One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

The application follows Arada Australia's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada Australia as one of the most influential developers shaping Campsie's future urban form.

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

A recent Herron Todd White (HTW) residential report has noted most Canberra suburbs have maintained median price points for standard dwellings while medium density and unit stock have seen some small declines.
Active sections of the market include standard housing at the entry level price points in some of Canberra’s fringe and outer suburban locations.
"Generally purchases are looking for large blocks within established suburbs that provide access to good education and employment services," the valuation firm said. 
Entry level price points for this style of housing range between $550,000 and $650,000. 
"Most homes within this section of the market provide three- and four-bedroom accommodation, generally 30 to 60 years old and, in many cases, the dwellings are ready for some renovation and upgrading," the valuation firm added. 
A recent sale was a three bedroom house in Fraser which presents opportunity to update or to extend. 
Set on more than 1,100sqm, the house at <a href="https://www.realestate.com.au/sold/property-house-act-fraser-132268290" target="_blank">19 Carrodus Street</a> (pictured below) comprises three bedrooms, open plan living and modern bathroom.

No slowdown in visa issuance: Pete Wargent

The release of the draft Plans, along with the draft State Environmental Planning Policy (SEPP), is a positive step forwards for the development of the 11,200-hectare Aerotropolis site which will eventually provide up to 200,000 jobs to Western Sydney.
This is good news for landowners and developers in the area who are keen to progress plans to contribute to the future development of the Aerotropolis.
The Aerotropolis is a key city-shaper that will completely transform the way Sydney functions in terms of jobs, growth and housing.
The plans announced today provide detail on key aspects of the Aerotropolis, such as flexible land use zones which incorporate a variety of uses, including agribusiness, commercial, residential, advanced industries, and research and development. 
Six aerotropolis precincts will be rezoned in the first round, which is hoped to be completed in mid-2020. The Urban Taskforce support this timeframe and are pleased to see a clear deadline established and progress being made by the government on the delivery of this piece of critical infrastructure. 
The sooner we progress these plans, the sooner the development industry can commence the formation and growth of the Aerotropolis on the ground.
This will lay the platform for the residents of Western Sydney to reap the benefits of additional jobs, homes and growth.
However, it was not all bouquets for the NSW Government.
Mr Forrest said that he was concerned that property values had already been driven up, even before the rezoning process has commenced, based on a series of government announcements.
If the NSW government adds additional State Infrastructure charges or “value capture contributions” (taxes) on top of already inflated land prices, they risk sterilising the land by rendering development unfeasible. The details of these charges have not yet been determined and every effort should be made to keep them to a minimum to ensure that the development and jobs (as well as GST revenue and stamp duties) can flow asap.
Further detail on the SIC and Value Capture charging regime, along with details of supporting infrastructure, are anticipated to be released next year.
It is critical that all supporting infrastructure is planned for and provided alongside the development of the aerotropolis.
Urban Taskforce believes that the State Government should fund infrastructure around the aerotropolis to stimulate an economic boom. They will reap the benefits from the subsequent taxation revenue. To put this burden on developers risks stopping the development happening at all.
The Western Sydney Planning Partnership should be commended for coordinating different levels of government as well as infrastructure agencies to collaborate on this very complex project.

Urban Taskforce welcomes release of Western Sydney Aerotropolis Plan: Tom Forrest

