Commercial property group FiveX is doubling down on its move into the residential space.

The group, founded by Joshua and Marko Berger more than five decades ago, has followed up its plans for a 39-storey tower on North Sydney's Alfred Street with a proposed 61-storey tower in Chatswood.

The new tower at <a href="https://www.apartments.com.au/new-apartments/815-pacific-highway-chatswood-nsw-2067">815 Pacific Highway</a>, which would be one of the tallest proposed in Chatswood in recent years, will comprise 490 apartments, 76 of which will be dedicated affordable housing and managed by Evolve Housing for a minimum of 15 years.

The project will replace the long-standing Panorama Building, originally known as the BMA Tower, a 14-storey office building completed in 1972 and designed by Hungarian-born architect Hugo Stossel. At the time of its completion, the building was the tallest structure in Chatswood and became a local landmark due to its distinctive curved form and external glass lift.

fjcstudio is behind the designs. Its Architectural Design Report argues the ageing commercial building no longer reflects Chatswood's role as one of Sydney's key strategic centres and that the site is ideally positioned to support significantly higher residential density.

"The site is located at the heart of Chatswood, within the TOD accelerated rezoning area that supports higher density development around the new Metro station," the report states.

"The site's role within a walkable 400-metre radius catchment is where housing, employment, retail and community uses are encouraged to cluster in support of transit-oriented living."

The proposal has undergone two rounds of review by the NSW State Design Review Panel, with the design evolving through an extensive assessment process focused on design excellence, public realm outcomes, residential amenity and the integration of affordable housing.

fjcstudio says the residential component provides a diverse mix of apartment typologies, supporting a broad demographic and contributing to housing supply in a highly accessible location close to major transport, employment and retail infrastructure.

The application follows FiveX's plans for a 39-storey tower at <a href="https://www.apartments.com.au/new-apartments/275-alfred-street-north-north-sydney-nsw-2060">275 Alfred Street</a>, which it <a href="https://www.apartments.com.au/new-apartments/275-alfred-street-north-north-sydney-nsw-2060">submitted through the same NSW Government pathway</a> in December. That's for 184 apartments.

Recent activity in Chatswood includes Hyecorp launching its Archer Street project, Celine, and Develotek securing approval for a 34-storey tower.

Bridgewell Capital and SLD Development seem to be bullish on the Killara apartment market, filing plans for a second new development next to the Killara Golf Club.

The new plans are for 79 apartments across an amalgamated 4,989 sqm site on Buckingham Road.&nbsp;The project has been designed by BKA Architecture and is being assessed under the NSW Government's Low and Mid-Rise Housing and Infill Affordable Housing reforms. It is just 300 metres from&nbsp;Killara train station.

The majority of the apartments are three-bedrooms (46), with 23 two-bedroom apartments, seven one-beds, and three four-bedroom apartments. 17 of the apartments&nbsp;are proposed as affordable housing, representing 15 per cent of the project's gross floor area, allowing the development to access additional floor space and height incentives available under the NSW Housing SEPP.

There will be 131 resident and visitor car spaces, and more than&nbsp;1,450 sqm of communal open space. Landscaped areas would account for approximately 45 per cent of the site.

The site currently contains three detached dwellings and occupies a prominent position on the eastern side of Buckingham Road, with frontage to an area that has already begun transitioning towards higher-density housing. Existing apartment buildings of up to six storeys surround the site, while the Killara Golf Club forms its southern boundary.

The application has been lodged as a State Significant Development due to the affordable housing component and the scale of the project.

According to the design report, the proposal has been shaped by the area's evolving planning framework, which is encouraging greater housing density around transport infrastructure.

"The site sits along a growth area anticipated to undergo transformation in line with broader trends across New South Wales, driven by the implementation of the Low and Mid-Rise and Transport-Oriented Development State Housing Policies," the report states.

"Being within 800 metres walking distance to Killara Train Station, the project seeks to provide high-quality apartments designed for various family sizes, located in a vibrant landscaped setting."

