International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.

The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.

According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.

Urbis reported quarterly average sale prices for new two-bedroom, two-bathroom apartments ranged from around $1.2 million to $1.7 million throughout 2025, peaking in the December quarter.

Paradiso Place is now moving into its formal sales campaign, with a limited early-release opportunity available ahead of the public launch.

The development will comprise 845 apartments across three towers rising 40, 41 and 44 storeys from a 1.15-hectare site spanning an entire city block. The towers will sit above a new retail precinct.

ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

One of the more time consuming parts of getting a mortgage and becoming an investment property owner is the paperwork.
When heading to a lender for a mortgage, there are a number of things you need to be sure to have – particularly if you’re self-employed or have an unusual working arrangement. For new investors, this can be daunting.
<h3>Identification</h3>
This is straightforward, but don’t forget it. 100 points of identification is the best way to go. A driver’s licence and passport or other form of photo identification will go well, however if you only have one of these items then you can also consider bringing along a birth certificate, Medicare card or utility bill.
<h3>Income confirmation</h3>
As mentioned above, this can be trickier if you are in a non-traditional mode of employment. Your most recent payslip is a good option, otherwise proof of the income being deposited into your account can also sometimes be accepted. For many loans, you will be required to show a “year to date” income for a portion of time. This is often seen on play slips, however tax returns, ATO notices of assessment, PAYG summaries, a letter from your employer or an employment contract can all be options. Overtime hours can be considered as income, however depending on regularity, you may be required to seek advice on how the lender prefers to receive this information.
For those who are self-employed, documentation may be required. A one year individual tax return and a one year business tax return, profit and loss statement and a balance sheet may be necessary.
You may also receive other income, such as from shareholdings. You will be required to bring tax returns and statements to prove this income.
<h3>Liabilities and assets</h3>
In order to determine your financial situation, a lender will also want to see proof of your assets and liabilities. If your assets are savings, then you will need to provide bank account details, however shareholdings or motor vehicles can also be taken into account. It is worth asking the lender ahead of time about how to prove your assets. If you already own your home, you will be required to provide information about your current mortgage and insurances.
It could also be a good idea to be prepared with paperwork relating to insurances and personal cover.

What paperwork do I need to prepare before going to the lenders?

While many people consider keeping their primary place of residence and turning it into an investment property when they upgrade or move, it’s slightly less common to move into your investment property down the track.

Buying your first property as an investment and moving into it later can allow you to save substantial funds upfront, particularly if you live with your parents or are renting cheaply and have a tenant paying market rent. You may also not be ready to live in the home yet, or unable to afford it, so this provides the opportunity to get into the market early.

If you want to move in but your tenant has not yet completed their lease, make sure you speak to your property manager about your options. You are required to fulfil the tenancy agreement and provide the relevant notice periods.

A capital gains tax exemption is likely to apply for the period that you have lived in the house, however you will still be taxed on the portion of time that it was an investment and was rented.

Living in the property for more than 12 months triggers a 50% Capital Gains Tax (CGT) reduction, says Destiny Financial founder and director Margaret Lomas. She explains that if you have lived in the property, as well as rented it during ownership, and subsequently sell at a later date, then the property incurs pro-rata capital gains tax using the cost base on the first half and the eventual sales price. It is calculated according to the days rented and not rented, with the “not rented” period attracting a CGT reduction.

However it does get more complicated if you were to rent out a portion of the property, which would require the period of time that you lived alone in the property to be calculated pro-rata as above with the potential CGT exemption, and the period of tenancy to be calculated under a different method for CGT. Moving into the property will make you lose any year to year deductible negative gearing benefits on that investment.

Speaking to your accountant is a must, as the impact will be mostly felt when you sell, not before.

If some of the major growth is still coming for the area, it may make sense to purchase a new home, bearing in mind the costs of purchasing.

What are the implications if you move into your investment property?