The Urban Taskforce welcomes the move to increase height limits in the city of Sydney. Sydney Tower has set the cap since 1981, and it is high time that was removed.
The new cap established by Clover Moore and Rob Stokes of 330m in the CBD is sensible. But the additional height appears to be biased towards commercial development. The Urban Taskforce calls on both State and Local Governments to continue to support mixed use development and keep Sydney alive, 24 hours a day.
This announcement effectively reverses the “Living Sydney” philosophy, established by Hon Frank Sartor and Hon Lucy Turnbull, which kick-started the Sydney CBD after years of inactivity prior to the Sydney Olympics. As Lord Mayor, Clover Moore herself became a champion of the live-work-play “24-hour city”. A mix of retail, commercial and residential building uses is critical to this.
This new plan includes in the fine print a concerning shift away from residential development in the CBD of Sydney, and it is not consistent with what the City of Sydney proposed to the Government in its plans.
After the IPC and the Department of Planning’s failure to support jobs and investment with its decision in the Ritz Carlton Hotel proposal in Pyrmont, this could be another blow to the growth of Sydney.
It was anti resident rules that turned the Sydney CBD into a ghost town, pocked with empty holes in the ground and half-built buildings like World Square in the 1990s.
The Government has just reversed its last effort to kill the Sydney night-time economy through its licensing law restrictions – and now the Planning Minister appears to be trying to return sections of the CBD to an empty wind tunnel without people after dark.
Residents in the city enliven the city. The live-work-play 24-hour city thrives where there is mixed use.
The activation of Sydney’s CBD south of Market Street is there because of the Living Sydney vision which included mixed-use high-rise development. North of Market Street, the city is still dead after dark, except for the Rocks area where there is activation through high rise residential accommodation.
This plan has been sitting with the Department of Planning for over two and a half years. The City of Sydney has been begging to have this plan finalised for over 18 months. Industry had all but given up.
The proposed heights have not changed from those proposed by the City of Sydney – in fact, they have used the very same map. The only thing that has changed since the City submitted its City of Sydney draft Central Sydney Planning Strategy the Department over 36 months ago, is that the Minister for Planning has removed the need for design excellence for these taller buildings, and taken a deliberate move to favour CBD office accommodation over CBD residential development.
The Urban Taskforce strongly asserts that quality building design and quality architecture are critical to the city’s development.

Building heights go up but residents could be forced out of Sydney CBD: Tom Forrest

There’s been a striking absence of balance in newspaper coverage of real estate in recent times. That mythical beast that some analysts call “the Australian property market” has been having either a rampant boom or a catastrophic collapse, with little middle ground.
Residential property appears to exist in a no-win situation. When prices were falling in some of our major markets earlier in the year, it was described as a national crisis. It was the biggest downturn on record and consumers were refusing to spend because their property values were “plummeting”.
And now that prices are rising again, that’s a catastrophe as well - because affordability is evaporating and no one will be able to buy.  APRA will be forced to act to squash rampant price escalation.
