ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The development of the small Gold Coast enclave of Coolangatta is set to continue, with the Melbourne-based BeckDev lodging plans for a new apartment tower.

The $130 million Palais, named after the Jazzland Dance Palais that has stood on the 2,355 sqm site since the 1930s, will have 175 one, two and three-bedroom apartments, as well as resident facilities and a street-level plaza with retail space.

BDA Architecture has designed the plans for the development.

BeckDev was among six local and interstate buyers vying for the site at 31-35 McLean Street, which was purchased earlier this year.

Property buyers waiting for price reductions in Brisbane will be disappointed, according to Pete Wargent, co-founder of Australia&rsquo;s first national network of property buyer&rsquo;s agents, BuyersBuyers.

&quot;The idea that prices are going to decline in Brisbane any time soon is wide of the mark,&quot; he said.

The report by BuyersBuyers, inconjunction with RiskWise Property Research, noted interstate migration into Queensland recently hit the highest level in around 15 years.

Rising mining incomes to trigger Brisbane apartment investment spree

The NSW Government&rsquo;s cladding remediation program, Project Remediate, has seen the first cladding removed for investigation from a Darlington apartment block.&nbsp; 
&nbsp; 
Project Remediate aims to remove all flammable cladding from NSW&rsquo;s eligible high-risk residential apartment buildings by the end of 2023.

To date more than 155 buildings have registered for remediation. 
&nbsp; 
&ldquo;Project Remediate managing contractor Hansen Yuncken will investigate the materials gathered during the assessment process and Global Fa&ccedil;ade Consultant ACOR will give expert engineering and design advice on the best remediation solution for each building. 
&nbsp; 
&ldquo;There are many factors to take into consideration during remediation, including the role the previous cladding played with regards to weatherproofing, wind resistance, durability, thermal insulation and aesthetics, and the work taking place today will lay the framework for the entire physical remediation.&rdquo;

Minister for Better Regulation, Kevin Anderson said the program was important for the families and residents living in apartments impacted by dangerous cladding.

Project Remediate will provide no-interest loans, free expert program management, and the assurance that when remediation work is completed, the work will be accepted by insurers.&nbsp;

It is hoped the move that will herald a new era of trust and engagement between the real estate industry, its regulator and consumers in NSW.
 
Minister for Better Regulation Kevin Anderson noted the real estate industry contributes $100 billion and over 37,000 jobs to the NSW economy. 

"That is why it is critical to have the right processes in place to allow the NSW Government to support this thriving industry whilst maintaining the highest protections for consumers,” Mr Anderson said.
 
The Property Services Commissioner will reflect the successful model taken by the Building Commissioner who has been tasked to reform the building and construction sector.

Minns has more than 25 years’ experience as a real estate business owner and agent, most recently as managing director of  Canberra-based Independent Property Group.

He was previous the director of Academy of Real Estate Services.

John Minns appointed to oversee NSW real estate as NSW's first Property Services Commissioner

The penthouse in Melbourne&rsquo;s tallest residential building, Australia 108, has been listed for sale.

It comes with a $30.988 million asking price, which would set the record for the most expensive apartment sale in Melbourne.

It sold off the plan for $25 million in 2015, which was then a national apartment price record.

Designed by Fender Katsalidis Architects, the penthouse has 800 sqm of space along with a 5 car garage.

Melbourne&#39;s priciest apartment sale was secured off the plan in early 2019 when publishing entreprenuer Antony Catalano purchased a 650-square-metre penthouse in developer Tim Gurner&#39;s St Moritz Melbourne project for a price of about $30 million.

The two-level apartment will sit atop the eight-level Pacific Grand building, with some 650 square metres internal space and 150 square metres of terraces.

There had been $45 million hopes for the 1001 square-metre penthouse atop the 14-level residential complex The Muse, on St Kilda Road, but it is being retained by the developer.

Construction commences on $850 million Yeerongpilly Green Riverside community

Construction has commenced on the&nbsp;industrial Alex Collective apartments, in the heart of Sydney&#39;s inner-city suburb of Alexandria.

It&#39;s being developed by Alexa Development and built by Ceerose, who has just commenced construction on the four striking buildings designed by Andrew Burns.

They will home 163 apartments, taking design influences from the industrial suburb and featuring intricate brickwork, saw-tooth roofs, light wells and sky bridges.

Central to the four buildings which will reach&nbsp;four, seven, and eight storeys, is a garden designed by landscape architecture Site Image Group. There will be cabana-styled seating flanked by a magnesium pool.

