Private equity real estate firm Conquest has entered into a $220 million partnership with Woolworths’ development arm, Fabcot, to deliver its long-awaited Waterloo project on Bourke Street.

The Bourke Street development was first flagged by Fabcot back in 2021 as part of its push into Sydney’s residential market. However, progress has since stalled, with no activity on site amid a number of design revisions in consultation with the City of Sydney.

<a href="https://www.apartments.com.au/developers/conquest">Conquest</a>, which is actively planning more than $6 billion worth of new developments, predominantly mixed-use precincts, is now set to move the project forward.

The current plans include between 110 and 120 apartments across two buildings designed by Bates Smart at <a href="https://www.apartments.com.au/new-apartments/923-935-bourke-street-waterloo-nsw-2017">923 Bourke Street</a>. The scheme will incorporate a portion of apartments reserved for key workers, alongside premium commercial space at ground level, including a full-line Woolworths supermarket.

Construction is expected to commence in the second half of 2026.

Michael&nbsp;Akaawi, CEO of Conquest, said the partnership reflects the firm’s commitment to "convenience-led" urban renewal."

The news comes just a week after Conquest went to the NSW Government to upsize its plans for Castlecrag's Quadrangle Shopping Centre.

Conquest purchased the site for just shy of $70 million last year, with existing plans in place for a mixed-use residential and retail precinct comprising 38 luxury apartments.

Those plans have now been significantly expanded, with the developer lodging a State Significant Development Application with the NSW Government’s Housing Delivery Authority for 150 apartments across two 11-storey buildings. The apartments will sit above a four-storey podium, incorporating specialty retail tenancies and five levels of basement car parking, on the 5,166 sqm site at&nbsp;<a href="https://www.apartments.com.au/new-apartments/100-edinburgh-road-castlecrag-nsw-2068">100 Edinburgh Road</a>.

Conquest has been increasingly active in the development space in recent years. The group acquired the&nbsp;<a href="https://www.apartments.com.au/developments/eastlakes-nsw-2018">Eastlakes</a>&nbsp;Shopping Centre redevelopment, where it plans to deliver more than 1,000 apartments above a new retail precinct, and has also lodged a $900 million State Significant Development Application for a&nbsp;<a href="https://www.apartments.com.au/news/nsw/conquest-unveils-900m-stanmore-village-vision-for-landmark-inner-west-site">mixed-use precinct in Stanmore</a>.

Conquest partners with Woolworths to deliver mixed-use Waterloo project

A shift away from Sydney’s industrial past has left parts of the inner south defined by contrast, brick warehouses repurposed into dining precincts, former factory streets softened by landscaping and pedestrian activity.

Rosebery is one of those suburbs. Over the past decade, it has undergone significant gentrification, anchored by The Cannery, which has helped reposition the area as one of the inner city’s most sought-after lifestyle pockets.

What hasn’t kept pace with that transformation is new residential supply, which has remained relatively limited. Builder-developer Deicorp identified that gap early, securing a site in 2019 and delivering what is now one of the suburb’s most architecturally distinctive developments.

To realise the vision, Deicorp engaged Candalepas Associates to design The Rothschild, a project that is immediately recognisable from the street.

Completed in 2025, The Rothschild comprises two buildings across Rothschild and Mentmore Avenues, delivering 176 apartments. The development replaces a former industrial site, retaining a material and structural dialogue with its past while introducing a more resolved residential framework. The scale is deliberate but not monolithic, broken into forms that engage both street frontages, with retail at ground level and two levels of basement parking below.

From the street, the architectural intent is clear. Off-form concrete columns run through the façade, establishing a repeated structural rhythm that gives the building its visual weight. These are paired with deep-set arches and sections of exposed brickwork, creating a layered elevation that reads less like a typical apartment block and more like a reinterpretation of industrial architecture.

The material palette is intentionally restrained, with concrete left exposed and brick used to define mass rather than decoration. The result is a building that stands out through proportion and repetition, rather than height or glazing.