We have far too many economists, journalists and other poorly-credentialled commentators stressing over the resurgence in the so-called national property market. Consumers would benefit if everyone took a cold shower and had a wee lie down.
Part of the problem is the obsession with the two biggest cities and the tendency towards generalisation. Far too often, outcomes in Melbourne and Sydney are converted into a national scenario which plainly does not exist. Another part of the issue is sensationalism.
Here’s the Financial Review on 3 December: “Economists warn that Australia’s banking regulators will be pressured into introducing a new round of macroprudential tightening measures if the strong and swift surge in house prices continues into the new year.”
The Sydney Morning Herald on 2 December wrote: “Clearly, such increases in prices cannot be sustained. Sydney is growing at an annualised rate of almost 40% and Melbourne at almost 30% which – if continued – would see the median price hit $1.3 million and $1 million respectively by this time next year.”
A 5 December article on domain.com.au quoted economists from NAB, St George and AMP Capital fretting over the “sharp upturn” in prices and the return to “boom-time behaviour”. The lack of quality analysis was reflected in AMP’s Shane Oliver comment that prices may go ballistic because “it has that feel about it”, while NAB’s Alan Oster was quoted as saying: “We’re not sure if it will keep going. But we didn’t expect it to be this quick.”
Another SMH headline shouted: “RBA and Government walk tightrope on soaring house prices”.
All this and a lot more was based on one month’s price data from a single research source. Mainstream media has gone overboard in the coverage of this breath-taking event – and most have compounded their over-reaction by attributing everything to the recent interest rate reductions. 
An economics writer at The Australian wrote on 2 December that “the Reserve Bank’s controversial interest rate cuts have electrified the national housing market”. On the same day, an article in the Fairfax network had this headline: “Sydney and Melbourne house values surge on lower interest rates”. 
And a “business columnist” wrote in The Age: “Residential property prices are on a headline-grabbing tear as monthly growth rates hit a 21-year record ... The floodgates have started to open as cheap money has unleased pent-up demand and spurred buyers to bid up prices”.
This is kindergarten analysis. What about the host of other major factors which have influenced our many and varied real estate markets – like the Federal Election result, the APRA changes, the tax cuts, the assistance package for first-home buyers, the rise in consumer sentiment, the general shortage of supply - and, in some markets, big population growth and major infrastructure spending.
One research source claims big rises in Melbourne and Sydney in November (but less prolific rises for the bulk of the nation) and journalists have run amok.
I would pose this question: When did journalists stop questioning things? And when was it okay for writers to not have expertise on the subject about which they are writing?
A well-informed commentator would know this: if you source the latest price data on any of our capital cities from four different big-name entities, you get four different results. And often the figures from one source contradict those from another.
There are several major cities where, in annual terms, prices have risen according to some sources, but have fallen according to others. 
Misinformation abounds in real estate coverage and the losers are real estate consumers. It’s time for everyone to lift their game in 2020. But I won’t be holding my breath.

