Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The Victorian Government’s massive upgrade of the State Netball and Hockey Centre in Parkville has begun.

Premier Daniel Andrews, Minister for Tourism, Sport and Major Events, Martin Pakula and Minister for Women Gabrielle Williams visited the Centre today to mark the start of construction on the new home for netball and hockey in Victoria.

The upgrade will replace the existing outdoor netball courts with six new indoor courts, a new indoor hockey facility, upgraded change facilities, a creche for parents playing at the centre, and a high-performance strength and conditioning gym. It will also build a new northern entrance, better connecting the centre to public transport.

The new state-of-the-art facility will cater for all levels of competition – providing playing fields for grassroots teams and a major training base for elite athletes in both sports – and be a world-class venue to host major state, national and international tournaments like the Hockey Pro-League.

The Victorian Government has appointed contractor Kane Constructions to deliver the project, with close to 30 jobs to be created during construction. The project is scheduled to be complete in 2021.

The Centre is used by more than 6,000 people every week – 80 per cent of whom are girls and women.

The project is part of the $241.6 million package unveiled by the Victorian Government last year – the biggest investment in women’s and community sport in Victoria’s history. On top of the State Netball and Hockey Centre upgrade, the package includes:

<li>$20 million to redevelop Ikon Park into the home of women’s football</li>
	<li>$13 million for Stage 2 of the Moorabbin Oval redevelopment, to build a range of community facilities and deliver upgrades that will enable the Saints AFLW team to play there from 2020</li>
	<li>$10 million to improve playing conditions at Casey Fields and Whitten Oval for AFLW competition</li>
	<li>$2 million for infrastructure upgrades for AFLW at Victoria Park.</li>
</ul>

Massive Upgrade Of State Netball And Hockey Centre Begins

Rod Leaver has been named the new CEO of Knight Frank.
Leaver, the former CEO of Lendlease Australia and later CEO of Lendlease Asia, has been an independent real estate advisor since returning from his role in Asia in 2016.
He has been advising groups on real estate strategy, portfolio governance and urban regeneration projects.
While CEO, Leaver successfully formulated and executed a new strategy for Lendlease Asia, securing two major urban regeneration projects in Singapore and Malaysia totalling US$6 billion, and its first Senior Living development in China.
Leaver said he is delighted to be joining Knight Frank.
"The focus on delivering outstanding client service by providing the best professional advice together with developing outstanding talent accords very much with my own approach to business," Leaver said.
"As a partnership, Knight Frank encourages a sense of entrepreneurship amongst its people while also taking a long-term perspective.

Leaver was named CEO of Lendlease Australia in 2010 and took the top job at Lendlease Asia a year later.

Leaver will replace outgoing chief executive Stephen Ellis who will retire from the firm in June 2019.

Knight Frank appoint former Lendlease boss Rod Leaver as new CEO

International model Erin McNaught and her DJ husband Example have snapped up a Queensland stunner, as they bid farewell to London to re-connect with family.
The couple have secured a uber-modern home in her home town costing $2.8 million. It was on the market for just a day, having taken two years to build.
It is in Brisbane's inner city Paddington, not far from Kenmore when McNaught went to school.
Her parents, Andy and Lindy, live in neighbouring Milton and Example's parents live on the Gold Coast, and his sister in Sydney.
McNaught has been settling in to life in Brisbane, and the move into the new home late last month.
Since the new year she's visited the Koala's at Australia Zoo and she's been frequenting the Sanctuary Cove Country Club for some workouts.
She says the weather's a bit different than in London.
"Tried to cool off by lying on some tiles," she wrote to her 177,000 Instagram followers.
"They were lukewarm which is still colder than scalding, which is what everything else in Australia seems to be right now." 
When flying home for Christmas, McNaught, accompanying a picture on a plane with her youngest son Ennio, captioned the photo "Home. (Note to self: NEVER LEAVE)"
The Canberra-born model has been married to the London-born Example, whose real name is Elliot Gleave, for six years. The pair met in 2011 when Erin interviewed Example for MTV Australia, some five years after her crowning as Miss Universe Australia.
They wed near Ballina, outside of Byron Bay in 2013 and honeymooned at Bora Bora.
The move back was foreshadowed as long back as 2012 when McNaught told the Daily Telegraph they wanted to move to Australia in 'a year or two.'

