ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

A Fitzroy Street, St Kilda property has been listed for sale with the marketing advising it comes with substantial development upside, according to marketing agents, Teska Carson.

It is being sold with a planning permit for a five level residential project with 54 apartments designed by Cactus Architects.&nbsp;

Renzella Group has put the hotel and retail building on the market through Teska Carson with expectations of a price in the low to mid $20 million range.

The property currently comprises a three level commercial building including eight ground floor shops with Fitzroy Street frontage on level one, a 40 room, fully refurbished hotel, on levels one and two, and a substantial car park for up to 36 cars at the rear.&nbsp;

Zoned Commercial 1 the 1924 square metre site has 47 metre frontage at 63 to 73 Fitzroy Street.&nbsp;

Commercial 1 zoning allows a number of development outcomes, including hotel and short stay accommodation, co-living, residential, office or build-to-rent, Teska Carson&rsquo;s Luke Bisset said.

``This property offers an extremely rare opportunity for investors, owner-occupiers and developers to acquire an asset situated on one of Australia&rsquo;s best known retail strips and in one of the most iconic destinations.

``Fitzroy Street is home to a plethora of retail and entertainment destinations which attract both locals and international tourists in their thousands week in week out supported by excellent public transport facilities and road access.

``The opportunity to provide a first rate retail and residential property to such a market, whether that be via optimising the current rental potential or a partial or full redevelopment, is one which will have much appeal to a wide range of buyers,&rsquo;&rsquo; Mr Bisset said.

Auctions have been growing in popularity in the smaller Australian capital cities, according to CoreLogic&rsquo;s Quarterly Auction Market Review for the three months to September 2021.

It shows 23,184 properties were taken to auction across the combined capital cities, down from 31,605 during the June quarter 2021.

But CoreLogic&rsquo;s head of research Eliza Owen said the quarter had shown auctions as a sales method was no longer exclusive to Sydney and Melbourne, growing in popularity in other Australian capital cities.

There were 2,107 auctions scheduled in Brisbane in the September quarter, 28% above the 10-year quarterly average.&nbsp;

In Adelaide 1,732 auctions were scheduled for the three months to September, 48% above the 10-year average. 
&nbsp; 
Despite being in lockdown, Canberra had 1,073 auctions scheduled in the September quarter, a 44% increase above the previous 10-year average. 
&nbsp; 
&ldquo;Not only have volumes been higher across Brisbane and Adelaide, but clearance rates have been well above historic averages through the September quarter, which may cement auctions as a more popular sales method across these cities through future housing market upswings,&rdquo; Ms Owen said.

&ldquo;One of the most powerful insights through the September quarter was the difference in market outcomes between Melbourne and Sydney.&nbsp;

&quot;It highlights the importance of physical inspection in instilling buyer confidence and supporting transaction activity.&nbsp;

&quot;Since physical inspections were reintroduced across Melbourne, the average final clearance rate has bounced back over 80%, which compares to an average of 48.3% in the four weeks prior.&rdquo;

She said while Australia&rsquo;s current housing market upswing has been broad-based, consistent growth in housing values through the September quarter in Brisbane (5.9%), Adelaide (5.5%) and the ACT (6.9%) may have contributed to more auctions being held in these cities.

Sydney&#39;s Mosman saw the weekend&#39;s top apartment result when a three bedroom townhouse fetched $3,205,000 through Galetto Real Estate.

Built in 2004, it had been held in the same family for 16 years in a boutique complex of six. It last sold at $1,155,000 in 2005.

The three bedroom townhouse came with an 18 sqm courtyard.

The dual level townhouse spans 191 sqm space.

CoreLogic calculated a 72 percent success rate for the 590 apartments and townhouses listed for weekend auctions across the capital cities.

Sydney had the strongest weekend apartment auction market at 77 percent followed by Melbourne on 70 percent and Brisbane at 63 percent and Canberra at 62 percent.

Surfers Paradise was the only suburb outside of Victoria &nbsp;to make the top 10 busiest locations for property settlements.

The data was for digital settlements between January and August this year on the PEXA Exchange.

With around 1400 settlements, Surfers Paradise sat in sixth place on the list which was headed by the Melbourne LGA with over 2500 settlements.

Tarneit sat in second place followed by Trugannina, Clyde North and Pakenham.

The top 10 was rounded out by Craigieburn, Werribee, Point Cook and Wallert with some 1100 settlements.

Mike Gill, the head of research at PEXA noted, eight of the top 10 suburbs were located in Victorian growth corridors and likely reflected the impact of the Federal Government&rsquo;s HomeBuilder scheme which offered $25K grants.

The scheme ended in March 2021.

Surfers Paradise lead the Queensland localities followed by Southport, Maroochydore, Buderim, Hope Island, Caboolture, Coomera, Pimpama, Robina and Helensvale.

NSW&#39;s busiest locations for settlements were Sydney, Schofields, Port Macquarie Orange, Dubbo, Leppington, Marsden Park, Austral and Blacktown.

