ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

CommercialVIEW.com.au is a stand-alone commercial real estate advertising portal that is industry owned, directed by Ben Cooper, Stephen Gorman, Malcolm Gunning and its CEO Daniel Bignold. Its issued capital is given as $3.8 million, with nine million ordinary shares on issue and 310,000 redeemable preference shares.

Domain Holdings Australia Limited announced its commercial real estate business, Commercial Real Estate entered into a three stage agreement with shareholders of Commercialview.com.au Limited to acquire 100% of the issued share capital in CommercialView.

The acquisition will occur through a subsidiary of Domain, Commercial Real Estate Media Pty Limited (“CREM”), which is currently approximately 70% owned by Domain and 30% owned by members of the commercial real estate industry.

The consideration for the proposed transaction is anywhere between $4.2 million and $17.2 million, contingent on targets relating to the future financial performance of the CREM and CommercialView businesses. 

The on-target consideration is $10.2 million, which is equivalent to four times the projected increase in EBITDA from the transaction for calendar year 2020, including synergies.

The maximum consideration for the acquisition is $17.2 million of which a maximum of $2 million is payable in cash. The remainder is payable in newly issued shares in CREM.

Domain Group CEO Jason Pellegrino said there had been unanimous support for the transaction from CommercialView shareholders.

The commercial property website recently reported another loss in its annual results which gave its revenues as $1.6 million.

It was segmented into $440,000 subscription revenue, $150,000 banner advertising and over $1 million in depth revenue.

The 2018 financial year loss of the company after providing for income tax amounted to $8,500 compared to its $428,000 loss in the prior year.

Its directors, who noted it was a high demand/low supply commercial property market, slashed marketing expenses from $386,000 to $255,000. 

"For a portal, this is a difficult market to extract revenue as not only stock levels are low, but when stock is listed it generally move fast and doesn’t require large ongoing advertising budgets. 

"Total new listings that hit the CVIEW portal in FY18 compared to FY17 were down 21 percent and listings for sale were down 29 percent yoy. 

"This creates a large void for listing upgrade opportunities particularly investment stock which generally attract a larger advertising budget."

The revenue focus for the year was seeking upgrade opportunities for remaining sales stock and also to leverage the larger proportion of leasing stock in the market.

The business has had a "clear strategy" of tightening up on expenses without negatively impacting the operations, which resulted in a 22 percent reduction in expenses and $150,000 positive full year EBITDA and an $88,000 increase in cash balances for the year. Its assets included $474,000 in cash and $193,000 in trade receivables.

Its deferred tax assets sit at $700,000 plus.

Seven of the nine regional WA locations experienced quarterly median house price growth during the December 2020 quarter.  

REIWA President Damian Collins said the reiwa.com data shows eight experienced house price growth compared to the December 2019 quarter too.  

Port Hedland saw the biggest improvement, with its median price increasing to $270,000. 

“This represents an improvement of 9.3 per compared to the September 2020 quarter and 17 per cent compared to the December 2019 quarter,” Collins said.

"Esperance was another strong performer, with its median increasing to $343,000, an increase of 3.9 per cent during the quarter and 9.8 per cent compared to the December 2019 quarter,”  Collins noted.  

Five regional centres saw sales activity increase during the quarter, led by Karratha and Geraldton were the standouts. Sales activity was up 15 per cent in Karratha and 12 per cent in Geraldton during the quarter. 

The other centres to record improvements were Port Hedland (up seven per cent), Albany (up four per cent) and Kalgoorlie-Boulder (up one per cent).  

“Overall, the regional sales markets are showing strong signs of recovery, with mining sectors like Port Hedland and Karratha leading the way,” Collins conclude.

“This is in part due to the commitment by mining companies to keep their workers in WA as they continue to navigate the COVID-19 travel restrictions.”

Meanwhile rental listings declined in seven regional centres during the December 2020 quarter.  

Busselton and Bunbury saw the biggest reduction during the quarter, with listings down 36 per cent and 23 per cent respectively.

With fewer rentals available across regional WA, tenants were having to offer more weekly rent to secure a lease with Port Hedland and Karratha recorded the biggest quarterly increase in rent price, with their median rents up $55 to $550 per week and $50 to $700 per week respectively.

A near $7 million sale has been secured by Michael Paproth, of The Agency, in the Gurner South Melbourne project.

A 545 sqm penthouse at 74 Eastern Rd sold over the summer break.

It was 2016 when all top floor spaces were sold off-the-plan in the project near Albert Park Lake with its design by Elenberg Fraser.

The then five buyers saw Gurner secure sales totaling $10.75 million as one buyer bought two penthouses, outlaying $3.5 million to amalgamate the holding.

Another of the penthouses went for $3.9 million and the others were priced around the high-$1 million mark.

Developer Tim Gurner’s brief to designer David Hicks was to design penthouses “akin to a $10 million custom private residence.”

One of the buyers were retired empty-nesters Ross and Jenny Venuto who secured the $3.9 million penthouse.

With construction commencing June, a $960,000 off the plan sale townhouse has been achieved in the four lot Ocean Grove complex, Iluka.

The coastal&nbsp;suburb of Currumbin is the latest Gold Coast area to see plans lodged for a new apartment development.

Plans have been lodged for Kora, a boutique development of just seven apartments.

The apartments&nbsp;will be built at 798-800 Pacific Parade, facing Currumbin Beach.

The amalgamated 786&nbsp;sqm site, which homed&nbsp;a&nbsp;holiday rental block of apartments&nbsp;called Shoreline and a beach shack, sold together for $5.56 million in December for the first time in six decades.

It was bought by a Sydney-based developer under the name Marquee Flora Pty Ltd, associated with south Sydney builder Raed Bachir.

The old buildings&nbsp;will be demolished and make way for the new Plus Architecture-designed&nbsp;building which will only span four levels.

There are hints of feature concrete, floor to ceiling glazing and timber look battens.&nbsp;

&ldquo;With a collection of seven premium residences, the planning ensures that all apartments feature unrivalled ocean views with generous internal living and expansive oceasndei balconies that respond to subtropical design ideals&rdquo;, Plus Architecture&rsquo;s description lodged to the City of Gold Coast council suggested.

The Town Planning Report suggested the&nbsp;architectural philosophy paid homage to the traditional &lsquo;timber and tin&rsquo; beach shacks, evoking the relaxed sense of beachfront living, embracing high-quality, sub-tropical design which blends seamlessly into the beachside character of the site and its setting.

On the ground level there&#39;s set to be a communal wellness centre and pool for residents, as well as a&nbsp;beach house apartment with a private terrace and its own pool.

Above will just be two apartments per floor, then crowning the development communal roof terraces.

Due to the new City Plan established in December 2020, the area&nbsp;now has&nbsp;stricter development regulations,&nbsp;with limits keeping developments to either three storeys, or 15 metres high.

Kora will span four storeys, but will just be over 12 metres.