In 2014 Example tweeted of plans to move to Australia by 2018 at the latest.
More recently McNaught confirmed the family, now with two young boys Evander and Ennio, would be back despite describing London as an amazing city.
It was having children that McNaught realised it was time to come home as everything is so much more accessible.
At one point she tried to book her boys into swimming lessons, but there was a four-month waiting list.
The home, dubbed The Russet House due to its copper and russet toned finishes, was designed and built by the in demand pairing of Tim Stewart Architects and Graya Construction, who have penned their names to some of Queensland's most contemporary houses in recent times.
The home was sold by Rob Gray, one of the brothers who make up Graya Constructions.
Gray and wife Meghan paid $986,000 for the modest 1920s home before its complete two year rebuild.

The City of Melbourne has refused 81 applications by JCDecaux for planning permits to display commercial advertising on public phone booths across central Melbourne.

Chair of the City of Melbourne’s Planning portfolio Councillor Nicholas Reece said the signage is not low impact, would negatively impact heritage places, conflicts with Council’s urban design objectives, and would result in streetscape and amenity issues.

“As custodians of the city we have a responsibility to maintain the quality of the streets and public realm. We don’t want people to be bombarded with oversized and intrusive commercial advertising on public infrastructure,” Cr Reece said.

“First and foremost cities are for people, and the interests of the people who use our streets must come first. We have heard loud and clear the complaints from the community that these new structures are distracting, impeding pedestrian traffic and negatively impacting a number of local retailers and businesses.”

Other Australian capital cities, and a number of councils in greater Melbourne, have also raised concerns the new super-sized phone booths are significantly disrupting footpath traffic and negatively impacting the public realm. 

Under the Telecommunications (Low-impact Facilities) Determination 2018, planning approval is not required to install telecommunications infrastructure provided it meets the criteria for 'low-impact facility'.

At 2.7 metres high and 1.2 metres wide, the new payphone structures are 600mm taller and 400mm wider than the older phone booths. They are also fitted with 75” LCD screens – which are 60 per cent larger than the previous signage displays – and which are programmed to show up to four advertisements per minute.

Accordingly, as well as rejecting the applications for advertising by JCDecaux, the City of Melbourne will apply to the Victorian Civil and Administrative Tribunal seeking an order that Telstra’s new larger phone booths do not meet the low impact criteria and therefore require planning approval.

“We’re seeking a ruling from VCAT that the supersized payphones should require planning approval,” Cr Reece said.

“With nearly 90 per cent of Australians owning a mobile phone, it’s hard to believe there’s a need for this many supersized phone booths in the central city. Indeed, these new structures are more like digital billboards masquerading as phone booths on the footpaths of our city.”

In October 2018, prior to receiving the 81 planning applications, the City Melbourne conducted community consultation on the impact of the digital advertising payphone structures.

Of the 338 contributions received via Participate Melbourne: 
• more than 90 per cent of respondents provided negative feedback 
• 84 per cent of respondents reported the billboards impacted their movement around the city 
• 81 per cent of respondents found advertising on digital billboards was distracting.

Walking trips within the City of Melbourne increased 14 per cent (by 38,000 trips) during a recent four year period. Cr Reece said “Travelling by foot is the most utilised mode of transport in the Hoddle Grid and as custodians of the city we have a responsibility to maintain space for people.” 

Additionally, analysis of the pedestrian network has found that if the walking connectivity within the CBD is reduced by 10 per cent, the value of the economy of the Hoddle Grid will be reduced by up to $2.1 billion per annum[1]. Pedestrian flow is vital to our city economy and, of course, retailers and other businesses.

Cliff Ho: In Sydney, we chose Chippendale as it’s known for its creative scene and converted warehouses, Chippendale has become popular in recent years for its beautifully designed cafes, stores and art galleries; it was the perfect location for our first space in Sydney.

In July 2019, we will open our first space in Melbourne’s CBD in QV.

We wanted to find the best spot for this location and we landed on a place with some of the best retail stores and most delicious restaurants. Located at 3 Albert Coates Lane, we will only be a minute walk to Swanston Street, Melbourne Central Station and Chinatown.

'The Commons' CEO Cliff Ho discusses the differences between co-working spaces vs traditional offices

Parkmore, a historic 1891 Victorian mansion in Rosebud, the seaside town on the Mornington Peninsula, has finally sold after numerous attempts.
The grand six-bedroom Victorian home at <a href="https://www.realestate.com.au/sold/property-house-vic-rosebud-128521190">741-743 Point Nepean Road </a>sold for an undisclosed price having revised price hopes of $2.6 million to $2.8 million during its most recent sales campaign.
The property passed in at auction last July.
Positioned opposite the beach, last year McEwing &amp; Partners Mornington agent Quentin McEwing saw two bidders compete for the property before it was passed in at $3,175,000.
The heritage listed manor had an initial guide of $2.7 million to $3 million which was amended to a price guidance of $3.2 million to $3.5 million before the auction.
It was listed in 2017 with $3 million to $3.3 million price guidance.