Too much generalisation in Australian real estate: Hotspotting's Terry Ryder

The effective exclusion of Uber from London, one of the digital platform’s most lucrative markets, adds to a small but significant list of places putting up roadblocks to “uberisation”.
Governments in Bulgaria, China, Denmark, Hungary and Australia’s Northern Territory have all made conditions hostile to Uber. There are partial bans in Finland, France, Germany, Italy and the Netherlands.
Specific reasons for the bans differ. In the case of London it is thousands of cases of unauthorised, uninsured drivers using verified driver accounts to pick up passengers.
Behind safety concerns, though, is also a deep resentment towards Uber itself circumventing regulations. This has led, in 2016 and 2014, to thousands of drivers of London’s traditional black cabs jamming the city <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2016-02-11/london-black-cab-drivers-block-streets-in-uber-protest/7158214" target="_blank">in protest</a>.
Uberisation refers to the use of a computing platform to facilitate transactions between service providers and customers, often bypassing a traditional organisational intermediary. Uber pioneered this in “ride-sharing” and has pushed aggressively into food delivery. Its most controversial bypass is the traditional employment relationship.
This is epitomised by the case of Amita Gupta, the Australian Uber Eats driver fired for being <a href="https://www.smh.com.au/business/workplace/uber-eats-driver-sacked-for-being-10-minutes-late-seeks-tribunal-appeal-20191115-p53b2f" target="_blank">ten minutes late</a> in delivering a food order. Gupta’s claim of unfair dismissal was rejected by Australia’s federal Fair Work Commission on the basis she was an independent contractor, not an employee, and therefore not covered by the protections of Australia’s Fair Work Act. (She is now appealing to the <a href="https://www.smh.com.au/business/workplace/uber-eats-drivers-only-free-to-negotiate-a-lower-rate-of-pay-20191118-p53bnn" target="_blank">full bench of the Fair Work Commission</a>.)
The good news, as the London ban on Uber signals, is that uberisation is not an unstoppable force. For all its attractions to companies keen to hire labour while circumventing costly labour laws, it is destined to clash with the controls required to keep capitalism ticking over.
That’s no cause for complacency, though, because even if uberisation has its limits, we are seeing the apparent normalisation of all forms of precarious and insecure work.
The revolution that never happened
In 2015, with a crush of Uber-inspired startups rushing to market, <a href="https://www.huffingtonpost.ca/2015/04/01/uberization-uber-of-everything_n_6971752" target="_blank">a Huffington Post article</a> predicted the combination of “realtime data, mobile payments, instant gratification and dynamic pricing” was the beginning of “an on-demand revolution that will ‘Uberize’ the entire economy.”
This hasn’t happened.
In the <a href="https://www.nber.org/papers/w22667" target="_blank">United States</a> the percentage of workers in precarious employment – including agency temps, contract workers, independent contractors, freelancers and the like – rose from 10.7% in 2005 to 15.8% in 2015. Only an estimated 0.5% were involved with online intermediaries like Uber.
A <a href="http://natcen.ac.uk/media/1543748/The-characteristics-of-those-in-the-gig-economy.pdf" target="_blank">2018 report</a> for Britain’s Department for Business, Energy and Industrial Strategy estimated less than 1% of British workers relied on the gig economy for the majority of their income.
In Australia, our analysis of the data presented by Deloitte Access Economics for the <a href="https://www.finance.nsw.gov.au/sites/default/files/Deloitte_Report_Review_Collaborative_Economy.pdf" target="_blank">NSW Department of Finance, Services and Innovation</a> suggests 1.6% of the population earn money in the gig economy, often as supplement to other income.
The limits of capitalism’s logic
Uber and other labour-based digital platforms reveal the limits of the logic of contemporary capitalism: a logic based on the assumed value of deregulated markets that operate best with minimal interference by the state.
Their business models follow a textbook formula of unfettered capitalism. It eliminates employment obligations in favour of a spartan market-based economic exchange between capital and labour. Paid holidays, pension contributions, minimum wage, sick leave and protection from unfair dismissal – with a click on an app, all these hard-won rights disappear.
