ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

National multi-unit approvals increased by 36 per cent in the three months to May 2021 to be 25.7 per cent higher than last year.&nbsp;

It was the strongest quarterly result for apartment approvals since 2018, stated HIA economist, Angela Lillicrap.

They were driven by a rise in apartment approvals in Queensland and Western Australia.

Matthew Hassan, the Westpac economist noted high rise approvals, where up 186 percent year on year in Queensland and 105 percent in WA.&nbsp;

In NSW highrise approvals were up 59 percent year on year based on the quarterly data, while it was 42 percent in Victoria.

Hassan noted that high rise approvals were greater than low rise apartment approvals.

NSW lead the low to mid rise apartment growth, up 69 percent, followed by Victoria up 8 percent and Queensland by 4 percent.&nbsp;

Meanwhile detached building approvals fell back in May from the record level set in April but remain elevated according to the Australian Bureau of Statistics release.

Approvals for private sector houses fell across all mainland states: Western Australia (-18%), South Australia (-16.9%), Queensland (-13.8%), Victoria (-5.8%) and New South Wales (-4.6%), in seasonally adjusted terms.

Detached approvals will remain elevated for several more months as approval authorities work through the remaining HomeBuilder projects, stated HIA economist, Angela Lillicrap.

Ryan Felsman, the senior economist at CommSec, noted council approvals to build new homes fell by 7.1 per cent in May after falling by 5.7 per cent in April.&nbsp;

&quot;But approvals are still up 52.7 per cent on the year &ndash; the strongest annual growth rate in 11 years,&quot; Felsman advised.

In May, total house approvals fell by 10.3 per cent (up 53.6 per cent on the year) with apartments up 0.7 per cent (up 51.0 per cent on the year).&nbsp;

Over the past year, 144,827 new houses were approved &ndash; the most for a 12-month period in over 37 years.

AMP Capital cheif economist Shane Oliver noted the decline in building approvals from their peak likely reflects the end of the HomeBuilder subsidy at the end of March, which brought approvals forward.&nbsp;

&quot;However, approvals remain very high, the AIG&rsquo;s June Construction PMI survey continues to point to strong new orders for new houses and the lagged impact of the surge in approvals up until recently points to a significant further rise in dwelling construction activity over the remainder of this year.

&quot;This is good news for continuing economic and jobs recovery.&nbsp;

&quot;Continuing strength in home building against the back drop of the collapse in population growth also holds out the prospect that the property market will move into a situation of underlying oversupply in the next year or so which should ultimately slow the gains in home prices and help improve affordability,&quot; Oliver said.

Home loan credit issues were the second most complained about matter in complaints lodged with the Australian Financial Complaints Authority (AFCA) in the past 12 months.&nbsp;

AFCA receives 70,000 financial complaints in 2020-21 with 9 percent (6300) on home loan credit matters.

Home loan issues stood at 13 percent of complaints in the prior financial year.

Overall complaints were down 12 per cent on 2019-20.

The most complained about money product was credit cards.

AFCA reviews consumer disputes with banks, insurers, super funds, investment firms and financial advisers.&nbsp;

It secured more than $240 million in compensation and refunds after consumers sought AFCA&rsquo;s help, as well as outcomes such as fee waivers, debt forgiveness and apologies.&nbsp;

AFCA has now helped to secure more than $610 million in compensation and refunds, and over $220 million in remediation payments, since starting operation on 1 November 2018.&nbsp;

Individual consumers and small businesses can also access the free ombudsman service.&nbsp;

A preliminary data snapshot as of June 30 also shows that nearly 70 per cent of the 70,000 cases were resolved by agreement after AFCA brought the parties together, and that nearly 60 per cent of cases were resolved within 60 days.&nbsp;

The most complained about product in 2020-21 was credit cards, accounting for 14 per cent of all complaints, followed by home loans (9 per cent) and personal transaction accounts (8 per cent).&nbsp;

With credit cards, the most common issues were default listings and unauthorised transactions &ndash; the latter accounting for 11 per cent of card complaints.&nbsp;

Government support, business relief measures and a steadying economy had a positive effect on complaint levels in 2020-21, including complaints involving financial difficulty, AFCA&rsquo;s Chief Ombudsman, David Locke said.&nbsp;

&ldquo;Significantly, complaints involving financial difficulty were down nearly 40 per cent from the numbers we saw the previous year,&rdquo; Mr Locke said. &ldquo;That&rsquo;s a great outcome and reflects the positive response from government and industry to the impact of COVID.&nbsp;

Some 48 listings were postponed.

