ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The national construction index contracted severely in August, according to the Australian Industry Group/Housing Industry Association.

The indexes for activity, new orders and supplier deliveries &quot;dropped steeply into contraction&quot; in August, in response to lockdown restrictions in the construction sector in Victoria and NSW, and state border closures.

The biggest drops were in the housing (down 14.4 points to 36.4) and commercial construction (down 11.6 points to 31.3) activity indexes.

The apartment building activity index rose by 13.3 points to 32.1 &ndash; but was described as &quot;still far from its expansionary state in June.&quot;

New orders fell sharply in August indicating serious contraction as customers showed less interest in joining waitlists for supplies.&nbsp;

Builders nationwide continue to report very high prices from suppliers and importers, with more builders saying they need to pass on these cost increases to their customers.

The employment index dipped just below 50 points in August (down 11.8 points to 49.0), indicating a pause in the jobs recovery underway earlier in 2021.&nbsp;

Apartment construction withstands severe industry wide lockdown contraction

Off-the-plan apartment sales are starting to recover, according to JLL's latest residential update.
 
The report noted some residual stock from the last cycle was still in some markets, so "it may prove difficult to push prices up, and such a move may stifle recovering sales rates."

Over the medium-term, a stronger than expected rebound in high-rise construction could potentially escalate cost pressures and become a larger risk to the viability and profitability of projects, it warned.

"Therefore, we expect to see increased hesitancy from developers in commencing construction, particularly smaller scale developers without many pre-sales, which in turn could delay the next supply cycle. 

"Nevertheless, low supply levels remain a positive factor that will help the market balance and support the medium-term outlook for the apartment market over the next few years," the report noted.

Apartment market conditions have improved in 2021 as investors return the market and look to capitalise on the strength of the broader housing market and rapidly growing prices. 

"Nevertheless, it has remained a tough development environment and few larger apartment projects have progressed to construction in any market in recent quarters. 

"Current lockdowns also mean the short-term outlook is now more uncertain, but over the medium-term it remains clear than demand is likely to outstrip supply once borders reopen and swing the balance towards under-supply and strong rental pressure."

Development across the rest of the residential sector had rebounded extremely strongly, it added.

The HomeBuilder and other first homebuyer incentives have seen a boom in detached house construction across Australia. 

"In addition, infrastructure construction has also been used as a stimulus measure not just in Australia but globally.

"This surge in demand has put stress on the availability of some trades and materials, contributing to escalating construction costs across all sub-sectors."

Several factors are influencing construction costs, but primarily it is the availability of materials and labour, it noted.

The closure of the borders has restricted the inflow of skilled, unskilled, and seasonal migrant workers to Australia. 

"While borders remain closed, labour shortages are increasingly likely to contribute to cost escalations, particularly as Australia approaches full employment.

"Furthermore, disruptions to global supply chains and the manufacturing of products used in the residential construction industry have also contributed to the higher cost of goods.

"Builders have reported very steep rises in timber prices, while apartment developers have been more affected by cost increases to steel, copper, and cement. 

"The cost of timber, board and joinery rose 3.9% in 2Q21, to be up by 6.4% over the year (ABS) (See Figure 1). Electrical equipment also increased 4.4% in 2Q20, while other metal products increased by 4% over the year.

"Cost management and maintaining the project schedule will increasingly become a trade-off that many developers will need to consider. 

"Some developers may opt to pivot into alternative materials to mitigate cost and time pressures."

Anecdotal evidence suggests this is already happening, with many builders opting to use steel, recycled timber, or other new non-traditional building materials. However, as more demand shifts, these alternative materials are also likely to witness an increase in cost and/or lead times over the short-term.

"Contract cancellations may increase as project viability continues to decline. 

"Anecdotal evidence suggests that some detached housing developers are already choosing to compensate buyers to terminate now unprofitable fixed-price construction contracts. 

"While apartment developers are likely to be much more hesitant to tear up contracts, we may see developers increasingly attempt to rescind contracts signed prior to these cost increases"

Buyers told next residential apartment supply cycle could be delayed: JLL

Compared to 12 months ago, national property listings are down 26%, with the biggest falls in Sydney, Hobart, Adelaide, Canberra and Brisbane.

Figures released by SQM Research reveal national residential property listings fell in August 2021 by 9.6% to 215,911 from 238,834 in July 2021.

It represents the lowest count of listings recorded by SQM Research since it begun its series in January 2010.

Louis Christopher, managing director of SQM Research said Sydney saw a 19.7% decline in new listings. 

"Older listings also had another monthly fall, indicating strong absorption rates across the country." he noted.

"Going forward we are cautious for the market given the likely economic damage as a result of these latest city wide closures," Christopher said.

Nationally, new listings (Less than 30 days) fell 7.8% over August 2021 to 65,948 properties on the market, though they rose 8% over the year. 

New listings dropped the most in Melbourne followed by Canberra, down by 31.2% and 21.2%, respectively. 

Over the year, new listings rose the most in Darwin, by 50.3% as they seek to take advantage of strong market conditions.

In a sign that older stock is clearing, property listings over 180 days dropped by 10.3% in August 2021 and they are down 53.2% over the year, with monthly falls posted recorded in all capital cities, led by Canberra.