If this were to become the dominant economic model, it would undermine the system rather than help it flourish. More workers would find themselves among the “working poor”, unable to sustain themselves and their families. The burden on the welfare state would increase. Conflict and industrial unrest would escalate, as it has wherever Uber has set up shop, be it in <a href="https://www.smh.com.au/world/north-america/almost-100-000-drivers-accuse-uber-of-wage-theft-20191108-p538kv" target="_blank">New York</a>, <a href="https://www.bbc.com/news/business-48190176" target="_blank">London</a>, <a href="https://fortune.com/2016/12/16/france-uber-protest/" target="_blank">Paris</a>, <a href="https://www.dw.com/en/spain-police-crane-lift-taxis-to-break-anti-uber-protest/a-47269876" target="_blank">Madrid</a>, <a href="https://www.bbc.com/news/av/world-europe-39046463/uber-threat-drives-noisy-italy-protests-by-taxi-drivers" target="_blank">Rome</a>, <a href="https://www.dw.com/en/germanys-taxi-drivers-protest-uber-deregulation-plans/a-48277628" target="_blank">Berlin</a>, <a href="https://www.bbc.com/news/av/world-africa-49008968/uber-drivers-in-nairobi-explain-why-they-are-on-strike" target="_blank">Nairobi</a>, <a href="https://www.theguardian.com/world/2017/sep/08/violence-erupts-taxi-uber-drivers-johannesburg" target="_blank">Johannesburg</a>, <a href="https://www.reuters.com/article/us-uber-ola-strike/uber-ola-drivers-strike-in-india-demanding-higher-fares-idUSKCN1MW1WZ" target="_blank">Delhi</a>, <a href="https://www.bbc.com/news/av/world-asia-35868569/scuffles-at-jakarta-uber-protest" target="_blank">Jakarta</a> or <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-05-08/uber-drivers-stage-global-protest-over-pay-and-conditions/11092696" target="_blank">Melbourne</a>.
The business model is parasitical. It depends on the regular economy to subsidise it. And yet this is still not enough. To date <a href="https://www.forbes.com/sites/lensherman/2017/12/14/why-cant-uber-make-money/#45bd196e10ec" target="_blank">Uber has never recorded a profit</a>. When it listed on the New York Stock Exchange, <a href="https://www.bloomberg.com/news/articles/2019-04-12/uber-ipo-filing-warns-that-drivers-will-be-even-less-happy" target="_blank">its Initial Public Offering filing</a> revealed its plan to further “reduce driver incentives to improve our financial performance”.
Normalising precarious work
While we can be relieved the gig economy hasn’t become more widespread, it is a concern that these platforms’ high profiles and extensive marketing have helped normalise and sanitise business models with parasitical employment practices.
Celebrities to have fronted Uber Eats advertisements in Australia, for example, include Boy George, Sophie Monk, Naomi Watts, Nic Naitanui, Ryan Moloney, Peter FitzSimons, Rebel Wilson, Ruby Rose, Lee Lin Chin and Ray Martin. Its most recent campaign features Jimmy Barnes, John Farnham and Anh Do.
Such endorsements have arguably helped to make Uber Eats and all forms of precarious work more acceptable.
In Australia, some research suggests the number of workers who feel insecure in their jobs has been <a href="https://theconversation.com/workers-are-actually-feeling-less-insecure-in-their-jobs-81836" target="_blank">relatively stable for the past two decades</a>, as have <a href="https://theconversation.com/factcheck-has-the-level-of-casual-employment-in-australia-stayed-steady-for-the-past-18-years-56212" target="_blank">casualisation</a> and <a href="https://theconversation.com/australian-jobs-arent-becoming-less-secure-99739" target="_blank">self-employment</a>. But Australia also tops the OECD <a href="https://www.macrobusiness.com.au/2018/05/australia-tops-oecd-insecure-work/" target="_blank">in its levels of casual and contract work</a>. Given <a href="https://www.theguardian.com/business/2019/aug/14/wage-growth-in-australia-stagnant-at-23-despite-hourly-rate-rise" target="_blank">stagnant wage growth</a>, <a href="http://www.roymorgan.com/findings/7733-wealth-inequality-in-australia-is-getting-worse-201809210554" target="_blank">widening inequality</a>, <a href="https://www.aph.gov.au/About_Parliament/Parliamentary_Departments/Parliamentary_Library/pubs/BriefingBook45p/HousingAffordability" target="_blank">falling housing affordability</a>, a <a href="https://www.smartcompany.com.au/business-advice/politics/wage-theft-woolworths-senate/" target="_blank">mounting wage theft crisis</a> and <a href="https://theconversation.com/self-employment-and-casual-work-arent-increasing-but-so-many-jobs-are-insecure-whats-going-on-100668" target="_blank">growing corporate power</a>, it is clear that feelings of insecurity and precariousness about work are painfully real for many.

