Private equity real estate firm Conquest has entered into a $220 million partnership with Woolworths’ development arm, Fabcot, to deliver its long-awaited Waterloo project on Bourke Street.

The Bourke Street development was first flagged by Fabcot back in 2021 as part of its push into Sydney’s residential market. However, progress has since stalled, with no activity on site amid a number of design revisions in consultation with the City of Sydney.

<a href="https://www.apartments.com.au/developers/conquest">Conquest</a>, which is actively planning more than $6 billion worth of new developments, predominantly mixed-use precincts, is now set to move the project forward.

The current plans include between 110 and 120 apartments across two buildings designed by Bates Smart at <a href="https://www.apartments.com.au/new-apartments/923-935-bourke-street-waterloo-nsw-2017">923 Bourke Street</a>. The scheme will incorporate a portion of apartments reserved for key workers, alongside premium commercial space at ground level, including a full-line Woolworths supermarket.

Construction is expected to commence in the second half of 2026.

Michael&nbsp;Akaawi, CEO of Conquest, said the partnership reflects the firm’s commitment to "convenience-led" urban renewal."

The news comes just a week after Conquest went to the NSW Government to upsize its plans for Castlecrag's Quadrangle Shopping Centre.

Conquest purchased the site for just shy of $70 million last year, with existing plans in place for a mixed-use residential and retail precinct comprising 38 luxury apartments.

Those plans have now been significantly expanded, with the developer lodging a State Significant Development Application with the NSW Government’s Housing Delivery Authority for 150 apartments across two 11-storey buildings. The apartments will sit above a four-storey podium, incorporating specialty retail tenancies and five levels of basement car parking, on the 5,166 sqm site at&nbsp;<a href="https://www.apartments.com.au/new-apartments/100-edinburgh-road-castlecrag-nsw-2068">100 Edinburgh Road</a>.

Conquest has been increasingly active in the development space in recent years. The group acquired the&nbsp;<a href="https://www.apartments.com.au/developments/eastlakes-nsw-2018">Eastlakes</a>&nbsp;Shopping Centre redevelopment, where it plans to deliver more than 1,000 apartments above a new retail precinct, and has also lodged a $900 million State Significant Development Application for a&nbsp;<a href="https://www.apartments.com.au/news/nsw/conquest-unveils-900m-stanmore-village-vision-for-landmark-inner-west-site">mixed-use precinct in Stanmore</a>.

Conquest partners with Woolworths to deliver mixed-use Waterloo project

A shift away from Sydney’s industrial past has left parts of the inner south defined by contrast, brick warehouses repurposed into dining precincts, former factory streets softened by landscaping and pedestrian activity.

Rosebery is one of those suburbs. Over the past decade, it has undergone significant gentrification, anchored by The Cannery, which has helped reposition the area as one of the inner city’s most sought-after lifestyle pockets.

What hasn’t kept pace with that transformation is new residential supply, which has remained relatively limited. Builder-developer Deicorp identified that gap early, securing a site in 2019 and delivering what is now one of the suburb’s most architecturally distinctive developments.

To realise the vision, Deicorp engaged Candalepas Associates to design The Rothschild, a project that is immediately recognisable from the street.

Completed in 2025, The Rothschild comprises two buildings across Rothschild and Mentmore Avenues, delivering 176 apartments. The development replaces a former industrial site, retaining a material and structural dialogue with its past while introducing a more resolved residential framework. The scale is deliberate but not monolithic, broken into forms that engage both street frontages, with retail at ground level and two levels of basement parking below.

From the street, the architectural intent is clear. Off-form concrete columns run through the façade, establishing a repeated structural rhythm that gives the building its visual weight. These are paired with deep-set arches and sections of exposed brickwork, creating a layered elevation that reads less like a typical apartment block and more like a reinterpretation of industrial architecture.

The material palette is intentionally restrained, with concrete left exposed and brick used to define mass rather than decoration. The result is a building that stands out through proportion and repetition, rather than height or glazing.

This approach continues internally. A central landscaped courtyard sits between the two buildings, anchored by an olive grove that acts as both a visual and spatial focal point. Rather than functioning as residual space, the courtyard is designed as a shared ground plane, where circulation paths, seating areas and planting come together to create a usable communal environment. Its positioning allows natural light to penetrate deep into the site while maintaining separation between residences.

