One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

The application follows Arada Australia's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada Australia as one of the most influential developers shaping Campsie's future urban form.

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

I was in Switzerland recently and discovered that they haven’t had any landfill since the early 2000s, because all of their waste is either recycled or incinerated to produce electricity. How “green” is it to incinerate waste in order to produce electricity? Is it something New Zealand should consider, so that 1) we have no more landfill, and 2) we can replace our fossil-fuel power stations with power stations that incinerate waste?
Burning rubbish to generate electricity or heat sounds great: you get rid of all your waste and also get seemingly “sustainable” energy. What could be better?
Many developed countries already have significant “waste-to-energy” incineration plants and therefore less material going to landfill (although the ash has to be landfilled). These plants often have recycling industries attached to them, so that only non-recyclables end up in the furnace. If it is this good, why the opposition?
Here are seven reasons why caution is needed when considering waste-to-energy incineration plants.
Stifling innovation and waste reduction
<ol>
<li>Waste-to-energy plants require a high-volume, <a href="http://www.seas.columbia.edu/earth/wtert/sofos/Rodriguez_thesis.pdf" target="_blank">guaranteed waste stream</a> for about 25 years to make them economically viable. If waste-to-energy companies divert large amounts of waste away from landfills, they need to somehow get more waste to maintain their expensive plants. For example, <a href="https://www.thelocal.se/20181112/sweden-imports-british-waste-to-heat-homes-but-wheres-the-post-brexit-solution" target="_blank">Sweden imports its waste from the UK</a> to feed its “beasts”.</li>
<li>The waste materials that are easiest to source and have buyers for recycling - like paper and plastic - also produce most energy when burned.</li>
<li>Waste-to-energy <a href="http://knowledgeauckland.org.nz/assets/publications/TR2019-009-CBA-on-waste-diversion-from-landfill-homes-land-community-Auckland.pdf">destroys innovation</a> in the waste sector. As a result of China not accepting our mixed plastics, people are now combining plastics with asphalt to make roads last longer and are making fence posts that could be replacing treated pine posts (which emit copper, chrome and arsenic into the ground). If a convenient waste-to-energy plant had been available, none of this would have happened.</li>
<li>Waste-to-energy <a href="http://knowledgeauckland.org.nz/assets/publications/TR2019-009-CBA-on-waste-diversion-from-landfill-homes-land-community-Auckland.pdf" target="_blank">reduces jobs</a>. Every job created in the incineration industry removes six jobs in landfill, 36 jobs in recycling and 296 jobs in the reuse industry.</li>
<li>Waste-to-energy works against a circular economy, which tries to keep goods in circulation. Instead, it perpetuates our current make-use-dispose mentality.</li>
<li>Waste-to-energy only makes marginal sense in economies that produce coal-fired electricity – and then only as a stop-gap measure until cleaner energy is available. New Zealand has a green electricity generation system, with about 86% already coming from renewable sources and a <a href="https://www.beehive.govt.nz/release/nz-embracing-renewable-electricity-future" target="_blank">target of 100% renewable by 2035</a>, so waste-to-energy would make it a less renewable energy economy.</li>
<li>Lastly, burning waste and contaminated plastics creates a greater environmental impact than burning the equivalent oil they are made from. These impacts include the release of harmful substances like dioxins and vinyl chloride as well as mixtures of many other harmful substances used in making plastics, which are not present in oil.</li>
</ol>
Landfills as mines of the future
European countries were driven to waste-to-energy as a result of a <a href="https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32006L0012" target="_blank">2007 directive that imposed heavy penalties</a> for countries that did not divert waste from landfills. The easiest way for those countries to comply was to install waste-to-energy plants, which meant their landfill waste dropped dramatically.
New Zealand does not have these sorts of directives and is in a better position to work towards reducing, reusing and recycling end-of-life materials, rather than sending them to an incinerator to recover some of the energy used to make them.
Is New Zealand significantly worse than Europe in managing waste? About a decade ago, a delegation from Switzerland visited New Zealand Ministry for the Environment officials to compare progress in each of the waste streams. Both parties were surprised to learn that they had managed to divert roughly the same amount of waste from landfill through different routes.
This shows that it is important New Zealand doesn’t blindly follow the route other countries have used and hope for the same results. Such is the case for waste-to-energy.
There is also an argument to be made for current landfills. Modern, sanitary landfills seal hazardous materials and waste stored over the last 50 years presents future possibilities of landfill mining.
Many <a href="https://www.reuters.com/article/us-environment-waste/tracking-europes-waste-theres-gold-in-them-landfills-idUSKBN1F61YH" target="_blank">landfills have higher concentrations of precious metals</a>, particularly gold, than mines and some are being mined for those metals. Climate explained: seven reasons to be wary of waste-to-energy proposals