The Upper North Shore suburb has become one of the most closely watched testing grounds for the NSW Government's housing reforms. A number of developers have moved quickly to consolidate sites around railway stations across suburbs including Killara, Lindfield, Gordon and Roseville, where the new planning settings are creating opportunities for apartment developments that would previously have been difficult to achieve.

The likes of Aqualand, Hyecorp, Holdmark and Vermont Property Group have projects in the region.

Bridgewell has several developments in the pipeline. Last September they submitted plans for <a href="https://www.apartments.com.au/news/nsw/bridgewell-capital-seeks-55-apartment-project-in-killara">55 new apartments</a> at&nbsp;23-25 Lorne Avenue in Killara, just the other side of Regimental Park from their new project. First look: Bridgewell, SLD Development double down on Killara Golf Club

Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The power of Latent Defects Insurance isn't lost on anyone in the development industry.

Latent Defect Insurance, or LDI, is the new<a href="/news/what-is-latent-defects-insurance-and-is-it-bringing-confidence-to-the-off-the-plan-apartment-market"> groundbreaking insurance policy</a> being rolled out in Australia by Resilience Insurance. The insurance, which has been around for over seven decades globally, provides off the plan apartment buyers with a 10-year warranty for structural and waterproofing defects on both their new apartment and the building it's situated in.&nbsp;

Developers are benefitting from the policy because they're seeing increased sales rates in some cases, as well as higher value sales, and they're covered financially should any structural defects occur within their building.

But most importantly, by taking out the policy, they're protecting their buyers interests. Buyers don't have to look too further into the policy to see their benefits.&nbsp;

On settlement, they get a 10-year insurance, paid for by the developer, which completely covers them should there be any issues with the structural integrity of the building. The fact the building has Latent Defects Insurance means there's a stronger chance this shouldn't happen, with regular third party inspections to ensure the build is being undertaken correctly.

Now project marketers, those who are selling the apartments, are becoming fully aware of the power of having Latent Defects Insurance has on the development industry.

Ray White Western Sydney Projects Managing Director, Mark Bernberg, says LDI is "simply the greatest thing to happen to a buyer's peace of mind."

"First off - it's insurance of first resort. Unlike car insurance where they first have to determine fault, and then they will start the payout process, LDI pays out first and then looks for where the problems are," Bernberg says. 
 
"To combat this, and to be even more proactive, they have a stringent Technical Inspection Service (TIS) that essentially makes developers and builders jump through hoops and over hurdles to ensure the building is built right, first time, every time, thus preventing major defects and having to pay out on them."

Bernberg is marketing Marque Rockdale, the latest development by financial services firm turned apartment developer, Princeton.

The COVID-induced boom has transformed the off-the-plan apartment market in the Gold Coast.

Since early 2020, when lockdowns restricted movement in and out of Australia, the Gold Coast has emerged as one of the country’s strongest property markets. As the nation returned to normalcy and borders reopened, demand for apartments remained robust. However, a significant shift has occurred in the types of apartments being developed, skewed heavily in favor of downsizers.

Gone are the days dominated by large skyscrapers, with only a few exceptions from Harry Triguboff's Meriton. The trend now favors large-scale apartments, most spanning half and full floors. Over the last few years, these types of residences have been sought after by affluent local downsizers and buyers from Sydney and Melbourne looking for a family holiday home, a future retirement pad, or a property that can serve both purposes.

The 48 villas, designed by Plus Architecture, sit in a gated community and are cleverly positioned around a central resort-style pool, adjoining residents' lounge, and several outdoor dining spaces surrounded by landscaping.

Why buying an off the plan apartment on the Gold Coast makes sense for downsizers

Sydney's most connected address has just been revealed, with prominent developer Third.i launching the first stage of its over station Crows Nest Metro development, Hume Place.

Hume Place will comprise three mixed-use buildings designed by the internationally acclaimed architecture firm Woods Bagot.

The first residences in Hume Place, known as <a href="/new-apartments/elevate-hume-place-crows-nest-25-hume-street-crows-nest-nsw-2065">Elevate</a>, have just been released, a combination of 130 one, two, three bedroom apartments that offer unparalleled access to Sydney, as well as all of the amenity in the booming Lower North Shore metro corridor.

