New apartment supply has become increasingly constrained across <a href="https://www.apartments.com.au/developments/parramatta-nsw-2150">Parramatta</a> in recent years, with fewer projects progressing through to completion as development conditions have become more challenging.

It makes <a href="https://www.apartments.com.au/developers/novm">NOVM</a>'s 2021-completed <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> one of the most recently completed residential towers on the Parramatta River, and among the newest apartment developments in Sydney's second CBD.

With the project largely completed before the sharp escalation in construction costs and inflation following the pandemic, The Lennox is now offering pricing that would be difficult to replicate in a comparable new development in Parramatta today, or across much of Western Sydney.

The majority of the 413 apartments at The Lennox sold before and shortly after completion. A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Luxury developer-builder <a href="https://www.apartments.com.au/developers/lowe-living">Lowe Living</a> has achieved a new Victorian benchmark for an off-the-plan apartment, with the sale of two penthouses at its ultra-exclusive Maison Savoy development in Brighton.

The two penthouses achieved a combined sale rate of $49,926 per sqm. Both transactions eclipsed the previous identified Victorian off-the-plan price-per-square-metre benchmark, set by the 449 sqm apartment at Como Toorak, which sold at $46,659 per sqm.

Around 30 per cent of the project's 19 residences have already been secured, generating approximately $45 million in sales.

A preliminary clearance rate of 69.2 per cent was reached from 996 auction results so far this week.
This was the sixth week with more than 1,000 auctions scheduled for Melbourne. The market delivered a result that is lower than trend for the past few months and suggests balanced conditions for buyers and sellers for the last few selling weekends this year.
RP Data’s latest release provides an update on overall transactions numbers this year and shows that for the Melbourne market the number of sales is 7 per cent higher than last year but 21 per cent below the peak of 2007. These numbers are based on sales that have been settled.
Improved conditions this year will clearly result in both higher prices and sales volumes.

Melbourne market review for week ending 10 November

RP Data is expecting 1,048 auctions in Melbourne this week and 1,172 across Victoria.
With October now ended and with just six selling weeks remaining for the year, it is timely to compare the year to date performance of the auction market.
So far this year there has been just over 27,500 auctions with a clearance rate of 70%. This compares very favourably to this time last year when there had been fewer – 22,000 in total – auctions and a much lower clearance rate of 56%.
The increased demand has caused prices to rise by 8.1% over the year according to the October RP Data-Rismark House Price Index released last week. The rise in values has been welcomed by vendors and it will have also encouraged more vendors into the market which is why listings are higher than this time last year.
These factors combine to create a vibrant property market in Melbourne.

RP Data's Melbourne November 9 weekend auction preview

A Westpac leased retail property in Melbourne's Frankston has sold under the hammer for $5.375 million. 
The property attracted a yield of 6.2% and was sold subject to two secure leases to Westpac, at 50-52 Wells Street, and Xtreme Clothing Pty Ltd, at 1 Shannon Mall. The Wells Street property consists of a ground floor banking chamber and first floor office for a total area of around 667 square metres. The Westpac lease is returning $286,973.42 per annum plus outgoings, with a lease term of seven years until 2017 and two further terms of five years each.
The Shannon Mall premises are about 90 square metres. Xtreme Clothing’s lease is a new five-year deal with two terms of three years each, returning $52,000 per annum plus outgoings. 
The total rent is $338,973.
Fitzroys agent Charles Emmett said, “The strong price and competition generated on the day reflected the depth of the market and the strong demand out there for high quality retail investment property priced in the $1 million to $15 million price bracket.”

Westpac leased Frankston retail property sells for over $5.3 million

A two square metre retail shop in the heart of Melbourne's CBD sold at auction for a record $190,000 per square metre.
The shop 3, Causeway Lane property sold under the hammer for $380,000, smashing price expectations of between $200,000 and $220,000. The sale reflected a yield of just 3.6%.