This approach continues internally. A central landscaped courtyard sits between the two buildings, anchored by an olive grove that acts as both a visual and spatial focal point. Rather than functioning as residual space, the courtyard is designed as a shared ground plane, where circulation paths, seating areas and planting come together to create a usable communal environment. Its positioning allows natural light to penetrate deep into the site while maintaining separation between residences.

Within the apartments, the planning follows a clear and functional logic. Entry points lead directly into open-plan living areas, with kitchens positioned as central elements alongside dining and lounge spaces. These zones extend to balconies or external openings, maintaining a visual connection to either the courtyard or the street.

Kitchens prioritise practicality, with generous bench space, ample storage and European appliances configured for everyday use. Bedrooms are typically set back from the main living areas, creating quieter zones within each residence, with separation achieved through layout rather than material change. Bathrooms are compact but efficient, incorporating mirrored cabinetry and integrated storage to maximise space. Across all residences, the emphasis is on clarity of movement and functional planning.

At ground level, retail and hospitality uses extend the building’s presence beyond its residential function. A café or restaurant space, alongside communal amenities such as a music room and rooftop areas, positions the development as part of a broader urban network rather than a standalone project. These shared spaces reinforce a lifestyle where the building operates as an extension of the surrounding neighbourhood.

Rosebery’s proximity to Green Square, The Cannery and nearby parklands supports this model of living, where much of daily life is within walking distance. The Rothschild sits comfortably within that network, contributing to the streetscape through its distinctive architecture, while internally organising space around light, structure and communal use.

The Rothschild is now complete and ready to move in, with limited residences remaining.

The Rothschild reinterprets Rosebery’s industrial DNA into residential form

KTQ has unveiled&nbsp;<a href="https://www.apartments.com.au/new-apartments/casilia-16-marine-parade-coolangatta-qld-4225">Casilia</a>, the final residential release within the Kirra Point precinct which really kicked off the boom in the area back in 2019.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

Nearly a year after purchasing the former Leo's Fine Food &amp; Wine supermarket in Kew for a reported $52 million, Melbourne developer <a href="https://www.apartments.com.au/developers/orchard-piper">Orchard Piper</a>, in a consortium with billionaire James Packer, has filed development plans for the site.

The proposal includes just under 200 apartments on the 6,835 sqm block, which spans <a href="https://www.apartments.com.au/new-apartments/26-36-princess-street-kew-vic-3101">26-36 Princess Street and 11-15 Brougham Street</a>. Approval is being sought through the Department of Transport and Planning’s (DTP) Development Facilitation Program (DFP).

The buildings, designed by Wardle, will vary in scale and rise up to 18 storeys. One-, two-, three- and four-bedroom apartments will be offered, along with townhouses. Ten per cent of the total dwellings will be allocated to key worker housing.

The development will also include 19 new retail premises, comprising a mix of shops, restaurants and cafés, including a dedicated space for a high-quality produce offering similar to Leo’s.

Orchard Piper noted the development is "designed to revitalise the Junction with high-quality housing and retail, while also improving the public realm."

Wardle is one of Australia's pre-eminent architectural practices, and its founder, John Wardle, is a former long-term Kew resident with an intimate knowledge of the area.

"After close to a year refining the plans, our current opposition embodies Kew's unique character and meets the community's needs, including detailed consideration of the surrounding building design, streetscape conditions and broader planning context."

On top of the extensive retail component, the opportunity to deliver offsite public realm works, involving the council owned land to the south, would include a comprehensive new landscaped laneway strategy that connects Athenaeum Place into the site, a new public park, and the relocation of the public parking currently on the site to the adjoining council land.