Within the apartments, the planning follows a clear and functional logic. Entry points lead directly into open-plan living areas, with kitchens positioned as central elements alongside dining and lounge spaces. These zones extend to balconies or external openings, maintaining a visual connection to either the courtyard or the street.

Kitchens prioritise practicality, with generous bench space, ample storage and European appliances configured for everyday use. Bedrooms are typically set back from the main living areas, creating quieter zones within each residence, with separation achieved through layout rather than material change. Bathrooms are compact but efficient, incorporating mirrored cabinetry and integrated storage to maximise space. Across all residences, the emphasis is on clarity of movement and functional planning.

At ground level, retail and hospitality uses extend the building’s presence beyond its residential function. A café or restaurant space, alongside communal amenities such as a music room and rooftop areas, positions the development as part of a broader urban network rather than a standalone project. These shared spaces reinforce a lifestyle where the building operates as an extension of the surrounding neighbourhood.

Rosebery’s proximity to Green Square, The Cannery and nearby parklands supports this model of living, where much of daily life is within walking distance. The Rothschild sits comfortably within that network, contributing to the streetscape through its distinctive architecture, while internally organising space around light, structure and communal use.

The Rothschild is now complete and ready to move in, with limited residences remaining.

The Rothschild reinterprets Rosebery’s industrial DNA into residential form

KTQ has unveiled&nbsp;<a href="https://www.apartments.com.au/new-apartments/casilia-16-marine-parade-coolangatta-qld-4225">Casilia</a>, the final residential release within the Kirra Point precinct which really kicked off the boom in the area back in 2019.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

Nearly a year after purchasing the former Leo's Fine Food &amp; Wine supermarket in Kew for a reported $52 million, Melbourne developer <a href="https://www.apartments.com.au/developers/orchard-piper">Orchard Piper</a>, in a consortium with billionaire James Packer, has filed development plans for the site.

The proposal includes just under 200 apartments on the 6,835 sqm block, which spans <a href="https://www.apartments.com.au/new-apartments/26-36-princess-street-kew-vic-3101">26-36 Princess Street and 11-15 Brougham Street</a>. Approval is being sought through the Department of Transport and Planning’s (DTP) Development Facilitation Program (DFP).

The buildings, designed by Wardle, will vary in scale and rise up to 18 storeys. One-, two-, three- and four-bedroom apartments will be offered, along with townhouses. Ten per cent of the total dwellings will be allocated to key worker housing.

The development will also include 19 new retail premises, comprising a mix of shops, restaurants and cafés, including a dedicated space for a high-quality produce offering similar to Leo’s.

Orchard Piper noted the development is "designed to revitalise the Junction with high-quality housing and retail, while also improving the public realm."

"Assembling an expert team, we've been working with leading architects Wardle and landscape architects Oculus on a site-sensitive design. Wardle is one of Australia's pre-eminent architectural practices, and its founder, John Wardle, is a former long-term Kew resident with an intimate knowledge of the area.

"After close to a year refining the plans, our current opposition embodies Kew's unique character and meets the community's needs, including detailed consideration of the surrounding building design, streetscape conditions and broader planning context."

On top of the extensive retail component, the opportunity to deliver offsite public realm works, involving the council owned land to the south, would include a comprehensive new landscaped laneway strategy that connects Athenaeum Place into the site, a new public park, and the relocation of the public parking currently on the site to the adjoining council land.

LJ Hooker property manager Gabby Thomson says this can add $2,340 more in rent annually.

Terriers and terraces: Melbourne pet friendly properties attracting dog loving renters