Around 150 people gathered to see the keenly contested shop, which Fitzroys selling agent Charles Emmett said attracted 50 bids by eight parties during the auction.
The property is currently leased to food and beverage retailer Local Birds on a seven plus five year lease, which started in June 2009.
The retail premises forms part of the former Union Bank Building, better known as Causeway House, which was constructed in the 1930s.
Fitzroys recently sold shop 5 and the Basement of Causeway House for $1.51 million and $675,000 respectively at separate auctions, and will put shops 6 and 7 to auction on 14th November.

Two square metres Melbourne CBD retail shop sells for $380,000

Melbourne homes were selling well above auction price guides during September, according to a Property Observer analysis.
An analysis of 67 auction sales in September revealed just three sold within the pre-auction price guide given by the listing agents.
The rest sold for an average of 11.31% above the upper bracket of the pre-auction price guides.
Almost half of them sold for more than 10% above the upper price bracket.
Homes worth more than $1 million were the most likely to sell above their pre-auction price guides with all 14 surveyed selling out of the price range indicated by agents. They sold for an average 16% above.
All but two of the 30 homes worth $600,000 to $1 million sold above price guides. They went for an average of 10.9% above price guides.
Of the 23 homes worth less than $600,000, just one sold within the price guide. The rest sold for an average of 8.77% above the upper price bracket.
One of the most extreme examples was a three bedroom house in Richmond which sold for 28.75% above the pre-auction price guide.
The property at 33 Kelso Street was advertised at $1.1 million to $1.2 million but sold for $1.545 million.
RP Data records suggests the price guide increased to $1.2 million to $1.3 million a few days prior to auction, part of the step quoting process which is now the norm in the real industry, but it still sold for 15% above the upper bracket.
That same day in Brunswick East a four bedroom house at 7 Parkview Avenue which was advertised at $930,000 to $1.02 million sold for $1.295 million – 27% above the upper price bracket.
In other price brackets on the same day a three bedroom house at <a href="https://www.realestateview.com.au/Real-Estate/25-john-street-oakleigh/Property-Details-sold-residential-5996088">25 John Street in Oakleigh</a> sold for $793,000 – more than 20% above its price guide of $620,000 to $660,000.
The properties are all deemed to be investment grade properties and the auctions were attended by National Property Buyers.
In August we found <a href="https://www.propertyobserver.com.au/victoria/as-durability-of-the-rebound-is-questioned-melbourne-auction-prices-still-selling-10-above-pre-auction-price-guidance/2013082264478">homes were selling 10% above price guides.</a>
Prior to that <a href="https://www.propertyobserver.com.au/victoria/melbourne-auction-homes-selling-10-over-advertised-price/2013080863977">in the lead up to Spring they were selling at 11%</a> above pre-auction price guides.

Melbourne auctions selling 11% above price guides

A preliminary clearance rate of 71.2% was reached from 146 auction results so far this week. Due to the low volume of auctions this week it is more important to look at the private sale market.  
RP Data has recorded a further tightening of the private sale market with the time on market for houses dropping again, this time from 36 days to 34. Conditions in the private sale market have been improving for sellers for the last year with time on market dropping 12 days.  
The same conditions are not apparent in the unit and apartment market where the time on market has not changed in any consistent manner over the past year.  
The price expectations of sellers are also being more closely matched by buyers in the market for houses sold at private sale where over the last year the vendor discount has dropped from 7.3% to 6.2% on a monthly basis.  
Homes sold at auction are not included in the days on market or vendor discounting measures as they are not relevant to fixed period campaigns and reserves are infrequently quoted.  
Volumes in the local auction market will increase again next week.

Buying in regional areas can allow investors with a lower budget to start building a property portfolio, according to Buyers agent Cate Bakos from Empower Wealth.
Bakos spoke to Property Observer as part of the How the Experts Buy series.

Bakos says buying in the right areas of Ballarat can give buyers capital growth of 6% to 7%.
The key is understanding what the residents of regional towns are really after.
Whereas buyers in cities might look towards easy access to public transport as a prime indicator of value, those in regional areas put less of an emphasis on this.
Bakos tells buyers to look for established houses in the inner suburbs of Ballarat which are well insulated and on larger plots of land close to major employers.
Areas like Mount Clear and Mount Helen are close to the University of Ballarat, IBM, and goverment services like the Australian Tax Office and the emergency services.
Depending on the property some investors would do well to gear their property towards sharehouses for contractors.
She says many residents of Ballarat actually commute to Melbourne and are looking for larger more luxurious properties than they can afford in Melbourne.
She says yields in Ballarat are around 5.5% to 6.5%. Properties between $200,000 to $240,000 can have rental yields above 6% and properties between $240,000 to $280,000 yield around 5.8%.