First look: Orchard Piper, James Packer's Kew development revealed

Investment activity in Victoria's retail market has soared to the highest level since the global financial crisis, a new CBRE report has revealed.
Strong buyer interest from international investors and institutional groups saw the state's retail market emerge as the epicenter of investment activity, with CBRE's Australia MarketView report showing Victoria accounting for 46% of all national transactions in the second quarter of 2013.
"Over the first half of 2013, retail investment levels were at a five-year high, with the low interest rate environment and strong performance of retail assets – particular non-discretionary - seeing investors show renewed levels of confidence in both regional and CBD markets,” said CBRE director of Victorian retail investments Mark Wizel.
The spike in investment activity comes despite a broader trend of weak retail trading conditions across the country.
At the centre of that buying activity was Victoria’s neighbourhood shopping centre market, with Mr Wizel citing a wide range of private and corporate acquisitions such as ISPT’s purchase of 75% interests in over 20 Coles developed properties and SCA Property Group’s acquisition of the Lascorp portfolio.
Partly driving that higher investment activity in neighbourhood shopping centres was a shift in consumer spending towards food retailing.
CBRE Senior Retail Research Manager Tammy Smith said the change in investor sentiment was the result of an economic shift and the move towards non-discretionary spending.
The report showed that while Victoria’s retail turnover figures in the 12 months to June 2013 were below the national average – recording no growth over the period – supply levels and rents have continued to trend upwards.
In the 12 months to June, metropolitan regional rents rose to between $1,385 per square metre and $2,615 per square metre, CBRE figures showed, while neighbourhood centres benefited from the large food based tenant mix to record a 3.1% lift in rents annually.
However, the large discretionary spend exposure of sub-regional centres, saw rents drop 4.1% to sit between $598 per square metre and $1,317 per square metre.
The CBRE report also indicated that the Melbourne CBD market could be the next hub of invesment activity.
“We believe that for the first time in four years, confidence within the Melbourne CBD tenancy market has exceeded that of the investment market – ultimately this means that over the coming months the investment market will respond in a positive manner,” said Mr Wizel.
"Asian investment within the Melbourne CBD, and specifically for retail properties, is currently at unprecedented levels, with properties ranging in value from $2 million to $100 million attracting interest from both Asian investors living locally, as well as offshore-based investors looking to deploy funds to the state’s capital city.”

Victorian retail market at highest level since GFC: CBRE

Dolce and Gabbana spent five years searching for a suitable location for its first Australian store it revealed at its Melbourne opening last night.
The choice was between Sydney and Melbourne and like most luxury retail brands they were looking to nestle in next to Louis Vuitton.
In Melbourne the fashion house wanted nothing less than the iconic Collins Street for its two-storey flagship. The strip is already home to other high-end brands like Chanel, Prada, Hermes, Cartier, and Gucci.
Despite initial hopes of a large box-shaped space they have settled with a two-storey shopfront straddling both sides of the archway entrance of the newly renovated 171 Collins Street office building.
The design effectively splits the shop into two distinct sections with two separate entrances. Journalists were carefully guided through the appropriate entrance at its opening last night.
In keeping with company policy, no one from D&amp;G was authorised to speak on the record.
The tower it’s nestled in is a Premium Grade 6 Start Green Start building – one of Victoria’s first.
Tenants in the building include BHB Biliton, Evans &amp; Partners, Egon Zehnder International and a new Andrew McConnel restaurant facing Flinders Lane.
The building includes access to a hotel-style concierge.
Leasing Information Services managing director Simon Fonteyn said he’s not surprised they had to wait so long to find the spot.
“They need to establish a flagship, and flagship locations in the CBD are difficult to obtain,” he says. “There’s a lot of competition from the larger international brands for these sorts of locations.”
For international brands looking to establish a foothold in Australia’s fashion market, flagship stores serve as a marketing and distribution hub in addition to making sales, he says.
“It’s a promotion strategy, particularly for a company like D&amp;G. They’ll be a major supplier to other stores in things like sunglasses, so it’s important for them to showcase the brand like that. It’s a very typical strategy, and one also followed by retailers like Zara and Topshop.”
After the flagship comes the rollout to the other capital cities, or, depending on the brand, to the suburbs.
While not all businesses can wait five years for the right location, nor need a space the size of D&amp;G’s new store, Fonteyn says putting solid effort in to getting the right location for your business is vital.
And he says if you’re not looking for a high-profile flagship CBD location, it’s a tenant’s market at the moment.
“For D&amp;G, there’s an excess of demand for supply for these types of locations.
“But in shopping centres, the market is very soft.”
At its half-year corporate results briefing towards the end of last month, Westfield Group revealed its <a href="https://www.smartcompany.com.au/retail/057262-westfield-has-no-choice-in-decision-to-negotiate-lower-rent-on-new-leases-experts-suggest">new tenancy contracts could be lowered by up to 10%</a>.
It was the latest sign of a retail leasing sector under strain. Tough retail conditions are causing lower renewal rates, in turn putting pressure on the leasing sector. For retailers, this makes it a good time to upsize to a better location if you can afford it.
Fonteyn says it’s probably the last major announcement he would expect in the retail property space until the end of the year.
“Traditionally, retailers stop leasing permanent space around October as everyone gets ready for Christmas,” he says. “So, if they do deals after that, the stores won’t open until after February at least. It’s getting towards the end of the retail leasing season.”

