New apartment supply has become increasingly constrained across <a href="https://www.apartments.com.au/developments/parramatta-nsw-2150">Parramatta</a> in recent years, with fewer projects progressing through to completion as development conditions have become more challenging.

It makes <a href="https://www.apartments.com.au/developers/novm">NOVM</a>'s 2021-completed <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> one of the most recently completed residential towers on the Parramatta River, and among the newest apartment developments in Sydney's second CBD.

With the project largely completed before the sharp escalation in construction costs and inflation following the pandemic, The Lennox is now offering pricing that would be difficult to replicate in a comparable new development in Parramatta today, or across much of Western Sydney.

The majority of the 413 apartments at The Lennox sold before and shortly after completion. A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Luxury developer-builder <a href="https://www.apartments.com.au/developers/lowe-living">Lowe Living</a> has achieved a new Victorian benchmark for an off-the-plan apartment, with the sale of two penthouses at its ultra-exclusive Maison Savoy development in Brighton.

The two penthouses achieved a combined sale rate of $49,926 per sqm. Both transactions eclipsed the previous identified Victorian off-the-plan price-per-square-metre benchmark, set by the 449 sqm apartment at Como Toorak, which sold at $46,659 per sqm.

Around 30 per cent of the project's 19 residences have already been secured, generating approximately $45 million in sales.

Melbourne's undervalued properties: Wakelin webinar

A five bedroom house in Doncaster East sold at auction last weekend for almost 40% more than the published price guide leading into the auction.
After being advertised at $800,000 to $880,000, <a target="_blank" href="https://www.realestate.com.au/property-house-vic-doncaster+east-114256359">45 Beverley Street</a> (pictured below) sold for $1.22 million – a price improvement of 39.5%.

Ray White agent George Papadopoulos told Property Observer he didn’t know what the comparable sales in the area were, saying “I don’t care”.
He says there were eight bidders at the auction which pushed the price far beyond its reserve of $900,000.
Despite the enormous price discrepancy between the price guide and the actual sale price he insisted there were no angry bidders at the auction.
“I’m not a mind reader. You’re asking stupid questions,” Papadopoulos said.
“I wouldn’t be angry [if I was bidding at an auction which sold for 40% above the price guide].”
The two storey house comes on 722 square metres. It has three bathrooms, a two-car garage and open space for more cars, multiple living spaces, a large kitchen with a walk-in pantry and, walk-in robes in all bedrooms and a backyard shed.
Papadopoulos told Property Observer that the owners wanted $900,000 so he set the price guide accordingly.
On the morning of the August 3 auction he said there was interest in the property at $1.1 million.
Bidding came from local families and overseas buyers.
“I’m still on cloud 9,” he told Property Observer.
But he’s not alone on cloud nine in Doncaster East.
A nearby three bedroom house at <a href="https://fletchers.net.au/3766915/44-Landscape-Drive-Doncaster-East" target="_blank">44 Landscape Drive</a> (pictured below) sold the same day for $820,000 – 24% above the price guide of $600,000 to $660,000 leading into the auction.

The single level home on 644 square metres was sold by Fletchers agents Jason Salan and Ebony Driscoll.  It comes with a study, a double garage and two bathrooms.
A Property Observer survey found <a href="https://www.propertyobserver.com.au/victoria/melbourne-auction-homes-selling-10-over-advertised-price/2013080863977" target="_blank">Melbourne auction properties sell for 11% above their price guide</a>.

Doncaster East house sells for 40% above price guide

A 7-bedroom Victorian villa on Wynnstay Road in Prahran is on the market with $3.5 million hopes.

Situated on a 1,100-square-metre block, the property boasts original features including hand painted stained glass windows, stately ceilings and a Corinthian-columned arched hallway.

The 11-room interior includes three baths and the property needs to be renovated.

In 2009 the property was transferred from MHAV Hostels &ndash; formerly Mental Hospitals&rsquo; Auxiliaries of Victoria &ndash; to Mind Australia.

Mind Australia is a provider of community mental health services.

The property will go under the hammer on August 17 through Gowan Stubbings and Michael Armstrong of Kay &amp; Burton.

