Burgeoning South East Queensland developer <a href="https://www.apartments.com.au/developers/frank-developments">Frank Developments</a> is continuing to pad out its capital city development pipeline.

The developer, led by Frank Licastro, has its sights set on Kingsford Smith Drive in Hamilton, where it is planning <a href="https://www.apartments.com.au/new-apartments/avela-60-kingsford-smith-drive-albion-qld-4010">AVELA</a>, a 166-apartment development across three towers that tier down from 28 storeys to 19 and 17.

The towers will rise above the iconic Breakfast Creek Hotel.

Frank has brought on Melbourne architecture practice <a href="https://www.apartments.com.au/architects/rob-kennon-architects">Kennon</a> to design the building, conceived as a “defining architectural marker where the airport corridor meets the inner city.”

Kennon describes the project as a once-in-a-generation opportunity.

"Positioned at the northern gateway of Brisbane's primary CBD corridor, this project represents a singular moment in the city's urban evolution, one that will not come again," the architecture practice said in the documents submitted to the Brisbane City Council.

"Where the airport and world beyond meets the city, the building will rise as a sculptural landmark, a defining piece of architecture that signals arrival into Brisbane and anchors the connection between the city and the communities to its north."

The development is centred around owner-occupier apartments, with a mix of two, three and four-bedroom residences designed to capitalise on city and river views.

Four basement levels accommodate resident parking, allowing the podium to prioritise pedestrian activity and public-facing uses like ground-floor retail, a cafe, a&nbsp;neighbourhood grocer, and a public accessible indoor pickleball court and event space.&nbsp;

There will be nearly 2,000 sqm of communal wellness and recreation facilities across three levels.

ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Architectus has designed the tower, orientating the apartments to maximise views towards Sydney Harbour while introducing a sculpted façade intended to respond to light, wind and the surrounding skyline.

Architectus Principal Marko Damic said the design sought to create a tower that contributes to the public realm as much as the skyline.

"We wanted to design a tower that doesn't just sit in the skyline but actively participates and contributes to city life," Damic said.

First look: Freecity gets green light for mixed-use apartment and hotel tower in North Sydney

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Brisbane unit rents fell -1.1 per cent, the lowest falls across Australia, especially compared to the Melbourne and Sydney inner city unit markets which recorded the largest falls down -7.6 per cent and -5.7 per cent in 2020 according to CoreLogic’s Rental Review for the December 2020 quarter.

Brisbane median rents were up 0.7 per cent for the month, 1.4 per cent for the quarter and 1.8 per cent for the year. Brisbane's median rental price hit $448 this month just $3 below the national median.

Brisbane house rents increased 2.7 per cent against a -1.1 per cent reduction in unit rents.

In terms of rental dollar value, Brisbane while up 0.4% this month and 0.1% this quarter was down -1.1% for the year. 

Brisbane's current median unit rent is $396, the second most affordable in the nation.

Rental conditions in regional markets have been outperforming capital cities with unit markets recording weak conditions across the largest capital cities.

December 2020 saw Australia’s dwelling market record the largest monthly increase in rental rates since 2010, up 0.6 per cent over the month. The 10 year record can be attributed to growth across the house market which saw a 0.9 per cent rise in rental rates over the month, more than offsetting a -0.1 per cent fall in unit rents.

Across the broad regions, regional markets were the standout performer with both house and unit rents up 1.1 per cent in December, taking house rents 2.9 per cent higher over the final quarter of 2020 and unit rents 2.6 per cent higher.

Unit rental rates across the capital cities fell -0.3 per cent over the month to be down -1.6 per cent over the December quarter. Despite the diverse performance over the year, national rents rose by 1.9 per cent annually in 2020, which was the largest annual increase across the dwelling market since mid-2018.

Brisbane's unit rental falls were the smallest across the nation in 2020

Sydney's inner city unit market recorded the second largest falls this year down -5.7 per cent over 2020, according to CoreLogic’s Rental Review for the December 2020 quarter.

In terms of rental dollar value, Sydney has long been the most expensive market in which to rent, however 2020 saw Canberra surpass Sydney as the most expensive market to rent a house at $624 p/w, $10 p/w more expensive than the typical house in Sydney.

Sydney units however maintained their position as the nation’s most expensive capital city in which to rent a unit despite the $36 reduction recorded in the year to December.