Some investors have sought to move money away from the major capitals and into regional areas, according to a recent Herron Todd White (HTW) residential report. 
The valuation firm took a look at rental yields across the nation. 
The report noted the Southern Highlands has remained relatively popular due to its good proximity to Sydney while still being relatively affordable in selected areas close to the main local townships of Bowral, Mittagong and Moss Vale.
"For example, a basic 1990s three to four bedroom project home in East Bowral can be purchased for between $650,000 and $750,000 in the present market and we are seeing rental returns on these in the mid to high $500 per week range," the valuation firm said. 
Brand new project homes in Renwick and Braemar are a similar range with a slightly higher rental return.
These properties are generally achieving good rental returns as they have lower vacancy rates due to good proximity to the highway and central shopping hubs.
Overall the Southern Highlands would most likely be considered to have good rental yields but nothing exceptional due to also typically benefiting from reasonable capital growth, again off the back of its good proximity to Sydney.
"As far as the best rental yields go, we are mostly seeing these come from properties that have multiple areas of occupancy, whether that be semi- detached duplex or apartment style properties which are seeing yields in the high 5% to 6% region.
"This is mostly due to the lowest rental available in the Highlands region being around the $350 to $400 per week range, so these smaller (two to three bedroom) dual occupancy style dwellings are achieving good rental returns," the valuation firm said.

It has been a tough year for the retail sector so far in 2019 and the upcoming festive spending will likely do little to change that underwhelming result, according to the latest quarterly retail forecast from Deloitte Access Economics.
It reported that weak wage growth, high debt levels and increasing price pressures are hurting demand, while tax returns and interest rate cuts have yet to fully come through.
However there is some positive news, with 2020 holding more promise.
According to Deloitte Access Economics’ latest quarterly Retail Forecasts subscriber report (Q4 2019):

<li>Retail sales in September posted the weakest result since the 1990s recession, falling 0.2% over the year</li>
<li>Retail price pressures remain strong, eating away at volumes growth as households struggle with weak wage growth and high debt levels</li>
<li>Tax offsets and lower interest rates provided limited support to consumer spend to date</li>
<li>The outlook for 2020 is more positive with retail spending expected to grow 2.6% over the year.</li>
</ol>
"Retail sales look to be ending 2019 on a relatively soft note as consumers face increasing budget pressures, said Deloitte Access Economics partner and Retail Forecasts principal author David Rumbens.
"Stagnating wage growth and weak house prices have limited consumer willingness to spend, while tax offsets and interest rate cuts have yet to translate to sales. And with retail prices increasing, spending volumes have taken the hit posting the weakest growth since the 1990s recession.
"The start of the Christmas season looks to hold little cheer for retailers after a tough 2019 to date, and according to Deloitte’s recent Retailers’ Christmas Survey, only 21% (down from 41% last year) of respondents expect a growth above 5% this year."
Retail prices are surging on supply factors
Rumbens said retail price growth has been accelerating over the past year, with prices growing 2.6% in the year to September quarter.
"This is the first time since 2009 that retail prices have consistently outpaced general price pressures in the economy," he said
"Unfortunately for retailers, price growth is not reflective of stronger demand, but rather increasing cost pressures from a weaker Australian dollar, the increase to the minimum wage, and supply disruptions from droughts and floods.
"With retailers being squeezed on both sides from weak sales volumes and increasing costs, margins are coming under pressure."
Looking to 2020 for a turnaround
"We expect to see a much-needed improvement in the drivers of spending, providing the environment for a turn around the weak retail demand profile in 2020," Rumbens said. 
"Stronger wage growth, a reinvigorated housing market and moderating prices pressures are expected to support a much stronger growth outlook in the year ahead."