There is a small hiatus in the auction market this week due to Derby Day and the Melbourne Cup but last weekend’s strong results shows that this won’t negatively impact the results between now and Christmas.

Whilst there is less action in the auction market the private sale market continues to record healthy results with a drop in the days on market for houses from 38 to 36 days.  
Stock being prepared for market is beginning to reduce due to the proximity to the end of the year. Many vendors will be starting to plan for sales campaigns next year.

High expectations were placed on a bumper spring this season, with experts predicting our biggest property sales period in years. With record low interest rates and the election finally decided, talks of improved consumer confidence reached new heights.
It’s a little different for us down here in the Peninsula – unlike the rest of Melbourne our peak selling period is over the summer months. Don’t get me wrong, spring is still a busy period for us but I’d say we’re more in ‘ramp-up’ mode for the holiday season when our real estate frenzy really hits.

For the last 11 years, I’ve had my vendors tell me from as early as August that they’re happy to go on the market in spring; it was no different this year. Come the first day of September, we were away and racing.
One of the most interesting trends we’ve noticed this season is the rise of the auction. For holiday home markets like Rosebud, Dromana and Safety Beach where private sales have traditionally dominated, this spring we’re seeing a 70:30 split between auctions and private sales in favour of auctions. We have already conducted 10 auctions this spring alone - five years ago I’d be lucky if I had three auctions for the entire year. The hype around auctions in the broader Melbourne market has definitely started to trickle down to our area, with sellers beginning to see value in this sale method.
There’s also been a noticeable change in sentiment since the change in government – we found a lot of our vendors were fearful to sell before the election. September this year was a huge month for us with our sales nearly double the same time last year. We’ve also had really strong results this month with these properties in <a href="https://www.hockingstuart.com.au/?pagecall=property&amp;propertyID=2462208">Dromana</a> and <a href="https://www.realestate.com.au/property-house-vic-rosebud-114620287">Rosebud</a> selling before auction and we’re expecting the same to happen to a four-bedroom home we have <a href="https://www.hockingstuart.com.au/3_PHILLIP_STREET_ROSEBUD_VIC_3939">in Phillip St Rosebud</a>.

We’ve also just listed a unique acreage – <a target="_blank" href="https://www.hockingstuart.com.au/60_OLD_WHITE_HILL_ROAD_DROMANA_VIC_3936">60 Old White Hill Road Dromana</a> – that will draw a lot of interest from retirees and holidaymakers.

Looking at buyer demand, the interest rate cuts have definitely made a difference but we’ve actually found the completion of the Peninsula Link in January to be the biggest driver for our market this year. People can now get to the Peninsula from the city in under an hour – before the freeway was open, you’d be looking at an average travel time of one and half to two hours depending on traffic. Our days on market have halved from an average of 120 days a year or two ago, to 60 days this year.
The other unique trend we’ve seen this spring has been in the rental market (which has shown particularly strong demand, we had more than 60 enquiries for a three-bedroom home we recently put on the rental market in <a href="https://www.realestate.com.au/property-house-vic-safety+beach-411547723">Safety Beach</a>). We’ve had a few instances where people have chosen to lease a holiday home for the entire year after weighing up the benefits of outlaying $400-$500 a week rent for a year against mortgage repayments for 30 years. We’re finding that professionals in the 40-50 age bracket with disposable income are considering different ways to invest their money.
We’re definitely expecting stock levels and buyer demand to remain high moving into summer, with our activity really ramping up in January – I’m predicting a nominal increase in our sale prices and another interest rate cut before Christmas. But predicting interest rates is like predicting real estate; everyone thinks they know what’s going to happen when the truth is, no one actually knows what’s around the corner. All I know is if our results so far are anything to go by, I can guarantee it’s going to be a hot summer.
