ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

$10 million Point Piper trophy apartment tops weekend sales

Victoria’s appeal court has ruled that builder LU Simon does not have to pay damages for combustible cladding installed on the Lacrosse tower in Melbourne's Docklands. 

The appeals court made the ruling on Friday following a three day hearing in February by Justices David Beach, Kathryn Stynes and Robert Osborn.

The appeal was undertaken by architecture firm Elenberg Fraser, fire engineering consultancy Thomas Nicolas and building surveyor Gardner Group, who sought to overturn a 2019 judgment that saw them hit with a $12 million damages responsibility for use of polyethylene-core panels on the Melbourne apartment tower.

The matter centred whether LU Simon had responsibility arising from having breached the implied warranty of Victoria’s Domestic Building Contract Act and also the state’s Building Act when its constructed the apartment building that did not comply with the Building Code of Australia.

The appeals court ruled the builder was not negligent under separate legislation, the Wrongs Act.

The polyethylene-core panels in the Lacrosse tower saw fire affect 13 levels of the 21-storey building in its November 2014 fire. The fire broke out shortly before 2:23am on 24 November 2014 on the balcony of apartment 805 of the Latrobe Street complex with the source of the ignition being an incompletely extinguished cigarette butt left in a plastic container on a table with a timber top.

The cladding through which the fire spread was constructed with an aluminium composite panel (‘ACP’) known as Alucobest, which contained a polyethylene core. Alucobest ACPs had been installed as the external panel cladding on the eastern and western facades of the building.

The Victorian Court of appeal ruled a builder could rely on consultants’ understanding on things that are technical and outside their knowledge as builders can’t be expected to know the intricacies of products.

"The fact that they (the panels) did not meet the statutory warranties given by LU Simon, because they were not compliant or fit for purpose, does not of itself constitute a lack of reasonable care," the judgement noted.

The court judgement noted LU Simon "like so many others in the industry" had been "misinformed" by the material which Alucobond published at that time.

It referenced the Alucobond brochure ‘Alucobond — 40 years of excellence — From a Pioneer to the Synonym’ and similar comforting statements were made in the Alucobest brochure where in addition to reference to various ASTM test results, it is stated that Alucobest has ‘Outstanding characteristics of fireproofing’ next to an image of a flaming match.

It is not known if the consultants, and the insurers funding their cases, will now seek leave to appeal the issue to the High Court.

The risk remains that apartment owners and residents will be left without a meaningful remedy for their costs, Matthew Bell, a senior lecturer at Melbourne Law School, told the Australian Financial Review.

The AFR advised the appeals court judgment did offer hope to apartment owners as the ruling went beyond the Lacrosse-specific findings of the VCAT ruling and said the use of aluminium composite panels on all buildings built around that time contravened the building code.

The 2019 VCAT ruling had allocated 33 per cent of the liability to Gardner Group, 39 per cent to fire engineer Thomas Nicolas and 25 per cent to Elenberg Fraser. The apartment occupier was found to share a 3% responsibility.

Last month the Victorian state government changed the Building Act to ban dangerous cladding on new multi-storey properties.

Planning Minister Richard Wynne announced a prohibition with non-compliant builders now risking fines of up to $400,000.

The Building Act change was a recommendation in 2019 from the Victorian Cladding Taskforce co-chaired by former premier Ted Baillieu and former deputy premier John Thwaites.

More than 500 buildings were identified by the Victorian Building Authority as being at high risk of a cladding fire. 

The state government committed $600 million to rectify dangerous cladding on hundreds of high-risk buildings.

Apartment sales that stalled in Lacrosse have picked up with eight sales since last November, with the priciest being $582,500.

The 92 sqm two bedroom unit had last sold in December 2014 at $505,000 having first sold off the plan in 2008 at $522,500.

Apartment cladding insurance battle to possibly head to High Court

Sydney apartment vendors secured an 84% weekend success rate in what was the busiest week for auctions since the week prior to Easter 2018.

There were 3,791 homes taken to auction across the combined capital cities last week, according to CoreLogic.

The higher volumes saw the preliminary clearance rate strengthen, with 84.4 per cent of all auctions recording a successful result.

For apartment vendors the best result came with Sydney's 84% success rate.