The number of personal bankruptcies in Victoria fell 6.6% from 2010-11 to 2011-12, according to new data from the federal government’s Insolvency and Trustee Service Australia.
ITSA’s personal insolvency activity by postcode report found the number of bankruptcies in Greater Melbourne fell 4.3% from 3,165 to 3,029 while the rest of Victoria fell 11.4%, from 1,472 to 1,304.
Despite the overall downwards trend, many postcodes increased the number of bankruptcies over the period.
Cranbourne and surrounding suburbs still top the list suburbs with the <a href="https://www.propertyobserver.com.au/https://www.propertyobserver.com.au/victoria/cranbourne-tops-victorian-bankruptcies-in-last-financial-year/2013050160900?utm_source=po&amp;utm_medium=aida&amp;utm_campaign=news" target="_blank">most number of personal bankruptcies</a> after increasing 10.2% to 108 bankruptcies.
Frankston and Karingal still come in second despite dropping 3.4% to 84 bankruptcies.
Ballarat and surrounding suburbs have replaced Hoppers Crossing to take in third place. Ballarat and surrounding suburbs had 60 bankruptcies over the period, up 13.2%.
The list was first published last year.
Inspector-General in bankruptcy, Veronique Ingram, says the information facilitates informed decision making.
“We received an overwhelmingly positive response on the usefulness of this information, so we will produce this publication annually. We have listened to the community and enhanced the publication this year,” Ingram says.

Victorian bankruptcies down 6.6% with Cranbourne harbouring the most bankrupts

The Insolvency and Trustee Service Australia has released a postcode-based insolvency <a target="_blank" href="https://www.itsa.gov.au/resources/statistics/personal-insolvency-activity-by-postcode-1/personal-insolvency-activity-by-postcode-2011-12/personal-insolvency-activity-by-postcode-2011-12-1">report</a>, revealing that Cranbourne recorded the highest number of bankruptcies in Victoria in the last financial year.  
According to the report, <a target="_blank" href="https://www.propertyobserver.com.au/victoria/victorian-bankruptcies-down-66-with-cranbourne-harbouring-the-most-bankrupts/2013050160936?utm_source=po&amp;utm_medium=aida&amp;utm_campaign=news">108 Cranbourne residents were declared bankrupt in 2011-2012</a>, up by 10.2% from the previous financial year, where 98 residents were declared bankrupt.  
An additional 51 <a target="_blank" href="/news">Cranbourne</a> residents entered into a debt agreement to repay over an agreed period, up from 42 residents in the previous financial year.  
The median sale price for houses in Cranbourne currently stands at $310,000, down by 4.6% on last year. The average discount required to sell a house in Cranbourne is 7.6%, while private treaty sales average 75 days on market, according to the latest RP Data report.  
The median asking rent for houses in Cranbourne is $300 a week, while rental yield averages at 5.0%.  
The median sale price for units in Cranbourne is $240,000, down by 5.9% on last year. The average discount required to sell a unit in Cranbourne is 10.8%, while units spend an average of 138 days on the market.  
The median asking rent for units in Cranbourne is $258 a week, and the average rental yield is 5.6%.  
Located 43km southwest of the Melbourne CBD, Cranbourne has a population of 67,424.  
Australian Bureau of Statistics (ABS) data shows the median age of Cranbourne residents is 32 years. Children under 15 years of age made up 23.7% of the population, indicating Cranbourne is home to a number of young families.  
According to the 2011 Census, the median weekly income of residents in Cranbourne is $1297, while the median monthly home loan repayment is $1777.  
Of occupied dwellings in Cranbourne, 19.8% were owned outright, 56.1% were owned with a mortgage, and 20.7% were rented.  
51% of occupied private dwellings in the Cranbourne area have three bedrooms, while 37.9% of dwellings have four bedrooms or more. 0.1% of dwellings have one bedroom, and two-bedroom dwellings make up 8.5% of the total number of occupied dwellings.  
The 2011 Census also showed that the most common occupations in the Cranbourne area include technicians and trades workers (17.8%), clerical and administrative workers (16%), labourers (12.1%), machinery operators and drivers (11.6%), and professionals (11.4%).

Bellbird Creek ranks as lowest earning postcode in Victoria dominated eastern rural localities

Victoria's highest earning suburbs have been revealed by a Property Observer review of the Australian Tax Office's Taxation Statistics 2010-2011 report.
Toorak predictably tops the list. There were two postcodes not within Melbourne - they encompassed Flinders, Wye River and Wongarra.