He says south-facing apartments in the neighbouring building would keep their views, including of the Royal Botanic Gardens.

Property prices at Epsom, near Bendigo, are expected to receive a boost with the state government announcing plans for a railway station in the fast growing suburb.
The $7.76 million Epsom and Eaglehawk rail improvements project, to begin early next year, will provide easier access to transport for residents of the growth suburb seven kilometres north of the Bendigo CBD.
The station will be on the Echuca line, south of Howard Street, between the railway line and Station Street. It will be fully accessible and provide parking for 60 cars.

Local real estate agent Andrew Murphy, of Mawby Real Estate, said the station would have a ‘’positive impact’’ on house prices in the Epsom-Huntly growth corridor.
‘’People like to be close to infrastructure, such as transport, roads, schools and shops, especially if they are young families.’’
He said Epsom was popular with first home owners and investors looking to take advantage of cheaper start-up costs. It has a shopping centre and sports fields. The new railway station would enhance these features.
Estate agent Adrian Robinson, of BRE Bendigo, said improved transport and communication were ‘’all good’’ for the area which was experiencing solid growth.
‘’Everything’s happening there,’’ he said. ‘’The area is popular with younger residents and investors and the new station will be right in among the shopping centre – it will be a community hub.’’
Murphy said the local real estate market was ‘’ticking along quite nicely’’ achieving 6% growth over the past 12 months, backed by strong population growth.
He said renters were seeking larger homes, with three bedrooms and a study, or four bedrooms, on decent size blocks, and paying around $350 per week.

Boost expected for property prices in Bendigo suburb

New statistics from the Victorian Building Authority (VBA) have found that from January to July 2013, building permits have increased compared to the same period in 2012.
Over the 2013 period a 3.3% increase was recorded by the VBA, a result that VBA chief executive officer, Greg Hyams, believes is a positive result for the Victorian building industry.
“There were three significant levies collected in July that helped make this the highest one, but given there were also increases across several categories, these are positive results and bode well for the industry’s future,” Hyams said.
“In five of the seven building categories – residential (including high rise) commercial, hospital and healthcare, retail and industrial – the value of permits was higher for the period.”
Residential, including high rise, was up by 22.6% over the period compared to that in 2012. Retail rose by 31%, hospital/healthcare by 26.8% and industrial by 12.4%.
The only two sectors to see a decline were domestic and public buildings, with declines of 2% and 25.7% respectively.