The top 10 suburbs analysis only includes property sales settled digitally via PEXA, so excludes any paper based settlements.&nbsp;

By August 2021, over 98% of sale settlements were lodged digitally in Victoria, NSW, and SA, with over 85% in WA and 65% in QLD.&nbsp;

Surfers Paradise ranks sixth most busiest property market across Australia: PEXA

All states, bar Queensland, experienced quarter-on-quarter declines in overall sale settlements, but volumes remained well ahead of the same period in 2020, according to the latest Property and Mortgage Insights (PMI) Report from PEXA Insights.&nbsp;

Having largely avoided extended COVID-19 lockdowns, the PMI Report shows that Queensland had more sale settlements in the September quarter than the traditional powerhouse states of New South Wales and Victoria.

Queensland recorded the most sale settlements of any state for the September 2021 quarter at over 59,410, up 3.4% on the Jun-21 quarter and 42.5% on the previous year.&nbsp;

The locked down states of NSW and Victoria sat behind Queensland reaching 58,047 and 56,196 settlements respectively.

More than $42 billion worth of property was exchanged in Queensland in the quarter, up 93% year-on-year.

Greater Brisbane saw 62% growth year-on-year and Surfers Paradise came in sixth nationally for suburbs ranked by total number of sale settlements in the year to date.

This growth comes amidst a softening of Australia&rsquo;s property market when compared to the June quarter, but there were still a healthy 210,000 sale settlements completed nationally (up 34% year-on-year).

The New South Wales property market was clamped by the extended COVID-19 restrictions, with 58,000 sale settlements (down 4% on the previous quarter, but up 29% year-on-year) worth more than $71 billion (up 80% year-on-year) processed.

These recent declines were even more evident in Greater Sydney where extended lockdown restrictions were implemented.

Victoria&rsquo;s property market recorded 56,000 sale settlements (down 5% on the previous quarter, but up 34% year-on-year) worth more than $50 billion (up 79% year-on-year).

Insights show that both Greater Melbourne and Regional Victoria also experienced a decline in sale settlements from the previous quarter, however, Mike Gill, the head of research at PEXA said, Greater Melbourne experienced the sharper drop likely due to the extended lockdown restrictions implemented across the region.

Both Western Australia and South Australia witnessed a quarter-on-quarter decline of sale settlements in the absence of lockdowns.

Western Australia recorded 23,000 sale settlements (down 4% on the previous quarter, but up 36% year-on-year) worth $13 billion (up 62% year-on-year) and South Australia recorded 14,000 sale settlements (down 8% on the previous quarter, but up 20% year-on-year) worth more than $7 billion (up 35% year-on-year).

Queensland residential market activity overtakes NSW and Victoria: PEXA

Mirvac&#39;s ninth tower, in its award-winning Yarra&#39;s Edge community in Melbourne, is hoping to be more tailored to the owner-occupier.

The ASX-listed national property developer are proposing to reconfigure&nbsp;the apartment layouts to drop the number of apartments. The yet-to-be-named Tower Nine&nbsp;is set to be the tallest apartment building in the precinct.

There will now be one extra level, taking the number of levels to 45. That has brought in an extra three bedroom apartment on that level, after the rooftop plan and equipment space was rationalised.

Mirvac has dropped the number of apartments, from 222 to 191, creating larger apartments to meet the latest&nbsp;Apartment Design Guidelines and market expectations. &nbsp;&nbsp;

&quot;We have generally increased the size of the apartments throughout the building, catering more towards larger apartments for the owner occupier market,&quot; a Mirvac spokesperson told Urban.

There will now be 50 one-beds, taking up 27 per cent of the building, and 80 two-bedroom apartments, which make up the bulk of the building of 44 per cent. Now the three-bedroom plus apartments has 29 per cent of the building.

Mirvac tweak ninth apartment tower design in Melbourne's Yarra's Edge

Plenary Group's Pariter and Watermark Living have partnered with plans deliver a luxury retirement village and upgraded club facilities at Chatswood Golf Club in Sydney’s north.

Watermark Chatswood will have 106 luxury two- and three-bedroom independent living units, a new clubhouse and facilities, a wellness centre and a major golf course upgrade.

Mirvac has provided an update on sales in its Forme apartment building within its highly sought-after Tullamore community in Melbourne&rsquo;s eastern suburbs.

The recently launched project has seen 28 percent of its Doncaster apartment sold since July.&nbsp;

Set within the tranquil former 47-hectare Eastern Golf Course in Doncaster, Forme will feature 93 residences at 57 Stables Circuit.

Mirvac head of residential, Stuart Penklis, noted, in releasing its first quarterly operational update for the financial year 2022, that Forme ranked among the major apartment releases underpinning Mirvac&#39;s future earnings.

Forme is the final stage at their apartments of Tullamore project in Doncaster.

Penklis says that Forme is an evolution of apartments of Tullamore&rsquo;s earlier successful apartment buildings, Phoenix and Folia.

He&#39;d previously advised apartments of the Tullamore buildings had achieved strong sales with notable interest from owner occupiers looking to downsize from larger family homes.

