<a href="https://www.apartments.com.au/developers/stockland">Stockland</a> and Homes NSW have taken the next major step in the transformation of Waterloo Estate, lodging a Concept State Significant Development Application and concurrent rezoning proposal for the renewal of Waterloo South.

The proposal, now on public exhibition, outlines plans for around 3,300 new homes across the 12.3-hectare precinct. A minimum 30 per cent of residential gross floor area will be delivered as social housing, approximately 20 per cent as affordable housing, and a maximum 50 per cent as market housing. The redevelopment would more than quadruple the number of homes currently on the site and more than double the existing supply of social and affordable housing.

The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

“Importantly, alongside the new homes the plan also proposes new open space where residents and the broader community can gather, relax and play.”&nbsp;

The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

Stockland and Homes NSW have already commenced the first stage of resident relocations, with some tenants moved into newly completed homes at Waterloo Metro Quarter and the Boronia development nearby.

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

National property and construction group Traders In Purple has been given the green light to develop 50 villas and terraces in Moss Vale in the Southern Highlands.

The 2.1-hectare site on Argyle St is zoned for medium density residential housing and is within walking distance of the town centre, train station, Moss Vale Public School and Moss Vale Services Club.

Like many regional towns, Moss Vale has seen a surge in its median house price, rising from around $650,000 to $1 million in four years. Rents have also risen dramatically from an average of $480 a week to $650 over the same period.

A mix of three and four-bedroom single and double-storey terraces and villas with courtyards will be offered along with a central Village Green for residents to enjoy the outdoors and engage with their neighbours.

Detailed design will now commence ahead of an anticipated late 2024 sales launch.

The collection of free-standing and attached dwellings has been designed to meet demand from a growing number of locals wishing to downsize from large, high-maintenance homes as well as buyers priced out of the market.

Traders In Purple Development Director Thomas Zdun said Moss Vale’s population was forecast to increase by more than 4,500 by 2041, fuelled in part by Sydneysiders seeking a relaxed place to retire or take advantage of hybrid work arrangements.

“Moss Vale is about 90 minutes’ drive from Sydney and 2 hours by train which makes it an attractive destination for those who might only need to be in the office two or three days a week,” Zdun said.

“But the more pressing demand comes from locals who want to downsize from homes that are no longer appropriate as mobility and health declines with age.

“The diverse housing choice that will be offered in this new development will allow many long-standing residents to continue living in the locality, amongst their friends and support networks, in a contemporary home that is accessible and also less costly to maintain.”

Each of the 50 homes will be fitted with solar photovoltaic panels to keep energy bills in check and achieve the 7 Star NatHERs energy rating that has been mandatory in new homes since October last year.

Community consultation prior to lodging the DA contributed to the site masterplan and a focus on sustainable, naturally light homes and a garden outlook.

Sydney's affluent Lower North Shore is generally a region which is starved of apartment stock for the majority of the population.

Given the area's status as one of the priciest spots in Sydney, the majority of the apartments are half or full-floor, they sit close to the harbour, and they command prices often starting at around the $5 million mark.

LINK Project Marketing Director Ben Hamblett made the recommendation to create larger apartments having fielded significant enquiry from those looking to buy two two-bedroom units.

However there is a strong underlying demand for them," Hamblett says, adding that the only opportunity to buy four bedrooms is in the housing market, and that can cost upwards of $4 million.

"Even at that price, there are likely renovations and maintenance works that need to be considered, which some people can't afford. This four-bedroom product bridges that gap between getting something smaller and having to reach toward a house."

Hamblett says there's a large cohort of buyers who aren't willing to downgrade either in terms of the size of the home or the location.

"With current interest rates and renovation costs, it is nearly impossible for many buyers to upgrade or purchase a quality family house in Willoughby. This recalibration of expectations is perfectly filled by the luxury house-sized apartments found at Willoughby Grounds. This is the way for the family buyers in Willoughby."

Indeed since the launch of the project, which will be delivered in five stages, reflective of the number of buildings there are in the mini-masterplan, over 20 per cent of the enquiry on Urban have been on the four-bedroom configurations, with a further 20 per cent on the large, 200 sqm three-bed apartments on offer.

There will be around 160 apartments spread across the five buildings in Willoughby Grounds, with around 30 to 35 units in each building.

Mo Chehelnabi from Architecture Urbaneia has designed each building to pay homage to the&nbsp;unique industries that used to exist in the&nbsp;<a href="/developments/willoughby-nsw-2068">Willoughby</a>&nbsp;area; tanneries, pottery, blacksmiths, logging and brickworks.&nbsp;

Ellipse Property's $850 million Carrington Place masterplan in Castle Hill has recently kicked off with the launch of its first stage, Atrium, which will be the gateway to what will be one of the area's greenest communities when completed in 2032.

There's been a wide range of purchasers since the first 151 apartments were launched in the project back in October.

A recent buyer was&nbsp;Lauren Spencer-Salt, a primary school teacher at St Andrew’s Primary School in <a href="/new-apartments/quakers-hill-nsw-2763">Quakers Hill</a>. She secured one of the&nbsp;larger-sized two-bedroom apartments in <a href="/new-apartments/carrington-place-castle-hill-36-carrington-road-castle-hill">Carrington Place</a>.

Lauren said she researched various projects in the area including the likes of&nbsp;<a href="/new-apartments/rouse-hill-nsw-2155">Rouse Hill</a>, <a href="/new-apartments/kellyville-nsw-2155">Kellyville</a>, Quakers Hill and The Ponds, before ultimately selecting Carrington Place.

She said the interior design was a really important factor.