The apartments are split into three categories; The Urban Residences, Panoramic Residences, and Skyhomes.

The Urban Residences are made up of 76 one and two-bedroom apartments. They start on level seven and each feature a balcony or winter garden providing an extended alfresco living space.&nbsp;

Lada researched and visited several other display suites across the Gold Coast, but she said she knew she'd found her new home when she visited Tapestry.

"Everything just felt right at Tapestry," Lada said.

"I was going in without really knowing what to ask, but the sales agent Brad was incredibly helpful, explaining to me the sizes of the apartments, the outlook, and most importantly, how the off the plan buying process works. After that, I felt more confident in buying off the plan, and I could picture what my new apartment at Tapestry would look like."

Lada bought a two-bedroom apartment, which the mother of two sons described as being "not too big, and not too small."

Beyond the practicality of the layout, the design aesthetic of Tapestry struck a chord as well.

“I loved the natural, light colours of the interior design. It felt fresh and modern.”

Lada says one of the biggest drawcards to Tapestry was the rooftop, which will feature an infinity pool with views over the Gold Coast, private dining areas, and a gym.

"The first thing I did when I bought was show all of my friends the rooftop," Lada says, adding that one&nbsp;of those friends has since gone on to purchase an apartment at Tapestry.

"We were born two days apart, so we're already planning our birthday party on the roof!"

After several years developing and building townhouses in Brisbane's inner-ring,&nbsp;<a href="/developers/siera">Siera Property Group</a>, led by UDIA Board Member Brent Thompson, made the move to the Gold Coast.

Tapestry was its debut apartment development. It has 113 apartments across a 22-level building designed by BDA.

Two years after securing the former Brighton Savoy Hotel at 150 Esplanade, developer Primeland has revealed what it intends to do with it.

The $25 million plans are for a luxury apartment development that will replace the 1900's built hotel that was first a private residence before becoming a hotel in 1959.

The 3,386 sqm corner site at 150 Esplanade, opposite the famous beach, had been owned by the Lee family for 55 years before it was&nbsp;acquired by <a href="/developers/primeland">Primeland</a> as part of its growing $1 billion portfolio which includes assets across hotel, residential, and mixed-use sectors.

The plans by Toorak-based Kennon Architects are for two separate three-level buildings with 14 luxury apartments.

Just five apartments will sit in the northern building, and nine in the southern structure.

Prices are expected to range between $5 million to $20 million for the two, three and four-bedroom apartments that will span anywhere between 178 sqm and 475 sqm. Penthouses will feature private rooftop gardens and expansive bay views, complementing the site’s proximity to the iconic Brighton Bathing Boxes.

The development will incorporate a series of high-end inclusions for residents, like valet parking for the 40 parking spaces,&nbsp;a concierge, a gym, an onsen, a catering kitchen, and a reflection pool.&nbsp;

The landscape design focuses on native and indigenous plantings, while the buildings will feature a contemporary architectural style, using materials such as polished plaster, tonal concrete, custom brickwork, and extensive glazing.&nbsp;

The Town Planning Report by Squareback said the proposed design response "is considered to be of a high architectural standard and will positively contribute to the character of the area."

Sustainable measures will include a 6.5-star NatHERS rating, solar panels, and energy-efficient systems.

Primeland chairman Robert Brij said the acquisition of the Savoy Hotel underpinned the developer’s strategic focus on the ultra-luxury residential sector, a sector largely unaffected by macroeconomic trends.&nbsp;

“This site is a prime jewel in the crown of Brighton; the fact that it has only transacted once in 55 years underpins its rarity and location overlooking the bay," Brij said.

“The vision for this project is to create a luxury experience that is befitting of this superior address, that will stand as a landmark for not only Brighton but all of Melbourne."

The plans by Kennon Architects are for two separate three-level buildings with 14 luxury apartments.

"Buy now at today's prices and take advantage of tomorrow's gain."