Retail market struggling but 2020 looks hopeful: Deloitte Access Economics

The continuation of construction jobs in the property industry looms as the big issue that will likely shape the 2020 property market trajectory.
Sydney apartment approvals have taken a dive and new house approvals are also in decline.
Only 830 attached dwellings were approved across Sydney in October, dramatically down on past Octobers.
The same month last year saw 2400 approvals, with 3700 in October 2017; 3100 in October 2016 and 4000 in October 2015. 
Sydney is not alone in declining approval figures with the trend apparent in Melbourne and Brisbane. 
The trend threatens employment continuity. Having a job ensures mortgage arrears remains low amid highly indebted households.
These building sites jobs are crucial to assist in the overall health of the wider economy.
The number of cranes on our skyline always provide an insight into the cyclical urban economic trends.
Interestingly the crane numbers in Sydney have yet to show any decline in 2019, in fact they have increased by nine to 319, according to the most recent quarterly edition of the RLB Crane Index.
The 2017 peak saw 350 Sydney cranes in the index, which began in 2012.
Residential cranes dominate with 73% of all cranes assisting in the construction of future dwellings.
The residential sector remained strong with 233 cranes, up one from six months ago. 
Strong growth within the commercial office sector saw an additional net six cranes.
Sydney saw 189 cranes added to sites indicating a strong forward workflow while some 180 cranes were removed from completed developments in the past six months.
Cranes across Sydney are following the significant spend on transport infrastructures, especially north along the Pacific Highway, west along Parramatta Road, northeast along the M2 and south along the Kingsway.
Crane activity has declined in the north, but risen in the south, the east and inner Sydney. 
The most significant addition was seven cranes at Meriton’s Pagewood Green. Crane removals saw four taken down at the Greenland’s development in North Ryde along with Ganellan’s nearby Delhi Road project.
Currently Sydney has 42% of all cranes erected nationally, while Melbourne contributes 28%, and Brisbane 7.5%.
Sydney’s dominance has fallen from the high of 52% in 2017.
In the first quarter of 2019 there were 735 cranes counted across Australia, with 530 for residential projects and 205 non-residential developments, including offices, transportation, hotels, education, health and retail.
There were no cities within the index that recorded crane falls in the double digits, a sign that the industry has not yet entered into the economic cycle of falling demand as predicted by some.
But continuity within the typical boom-bust building-buying cycle has never been easy.
And the emerging pipeline certainly doesn't look pretty. The national monthly building approvals have trended lower from about 20,000 to 13,000, which property commentator Pete Wargent suggested "looks very much like a recessionary trend".
Rolling annual approvals are now down from the 2016 peak of 242,000 to 173,000.
Of course securing rezoning and approvals take time. 
“It takes twice as long to have a DA processed in NSW as it does in Victoria and three times as long as in Queensland," Urban Taskforce CEO Tom Forrest said recently.
It is to be hoped the residential price growth experienced in recent months will reignite developer activity in buying sites for apartment construction.
All those tradies in their high visibility vests are counting on it.

Fewer apartment approvals, but Sydney crane trends signal construction strength

The past decade of strong capital growth has resulted in properties in Inner West Sydney with large land allotments experiencing greatly declining yields, according to a recent Herron Todd White (HTW) residential report. 
This applies in particular to properties with poor improvements where the value is predominantly underpinned by the land content.
The valuation firm took a look at the rental yields across the country to dissect where to find the best returns in residential markets. 
"Investors in suburbs where this is the case typically rely on capital growth as an investment strategy, rather than the yield they are likely to receive," the valuation firm said. 
Taking the suburb of Drummoyne, if yields are of utmost importance, the unit sector is predominantly a better investment, with close proximity to infrastructure along with all the other usual drivers of yield in this sector.
Drummoyne land values have risen dramatically over recent years, with consequently decreasing yields, so investors either have to accept this or get creative. 
This creativity has been in the form of utilising the current improvements to increase the rental income received.
According to the HTW report, a great example of this was a property recently advertised in Drummoyne.
The land area was 920 square metres and the residence was an original circa 1920 bungalow in average overall condition.
The main dwelling was accessed at street level, providing three-bedroom plus one-bathroom accommodation and appreciating restricted water views, currently renting for $750 per week.
A second area of occupancy had been built below the main dwelling and accessed from a separate entry via the side pathway, comprising a modern three-bedroom plus one-bathroom accommodation, currently renting for $550 per week.
At the rear of the property was a circa 1970 high clearance garage, accessed via the rear lane.
This garage had been converted into a large two-bedroom plus one-bathroom modern flat, appreciating water views and a single off-street car space, renting for $700 per week.
Although there was some cost in the capital improvement of the property, the utilisation of separate areas of occupancy has significantly increased the rental income.
The current passing rent for the combined occupancies is $2,000 per week, equating to a yield of 4.6% (the value of the property is approximately $2.25 million).
"This yield may not set any investment records, but it is a dramatic improvement on what other properties are yielding in the area, relying on a single occupancy rental income," the valuation firm said. 
"It allows investors to reduce their holding costs for such a property, while waiting for capital appreciation, or alternatively while Development Approvals are sought for future development."

