The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

"The Gold Coast has built a reputation as the city that says yes. We say yes to investment, yes to opportunity and yes to people who want to build something.

"It's this mindset helping us drive major growth across health, advanced manufacturing, screen production, marine, technology and the knowledge economy."

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Looking ahead, the Gold Coast's population is projected to exceed one million residents by 2046.

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

ICD Property has unveiled its vision for a landmark mixed-use precinct in Brisbane’s West End, set to deliver <a href="https://www.apartments.com.au/new-apartments/25-donkin-street-west-end-qld-4101">more than 1,100 new residences</a> alongside parks, retail and public spaces in one of the city’s last major riverfront sites.&nbsp;

Located at 25 Donkin Street and 9 Buchanan Street, the 16,800 sqm plus site spans four street frontages, including 200 metres of direct frontage to Riverside Drive. The design by <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a> proposes six towers, ranging in height of up to 30 storeys, each shaped to reflect the Brisbane River and existing fig tree canopy.&nbsp;

The design includes over 1,100 residences, from laneway and townhouse-style urban homes to sky-high apartments, alongside activated laneways, F&amp;B at ground level, and two parks. Significant mature fig trees, some more than 200 years old, will be retained and celebrated within a network of subtropical boulevards and green spaces that unify the development and bring residents and visitors closer to the river.&nbsp;

Developer <a href="https://www.apartments.com.au/developers/time-place">Time &amp; Place</a> has appointed Hacer to build <a href="https://www.apartments.com.au/new-apartments/park-modern-south-melbourne-1-middleton-lane-south-melbourne-vic-3205">Park Modern</a>, its $500 million residential development overlooking Melbourne's Botanic Gardens, while also launching sales to the public.&nbsp;

Located at 11-27 Dorcas Street in South Melbourne, the development encompasses four sites Time &amp; Place strategically acquired and amalgamated over an 18-month period.&nbsp;

Builder-developer DASCO is continuing to expand its development pipeline, unveiling plans for its third project in Sydney.

The company has secured a prime 5,874 sqm site in the St Leonards South precinct, spanning 14–16 Marshall Avenue, 5–9 Holdsworth Avenue, and 2–10 Berry Street. The site will host three new buildings, delivering 231 new residences.

Each tower will rise 14 storeys and feature a mix of apartments, double-storey townhomes, and penthouses. The inclusion of affordable housing in the development has triggered a height uplift from the previously approved 10 storeys to 14.

DASCO is already familiar with the area, as it is currently delivering The Newlands by Eterno, just down the road, alongside Elation by New Golden.

“This milestone reflects our continued commitment to shaping vibrant communities and delivering enduring places to call home,” DASCO said in its announcement, adding that it will once again partner with Metrics.

The <a href="https://www.apartments.com.au/new-apartments/47-skyring-terrace-newstead-qld-4006">Skyring Terrace project</a> will comprise 235 premium apartments in a 25-storey tower with Moreton Island views, accompanied by a small four-storey riverfront building of just 12 ultra-luxury residences.

Award-winning architecture firm&nbsp;<a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>&nbsp;was inspired by&nbsp;the great classical buildings of Brisbane.&nbsp;CPG's long-term build partner, tier one construction firm <a href="https://www.apartments.com.au/builders/hutchinson-builders">Hutchinson Builders</a>, will deliver the development.

Melbourne developer&nbsp;<a href="https://www.apartments.com.au/developers/hengyi-australia">Hengyi</a> is trying again to develop its prominent Bay Road site in Bayside Sandringham.

The new application, now under consideration via Victoria’s Development Facilitation Program, marks a revised approach after a previous iteration was refused by VCAT in late 2023. They are planning three seven-storey residential buildings at 208-210 Bay Road, an already cleared 5,226 sqm block just under two kilometres from the beach.

The buildings will home&nbsp;123 apartments above a two-level basement car park, along with a commercial tenancy, communal facilities, and landscaping interventions.&nbsp;

Hengyi has addressed the key concerns from VCAT, namely&nbsp;how the building would integrate with the current environment.

The buildings step down from Bay Road towards the rear, addressing sensitive residential interfaces and the neighbouring Sandringham East Primary School. Design features include varied setbacks, upper-level recesses, and deep soil zones intended to retain and supplement the existing tree canopy.&nbsp;

Vehicular access is proposed via an upgraded crossover on Bay Road, while pedestrian connectivity is enhanced through retention of an easement that links to the primary school. Car parking is proposed to be reduced below the standard requirements, justified in part by the site’s proximity to public transport and active transport networks.