Straightforward internet searches are passé for buyers, with impressive apps providing more insight into purchase options than ever before
Searching for properties has evolved dramatically with the introduction of new media technologies.
Cloud storage, mobile internet and the increasing penetration of broadband is escalating the speed with which information is able to be transmitted and consumed – and it's made it easier than ever to find a property.
But while access to real estate information has become easier, the onus has shifted to the buyer to hunt down the best property.
Jacque Parker, president of the Real Estate Buyers Agents Association of Australia, says that while selling agents have long been the sole gatekeepers of information in the property game, technology is enabling buyers to gain some knowledge of this, and participate more in the experience.
"Buyers have far more information at their disposal and can use this to their advantage when it comes time to assess and negotiate property," says Parker.
Parker says that one of the greatest changes to the way the industry operates has been the prevalence of mobile technology.
"The largest changes have involved faster delivery of information across a multitude of devices and in a more efficient timeframe."
The savviest house hunters know that making use of this type of technology is key to keep ahead of the game.
"Buyers no longer rely on the Saturday lift-out alone, they now engage in a mix of online, mobile and paper research," says buyer's agent and director of Advantage Property Consulting, Frank Valentic.
"They're able to look for properties on their phone whilst on the move, sitting on the tram, on their lunch break."
Using real estate apps, buyers are able to keep track of current listings and keep all the information they need right in their pocket.
"Real estate apps provide more information than a simple listing, such as in-depth property market data, and the ability to schedule open for inspections or auctions in your calendar," says Valentic.
"However, this information has always been available to buyers – it's just now presented to them in a more accessible way."
Petra Sprekos, general manager of realestateVIEW.com.au, agrees that mobile technology is firmly shifting the power right into the hands of the buyer.
"While agents serve an important purpose, we are now witnessing how technology is allowing the buyer to become more informed and gain more control over the buying process," Sprekos says.
Information such as local amenities, schools, recently sold properties in the area, and median suburb prices are easily at hand in the best apps. Beautiful photos, floor plans and heat mapping technology are also helping buyers. Why the bank won't let you have a second mortgage

There are tax issues for Australians living overseas but who want to buy property back home.
It in important the familiarise themselves with Australian tax obligations to avoid nasty surprises from the ATO.
Among the first things to establish is the tax residency status. They will be treated as tax resident of Australia if they meet certain criteria.
Some of the things that determine residency include nationality, where you were present and for how long, where you have a home, and your economic and business ties with the country. 
If you have stayed in Australia for more than six months of the financial year (1 July to 30 June), you will be a tax resident of Australia.
Then there's the domicile. If your domicile remains in Australia and you do not have a permanent place of residence overseas, you will be treated as an Australian tax resident.
If you are a tax resident of Australia, your worldwide income and capital gains are generally subject to Australian tax.
For non-residents, only income earned in Australia and capital gains on ‘Taxable Australian Property’ are taxable in Australia. Any income or capital gain from a property in Australia will always be treated as having been sourced in Australia, hence taxed.
Also watch out for countries with Double Tax Agreement (DTA) with Australia, where the provisions of the DTA may override the domestic law in both Australia and the other country.
If the other country also taxes the same income or capital gain, Australian tax rules generally provide a foreign income tax offset on any foreign tax paid on the same income or capital gain.
There is no substitute for professional tax advice.
Take the common example of an Australian expatriate who buys a home back in Australia while still resident of another country, including for tax purposes.
The house rented until the expat eventually returns to Australia, when it will become the family’s home.
The capital gains tax (CGT) treatment when the home is eventually sold will be influenced by the length of time when the property was not the expat’s main Australian residence.
An expat’s CGT position after owning the property for 10 years but home for only the final two of those years, would, according to Joe Galea, property tax partner for accountants Deloitte in Sydney, see a fifth of any net capital gain taxable.

Australian expatriates are to watch their tax obligations

Expat buyers should be aware that many of the homes available for sale are not yet listed on the internet.
These are properties that estate agents or buyers’ agents know have vendors willing to sell in the new year that have yet to advertised.
Peter Kelaher of PK Property Search and Negotiators says that a large proportion of the transactions negotiated by his firm are silent sales. 
“Agents call us to say that a property is going on the internet in a month’s time,” says Kelaher.
Despite the softer auction statistics, inner Sydney agents are recording a significant amount of sale activity away from the Saturday auction limelight.  
Anthony Birdsall at Laing Real Estate said his agency was seeing good stock sell through private treaty negotiations.
The penny was dropping that inner Sydney apartment prices don’t seem to be going down in a hurry as competition remains for premium offerings, he said.
Some agents in some suburbs around Sydney have noted fewer overseas buyers, meaning less competition for expats in their acquisitions.
It can be traced back to then Treasurer Joe Hockey's crackdown on illegal foreign property investment, with new rules now meaning substantial fines for real estate agents, conveyancers and migration agents who knowingly assist illegal purchases.