That was the overarching view of experienced property investor Dale Boseley when he decided to secure three off the plan apartments in the Gold Coast recently.

"The best way to make money in a booming market is to utilize the time that is coming," Dale says.

Boseley, who hails from Victoria but has lived across the country, first looked at property in the Gold Coast in 2016, assisting his uncle when he was looking for an owner-occupier apartment.

He ended up buying in Rainbow Bay, off the plan. So when Dale decided to invest money into the Gold Coast market, that's where he started. After just a few short weeks of searching, he quickly turned to the off the plan market.

“We asked ourselves a question, ‘Where's the best place to make money in a rising market?’”

"We looked at off the plan, and sure there's always a risk in buying something, however, we found less of a risk after research and due diligence. The Gold Coast market not only attracts local buyers but also sees significant investment from Sydney and Melbourne. The demand-supply imbalance in the region appeared substantial, and we believed it was an opportunity we could capitalize on."

Like any good investor, Dale analysed various locations and the submarkets within those locations.

"We looked at the established market, however, we felt sellers were asking top dollar for really bottom quality product," Dale said.

"We got close to a few purchases, but one didn't go ahead due to concerns with the building and pest inspection, and the other didn't want to sell for the fear of it becoming an Airbnb."

Dale would go on to secure a completed apartment in Jewel Residences in Surfers Paradise, and off the plan in Sherpa's Perspective Nexus in Palm Beach, Harbour Shores in Biggera Waters by Lewis Land, and in Rainbow Bay's Radia by Paul Gedoun's S&amp;S Projects.

"What is important as an investor first and foremost is that the numbers stack up," Dale said.

"It's all about yield, potential growth and how much the forecasted rental covers the mortgage. After that though, it became about investing in a tight-knit community, something which the Gold Coast has in spades."

It was this mantra that saw Dale reach out to Sherpa Property Group to buy an apartment at <a href="/new-apartments/perspective-nexus">Perspective Nexus</a> in <a href="/developments/palm-beach-qld-4221">Palm Beach</a>.

"Sherpa's commitment to the community was someone we wanted to be a part of," Dale said.

"They go further than just creating luxury apartment buildings, they're clearly a part of the local fabric of Palm Beach and the Gold Coast, and that plays an important part in the off the plan buying process."

Sherpa is&nbsp;<a href="/news/qld/sherpa-donate-1-2-million-apartment-proceeds-to-serving-our-people">donating all the proceeds</a> of a $1.2 million apartment in Perspective Nexus to charity Serving Our People. They've also recently revealed their new brand collection, Flourish, which will offer a more diverse range of housing options to cater for more than just the high-end downsizer. They have one, two and three-bedroom apartments in the building of 94 units on Sixth Avenue, with the one-bedrooms starting in the $600,000's.

Dale also secured an apartment in Harbour Shores in Biggera Waters, driven by the reputation of veteran developer Lewis Land.

"Lewis Land is another developer who you can hang your hat on to do the right thing by its buyers," Dale said.

"The masterplan they're putting together is unreplicable in the current land and built environment. When a product is scarce, the price goes up, and that's why we invested in Harbour Shores."

The reputation component was at play again with S&amp;S Projects, as was the scarcity factor of available new apartments in Rainbow Bay.

"We're well and truly invested in the Gold Coast, both financially and physically, and we're excited to see all the new developments come to life."

Buyers have flocked to Larool Crescent, the only new development to launch in Castle Hill in 2024.

In the months since launch, the market has responded strongly to the prospect of a low-rise building close to Castle Towers and a short walk to the newly connected Metro.

"<a href="/new-townhouses/larool-crescent-castle-hill-2-22-larool-crescent-castle-hill-nsw-2154">Larool Crescent</a> was designed to cater to every buyer, and that's exactly what we've seen since we've started selling," Boston Buckler Director Alex Walker says.

"While there's been much more development in the last five years than the five years prior, there's still not a wide choice, particularly for first home buyers and downsizers," Walker says.

Residential developer Third.i is the latest to provide its buyers with the most comprehensive insurance policy in the off the plan apartment market.