Uber might not take over the world, but it is still normalising job insecurity

Videos showing autonomous or self-driving vehicles weaving in and out of crossroads at speed without colliding suggest this technology will solve traffic problems. You almost never see pedestrians or cyclists in these videos. The reality is that they don’t fit.
The vision of autonomous traffic is either of a large convoy of vehicles just a metre apart moving along road corridors at 100km/h, or of vehicles in an urban setting where their sensors are picking up every pedestrian movement and slowing or stopping. In the first case, the vehicles form an impenetrable barrier to pedestrians or cyclists (who, like on a freeway, will probably be banned). In the second case, pedestrians and cyclists are able to ruin traffic flow and are <a href="https://theconversation.com/nothing-to-fear-how-humans-and-other-intelligent-animals-might-ruin-the-autonomous-vehicle-utopia-114504" target="_blank">likely to just take over streets</a>.
It occurs to me this is a really good thing for our cities. I worried that the vision some had (mostly car makers, I suspect) was of a city completely taken over by self-driving vehicles.
All public transport would be gone as thousands of these vehicles scattered along every street looking for on-demand passengers. Historic centres and tram corridors would be ruined and we would no longer be able to appreciate their walkable character.
However, we may instead be able to take the best features of autonomous mobility technology to create cities that are more productive, liveable, inclusive and sustainable.
How would we do this?
The first thing is to realise that for 20-30 years cities around the world have been <a href="https://islandpress.org/books/end-automobile-dependence" target="_blank">getting rid of cars in their centres</a> and subcentres, drawing on the ideas of urban designers like <a href="https://islandpress.org/books/cities-people" target="_blank">Jan Gehl</a>. This trend includes Australian cities. These centres are where the knowledge economy workers who drive innovation want to live and work.
Cities are not going to easily give up their cherished walkability to thousands of self-driving vehicles. Cities mostly are planning more walkable centres with even more public transport and fewer cars; they are unlikely to yield to autonomous vehicle ideology.
It’s more likely cities will ban self-driving vehicles from these centres, with just one small entry and exit point to enable vehicle access. Cities will not want to kill off the economic and social golden goose of walkable centres, let alone abandon climate change plans to reduce car use.
The second thing is that these active walkable centres are being heavily supported by quality public transport. Fortunately, autonomous technology is also being applied to transit services such as the <a href="https://theconversation.com/why-trackless-trams-are-ready-to-replace-light-rail-103690" target="_blank">trackless tram</a>. These are guided but not driverless, like <a href="https://urbantransportnews.com/worlds-fastest-high-speed-driverless-bullet-train-starts-service-in-china/" target="_blank">high-speed rail</a> and <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-05-31/driverless-trains-embraced-around-the-globe-what-could-go-wrong/11155858" target="_blank">metros</a>, as they need drivers at times.
Not only could autonomous technology improve transit services, it could also take over some major road corridors that are failing at peak times. This could create an alternative rapid transit route <a href="https://theconversation.com/going-down-the-same-old-road-driverless-cars-arent-a-fix-for-our-transport-woes-50912" target="_blank">carrying the equivalent of six to eight lanes of traffic</a>.

The ‘movement and place’ approach
Around the world and in Australia, cities are looking to make roads into combined “<a href="https://www.governmentarchitect.nsw.gov.au/guidance/movement-and-place" target="_blank">movement and place</a>” sites – some places will remain highly walkable and some will be just for movement but special corridors will be for both so they <a href="https://transport.vic.gov.au/our-transport-future/movement-and-place-in-victoria" target="_blank">keep people and goods moving and are places for people to live, work and enjoy</a>. This approach gives priority to fast public transport using light rail or trackless trams combined with higher-density development around their stations.
The big issue on such corridors is how to get rid of cars so mass transit services have a fast, free lane to travel along as well as walkable station precincts to enter. Such a system would be much more efficient in traffic terms, but car users don’t easily give up their right to space.
However, the inherent problem with self-driving vehicles is that they will make a corridor impenetrable and travel through a dense precinct ridiculously slow and unpredictable. The politics will therefore shift towards a fast transit corridor along main roads together with walkable, car-free station precincts.
Self-driving cars can help make the fast corridor work as they are ideal for bringing on-demand passengers to the precincts where people can access local services and transfer to the fast transit line. This integrated service enables the best of both mobility solutions: fast and effective access, without destroying either the corridor or centres, and an on-demand local service as shown below.

Each centre will have micro-mobility options feeding into the transit system and the station precinct services. These options will provide “first mile-last mile” connectivity on demand. They include walking, electric bikes, scooters, skateboards and autonomous shuttles or cars that travel to and from the centre along a specific isolated route.
Certain main roads would have to be declared as clearways for autonomous electric transit, with a set of stations serving high-density centres for urban regeneration. Autonomous vehicles could reign supreme out in the suburbs that were built around the car, but would not interfere with existing or new transit corridors as well as the historic and new centres where pedestrians would reign supreme. Such is the vision of the City of Liverpool for a <a href="https://www.liverpool.nsw.gov.au/development/major-projects/fifteenth-avenue-smart-transit-fast-corridor" target="_blank">trackless tram route to Western Sydney Airport</a>.
This vision is not anti-autonomous vehicles. It is enabling innovations to serve us rather than being our master. We cannot simply give up our cities to cars just when we are learning to overcome such dependence.
To make the most of autonomous vehicles’ advantages and avoid the disadvantages, we must choose to shape our cities. Autonomous transit services with feed-in autonomous cars and micro-mobility can achieve the walkability and civility we need for a good city in the future.

