the group seeks to capitalise on the current resurgence of interest in luxury off-the-plan residences, particularly among downsizers and right-sizers in the market.

“There is an ever-growing appetite from local wealthy downsizers, wanting bespoke high-end apartment living," Leoncelli says.

"They have lived their entire adult life in the family home which they don’t need anymore. They want to upgrade their lifestyles whilst downsizing their maintenance and they want the very best of everything-all in walking distance to their favourite parks, restaurants, cafes and shops.

“The two sites we have bought demonstrate the very best of these ideals and the design teams we are working with, and the builders understand this market like very few can.”

Maléa celebrated its official launch to market on 18 November, with Stephen Bowtell, director of project sales for Jellis Craig in Stonnington, <a href="/developments/richmond-vic-3121">Richmond</a> &amp; Surrounds, leading the sales campaign.

Permits have been secured for both projects, with <a href="/new-apartments/malea-94-burke-road-malvern-east">Maléa</a> due to start construction at the end of March 2024. 646 High Street is due to be lodged for town planning applications in Q1 2024

Abadeen officially announce expansion into Victoria with two luxury projects

The Gold Coast City Council has approved plans for a $300 million 'Integrated Surf Park Village' at The Club at Parkwood Village.

The Parkwood Village Golf and Surf Resort introduces a four-hectare dual-zone Endless Wave surfing lagoon as the centrepiece—the city's first wave park.&nbsp;

Dubbed Endless Surf Wave Lagoon, the wave pool will offer customisable wave configurations to cater to different surfer preferences and abilities.

The project will be categorised into six precincts spread across sixteen new and modified main buildings, which consist of eight residential apartments and short-term accommodation buildings, 12 no. resort villas, a pavilion and brewhouse, retail and commercial tenancies, a 120-person childcare centre, a maintenance building, a golf pro shop and a wedding chapel.&nbsp;

Designed by BDA Architecture, the vision for the resort is to create a defined architectural character that reflects the Gold Coast 'Palm Springs' architectural language and contemporary commercial architecture.

“The Residential &amp; Serviced Apartments, Central, Pavilion &amp; Brewhouse, Resort Villas, Commercial Buildings, and its podium base have been considered as a three-dimensional form in the urban context of the Parkwood Precinct,” BDA said in their design brief.

“The simple curved podium base with its horizontal lines and openness allows cascading landscapes to spill over the podium edge, softening its appearance whilst allowing for flooding.

“The curved plan form of the development is aligned and reflects the site’s shape and existing spatial geometry of the site context.”

Anticipated as a new attraction for locals and tourists, the large 'endless surf' wave pool will sit alongside an 18-hole golf course on site.

The $10 million transformation of the Parkwood Golf Course is a pivotal aspect of the development, promising a PGA tour-level golf course to enhance the overall golfer experience within a scenic landscape.

A mini-golf, ten-pin bowling, and Top Golf Swing Suites add more entertainment options to the development, while diverse dining options, from casual dining to beach club and beachfront fine dining, complete the hospitality precinct at Parkwood Village. A European-style beach club is on the beach's northern end, and a family beach precinct is at the southern end.&nbsp;

The resort will also feature a mix of hotel accommodations private residences, and host a retirement community in collaboration with Living Choice.

The Surf HQ building, positioned between the apartment buildings and located centrally fronting the Endless Surf Wave Lagoon, is a focal point associated with the wave pool. It will house ancillary retail, café spaces, and office areas primarily for wave pool staff.

A new mixed-use precinct will also extend existing commercial tenancies at The Club at Parkwood Village and introduce new retail and commercial spaces surrounding the surf lagoon.&nbsp;

Spearheaded by the Gold Coast Titans, the health, sports, and recreation precinct will include a high-performance recovery centre, altitude training facilities, and state-of-the-art medical spaces accessible to the public.

Adding an Active Hub reinforces Parkwood Village as a wellness hub, offering world-class facilities for recovery, training, medical services, and overall health and well-being.

Chevron Island is poised to welcome an exciting new apartment development after a private consortium revealed plans for a striking $140 million residential tower.

Nera, located in the heart of Chevron Island at 8-10 Parneno Street, will deliver 87 apartments across a 28-level building.

The project is being undertaken by the Bastion development group which is made up by a private consortium of national and expat developers. This will be the company’s first of a number of projects on the Gold Coast after Bastion also purchased another site in Surfers Paradise for a future apartment development.

One of the developers in Bastion, Alex Wood, describes Nera as more than a residential project, saying it's a symbol of evolved luxury and sophistication.

“Nera isn't just another residential project, it's a statement and a testament to the evolving tastes and preferences of those seeking a premium living space and will represent a community that cherishes the finer aspects of life,” said Mr Wood.

“The location of Nera is strategic, offering residents the unique blend of Chevron Island's intimate village atmosphere and close proximity to the Gold Coast's bustling hotspots like HOTA, Surfers Paradise, and dining precincts."

Bastion has worked up new plans for the Chevron Island site in order to meet demand for premium residences in one of the Gold Coast’s most in-demand suburbs.

Leading South East Queensland architecture firm, Plus Architecture has been engaged to design the Chevron Island project, which will offer spacious floorplans for functional apartment living without compromise.

“We’ve worked closely with Plus Architecture to curate spaces that seamlessly blend opulence with functionality, ensuring that every resident feels a sense of exclusivity and luxury in their daily lives,&amp;quot; said Wood.

There are 87 two and three-bedroom apartments, three-bedroom half-floor sky homes, and a full-floor penthouse with panoramic views of the Pacific Ocean and Gold Coast Hinterland.

Architecture firm Plus Architecture is tasked with delivering the tower's distinctive curvature and detailing, designed to capture the essence of 'barefoot luxury.'

Levels 2-19 will house only four 90 sqm to 118 sqm two-bedroom apartments per floor, some featuring a multi-purpose room.

The three-bedroom apartments and half-floor sky homes, ranging from 179-236 sqm, will be on Levels 20-26, with just two units per floor.

Lastly, the four-bedroom full-floor penthouse, spanning 412 sqm, will be on the 27th level overlooking 360-degree views.&nbsp;

All apartment units feature open-plan layouts with spacious balconies showcasing ocean, river, or hinterland views.

A mezzanine-level wellness centre with a yoga deck, gym, sauna, and shower facilities is available on the ground floor, while the rooftop will home an&nbsp;infinity pool, private dining areas, and outdoor lounges with fire pits.