“Developers did enquire on this asset, as it was zoned R4 and capable of being rebuilt into new units, but the investment market at the moment is stronger than development.   “The block had 10 of 12 units occupied at the time of sale and bidding started at $3,000,000. It took more than 30 more bids to climb up to the sale price that was $160,000 over reserve.”

Vines said the Fairfield was similar to Western Sydney in that it attracted a lot of local owners.
“The locals like to stay in their area and a few bidders in attendance were from the region, but what attracted the number of bidders was the investment nature of the property,” he said.
“With the lack of investment opportunities in the market, buyers are eagerly looking for more opportunities where there's an existing income and a flexible exit strategy.
“The market for blocks of units have always performed well amongst private investors due to its low-risk nature.”
Assaf said Fairfield happened to also grasp a lot of Asian attention due to its proximity to Cabramatta.
“It benefits from its close proximity to both Parramatta and Liverpool CBD, which are both booming and looking to increase employment where housing will be required,” he said.

Fairfield residential block sells for $3.91 million at auction

A <a href="https://www.aph.gov.au/Parliamentary_Business/Hansard/Hansard_Display?bid=chamber/hansardr/3d235a1c-91f8-4a9a-92b6-7ac7922cad16/&amp;sid=0088" target="_blank">private member’s bill</a>, moved by Labor MP Josh Burns, recently called on the Australian government “to help build more affordable homes” in response to the <a href="https://theconversation.com/homelessness-soars-in-our-biggest-cities-driven-by-rising-inequality-since-2001-117833" target="_blank">growing homelessness crisis</a>. A premise of the bill is that a lack of social housing is a major cause of homelessness and increasing the supply is a key element of solving the problem. The government’s <a href="https://www.aph.gov.au/Parliamentary_Business/Hansard/Hansard_Display?bid=chamber/hansardr/3d235a1c-91f8-4a9a-92b6-7ac7922cad16/&amp;sid=0086" target="_blank">response</a> was that one solution is to encourage social housing tenants to find paid work, so they can move into private rental housing.
The problem with this argument is it overlooks the major barriers to entering the private rental market for low-income households. It also does not excuse the failure to invest adequately in building more social housing.
There is certainly a shortage of social housing. About 140,600 applicants were on the waiting list for public housing and 8,800 households were wait-listed for state-owned-and-managed Indigenous housing <a href="https://www.aihw.gov.au/reports/housing-assistance/housing-assistance-in-australia-2019/contents/priority-groups-and-wait-lists#pg4" target="_blank">as at June 30 2018</a>. Another 38,300 applicants were waiting for mainstream community housing <a href="https://www.aihw.gov.au/reports/housing-assistance/housing-assistance-in-australia-2018/contents/priority-groups-and-wait-lists" target="_blank">as at June 30 2017</a> (the most recent publicly <a href="https://www.aihw.gov.au/reports/housing-assistance/housing-assistance-in-australia-2019/contents/priority-groups-and-wait-lists#pg4" target="_blank">available data</a>). Together, these tenure types comprise most of Australia’s social housing.
These figures exclude people temporarily suspended from waiting lists (e.g. social housing applicants in New South Wales who take up <a href="https://www.facs.nsw.gov.au/housing/policies/rent-choice-policy" target="_blank">Rent Choice private rental assistance</a>), who need social housing but <a href="https://www.monash.edu/news/articles/women-on-temporary-visas-vulnerable-to-family-violence2" target="_blank">are ineligible</a> and others not on waiting lists but still in need, such as <a href="https://www.propertyobserver.com.au/https://www.ahuri.edu.au/research/final-reports/306" target="_blank">rough sleepers and very low-income households in housing stress</a>.
Tenure in social housing was once effectively <a href="https://www.propertyobserver.com.au/https://www.ahuri.edu.au/research/final-reports/316" target="_blank">unlimited</a> provided tenants paid their rent and maintained their property. But waiting list pressures have led to a new approach. In his response to the private member’s bill, the assistant minister for community housing, homelessness and community services, Luke Howarth, <a href="https://www.aph.gov.au/Parliamentary_Business/Hansard/Hansard_Display?bid=chamber/hansardr/3d235a1c-91f8-4a9a-92b6-7ac7922cad16/&amp;sid=0086" target="_blank">argued</a>:
"There needs to be more responsibility […] from state governments to help people who are able to get back into the workplace to then move on from social housing so that it will provide a flow-through effect for people currently on the waiting list."
Market realities
Howarth’s argument is consistent with much state and territory policy. For example, the NSW <a href="http://www.socialhousing.nsw.gov.au/?a=348442" target="_blank">Future Directions policy</a> explicitly commits to “upskilling” tenants to enable them to live in private rental housing.