Driverless vehicles and pedestrians don’t mix. So how do we re-arrange our cities?

Good planning needs integrity, and public participation should play a role in that.
But a row over a high-rise development proposed for suburban Brisbane shows what happens when the public feels left out of the planning process.
This highlights the problem with what is termed <a href="https://yoursay.brisbane.qld.gov.au/plan-your-brisbane/faqs#question27643" target="_blank">performance-based planning</a>, which allows some controversial applications to be approved with little or no input from the community.
A plan submitted
Aged-care provider TriCare first lodged its application to develop a new facility in June 2017.
The site it chose was zoned for community facilities and the application was treated under Brisbane City Council’s performance-based planning rules as “<a href="https://www.brisbane.qld.gov.au/planning-and-building/applying-and-post-approval/application-types/code-assessable-development-applications" target="_blank">code assessable development</a>”.
Even though the developer was not required to give notice of the proposal to the local community, people soon got wind of it. They <a href="https://www.change.org/p/brisbane-city-council-oppose-tricare-s-over-development-at-taringa" target="_blank">mobilised</a> <a href="https://www.facebook.com/ProtectTaringa/" target="_blank">strong</a> <a href="http://protecttaringa.com/" target="_blank">opposition</a> to the planned development.
The developer was proposing three buildings of eight, 12 and 16 storeys in a locality characterised by dwellings that are mostly one to three storeys high.
In November 2017, the council rejected the application. The developer appealed.
TriCare then modified the proposal to the council’s satisfaction and the Queensland Planning and Environment Court <a href="https://www.propertyobserver.com.au/http://apps.courts.qld.gov.au/esearching/FileDetails.aspx?Location=BRISB&amp;Court=DISTR&amp;Filenumber=4646/17" target="_blank">approved the negotiated deal</a> last month.
The approved design is for three buildings ranging from seven to eight storeys, a very significant scaling down of the original proposal.
Still no public consultation
But once again the local community was not involved in any of the negotiations or the court proceedings. This is because no community appeals are allowed on code assessable development.
Would the developer have got what it originally wanted if the community had not shown its opposition? And why didn’t the court even consider the community’s point of view?
The answer to these questions lies partly in the legal framework for <a href="https://www.brisbane.qld.gov.au/planning-and-building/applying-and-post-approval/application-types/code-assessable-development-applications" target="_blank">code assessable development</a>.
In Queensland, code assessable development is considered a bounded form of assessment, which means it should be considered primarily against a planning scheme’s codes. The original aim was to speed up approvals for development applications broadly consistent with a council’s planning scheme.
These codes are written in a performance-based way. This means developers that only meet the overall outcomes of a code can still get their proposals across the line no matter what the code’s finer details state.
Overall outcomes are very often just that – broad statements of intent open to many different interpretations.
For example, in the TriCare case the applicable overall outcomes required development to be “generally consistent with the character of the area” and to “complement the prevailing, scale, height and bulk of expected development in the locality”.
The council – and the community – believed the initial application did not comply with these terms. The <a href="http://apps.courts.qld.gov.au/esearching/eDoc.aspx?Location=BRISB&amp;Court=DISTR&amp;Filenumber=4646%2f17&amp;edocsno=80715" target="_blank">developer’s appeal</a> argued its proposal was “generally consistent” with the character of the area as there were at least some medium-to-high-rise buildings in the area, including one nine-storey residential building on adjacent land.
Contrary to the council’s view, the developer argued: "The proposed development is of a scale, bulk and height that provides a high level of amenity and transitions sensitively to surrounding uses."
Evidently, code assessment is not quite the bounded and uncontroversial form of decision-making the legislators intended.
Planning with the community
In planning, good decision-making needs integrity. It needs to provide decisions the community knows to expect including, where appropriate, conditions that protect and respond to the needs of the community.
In Queensland, the parameters of performance-based planning have swung too far in favour of flexibility. We need to improve the drafting of performance-based codes.
Requirements to be “generally consistent with the character of the area” serve no useful purpose if the character of an area is hybrid, or has different meanings for the short- and long-term residents of that area.
There is also a huge distinction between code assessable development – where community members have no right of appeal - and impact assessable development – where public notification and third party appeal rights apply.
Yet whether applications are classed as impact or code assessable is a matter left to the discretion of individual councils with very little input from the community.
Further guidance needs to be given to better match assessment categories with community concerns.
Flexibility and discretion have a role to play in good planning. But if integrity, honesty and public trust are also goals then transparency and public accountability should be increased.
The value of public participation – both in its contribution to better design and for keeping the system accountable and honest – needs to be genuinely recognised and valued.
Not all development applications may warrant public appeal rights but a place at the table for the community somewhere along the line is surely warranted.
The Taringa development was initially assessed under legislation that has been superseded. But, as <a href="https://theconversation.com/new-queensland-planning-law-puts-transparency-and-accountability-at-risk-93121" target="_blank">I warned last year</a>, Queensland’s new Planning Act has done little to nothing to resolve the fundamental concerns this case raises.