Melbourne apartment vendors had a 71% success rate.

It was 55% in Canberra and 52% in Brisbane.

Houses outperformed units in all the major auction markets, Sydney (80%); Melbourne (84%); Canberra (90%) and Brisbane (73%).

Auction volumes are set to fall this week due to the Easter long weekend, with CoreLogic currently tracking around 880 auctions a cross the combined capital cities.

The Easter period last year saw 634 homes taken to auction.

Melbourne's results ranged from a $122,500 Box Hill studio which sold through Jellis Craig pre-auction through to a $2 million three bedroom, three bathroom Brighton East townhouse.

The 1A Hodder St offering had a $1.6 million to $1.7 million Gary Peer price guide.

The most affordable sale at auction in Sydney at the weekend was a two bedroom townhouse at 3/165-167 Adelaide St St Marys at $423,990.

The villa had sold at $355,000 in 2016.

The Monaco is set to be Main Beach's most luxurious tower when it's completed at the end of 2022.

The 24 level tower, designed by Rothelowman and delivered by Ignite Projects,&nbsp;will comprise&nbsp;six half floor apartments, 17 full floor apartments and a&nbsp;double storey penthouse.

1. The Developer

The Monaco is being developed by Ignite Projects, who pride themselves&nbsp;on delivering innovative, memorable and quality developments.

Led by managing director, Kiwi&nbsp;Josh Foote, Ignite&nbsp;have had success on the Gold Coast before and currently have another development selling at Palm Beach.

They completed the luxury Palm Beach development Periscope&nbsp;in 2019 and are currently behind the <a href="/news/qld/eight-reasons-palm-beach-apartment-development-cabana-should-be-on-your-shortlist">boutique development Cabana nearby</a>.

Ignite had success in New Zealand in Auckland in 2017 and 2018, creating 19 apartments at Alba Takapuna and 20 apartments in the development Aria.

2. The Architect

The award-winning architecture firm Rothelowman have designed The Monaco. They say&nbsp;the unique location provides for an uninterrupted panoramic aspect taking in The Spit, the Broadwater, Main Beach and the Moreton Bay Islands.&nbsp;

"The relatively modest scale of the site contributes to the potency of the project by allowing for a boutique luxury residential offering, comprised of full-floor single and double-storey sky-villas," the architecture firm describe the project.

"The approach to the design has been one seeking clarity and simplicity, allowing for the natural attributes of the location to take precedence. This focus is true for both the internal amenity of the dwellings but also the way in which the architecture contributes to the&nbsp;urban realm at both the immediate and macro scales."

3. The Location&nbsp;

The Monaco is located at 2-4 Macarthur Parade, outside of the hustle of Surfers Paradise but only a short stroll to the central hub Tedder Avenue.

To the east of the development, across the road is&nbsp;Main Beach Pavilion cafe, as well as the Southport Surf Life Saving Club and the sands of Main Beach.&nbsp;

To the west is the Southport Yacht Club where there's the Waterfront Restaurant located beside Jack Gordon Park.

4. The Facilities

Residents will have access to a 24 metre heated pool, bordered by daybeds and set in lush rainforest foliage.&nbsp;

There's a barbecue and dining area with built in seating. Adjacent is The Monaco's wellness studio comprising a gym, pilates reformer beds, an inverted yoga bench, a steam room and a treatment room.

One whole floor of the Monaco has been dedicated to private storage for each resident, while there's also a virtual golf room and pet grooming room.

5. Customisable kitchen

Off the plan buyers will have the opportunity to create their own kitchen in their new apartment, working with The Monaco's exclusive kitchen designer.

An island bench forms the focal point of the kitchen which will be kitted out with VZUG appliances and feature storage equipment behind textured natural travertine stone cabinetry.

Each kitchen will have a butler's pantry at the rear.

“It depends on what the light’s doing – sometimes they look quite orange and sometimes they look grey,” he said.

Bordered by a commercial building on one side and two-storey brick homes to the other, Hurstmon delivers a restrained design to transition the two with minimal features but warm textures.

 Two-bedroom apartments in the project start from $795,000 while three-bedroom apartments begin at $1,599,500.

The project is estimated for completion in early 2022. Hopeful buyers can secure floorplans and information from an agent today.