At $145,000-plus incomes, Hawksburn and Toorak top Victoria's highest earning postcodes

Carlton’s Italian heritage will get a boost with the arrival of iconic Sydney Italian chain Criniti’s in November.  
Taking over Brunetti’s former site at <a target="_blank" href="https://rca.colliers.com.au/property-retail-vic-carlton-500540283">198-204 Faraday Street</a>, Property Observer understands that Criniti’s has signed a ten-year lease with a ten-year option to renew.  
When contacted, Colliers International leasing agents Mike Crittenden and Ben Tremellen declined to comment about the details of the lease.  
Criniti’s told former Herald Sun food editor Wendy Hargreaves on <a target="_blank" href="https://www.propertyobserver.com.au/https://twitter.com/wendyonline/status/326132219036975105">Twitter</a> on 21 April that they are moving into the old Brunetti Melbourne site.

At Criniti’s helm is managing director Frank Criniti, whose dream is “to establish a traditional Italian eatery affording people the opportunity to experience authentic Southern Italian food in a restaurant environment”.
They have opened four branches in Sydney, namely in Parramatta, Castle Hill, Darling Harbour, and Woolloomooloo, since their inception in 2003. A fifth restaurant, in Manly, is set to open later this year.  
The restaurant in Faraday Street will be their first Melbourne venture.  
Brunetti’s returned to its former location on 380 Lygon Street in March this year, where it first opened in 1979.  It moved around the corner into two Victorian buildings, 198-204 Faraday Street, in 1985. 
After the Angelé family acquired the café in 1991, they expanded the premises by leasing another building next door, at 194-196 Faraday Street to accommodate a restaurant as well.   Over the years, Brunetti’s has opened several branches around Melbourne, including one at City Square on Swanston Street in the CBD, and another in Camberwell. They have also expanded internationally to Singapore and Dubai.

Sydney Italian restaurant chain Criniti's set to open in Carlton

Lend Lease has sold 75% of the first stage of its redevelopment of the former channel nine studios in Richmond Victoria.
Construction is underway at the site, which is the former home of the Heinz factory and a piano factory.

Lend Lease says the 27 freehold townhouse properties have sold well and are now under construction and due to be completed in September 2013.
Lend Lease’s Ben Coughlan says there has been a strong uptake from the local owner occupier market since the development launched.
“While the project overall has appealed to a broad demographic, we have seen a number of young families purchase the larger townhouse product as a unique inner city family home,” Coughlan says.

Lend Lease say that there is approximately a 50-50 split between investors and owner occupiers in the development.
Construction has also started on the first release of the apartments in the development.

The Victorian Government has followed the lead of the New South Wales (NSW), Queensland (QLD), Tasmanian (TAS) and South Australian (SA) governments and modified the First Home Owners Grant in a bid to boost the Victorian building industry and help reduce the state’s unemployment rate.
From 1 July the grant will increase from $7000 to $10,000 and only be available for eligible newly built homes.
Stamp duty concessions for first home-owners will also increase 40% from 1 July, for both established and newly constructed homes up to a value of $600,000.
By reinstating the new build bonus, the Victorian Government will entice young Victorians onto the property ladder; it will also create the positive spin off effect of boosting the residential construction industry at a time when the Victorian unemployment level is at a rate of 5.5%.
Data released by the Housing Industry Association two weeks ago shows new build figures in Victoria had sharply declined in recent times, down a massive 13.7%.
Research conducted by Hotondo Homes across its 29 Victorian franchises shows an average of 85 people are required to be on site at some stage during the building of a new home.
With each franchise in Victorian building an average of 10 new homes in 2012 (290 across the state), this equates to almost 25,000 people visits to these sites.
In almost all cases, these are local people involved in the manufacturing of new homes.
Currently the NSW and QLD governments offer grants of up to $15,000 to first-home buyers who purchase newly built homes or those bought directly off-the-plan. The Tasmanian Government offers $8000. In all of these states there is no financial incentive for those buying previously established homes.
The South Australian Government also offers a grant of $15,000 to those purchasing their first home, newly built or established. From July 2014 this will only be available for newly built places of residence.
Victorians did have access to a $13,000 First Home Bonus from 2010 to 2012 for new builds but this has since ceased to exist – until yesterday’s announcement by Treasurer Michael O’Brien.
By restoring the grant, the Victorian Government has provided the building industry in Victoria the kick-start it needs and will help the unemployment rate in the state as well.