They've taken out Latent Defects Insurance (LDI) from Resilience Insurance, a first-party insurance that safeguards against structural and construction defects for up to 10 years, meaning unforeseen issues can be addressed without major financial burden.

The policy offers both developers financial protection and instills buyers with confidence in their purchase.&nbsp;Dairy Farmers is the first development in Newcastle to have the insurance.

Developers who implement LDI must adhere to high construction standards, comply with regulations, conduct thorough risk assessments and maintain financial stability to mitigate potential financial risks associated with latent defects.

Third.i to protect apartment buyers at Newcastle's Dairy Farmers Towers with leading 10-year Latent Defects Insurance

The transformation of Double Bay's Cross Street into one of the most prestigious stretches of luxury retail and apartments, is set to continue.

The latest shoptop housing plans will see the home of several retailers demolished, including the well-known Florida dry cleaners, womens clothing store Alex &amp; Harry, and cafe Bar Lanziano. They will make way for a four-level building with three street-level retail spaces, a cafe and two fashion outlets, with six luxury apartments above.

The $18 million plans for 8-10 Cross Street, an amalgamated 547 sqm site, have been lodged by&nbsp;Caradonna Capital, directed by the Point Piper-based Tyson Fenay. The company is also associated with Chinese property developer&nbsp;Feng Miao Ting.

Different entities but the same directors bought 8 Cross Street, known as Herford House, for $15 million in late 2023. They bought 10 Cross Street, which has approval for a six-level mixed-use building, in 2019 for $10.25 million.

Woods Bagot has designed the development which they said in the Urban Context Report "endeavours to contribute to the existing amenity of each site edge, whilst introducing new public domain, associated retail and new residential apartments."

"<a href="/developments/double-bay-nsw-2028">Double Bay</a> is Woollahra’s unique local business centre, which enjoys a privileged position near the southern edge of Sydney Harbour in Sydney’s Eastern Suburbs. The area is characterised by tree lined streets, significant residences, retail frontages and arcades. Outdoor dining and street activation is particularly strong in close proximity to the site, as is the presence of the Intercontinental Hotel north-west of the site.

"There is an eclectic mix of architectural periods in the area from Victorian terraces, Federation cottages, Art Deco facades and a nearby example of brutalist architecture. In the immediate Cross Street vicinity, a more modern streetscape is appearing, which this development has been designed to sit comfortably within. The proposed design retains a mix of masonry and stone-like facades to all edges and continues the retail frontages and awnings of the street and pedestrian lane."

The seven apartments start from 139 sqm and all have three bedrooms.

The first two levels above street level will have two half-floor apartments on each. Above will be three penthouse-style apartments, spanning the whole floor and offering over 300 sqm of internal space and four balconies. The penthouse also has access to a private 86 sqm roof terrace.

Woods Bagot said the design centres around the garden village history of Double Bay and pays homage to its botanical antiquity..

"The proposal focuses on the language of gardens in the area and is centered around the original fig tree; the intention is to retain the tree in good health and let it add a homely touch to the residential entry.

"The development has a minimalist material palette that is in keeping with existing palette along Cross Street but with a variation in colour or texture, such as brick masonry patternation to stone like GRC and a metal feature material for retail accentuations and residential trims.

"The proposal is an appropriate response to the character of the neighborhood both existing and proposed and will serve to provide a new standard of residences in Double Bay."

Cross Street is one of Double Bay's most popular streets, lined with cafes, restaurants and retail outlets. It is currently undergoing a full transformation, led by Top Spring Australia's Ode Double Bay.

The six-storey building, designed by celebrated Sydney architect Luigi Rosselli with just 15 apartments, is under construction and is slated for completion in early 2026.

Developer SJD kicked off the Cross Street rejuvenation with Encore 1788, which was followed by 1788 Residences.

34 Cross Street is slated for a new commercial building by fund manager Ben Finger, while 12 Cross Street, next door to the latest application, is owned by luxury residential developer HSN who will no doubt be proposing something equally impressive.