Architect Rothelowman noted in the Urban Context Report that the proposal&nbsp;"seeks to balance site efficiency, residential amenity, and a sensitive response to its urban interface."

Rothelowman's design inspiration stemmed from asking the question 'What does&nbsp;Sandringham and Bayside have that is unique to other parts of suburban Melbourne?'

They said indigenous coastal flora and fauna, extensive areas of recreational greenland, and living by the ancient land that follows the bay, are the three key features of Sandringham.

The proposed mix includes affordable and market housing, with <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>&nbsp;seeking to balance increased density with amenity through articulated built forms and communal offerings such as a gym, co-working space, and rooftop spa.

John Patrick Landscaped Architects have come in to enhance the landscaping, which was another key factor in the VCAT decision to refuse the original application. Now there will be rainforest and coastal gardens with a predominantly native and indigenous planting palette.

The Town Planning Report by Urbis suggested the project is designed to deliver “a much-needed increase in dwelling diversity and density” in an area earmarked by Bayside Council as a Moderate Residential Growth Zone.

The Bayside Housing Strategy identifies the corridor as suitable for higher density residential renewal, aligning with the state government's recent target of 30,000 new homes in Bayside by 2051.

The application is being assessed by the Minister for Planning under Clause 53.23 due to its scale, provision of affordable housing, and $70 million-plus investment.&nbsp;The project is forecast to support 200 full-time construction jobs and deliver $56 million in gross value added during the build period.

Hengyi has previously developed Swanston Central and Light House, both in the Melbourne CBD.

Both buyer demographic and buyer preference is shifting across Melbourne, the&nbsp;recently released Apartment Essential Snapshot by research giant Urbis found.

Data showed 40 per cent of purchasers over the June quarter were investors, closer to levels observed in 2021 and 2022, rather than the last two years. Investors are no doubt driven by lower interest rates, and the fact Melbourne has slipped to become one of the most affordable capital cities in the country.&nbsp;

Developers and project marketers are currently reporting a high number of interstate investors in particular across the board, who are priced out of the investment markets in Sydney and South East Queensland.

While investors showed signs they are back in the market in Melbourne, there has been an ongoing shift towards larger-scale apartments from developers, targeting the downsizer, a demographic relatively under serviced until recently.

Three-bedroom apartments are now being sought just as much as one-bedroom apartments, which is prompting a seismic shift in the make-up of new buildings.&nbsp;

Melbourne's off the plan apartment market has been buoyed by the abolition of stamp duty on new and off the plan apartments, which was extended earlier this year to October 2026.&nbsp;The concession allows buyers, including investors, to deduct construction costs from the dutiable value of the property, lowering entry costs and stimulating demand.

Also assisting in demand in the new space is the increased in demand, and turn around of price growth, in the established sector.&nbsp;Clearance rates in Melbourne improved five percentage points in the quarter, pointing to a greater appetite for the state to transact on property, an appetite that had waned in recent years.

Urbis noted that sales speeds are increasingly aligning across Sydney and Melbourne, with under-construction projects in particular securing quicker commitments from buyers. This suggests heightened confidence in delivery, despite ongoing construction industry uncertainty.

Pipeline lifts, but remains subdued

After several years of record lows, Melbourne’s apartment pipeline is beginning to recover.

Nationally, annual completions are forecast to rise to 23,350 apartments per year between 2025 and 2027, 21 per cent higher than the 2021–2024 average, but still 35 per cent below the 2016–2020 cycle.

Prices continue to trend upward

Pricing remains on a steady incline, with Melbourne in line with the national average of $16,400 per square metre. That figure reflects a 14 per cent annual increase and a consistent 10 per cent per annum growth since 2021, driven by rising construction costs and the market’s shift toward higher-value product.

While the overall supply pipeline remains materially below long-term averages, the Q2 figures suggest Melbourne is “creeping off the bottom.” Investors are returning, sales rates are accelerating, and developers are again lodging applications for larger projects.

Together, these trends indicate a market cautiously regaining balance between buyer demand and supply delivery.

Decode’s appointment marks CASA’s second builder engagement this year, reflecting what the company says is “the momentum of our business and the dedication of the incredible team working to bring The McLaren vision to life.”

The appointment follows demolition works on site and strengthens a delivery team that also includes architects Bates Smart and landscape designers 360 Degrees.