Edward Doueihi, Managing Director of Ceerose, says the start of construction is an important milestone for Alex Collective and will add to Ceerose&rsquo;s impressive building portfolio.

The start of construction co-insides with the launch of Alex Collective&rsquo;s third building Cooper, a new collection of apartments and penthouses.

Over 70 per cent of the apartments in Cooper have sold since being launched in early September.

Over the past 12 months property prices in Alexandria have grown almost 7.05 per cent according to CoreLogic, a trend which McMahon says&nbsp;is expected to continue with significant infrastructure investment in neighbouring suburbs.

There will be&nbsp;expansive views on the upper levels of Cooper, towards the city skyline.

Prices start at $775,000 for a one-bedroom apartments, $1,155,000 for a two-bedroom apartment, and $1.75 million for the three bedders, which offer nearly 120 sqm of space.

Construction starts on the industrial-inspired Alexandria apartment development, Alex Collective

A apartment block in the Sydney suburb of Kingsford has sold for $13 million. 

Located at 54-56 Meeks Street, Kingsford, its comprises eight apartments including six three-bedroom apartments and two five-bedroom apartments, plus 14 car spaces. 

The vendor had bought the the 1,391sqm property in 2016. 

The property was sold to a private local investor through Ray White Commercial South Sydney agent Phillip Elmowy. 

The investment block was built in 2010, just a minute’s walk to the University of NSW and Kingsford shopping centre.

Mr Elmowy said there was a potential income of $412,880.

“It also has development approval for a strata subdivision.” 

“Demand for eastern suburbs unit blocks has strengthened  this year, driven mainly by mum and dad investors and family offices wanting low risk, multi-tenanted assets,” the selling agents said

The 1,391sqm property had eight apartments that last sold in one line in 2016 at $11 million

University proxmity sees Kingsford apartment block fetch $13 million 

Small businesses in the building and construction sector have yet to show an accelerated recovery from COVID lockdowns in Victoria and NSW. 

The data, released by MYOB in its Small Business Health Index, shows continued impacts on the building and construction sector. 

As of 22 October total invoice creation was down 31%, gross pay was down by 23% and employment was down by 16% - compared to baseline. 

Denita Wawn, CEO of Master Builders Australia said the data highlighted the challenge for SMEs in construction to manage cashflows.
 
“Digitisation will help small building businesses to better manage their projects so they can more accurately factor in the costs of building products and specialist tradespeople into their quotes,” she said. 

“With the construction industry home to more SMEs than any other industry, meaningful digital adoption will have perhaps the greatest impact in business recovery and improving business resilience. 

“MYOB modelling shows there are nearly 80,000 SMEs in the construction industry with no or very low levels of digitisation of their business processes.
  
“We know that the greatest current challenge for SMEs in construction is managing cashflows given the stresses caused by supply disruptions, COVID delays and a mini housing boom which has meant SMEs have had to take on more work than usual," she said.

Data confirms continued lockdown impacts on the building and construction:  MBA

JLL has sold a 2,987sqm raw residential development site at Lane Cove, on Sydney’s tightly held Lower North Shore.

Adjoining business owners have capitalised on a joint sales opportunity which has been secured by WINIM Funds Management for $25 million.

Located at 1 Gatacre Avenue and 5 Allison Avenue Lane Cove, the site has high density residential zoning, making for an opportunity for a 7,169 sqm of gross floor area. 

JLL’s Capital Markets (NSW) Associate, Harry Sullivan sold the amalgamated site, formerly comprising of a 43-room hotel and licensed restaurant, and adjacent residential home.

“Active developers are focusing on smaller scale high-quality projects in premium locations. Improving conditions are seeing investors return to the apartment market, looking to capitalise on the strength of the broader housing market and rapidly growing prices. 

"Like the existing housing market, more owner-occupier focused smaller apartment developments across much of Sydney have rebounded and performed strongly over the past year. 

“Demand is being driven by owner occupiers. 

"There has been a significant shift towards catering for the owner occupier apartment market, as there is a lack of supply of luxury apartments,” said Mr Sullivan.

According to JLL Research, the volume of all apartment sales in Sydney has increased significantly since 2Q20. 

The number of apartments under construction rose slightly in 2Q21 to 6,560, in an environment where it is generally smaller, high-quality projects progressing to construction as developers continue to focus on the owner-occupier market.

It noted pricing for these development sites had surpassed pre-pandemic levels.