Home buyers who accessed the Federal Government&rsquo;s HomeBuilder grant to buy a property at ALAND&rsquo;s Schofield Gardens developments have begun moving into the complex.

The HomeBuilder scheme ran from June 2020 through May 2021 and provided eligible owner-occupiers, including first home buyers, with a grant worth up to $25,000 for newly built properties.&nbsp;

HomeBuilder grant recipients start moving into ALAND's Schofield Gardens

Developments across the country, particularly those in Melbourne, Sydney and Queensland, are gearing up for one of their busiest periods from the launch of spring in the lead up to Christmas.

Last December saw&nbsp;the pent up sales demand released, as face-to-face appointments became available again, and 2021 feels like deja vu, with the added driver that international borders may be open by Christmas, or not soon after.

That will bring in the next wave of buyers, the local and overseas investor, who have been sitting on their hands for the most of 2021 due to the lack of immigration to Australia.

Now with the expectation of international students, expats returning to Australia, and more flexible travel between states, experts believe sales across Australia&#39;s East Coast will jump during the final quarter of 2021.

Noorden Property director David Lamond&nbsp;says there are parallels between the lighter restrictions experienced in Victoria at the end of last year and what we expect to unfold this year.

The loft product, known as Stanley Lane Lofts, just off the hotspot Stanley Street, lined with bars and restaurants, will have&nbsp;mezzanine spaces,&nbsp;classic steel-framed windows&nbsp;and steel-framed kitchen islands, and terrazzo floors in the classic bathrooms.&nbsp;MHNDU has reimagined the original 1930s art deco saw-tooth warehouse, creating a canvas for living and entertaining. The one-bedroom loft apartments start from $1.65 million, and the two-bed plus study lofts are priced at $2.8 million. The entry level price for the one-bedroom apartments&nbsp;start from $1,275,000.

HIGA chose the site due to its location on the fringe of Hyde Park at 22-38 Yurong Street, which puts it in to the category of a 15 minute city, a term coined by French professor Carlos Moreno.

Palm Beach, the in-demand suburb on the Gold Coast,&nbsp;&nbsp;is gearing up for another boutique apartment project, with the current supply&nbsp;of apartments well outstripped by the demand for the area.

The longstanding Gold Coast family and development company Chippendale Group, headed by fifth-generation family member and local businessman Daniel Chippendale,&nbsp;has received approval for the boutique development, Eva on Tenth.

The development of 48 apartments at&nbsp;1214-1220 Gold Coast Highway, in the heart of the emerging Palm Beach precinct and between Tallebudgera and Currumbin Creeks, has been designed by BDA Architecture, who were inspired by the natural landforms of the Burleigh Headland.

&quot;The architecture of the proposed development is minimal and hard-lined, with cantilevered concrete frames and a textured and timeless material palette of white brick, coloured concrete, timber screening and grooved panelling creating a rich and layered coastal effect,&quot; BDA&#39;s submission to the Gold Coast City Council read.

Spanning nine levels, the project will home one, two and three-bedroom apartments, as well as four penthouses, each located on the top level. The penthouses&nbsp;will have three bedrooms, three and a half bathrooms, large balconies, and the best views of the Palm Beach skyline.

The product, a rare affordable proposition in an area littered with luxury apartments under construction and in the pipeline, starts from $475,000 for a one-bedroom apartment, $670,000 for a two-bedroom unit and $1.35 million for the three bedroom apartments, which also come with two car spaces.

The Chippendale Group were proactive in identifying the current trends in the market, requesting to the Gold Coast City Council to amend the approved plans, which had 28 one-bedroom apartments, 28 two-bedroom apartments and just the two three-bedroom apartments.

They were wanting to better meet the demands of the current market and reflect the local housing need in the area, so are now set for nine one-bedroom apartments, 23 two-bedroom apartments and 16 three-bedders.

Daniel Chippendale said that the inspiration behind Eva Tenth Avenue is about creating homes that allow others to share in the beauty of Palm Beach.

The Chippendale family extend their grass roots dating back generations on the southern Gold Coast, founding the Currumbin Vikings Surf Life Saving Club in 1919 and popular Australian honey brand Capilano Honey.

Hope Island, despite not being named after hope but instead&nbsp;colonial aristocrat Captain Louis Hope, remains one of Queensland&#39;s&nbsp;premier living and holiday destinations.

Hope Island is attracting every kind of buyer, from young families who are attracting to the local schools, to downsizers and retirees who want to live the lifestyle that Hope Island offers.

Investors, as well as first home buyers, have been interested given the price point of the apartments on the island in comparison to the houses, which have fetched upwards of $10 million in recent years.

They&#39;ve seen everything snapped up, from the blocks of waterfront land on offer, to a variety of townhouses.

Peninsula Collection is the last piece for ASF, comprising just 63 apartments&nbsp;designed by Archidiom.

The three-bedroom apartments, which have nearly 120 sqm of living space, start from just $565,000. The three-bedroom apartments&nbsp;rise to $780,000 for the 133 sqm apartments, which also include a study room.

The biggest apartments on offer, with five bedrooms and four bathrooms, have nearly 180 sqm of living area and start from $1.28 million.

A limited number of the 5-bedroom apartments include a dual-key access option and many of the three-bedders come with a study integrated into the floorplan.

Completion is forecast for 2023, with&nbsp;construction set to begin in a few months.