Tacitly overlooked in such “pathways” policies are the barriers to entering private rental. Across Australia <a href="https://www.anglicare.asn.au/our-work/research-reports/the-rental-affordability-snapshot" target="_blank">less than 26%</a> of private rental properties are affordable for households on a minimum wage. Less than 4% are affordable and appropriate for households on income support.
<a href="https://www.domain.com.au/news/tip-of-the-iceberg-complaints-alleging-discrimination-in-rental-market-rise-20170716-gxac9d/" target="_blank">Prejudice</a> and <a href="https://www.sheltersa.asn.au/site/wp-content/uploads/190430-Shelter-SA-Research-Report-on-Racial-Discrimination-in-Private-Rental-FINAL.pdf" target="_blank">discrimination</a> against tenants perceived to pose a greater risk to landlords’ investments make access even more difficult.
Low-income households in the private rental market also face insecure tenure. “No-grounds terminations” are permitted in all states and territories except Tasmania and, from July 1 2020, Victoria (except at the end of the first fixed term).
Under “no grounds” termination, landlords can evict tenants for no stated reason at the end of a fixed-term lease and at any time on a periodic lease. Fear of retaliatory eviction makes it <a href="https://www.pc.gov.au/research/completed/renters/private-renters.pdf" target="_blank">less likely tenants will assert their legal rights</a>.
Employment as a pathway
Even if private rental access and affordability were certain, many social housing tenants are not in a position to undertake employment. In 2017–18, about <a href="https://www.aihw.gov.au/reports/housing-assistance/housing-assistance-in-australia-2019/contents/summary" target="_blank">398,900 households were in social housing in Australia</a>. Many of them relied on the disability support pension (21%) or the age pension (19%) as their main source of income.
Long-standing <a href="https://www.aihw.gov.au/reports/housing-assistance/housing-assistance-in-australia-2019/contents/priority-groups-and-wait-lists" target="_blank">targeting</a> of social housing to greatest need means tenants are disproportionately likely to have low educational qualifications and limited marketable skills. They face considerable employment challenges, not the least of which is <a href="https://www.propertyobserver.com.au/https://www.ahuri.edu.au/research/final-reports/166" target="_blank">stigmatisation</a>.
It is also worth considering what “employment” realistically looks like for social housing tenants seeking to enter or re-enter the workforce. It’s likely to be as <a href="https://theconversation.com/labour-in-vain-casualisation-presents-a-precarious-future-for-workers-8181" target="_blank">casualised labour</a> in the <a href="https://theconversation.com/uber-might-not-take-over-the-world-but-it-is-still-normalising-job-insecurity-127234" target="_blank">gig economy</a>.
As social policy researchers Greg Marston and Catherine McDonald have <a href="https://www.ingentaconnect.com/content/tpp/ben/2007/00000015/00000003/art00003" target="_blank">argued</a>, we cannot assume exiting welfare for the labour market leads automatically to social and economic security. Precarious, intermittent, low-wage employment does not offer a sound basis for sustaining a private tenancy.
Of course, social housing tenants should be supported to find work and to move out of social housing if they want to. But the evidence would suggest tenant choice is not the motivation here. Rather than creating “pathways” as a way of managing social housing waiting lists, governments would have greater impact on the housing crisis if they invested much more in social housing.
Between 2011 and 2016, <a href="https://www.launchhousing.org.au/site/wp-content/uploads/2018/05/LaunchHousing_AHM2018_Report.pdf" target="_blank">government spending on social housing decreased 7%</a>, from A$1.42 billion to A$1.32 billion. This has contributed to a <a href="https://theconversation.com/australia-needs-to-triple-its-social-housing-by-2036-this-is-the-best-way-to-do-it-105960" target="_blank">backlog of 433,000 dwellings</a> in Australia’s social housing supply. That’s predicted to grow to a shortage of 727,000 dwellings by 2036.
In addition to providing <a href="https://cityfutures.be.unsw.edu.au/documents/522/Modelling_costs_of_housing_provision_FINAL.pdf" target="_blank">more social and affordable</a> housing, governments must act on the systemic problems in the private rental market. This includes developing <a href="https://everybodyshome.com.au/our-campaign/a-better-deal-for-renters/" target="_blank">nationally consistent tenancy legislation</a> to provide more protection for tenants, including against no-grounds evictions, and providing the resources to properly enforce such laws.<img src="https://counter.theconversation.com/content/128006/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1" style="border: none !important; box-shadow: none !important; margin: 0 !important; max-height: 1px !important; max-width: 1px !important; min-height: 1px !important; min-width: 1px !important; opacity: 0 !important; outline: none !important; padding: 0 !important; text-shadow: none !important;">