There's set to be a rise in buyer competition in Perth as listings become more and more scarce.
That's the view of Emma Everett, buyer's agent at WA-based property investment consultancy Momentum Wealth, who says the absorption of existing supply and higher sales transactions are triggering a return to a balanced market in some sectors.    
“Over the past 12 months, we have seen significant absorption of the oversupply left over from the mining and construction boom which, when combined with a rise in sales transactions, is causing stock on market to tighten, with the market now approaching equilibrium at just over 14,000 properties listed for sale,” Everett said.
Stock for sale in Perth nears 14,000 in December as sales activity has been trending higher in the second half of 2019. Back in March there were 17,251 properties for sale in Perth.
Sales in May were averaging around 479 a week compared to 650 a week in November.
Everett said some of the rise in activity is likely due to renewed certainty following the conclusion of the Federal Election.
“Activity was visibly subdued in the first half of 2019, with buyers likely taking a more cautious approach due to uncertainty surrounding potential changes to negative gearing and their impact on the property market.”
“The fact sales activity has trended higher in the latter half of 2019 suggests this certainty has now been somewhat restored”, she said.
Perth had the lowest new sales listings in November, according to CoreLogic. It was the lowest figure since CoreLogic began recording the statistic in 2007.
Everett attributes this to a more positive outlook amongst existing property owners in Perth.
“We are seeing an uplift in sentiment amongst many of the owners we are speaking to on the ground, with those who have previously considered selling due to softer market conditions now reluctant to do so having recognised the market is turning a corner.”
“These owners are prepared to hold onto their properties to achieve a better result, and with record low interest rates and improving rental conditions, they aren’t facing the same cash flow pressures they may have been a year ago,” she said. 
Everett stated that with the supply fundamentals in place, it’s now a case of demand.
“Average days on market in Perth is still relatively high at 84 days for the September quarter suggesting we aren’t yet seeing that sense of urgency we would expect to accompany an increase in demand from buyers.” 
“However, with much of the oversupply in a number of areas now absorbed and low levels of supply coming on stream from new construction, stock levels are poised to tighten even further into 2020 which will drive higher levels of buyer competition, in turn placing upwards pressure on prices in some locations,” she said.
CoreLogic figures released earlier this month showed that <a href="/expert-insights/buying/perth-records-first-monthly-dwelling-value-increases-in-two-years-corelogic">Perth dwelling values recorded an annual increase of 0.4% in November</a>, marking the first month-on-month increase since early 2018. 
Everett said that suburbs with strong demand fundamentals in place are already seeing higher levels of competition from buyers.
“While market improvements are now starting to translate into headline growth figures, we have seen higher competition in certain segments of the market for some time, particularly in the upper price segment of the market where owner-occupiers have been taking advantage of softer conditions to trade-up into their suburb of choice, and we expect this to spread further into the market in 2020” she said.