Median unit rent's in Sydney are currently $504, just $8 ahead of Canberra. 

Unit rental prices across the city are down -0.6 per cent for the month, -2.7 per cent for the quarter and -5.7 per cent for the year. However for the decade, the rental market is up 11.8% for units.

The area's hit hardest in Sydney were the City &amp; Inner South down -12.8 per cent and North Sydney &amp; Hornsby down -7.1 per cent. Following close behind those loss leaders were Ryde and the Inner West, -6.9 per cent as well as Parramatta and the Inner South, -5.3 per cent.

Some regions did see improvement across the wider NSW region including Sutherland and the Central Coast which saw the strongest growth at 5.5 per cent and 5 per cent respectively.

A record $32 million auction bid was made for a waterfront mansion on The Sovereign Islands in South East Queensland.

But the vendor Riccardo Rizzi, who rejected the $32m bid offered at weekend auction, remains confident he will achieve the desired price.

“The Queensland market’s hot, it’s booming,” he told The Courier-Mail post-auction. 

“The house reached $32 million, it didn’t sell. It’s now on the open market at $36 million and there’s a couple of people interested."

There was an onsite auction attended by eight registered bidders last October when a $28 million vendor bid was lodged.

The now Perth based civil engineer Riccardo Rizzipurchased the incomplete house in 2013 for $5.3 million.

Set on 4255 square metres, the finished home has six bedrooms and a 30-metre pool in a roman-inspired garden.

It has been listed through Amir Mian of Amir Prestige.

Record $32 million auction bid rejected for Sovereign Islands waterfront mansion

The cheapest property sold at weekend auction was a $315,000 Surfers Paradise apartment.

Having been grossing $46,000 in holiday rental, the two bedroom, one bathroom apartment price reflects a 14 percent yield before costs.

The body corporate fee was advised as $159 per week, the water bill as  $420 per quarter and council rates at $3500 per annum.

The Chevron Renaissance apartment (pictured above), at 2167/23 Ferny Avenue, had previously sold to Hoxton Park investors in 2002 at $330,000, according to CoreLogic.

Prospective buyers were told "the exceptionally motivated interstate sellers must urgently liquidate" due to other commitments.

The fully furnished two bedroom apartment came with ocean, river and hinterland views from its mid-floor of the Skyline North Tower.

"Chevron Renaissance is highly regarded as a premier holiday high rise, centrally located in the heart of Surfers Paradise," the Ray White lisiting agent Harry Ranchhod advised in the marketing.

His last sale in the much traded complex was in December when 1274/23 Ferny Avenue, a two bedroom, two bathroom unit, fetched $455,000 having sold in 2003 off the plan at $658,000.

The 44 Queen Street offering (pictured above) had 17 lettable rooms and 70 budget beds often advertised at $58 a night.

It was the highest reported sale at the Ray White auction event on the Gold Coast.

The complex sits on a 939 sqm holding opposite the G:Link Station.

Michael Willems of Ray White Commercial advised the resort complex had a $168,000 net income plus GST and outgoings.

It was initially listed for sale in 2019 and again last year.

The last known sale price was $1.3 million in 2003, according to CoreLogic.

It came with a new lease with the accommodation complex operators Aquarius Gold Coast.

The winning $1.2 million bidders of a Chevron Island villa apartment at weekend auction have plans to relocate from their Goulburn, NSW home.

The property was sold by Ray White Surfers Paradise agent Glen Williams, with the three bedroom three bathroom Chevron Riviera villa townhouse (pictured abode) attracting some 25 bids.

It is a three level villa with basement garaging on Stanhill Drive.

The offering, with pool and lift, had last sold in 2005 at $750,000. The neighbouring villa had sold in 2017 at $825,000.

South East Queensland is traditionally the busiest auction location for coastal offerings over the Australia Day long weekend. And 2020 didn't miss despite the pandemic.

Buoyed by the booming demand for Gold Coast property from interstate buyers, Ray White Surfers Paradise Group has reported over $40 million worth of property sales at its big weekend auction.

The RWSP CEO Andrew Bell described it as “the best ever."

There were 315 registered bidders for the 90 properties that went under the hammer, with most of the early items selling at between five and 10 per cent over reserve, along with 15 listings selling prior.