Melbourne auction properties are selling for well above their advertised price estimates in the lead-up to the spring auction season.
A Property Observer analysis of 68 auction sales since the end of the July school holidays found more than 90% have sold for above the advertised price guidance bracket.
Those 62 auctions sold, on average, for 11% above the published upper price guidance leading into the auction.
This figure is higher than previous analyses by Property Observer. <a href="https://www.propertyobserver.com.au/victoria/melbourne-autumn-residential-auction-prices-fetching-well-above-price-guides/2013041160327/Page-1" target="_blank">In April this year</a>, Property Observer noted homes were selling at 9.55% above the upper advertised price bracket.
In <a href="https://www.propertyobserver.com.au/residential/sale-prices-edge-87-above-estimates-of-melbourne-agents-underquoting-at-october-auctions/2012102957500/Page-1" target="_blank">October last year</a> it was 8.7%. <a href="https://www.propertyobserver.com.au/news/underquoting-still-rife-in-melbourne/2012100456988" target="_blank">In September</a> it was 6.5% and <a href="https://www.propertyobserver.com.au/auctions/melbourne-auction-listings-typically-selling-at-5-above-upper-end-estimate/2012090956435" target="_blank">in July</a> it was 5%.
Of the recent 68 auctions researched between July 20 to August 3, 25 sold for more than 10% over the upper bracket of the advertised price range leaving many intending buyers with futile costly time, money and emotional commitments in their wake.
The most extreme example was a five bedroom house in Doncaster East at <a href="https://www.realestate.com.au/property-house-vic-doncaster+east-114256359" target="_blank">45 Beverley Street</a> (pictured below) which sold for $1.22 million after being advertised at $800,000 to $880,000 – a discrepancy of almost 40%.

A three bedroom house in Glen Iris at <a href="https://www.realestateview.com.au/Real-Estate/51-maitland-street-glen-iris/Property-Details-sold-residential-5755815" target="_blank">51 Maitland Street</a> (pictured below) sold for $1.55 million after being advertised for sale at $1.05 and $1.15 million – 35% above the upper bracket.

The next biggest divergence was a two bedroom unit in Surrey Hills at <a href="https://fletchers.net.au/3761630/2-16-Kent-Road-Surrey-Hills" target="_blank">2/16 Kent Road</a> which sold for $692,000 after being advertised at $500,000 to $550,000 – a 26% discrepancy.

Homes selling for more than $1 million were the most likely to sell above the advertised price range – of the 13 auction sales analysed none fell between the advertised range.
On average, homes in that price bracket went for 13% over.
For the 30 properties under $600,000, 26 sold above the advertised price bracket, selling for an average of 10% over the upper price bracket.
For the 25 properties in the $600,000 to $1 million price bracket, 23 sold above the advertised price range – going for an average of 10.5% above the advertised price.
Of the 68 auction results analysed, none sold for beneath the advertised price bracket.
The properties analysed come from auctions attended and reported on by the Melbourne buyers advocacy group <a target="_blank" href="https://www.nationalpropertybuyers.com.au/">National Property Buyers</a>. They represent properties identified as sound investments or cream of the crop properties.
The price quotes are received as close as possible to the auction date to avoid step quoting practices, the buyers agency notes.
Meanwhile a survey <a target="_blank" href="https://www.propertyobserver.com.au/new-south-wales/sydney-auctions-selling-well-above-price-guides/2013081964121">in Sydney found 12% of auctions there are selling above price guides.</a>

Melbourne auction homes selling 11% over advertised price

Melbourne’s Flinders Street station redesign competition was won by the Australian/Swiss design team of HASSELL, Herzog and De Meuron.
Their design would see the iconic stations transformed into a festival hub and market place under a vaulted white latticework roof.
Its entry includes a new, major public art gallery, a public plaza, an amphitheatre, a marketplace and a permanent home for arts and cultural festival organisations.
The architects say the cultural heritage and iconic status of the station is protected by the design, with the original Flinders Street building and corner entrance pavilion being retained and paintwork restored to the original colours.
The design is also said to improve access to and from the concourses, while the tram stop between the station and Federation Square is to be overhauled. Taxi ranks will be relocated to Flinders Street and a bike path under the station will link access the river and Elizabeth Street.
It beat <a href="/news">five other contenders</a> to win $500,000. The Napthine government has two years to decide whether it will implement the design.
The people’s choice award went to Eduardo Velasquez + Manuel Pineda + Santiago Medina, three students from Melbourne University.