“I wanted a layout where I had a bigger living area. I wanted open-plan living," Lauren said.

“When I went to Carrington Place, not only were the size of apartments larger, because I bought an oversized two bedroom with a study and a family room, all of the upgrades offered were already included. It had everything I wanted."

The apartment came with Miele appliances as standard and feature wooden floors.&nbsp;Lauren said the only addition was&nbsp;sheer curtains because she said it brings light into the interior room.

"I was particularly drawn to the project's neutral palette and luxurious finishes, which allows buyers to imbue their living spaces with their own style and personality. Situated directly opposite the Hills Showground Station, Carrington Place stood out due to its thoughtful design and the developer's reputation for excellence and reliability.

Why I bought an apartment in Castle Hill's $850 million masterplan, Carrington Place

One Darling Point, the much talked about project on the corner of New South Head Road and Darling Point Road, is set for a new owner.

International development company Anka Property, directed by Andrew and Vera Boyarsky, have long been in discussion with the Woollahra Council for the 1,748 sqm site at 136-148 New South Head Road, opposite the Edgecliff Centre and Edgecliff Station.

Despite initially being refused by the council back in 2021, they backflipped on the design earlier this year, paving the way for the tower which is nearly four times the area height limited.

Group CSA said in the initial Urban Design Report that the&nbsp;site’s access to the Edgecliff public transport interchange and proximity to the Sydney CBD makes it a good location for promoting transit-oriented development (TOD), supported by well-designed public spaces and a vibrant local economy.

"The site location responds to 30-minute city established by the Greater Sydney Commission and can leverage nearby natural environments and proximity to infrastructure as potential opportunities in the design response," the report read.

"The vision of the metropolis of three cities seeks to further increase Edgecliff’s role as a key transport interchange. Developers to circle prime Darling Point apartment development site

Leading Australian integrated property development group, <a href="/developers/aqualand-australia">Aqualand</a>, is reaping the rewards of the strong demand for luxury apartments in <a href="/new-apartments/sydney-nsw">Sydney</a>, achieving $100 million in sales for its AURA by Aqualand project in February 2024 alone.

The sales success has broken the North Shore record for the highest sales volume and revenue achieved in one month (not including the month a project launches). It's some 263 per cent higher than AURA's last biggest non-launch sales month, in April 2023 when they sold $40 million of apartments.

With the record-breaking performance of the <a href="/buildings/aura-by-aqualand-north-sydney-168-walker-street-north-sydney-nsw-2060">$1 billion luxury mixed-use tower</a> continuing in earnest, remarkably, March’s figures are currently on track to surpass February’s record. Month-on-month increases are expected until April, then steady until the project’s construction completion in June, when a substantial spike in sales is again expected.&nbsp;

The record month further signifies strong buyer demand for the luxury project, which was initially demonstrated when over $100 million was transacted on its market launch day on 4 December 2021.

Aqualand’s Head of Sales and Marketing, Alex Adams, said the figure represented the biggest jump in sales activity on any project he’d experienced.

“Considering we hadn’t just launched the project or even released a new stage, this is by far the most impressive month I’ve seen in my career to date, and as far as we know it also exceeds every other project currently in market in Sydney, in terms of February’s sales volume,” he said.

Adams believes February’s sales success can be attributed to a range of internal and external market factors.

“We’ve found potential buyers who had previously enquired, but weren’t quite ready to commit, have recently returned to the market. Those waiting to transact closer to the building’s completion have now seen its construction progress and have made the decision to buy,” Adams said.

“We also recently completed a number of stunning display apartments on levels six and ten of the building, which clearly showcase the outstanding build quality and high level of finishes.&nbsp;

“Our new year strategy to open the display apartments has definitely increased conversion.&nbsp;

“We’d always anticipated a spike in February and it’s pleasing that we outperformed our forecast. It’s even more pleasing that March is on track to outperform February."

Aqualand has recently changed the buyer journey, moving&nbsp;AURA’s display showroom on-site which Adams says enables buyers to experience the actual building firsthand.

"Being in the completed building structure, in a brand-new showroom fit out, as opposed to overlooking it from across the street in our previous showroom, really builds confidence in the client’s mind," Adams said.

“We understand that luxury buyers, whilst they appreciate the off-the-plan offering, are less likely to transact until they can experience the quality, materials and our fanatical attention to detail firsthand. With this in mind, we’ve been encouraging as many prospective purchasers to visit the display apartments as quickly as possible, which also contributed to the jump in sales in February. This came down to properly maintaining historical enquiries over a length of time, on top of managing the newer ones."

Adams says external market factors, including the recent stability in interest rates and more talk about a cut rather than a hike, as well as a lack of competition and the continued growth in North Sydney.

“The ongoing transformation of <a href="/developments/north-sydney-nsw">North Sydney</a> is also becoming more obvious of late, with the new Victoria Cross Station so close to officially opening, and newer restaurant and retail offerings in the area. It’s clear to all that North Sydney’s evolution is on track, placing AURA in the right place at the right time,” Adam said.

Families continue to be the lead clientele, while the stabilising interest rates, and the ability to now see the product at the new display apartments, is also attracting more investors, who are showing more interest in their searches.

“At AURA’s launch, the majority of clients were downsizers, but then families took over the buyer demographic. We’re seeing plenty of families choosing to make the decision to upscale, or as we call it, ‘right size’, into our generous three or four-bedroom apartments."

Recently, downsizers have come back, with more four-bedroom sales at around $7 million.

“With the housing market stabilising, and even increasing, they now have confidence selling their home. Also, with the interest rates steadying they can list their homes until they get the price they want. &nbsp;