The residential market throughout the Ballina Shire began the 2019 year somewhat slowly.
It came after heated market conditions throughout 2016, 2017 and early 2018, according to the December 2019 report from Herron Todd White (HTW). 
The valuation firm found that while market conditions were comparatively slow, no noticeable falls in value levels were experienced.
In the second half of 2019 there was a moderate increase in market activity, however local agents still report that listings need to be priced appropriately for any interest to be generated.
"The prestige market in the sought after coastal locations of Lennox Head, Skennars Head and East Ballina as well as the sought after rural localities towards the north of the Shire remain strong which can be partly attributed to the recent upswing in the Sydney and Melbourne markets," HTW said. 
"Local agents report limited stock available for sale across this market segment, creating some upward pressure on value levels, however again listings need to be priced appropriately."

Ballina Shire residential property market strengthened in late 2019: HTW Residential

A luxury off-the-plan apartment has come onto the market in Adelaide's Glenelg South ahead of its completion early next year.

Located on the 9th floor of the EI8HT building (which recently topped out at 8 South Esplanade Esplanade), unit 901 comprises of 209 square metres of internal floor space.

It is one of 10 absolute 'Sky Homes' in the complex, and features three bedrooms, two bathrooms, two secure car spaces, and direct ocean views. 

Glenelg Beach is less than 20 metres from the building which was approved in late 2016 as a $75 million project.

The development includes a new walkway between St Johns Row and the esplanade along with the renovation of the 1870 Seafield Tower mansion.

It was early 2017 when most of the apartments were sold by the Medallion Homes and 8 South Esplanade consortium.

The initial pricing ranged from $695,000 to $2.75 million, not including the penthouses.

Some eight apartments of 52 remain unsold in the 8 South Esplanade development, situated just south of the Stamford Grand hotel.

The suburbs median unit price is $425,500.

Tony Mathews, from Medallion Homes, has listed the apartment.

Buyers include Channel 7 sports commentator Bruce McAvaney and his wife Anne Johnson who recently sold their Glenelg South four-bedroom home on South Esplanade which was listed with a price range between $2.45 million and $2.695 million.

Glenelg South luxury unit in EI8HT building listed for sale

A local developer has spent $8.585 million on one of the last remaining super prime vacant sites in the Eastern Suburbs.
The block, which is estimated to cost just shy of $11 million to build, will comprise 24 apartments, ground floor retail and 13 basement parking spaces.
The vacant site on the corner of Flinders and South Dowling Street went under the hammer with a reserve of $6.85 million.

“We had seven registered bidders, four active and all of them confident to put some serious money on the table,” Arnold said.
“This was a trophy location close to Oxford St, the Sydney Cricket Ground, Light Rail and Moore Park, so it’s easy to see why it was in such hot demand."