A rare selection of terrace homes has also been designed to echo the scale and materiality of nearby Victorian dwellings.

Residents will have access to a suite of amenities, including a rooftop garden, private dining room with wine cellar, and lounge spaces. A new through-site pedestrian link and ground-floor retail will further integrate the project into its local setting.

The quiet suburb of Thornbury is set for a rare new injection of new apartments, with plans to convert a&nbsp;prominent corner site on High Street into a seven-storey, mixed-use development that combines modern apartment living with an activated street frontage.&nbsp;

Positioned at the intersection of <a href="https://www.apartments.com.au/new-apartments/716-high-street-thornbury-vic-3071">High Street and Rossmoyne Street</a>, the proposal reflects a broader trend of mid-rise intensification across Darebin’s key tram corridors.

Lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> under the VIC Development Facilitation Program, the application proposes a mix of commercial, retail and food and drink tenancies at ground level, with 45 apartments above, and a basement level below.&nbsp;

For the Thornbury site, the team has partnered with award-winning studio <a href="https://www.apartments.com.au/architects/austin-maynard-architects">Austin Maynard Architects</a>, whose design approach continues their commitment to socially responsive, climate-conscious urban infill.

The architectural scheme&nbsp;introduces a mid-rise built form articulated by low street walls and upper level setbacks, aiming to create a human-scaled interface along both High and Rossmoyne Streets. The Design Report prepared by Global South highlights suggested a key design feature is the&nbsp;chamfered corner treatment, which "marks a civic corner at a significant local intersection."

The building form tapers toward the sensitive eastern boundary, responding to neighbouring residential properties and local heritage elements including St Mary’s Church and the adjacent Salvation Army Hall.

The development will deliver 45 apartments across a mix of one-, two-, and three-bedroom configurations.&nbsp; Residents will have access to communal rooftop and podium-level terraces, along with improved pedestrian access through widened verges and landscaped zones.&nbsp;

The proposal for seven storeys exceeds the recommended five-storey height limit, however Ratio Consultants argues in its Town Planning Report&nbsp;the high degree of articulation and context responsive design of the building ensures that there is no excessive visual bulk. They add that there&nbsp;are various examples of mixed-use development north-south of the subject site which demonstrate overall development height in excess of five storeys.

First look: Antipodean plots mid-rise, mixed-use development on Thornbury's High Street

The $3 billion redevelopment of the Moonee Valley Racecourse is going from strength to strength.

Fresh off the back of launching the fifth stage, The Eveline, developer Hamton and joint venture partner Hostplus have revealed the sixth stage of the booming masterplan.

They're proposing five more buildings in what is being called the Cox Plate Precinct, with around 1,100 new residences. There will be two build-to-sell apartment buildings, two build-to-rent building, and a hotel.

The buildings will range in height from 10 to 25 storeys, and 10 per cent of the dwellings will be allocated to affordable housing.

Complementing the residential offering is over 3,000 sqm of retail space, including a circa 800 sqm supermarket, and 4,100 sqm of commercial office space. The hotel will deliver 184 rooms with ground-floor activation via lobby and retail uses.

The Cox Place Precinct is located on existing racecourse infrastructure including the grandstands, horse stalls and parade ring. The stage will further expand Tote Park, that was completed in 2020.

Architects DKO, Nelson + Koo, and FK Australia, have collaborated on the Cox Place Precinct, alongside landscape architect Tract.

The two build-to-sell buildings, Grandstand North and South, will overlook the racecourse. Grandstand South will be a distinct tower form broken by vertical greening, and comprise around 366 apartments.

Grandstand North will present as a larger, slender tower, and home 191 apartments.

"Grandstand North presents as an opportunity for a placemaking marker at a significant intersection on the ground plane where Cox Place opens up to the racetrack," the Urban Design Report read.

"The unique oval form orients apartments and their view lines to the CBD and seeks to create a distinctive silhouette amongst the overall skyline composition of the Moonee Valley Precinct buildings. The oval form meets the ground plane to announce building entry and interlocks with the stepped and geometric expression of the podium levels as they extend along Cox Place."

The joint venture submitted their proposal to VIC Planning in May. It will cost just over $850 million to deliver the five buildings. A build partner has yet to be named.

They anticipate to start construction on the two residential buildings in Q3 2028, pending approvals.

"We are crafting a unique mixed-use precinct, and this collection of buildings will unlock further significant new housing supply for Melbourne’s inner northwest."