McGrath continues its regional Victoria expansion, opening Ballarat office

Visiting customers, officials and other economists in Hong Kong and Singapore in the past week, three insights about China were clear.  Firstly, there is a strong degree of confidence that China will implement stimulus packages to stabilise the economy following the slowdown in growth over the course of 2018.  The second big issue is around trade policy.  Clearly, there is great degree of uncertainty as to exactly how the trade negotiations with the US will get resolved and few people were particularly confident a compromise is in sight in the near term.  Finally, China seems to be heading towards a current account and trade deficit. The concern would be if China tried to take some direct steps to deal with that problem, particularly around students and tourists, which could be damaging to Australia’s economy if growth in arrivals slowed.  Given the size of China’s economy and Australia’s close trading relationship, how these developments unfold will be important in 2019.

MAB’s 7 Ormond development at University Hill has proven to be a success with medical professionals including specialists in paediatrics, psychology, gastroenterology and endoscopy snapping up suites in the $18 million project.

Positioned between the Austin Hospital in Heidelberg and the Northern Hospital in Epping, 7 Ormond is surrounded by universities, private schools and a major retail precinct in a rapid growth corridor 18 km north of the Melbourne CBD.

In the last seven months, the first stage has seen 16 out of 22 suites sold, with approximately 60% of the sales attributed to medical occupants, many of whom are relocating or expanding from medical suites located in Melbourne’s north.

Image: Supplied</figcaption></figure>Dr Luke Sammartino, one of the busiest paediatricians in Melbourne’s north, purchased a 150 sqm suite after outgrowing his current clinic, with the new location allowing him to open a multi-modal ‘one stop shop’ clinic.

Joining Dr Sammartino at 7 Ormond will be Professor Antonio Paolini, a Clinical Neuroscientist and the CEO of higher education provider ISN Psychology, who was one of the first purchasers in the development.

According to Professor Paolini, the appeal for him was 7 Ormond's strategic location within an emerging medical hub, and its proximity to the existing teaching facilitie nearbys.

MAB released the second stage of 7 Ormond in February and says it expects to draw further interest from medical professionals.  Stage two will have its own entry, dedicated lift and amenities with office suites ranging in size from 65 - 130 sqm.

Construction commenced on 7 Ormond in November last year and is expected to be completed in September 2019.

Image: Supplied</figcaption></figure>The 29-storey tower has been designed by Fender Katsalidis Architects (FKA) and joins the growing chorus of projects reinvigorating Parramatta and reinforcing its credentials as a design-led city.

Located on a 2,439 sqm gateway site on the corner of Smith and Phillip streets, 32 Smith Street, is just a stone's throw away from the $1.2 billion Riverbank cultural and entertainment precinct, and the $2 billion Parramatta Square.

Parramatta Square represents NSW's largest urban renewal project and will upon completion, provide new chambers for Parramatta City Council, a public library and a vertical campus for Western Sydney University.

These projects,together with pother major commercial and residential projects, including the restoration of the historic, 700-seat Roxy Theatre are leading the charge for Parramatta as it sets its sights on becoming Sydney’s second CBD. 

On the design front, FKA have conceived a tower which it says gracefully opens up the site’s ground level to the public with a set-back podium and two softly rounded, pebble-like forms that encourage pedestrian usage.

According to FKA, the tower is simple in form and has been shaped as a building in the round, with its curved pebble form reducing glare and wind to create a "friendly sculptural tower."

The tower is imagined as a glazed form which rises above this civic ground level, creating what will become the most translucent building on the Parramatta skyline.

32 Smith Street has also been designed with an eye on the future. Its car parking is raised 12m above ground, to a full-height storey, allowing for future conversion to commercial programme.

Located above the car parking is an “oasis level” featuring an outdoor terrace that provides views to the Parramatta River, as well as a datum which responds to the existing scale of the street wall, highlighting the base of the tower.

At its summit, the building is crowned by a tree-lined open-air terrace, allowing tenants elevated views of Parramatta River and the emerging Parramatta skyline beyond.

Insurer QBE will move into the building as its major tenant, when it is completed in late-2020.