Building activity records jump in Victoria

Melbourne-located buyer’s agents have hit back against comments that investors should take their money to other cities than Melbourne, with a number saying that it represents good buying opportunities.
In response to <a href="https://www.propertyobserver.com.au/victoria/investors-warned-to-avoid-buying-in-melbourne/2013090264736" target="_blank">yesterday’s story</a> where investors were warned to avoid Victoria’s capital by wHeregroup’s Todd Hunter and BIS Shrapnel’s Angie Zigomanis, Wakelin Property Advisory’s Monique Wakelin came out in defence of the city.
“I’m frankly not interested in [Zigomanis’] charts, numbers and statistics."
“I see with my own eyes people queuing up at auctions, first-home buyers come through the door of this office hysterical as they can’t afford a place to live and I’d like Mr Zigomanis to tell me how he’d like to solve the affordability crisis in this country other than to build more dwellings,” Wakelin said of the accusations the city is in an oversupply.
While she admitted that yields were low across the city, she argued that this is only part of the picture for investors, with capital growth being the name of the game for Melbourne investors.
“He should understand that investing in property is probably only 30 to 40% about the yield and the main game of investing in residential property, he clearly doesn’t understand a thing about the residential market as the [main] game is about asset growth,” she said.
“I have read all of BIS Shrapnel’s prognostications and reports and I’m struggling to remember a single instance whenever they’ve been right.”
With the population growing strongly, she argued that it’s not the case that the city is oversupplied.
Docklands, Wakelin noted, is an exception with a lot of supply being evident. However, the new unit market is not where the savvy investors are looking.
“If he truly wants me to believe that the inner city unit developments, at zero to two kilometres, is going to completely undo the entire Melbourne property market then he should stick to comment on what he knows about, which is probably the stock market,” Wakelin said.
“Clearance rates do not necessarily measure whether the market is pricing itself up or pricing itself down. They measure the level of supply to demand and it was at 72% this weekend just gone. That is still telling me there is pent up demand and insufficient supply. If it drops to something in the 60% range then it’s closer to balanced. Clearance rates are very good at measuring over supply.”
Empower Wealth’s Cate Bakos also criticised the comments made yesterday, arguing that it generalised the entire Melbourne market.
“Melbourne does have terrible yields and in the short-term they have been pretty rubbish for quite some time but that’s not why anyone would invest in Melbourne,” Bakos said. Yield-chasing investors would do well elsewhere.
“I’m surprised that those comments were made at this stage of all times in the last two years as it’s in an upwards trajectory right now and it’s very hard to put a value on anything in such a buoyant market.”
Results Mentoring’s Brendan Kelly also said that in every market there are opportunities for investors, and Melbourne is no exception, perhaps even due to the repressed conditions.
“If you have a 30-year buy and hold in mind and Melbourne is meant to be the dreadful, miserable arm pit of Australia then doesn’t it make it good for a buy and hold for growth?
“Quite frankly, if yield is your primary driver then don’t buy in a city, or buy commercial. If you’re excited about a 3% yield then put cash in bank.”
Wakelin’s tips for buying in the Melbourne market:
- Aim for within two to 12 kilometres of the CBD
- Look for established stock rather than new
- If buying an apartment seek out those from the 1930s to the 1970s and always elect for parking
- If looking over $650,000 then look for two-bedroom period-style properties from the 1880s to 1940s

Melbourne buyer’s agents slam analysts

Investors are being warned to steer clear of the Melbourne market, with poor yields and an oversupply in the foreseeable future making other areas more attractive.
Pointing to a large number of potential land releases across Melbourne, and the mass of units still in the pipeline, wHeregroup buyer’s agent Todd Hunter told Property Observer that he is steering clear of Victoria’s capital.
“It was heading into an oversupply about five years ago,” Hunter said. “[Properties] are only achieving 3% to 5% yield and that’s terrible. You may as well have your money in the bank in a cash account.”
BIS Shrapnel’s Angie Zigomanis agreed with this analysis, noting that there’s still a large pipeline of units under construction that have yet to come through to completion due to longer lead times.
“The flipside with land is that it can be switched on very quickly [in Melbourne],” said Zigomanis.
“Compared to three or four years ago, there are more estates are coming onto the market so there’s not as likely to be as much pressure on prices from a supply perspective.”
With auction clearance rates improving, interstate investors might be under the assumption that the market is picking up as well, however this isn’t the case, he said.
“It’s a bit misleading in relation to looking at the market from a broad point of view. Most auctions take place in the inner middle suburbs … and people in middle Melbourne are more secure and confident in employment than those on the fringes.”
The unit market is that tipped to move more into oversupply even while from a demand perspective the picture isn’t quite as bleak with population growth still strong, he said.
Mr Hunter also warned that the Sydney market also didn’t present best buying, noting it is too hot, with the best investment opportunities currently presenting themselves in Western Australia and Queensland.