Forme features generous floorplans, with apartments spanning seven levels and ranging from 51 square metres to 179 square metres in size.

Designed by Mirvac&rsquo;s in-house design team, the residences are available in one, two, three and four-bedroom configurations.

Apartments will be available in two luxury colour schemes, with wool blend carpets, timber look joinery, brushed nickel tapware, reconstituted stone benchtops, Villeroy and Boch sanitaryware and Miele appliances.

Landscape architect Paul Bangay has curated the project&rsquo;s sculptured gardens with more than 20 per cent of Tullamore is devoted to green open spaces, including pocket parks, adventure playgrounds, undercover barbecue and picnic areas.

Future Forme residents will also have access to the Stables Provedore Caf&eacute;, as well as the multi-million-dollar Next Gen Health &amp; Lifestyle Club, complete with indoor and outdoor pools, tennis courts, restaurant dining, a private spa and creche facilities.

Located just 13 kilometres east of Melbourne&rsquo;s CBD, residents will be close to an array of high-quality amenity, including shopping, education and local transport hubs.

Its completion is scheduled for the end of 2022.&nbsp;

Demand ramps up for Mirvac's Doncaster apartments Forme, the last slice of the Tullamore community

Mirvac says demand for off-the-plan apartments is picking up.

The number of sales leads for new apartment has hit the highest level in 2½ years, the ASX-listed Mirvac advised in a market update.

It advised project-specific leads – phone calls, website registrations and visits to sales offices – rose in the September quarter to the highest number since the same quarter in 2017.

It was driven by owner-occupiers selling their family homes.

Mirvac exchanged 902 lots during the quarter, which saw 75% being exchanged in NSW and Victoria.

Of these 90% were in masterplanned communities (MPC), delivering the highest first quarter of exchanges on record for MPC.

Owner-occupiers continued to drive sales, representing 76% of total sales. Investors represented 24%, with less than 1% being offshore buyers.

Mirvac’s CEO Susan Lloyd-Hurwitz noted the market was "challenging."

"As we expected, government-mandated lockdowns in Sydney and Melbourne have slowed our recovery.

“Nevertheless, Mirvac’s forward momentum continues. 

"We maintained strong sales across our residential business, continued to progress our diversified commercial and mixed use development pipeline, and further expanded our funds under management."

Reporting its first quarterly operational update for the financial year 2022, Mirvac achieved 902 residential sales, with pre-sales increasing to $1.3 billion plus its settled 551 residential lots.

The settled Victorian residential lots included 123 apartments at Voyager at Yarra’s Edge in Melbourne, 74 at Smiths Lane, 57 apartments at Folia, Tullamore, 
and 53 lots at Woodley. 

The overall default rate remains low at 2.3%, it advised.

It is on track to deliver 2,500 lot settlements in FY22.

NINE at Willoughby is set to be launch in the current quarter, along with The Frederick at Green Square which will be launched 2Q22.

The Langley at Waverley sees construction underway.

Its update advised that the launch of Forme at Tullamore in Melbourne was also underpinning future earnings.

One of Australia’s largest privately-owned construction groups, Built, has announced the appointment of Gabrielle Trainor to its board.

“It’s exciting to be part of a great company in the next era of its evolution,” she said.

The construction has been responsible for residential projects across Australia including luxury beachside apartments in North Fremantle for repeat client Mirvac and student accommodation for Scape at the old CUB site on Swanston Street, Melbourne.

It enjoys $1.7 billion annual revenue with project sizes from $50,000 to $500 million plus, with $3 billion plus of work in hand.

Some 78% of its clients is repeat work.

Ms Trainor joins chair of the board, Wal King, along with independent director, Dieter Adams.

The executive chairman and founder is Marco Rossi and its CEO managing director is Brett Mason.

Trainor's directorial experience covers more than 25 years on boards in the public and private sectors ranging from infrastructure, urban development, financial services, transport to sports, arts and culture.

She is a member of the boards of Infrastructure Australia and the Victorian Government’s Major Transport Infrastructure Authority. She is a director of the ACT City Renewal Authority. 

She chairs the Construction Industry Culture Taskforce, a joint project of industry, academe and the NSW and Victorian governments. She is a former member of the advisory boards of Leighton Contractors (now CIMIC Group) and Aqualand.

She chaired the arts and culture panels of the Docklands Authority and the Barangaroo Delivery Authorities and chaired the reference group for Infrastructure Australia’s 2019 paper on Future Cities.

Sales are continuing apace at the Ocean Tower development in Surfers Paradise.

Meriton Apartments has advised more than 65 per cent of apartments in the tower are now sold.

&ldquo;It is a tall building so we are selling it in stages,&quot; Meriton boss Harry Triguboff said.

Ocean will be Triguboff&#39;s 19th tower on the Gold Coast.

It will be the third tallest tower in the Gold Coast area.

Ocean will be home to 404 apartments starting from level 33, featuring views which will tower over the neighbouring buildings.