Expats warned top listings might not yet be online

While Australia’s property market remains a safe haven, limited stock is a significant obstacle for overseas investors, Napier &amp; Blakeley’s managing director Alastair Walker.
“There is still a substantial amount of investment funds under management looking for a home – and the volatility in other markets serves as a reminder that Australia remains a safe haven,” says Walker, who oversees the independent property, development and sustainability consultancy.
The latest investment intentions survey from the Asian Association for Investors in Non-listed Real Estate Vehicles (ANREV) reports around AU$82.4 billion is expected to be poured into property in 2016, with the top three investment destinations in the regions of Tokyo, Sydney and Melbourne.
“Opportunity is now the great conundrum facing investors,” Walker recently blogged.
“Australia presents a transparent market with a good yield to debt ratio, but a shortage of stock is limiting investment opportunity.
“The local property investment groups who have righted their ships in the last seven years after the Global Financial Crisis are now heavily challenged by offshore investors, some with very deep pockets.”
“Our chairman, Peter Mitchell, is based in Singapore, and travels around Asia talking to investors and we get reports back every day, especially from Chinese investors wanting to get into the Australian market. These aren’t just big global funds, but a range of investors who see Australia, and particularly Sydney, as an attractive destination,” he adds.
While Sydney and Melbourne remain the “first choice” for offshore investors, Walker says they are increasingly looking further afield – and are looking beyond traditional shiny new offices.
“Expect retrofitting of existing assets – something that has been slow off the mark – to become a bigger thing in 2016,” Walker says.

Opportunity is the great conundrum for commercial property investors

Retail centres form the backbone of many communities. More than simply places to shop, they can enrich the communities they serve as destinations for socialising, culture and education.
There’s a growing focus in retail design on “lifestyle shopping centres”, says Frasers Property Australia general manager of sustainability Paolo Bevilacqua. 
“Sustainability was about the environmental aspects. Now there’s a shift back to the people,” he says. 
“Buildings are for people so the impact of health-related initiatives such as improving air quality and access to day light, are being considered much more closely.”
Gardens and “green walls”– with vertical plantings – are increasingly being integrated into shopping centres’ designs. Facilities that encourage people to commute by bicycle, public transport and on foot are also gaining popularity.
“Now we’re starting to see urban agriculture within shopping centres as a way to connect people to nature,” Bevilacqua says. “These types of features have been shown to make people feel better in a space and stay there longer.”
The World Green Building Council found in its Health, Wellbeing &amp; Productivity in Retail report, released in February, that beyond improving customers’ experiences, retailers can boost profits by providing greener, healthier stores.
The concept of sustainable development is not new but Stephen Choi, Vice-Chair of the Board for the Living Future Institute of Australia, says there’s still room for improvement. 
“We have to do better than just continuing with more of the same; we have to try to create a built environment where every single act of design and construction made the world a better place,” Choi says.
In line with this aim, the International Living Future InstituteTM coordinates the Living Building Challenge, a design standard for sustainable buildings.
The LBC inspires the creation of buildings that have a positive impact on their environments and communities. Choi says unlike other standards, it uses nature as a benchmark rather than a bare minimum construction code. It is a philosophy and advocacy tool as well as a certification system.
It asks us to imagine a building designed and constructed to function as elegantly and efficiently as a flower: a building informed by its bioregion’s characteristics, that generates all of its own energy with renewable resources, captures and treats all of its water, is toxic free and beautiful.
To become a Living Building®, a new project must meet a stringent set of requirements, not only to be water and energy positive efficient and use sustainable materials, but also to promote health, happiness and equity, and to be beautiful places.