Victorian Government's modified FHOG will kick-start industry: Hotondo Homes' Michael Renwick

The Victorian state government has significantly expanded and increased its levy on car parks in Melbourne’s CBD.
The levy has increased 37% from $950 per year to $1300 per year and will now include short-term parking-bays for the first time.
The levy previously only applied to long-term or all-day parking slots.
Residential, hospital, disabled and charity parking spaces are exempt from the levy.
It now covers an estimated 60,000 parking spaces.
The changes should increase revenue from the tax from $46.8 million in the 2013 financial year to about $91 million in the 2014 financial year.
The government said it will fund further investment in public transport infrastructure.
“The Coalition Government has already announced more than $300 million of new investment in public transport projects in this year’s Budget,” treasuer Michael O’Brien said.

“We can only afford to invest in new trains, level crossing upgrades and new stations through responsible economic management."

Car park operators have said they will pass on the fee to customers but Victorian state treasurer Michael O'Brien says  it would be the equivalent of less than $1 a day extra per space.
Sydney’s parking levy is $2160 per year per space, the result of a 2009 budget decision by the Nathan Rees Labour Government which doubled the then levy from $950 to to $2000 a year. 
The NSW  Government levy is charged to car-park owners for every off-street space within the central business district, Milsons Point and North Sydney that is not used for residential purposes.
The Victorian levy was introduced by the Steve Bracks government in 2005 to discourage driving into the city. The Coalition, then in opposition, describing it as a "flat-out tax grab".
Tony Crabb from Savills, told the The Australian Financial Review the changes would not deter commercial property construction in Melbourne, but it was unwelcome.
“Every time the budget is under a bit of strain you go back to commercial property?.?.?.?it’s very cynical,” he said.

Melbourne CBD drivers hit with parking levy increase

Andrew Abercrombie, the former chief executive of leasing company FlexiGroup, has bought the Toorak mansion, Edzell. He currently owns another riverfront elsewhere on St Georges Road having paid $14 million in 2007.
The April 5 deal was struck with architect Michael Spivakovsky, who’d regained the house after the former television news presenter-turned-spin doctor Simone Semmens lost control of the property that she'd initially secured with vendor finance in late 2011.
Edzell was bought in late 2011 for $11 million by Semmens with vendor finance from architect Michael Spivakovsky and his wife, Cheryl, who took security over another now-sold Semmens property, Rosecraddock, the Caulfield North mansion.
Seemens had been hoping to keep the historic 1890s Toorak riverfront Edzell while quickly selling off the waterfront block, but her plans unravelled. 
She had secured Heritage Victoria permission for the subdivision of the historic St George Road estate into two allotments, with the government department noting its "recognition of the fact that the current proprietor’s specific financial circumstances were a factor in the determination of the permit as allowed for under section 73(1)(b) of the Heritage Act 1995."
Having paid $11 million for the house and land, <a href="https://www.propertyobserver.com.au/https://www.propertyobserver.com.au/victoria/former-tv-presenter-simone-semmens-seeks-to-offload-the-riverfront-block-at-her-grand-%2411-million-edzell-toorak-acquisition/2012062655278" target="_blank">Semmens listed an 1,800-square-metre vacant block through RT Edgar agent David Colbran</a>with unrealisable $9 million hopes.
Spivakovsky's latest sale price to Andrew Abercrombie has yet to be disclosed. Spivakorsky inherited it from his father, the acclaimed pianist Jascha.
Andrew Abercrombie, who joined the BRW Rich list in 2007 with a fortune of $379 million, became the Liberal Party's Victorian branch treasurer around 2011. His estimated net worth is now around $465 million.
Much of his wealth stems from Flexirent was conceived in 1988 when David Berkman looked at the rapid obsolescence and depreciation of fax machines. Mr Berkman, with Mr Abercrombie, formed Berkman Capital Finance, which was renamed Flexirent and went from six employees with a turnover of $2 million to $3 million a year to 55 employees and $50 million in quick time.
He is an experienced commercial and tax lawyer and was a founding partner in a legal firm operating in both Sydney and Melbourne. Following several years in property investment and tax consulting, he became involved in the Flexirent business in 1991 and until 2003 was its chief executive officer.
The heritage-protected 1890s Elizabethan Revival house was once located on 28 hectares within 1917 Walter Butler-designed gardens.
Edzell was built for the former lord mayor James Stewart shortly before his year in office.