CoreLogic calculated a $1.03 million median.

The NSW apartment construction watchdog, NSW Building Commissioner David Chandler claims a large number of strata body corporate committees are not reporting defects.

It followed a survey by the NSW Fair Trading Department, and the peak body for strata managers, showing that fewer than one in five buildings with serious defects had been reported to the regulator.

&quot;What that is telling us is that a large number of body corporates are sitting on known defects and not reporting them,&quot; he said.

Chandler said body corporates risked defects in their buildings becoming revealed in a &quot;very public way&quot; if they did not report them to Fair Trading.

He told the Sydney Morning Herald he believed the main reason they stayed silent was due to fears that reporting would lower the value of apartments and make them harder to sell.

NSW laws require vendors - irrespective of whether they are an existing owner or developer - to disclose serious defects to prospective purchasers in contracts of sale.&nbsp;

However it is not a current legal requirement for defects to be reported to Fair Trading, a matter that Mr Chandler signalled the state government would now be looking to require.

The ASX-listed national developer Mirvac working alongside Victoria Investments and Properties (VIP), have secured over 100 townhouse sales in their Rockbank&nbsp;masterplanned community Woodlea, west of Melbourne,&nbsp;over the last financial year.

And they rounded out the financial with a bang, snappily selling the full collection of&nbsp;nine of its top end townhouses, the first ever three storey, four bedroom residences released in the 711 hectare development.

They made up the mini-neighbourhood&nbsp;Central Quarter, located in a private neighbourhood next to the newly opened town centre.

The&nbsp;townhouses, created by Mirvac Homes,&nbsp;each have&nbsp;uninterrupted parkfront views. They were priced from $489,999, and were all snapped up within 48 hours&nbsp;of the registrations of interest campaign.

They comprise four bedrooms, two bathrooms, a study area, a double garage and front and rear landscaping.

Woodlea Project Director Matthew Dean said that demand for townhouses in Woodlea have remained strong throughout the past year, with each townhouse release selling out within days of launching.

&quot;We have a growing list of buyers on a waitlist, who are seeking the compelling offering of townhouse living at Woodlea,&quot; Dean said.

&ldquo;These homes come ready to move in, everything is included, even to the extent of a letterbox and fencing, which appeals to a lot of buyers. They can have the house and land dream but without the added setup costs,&rdquo; he said.

Overlooking the future heritage Outlook Park, Central Quarter is within walking distance to the newly opened Woodlea Town - home to a large-scale Coles, Aintree Public Primary School, Bacchus Marsh Grammar and Woodlea&rsquo;s sport precinct, offering tennis courts, football and cricket ovals.

Currently home to 7,500 residents, Woodlea is set to see 20,000 residents move in on completion.

Paragon features Australia&#39;s first indoor forest, spanning three entire levels. The carefully curated greenery includes mature trees that create a leafy canopy, climbing vertical gardens, grassy spaces, and water features.

The Melbourne developer Riverlee has seen an interesting buyer demographic emerge at its&nbsp;luxury mixed-use Docklands development, Seafarers.

Entrepreneurs and executives have swarmed the Fender Katsalidis-designed development, which incorporates a 280 room 1 Hotel, as well as 123 apartments, which together have been dubbed 1 Hotel and Homes.

Around 70 per cent of buyers so far have been business owners or those in C-suite and executive positions.

They&#39;ve been drawn to Seafarers, with the under construction development giving buyers the ability to customise their apartments, including adding home office spaces.

They&#39;ve also been keen on the unique inclusion of the hotel support staff, who they can lean on for tasks similar to personal assistants.

David Lee, development director at Riverlee, says they are catering to those that are accustomed to or seeking an international way of living.

&ldquo;The hotel residence lifestyle has gained a lot of traction in places like New York and Asia, but there is a need for this type of home in Australia.

&quot;There are various residential buildings out there with features such&nbsp;as a concierge service but hotel-branded residences, particularly those with an international focus, take it to another level,&rdquo; Lee added.

&ldquo;Business owners and executives are a key target market at Seafarers with its connectivity to the city and the airport as well as the lifestyle on offer.

Residents will be able to use&nbsp;the hotel amenity, including the swimming pool, gym, sauna and spa, housekeeping and personal shopping, in home room service and wellness treatments, and 24-hour concierge services.

Residents will also have access to exclusive resident only amenities, including a rooftop BBQ and garden overlooking the Yarra River, bookable private dining rooms, and library and lounge areas.