A Nicholas Wright-designed home in Wolseley Grove Brighton is to go under the hammer with $2.7 million plus hopes.
Situated on 1,016 square metres, the newly built three-storey home features organic natural materials, including basket weave travertine and a travertine feature wall.
The home also boasts suspended Italian lighting, floor to ceiling glass and travertine tiling.
The property includes four bedrooms, five bathrooms, a gymnasium and a cedar-lined sauna.
The outside alfresco area boasts an in-ground pool, mediterranean garden and sculptural grey ironbark columns from the Princess Pier in Port Melbourne.
A development permit was issued in August 2011 for two units with a build value of approximately $1.8 million.
The property is to go under the hammer on August 24 through Justin Follett and David Curtis of <a target="_blank" href="https://www.kayburton.com.au/property/11-wolseley-grove-brighton">Kay and Burton.</a>
The median house price in <a target="_blank" href="/news">Brighton</a> is $1,675,000, a 1.5% decline in the past five years, according to RP Data.

He says the REIV’s reported weekend clearance rate of 75% in Melbourne shows Melbourne buyers are increasingly confident.

The REIV’s reported clearance rate is up from 69% last weekend and 60% for the same weekend last year.
It was based on 479 auctions of which 361 sold and 118 passed in, 68 of those on a vendor bid.

Melbourne, the focus of this week’s Property Observer webinar, is the major city where buyers need to be most selective.
As is often the case in big-city markets, the growth is not evenly spread throughout the metropolitan area, there are also pockets of serious over-supply that wise buyers would avoid.  
The generalised situation for Melbourne is that there is solid growth in prices this year.
Disregarding the bullish (that’s bullish, not bull$#*+) data spewing forth from the Real Estate Institute of Victoria, both Australian Property Monitors and RP Data record moderate growth in median prices for both houses and apartments in the June Quarter and for the 12 months to June.  
Both research sources report a 4.2% rise in the Melbourne apartment market for the past year.  
APM says the median house price has grown 6% in 12 months, after a 2.7% increase in the June Quarter, but there are considerable differences across the various sub-markets in the city.  
According to APM, the highest annual growth has been experienced in the outer east precinct of Melbourne, up 9.3%. The area is predominantly a mix of bottom-end suburbs and middle-priced suburbs.  
The western suburbs, mostly the cheaper end of the market, have recorded annual growth of 7.2%, as has the inner-city housing market.  
The areas described by APM as inner east, north-east and north have all done fairly well also, with annual growth in 4-6% range.  
The inner south-east, which contains most of Melbourne’s million-dollar suburbs, has been a moderate performer only, with a 3.5% rise over 12 months.  
These figures, describing median price increases in the past year, generally (but not totally) correlate with my figures for long-term growth across Melbourne.  
Figures for the average annual growth in median prices over the past 10 years show that lower-end suburbs and middle-range suburbs have delivered the best performance.
The top five suburbs across the Melbourne metropolitan area for long-term growth rates are all outer suburbs in the more affordable prices ranges. All have average annual growth rates better than 8.5%.  
The list of the top 20 performers is dominated by suburbs in the outer east and outer south-east regions of Melbourne. Only one million-dollar suburb makes that list – and that is Balwyn, which has been consistently the best performer among the prestige suburbs in recent times.  
The list of poorest performers features many inner-city suburbs.  Six of the eight worst suburbs are in the inner-city areas, most of them with growth rates below 3.5% per year.  
The millionaire suburbs generally have been middle-of-the-pack performers. Balwyn has been the best of them, with an 8% growth rate. Most of the suburbs with median prices above $1 million have growth rates in the 6-7% range – far from disastrous, but well short of the city’s best.  
The worst of them is the most expensive. Toorak, with a median house price above $2 million, has a long-term growth rate of just 5.6%.
Compare that to more affordable suburbs from the outer reaches of the city, like Narre Warren, Kinglake, Yarra Junction and Springvale, which all have growth rates around 9% per year.  
None of this correlates with the song sheet of many property “professionals”, who sing the praises of the “prime” suburbs as places with superior growth. Nowhere in big-city Australia is the chorus about buying in the better suburbs louder than in Melbourne.  
And nowhere are they more out of tune with the research data than in Melbourne.  
But there’s one part of the Melbourne market buyers should avoid more than the inner south-east – and that is the inner-city apartment market.  
There are already high vacancies – including 7% in Docklands and 9% in Southbank – but vast new supply is under construction. Around 300 new projects with 35,000 units are currently being marketed. Developers cannot find local buyers without extravagant incentives and giveaways so they’re selling much of their new product to unsuspecting foreign buyers.  
Steer clear of this market and concentrate on affordable housing markets in the middle and outer ring suburbs.
