The proposal, now on public exhibition, outlines plans for around 3,300 new homes across the 12.3-hectare precinct. The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

Off-the-plan property explained: What is stamp duty?

The tightly held Kirribilli Avenue, which runs from the Harbour Bridge through to the Prime Minster’s Kirribilli House, is set for a rare new luxury apartment development.

Plans have been filed for eight high-end apartments, which will see a the restoration of an inter-war building at 77 Kirribilli Avenue adjoin a new three-level flat building at 75 Kirribilli Avenue. The latter was one of the first buildings in the area, according to town planner Urbis.

That will be demolished and make way for a new five-level building which will home a communal gym, wine room, and five of the eight apartments, including a two-level penthouse which features a rooftop terrace with spa. Next door will be a cinema on the ground level, and a further three units.

There will be seven three-bedroom apartments and one two-bedroom unit on offer in the $9.3 million development designed by EMBECE Studio, in collaboration with GMU Urban Design and Architecture. It will front the&nbsp;the heritage-listed Mary Booth Reserve, which means views of the Harbour Bridge can never be built out. Views of the Opera House are limited, due to the longstanding building next door.

In their plans submitted to the North Sydney council, EMBECE said the the&nbsp;ambitions of the project is to provide eight new high end apartments which are a respectful and elegant addition to the local conservation area, the street and the harbour front.&nbsp;

"A unique site location on the harbour which creates distinctive opportunities for the built form and residential amenity&nbsp;

"The site is a waterfront site and bounded by two distinctively different urban conditions of Kirribilli Avenue and Mary Booth Reserve. These interfaces in the broader context of the harbour location create important considerations for how the building character and residential amenity respond to its setting.

The Urban Design Report submitted by&nbsp;GMU Urban Design and Architecture&nbsp;said the&nbsp;proposal seeks to deliver elegant, contemporary architectural outcomes that are contextually appropriate, to complement the site and desirable neighbourhood characteristics.

"To the street, the proposed development presents as an existing inter-war building adjacent to a new three-storey residential flat building with high-quality integrated landscape outcomes to complement the streetscape setting.

"The new building at No. 75 presents to the street with simple, elegant contemporary forms paraphrasing the proportions of neighbouring inter-war walk-ups with decorative masonry details, expressed bays and vertical articulation.

"The copper roof is a visual reference to the pitched roof forms found in the area with its profile carefully sculpted to maintain a contemporary elegant expression and minimise visual bulk to the public domain and neighbouring sites."

Town planner Urbis found that 75 Kirribilli Avenue was originally a part of an estate containing the early Victorian cottage, ‘The Dingle’.

"This building was one of the first buildings in the area and was constructed in a vernacular fashion of salvaged metal and other building materials from the Crimean War in the 1850s5 resulting in the colloquial name, the ‘Iron House’. By the late 1800s, the Dingle had its own underground water reservoir, wharf, boathouse, and bathing-house."

Urbis said overall the proposed redevelopment of the subject site will respect the significance of the Kirribilli HCA and will ensure that there are no negative impacts on the vicinity heritage items in the area.

The landscaping has been handled by FORM Architects, who say the&nbsp;landscape design unifies the two buildings through a cohesive garden setting which extends from Kirribilli Avenue and down into the borrowed landscape of the Reserve and the Harbour.

Kirribill Avenue, which is lined with original apartment blocks with gun-barrel views of the Harbour Bridge, has only seen one apartment sale this year and just seven in 2022, which included a $13.5 million sale of a three-bed, 2000-built sub-penthouse with Opera House and Harbour Bridge views.

First look: New luxury Sydney Harbour apartments planned for Kirribilli

Azzura Investments are taking the master plan for its $3 billion Imperial Square mega development at Southport to the next stage, lodging a development application for a 40-level mixed-use tower that will include an exclusive vertical village for retirees.

Plans for the $500 million Monarch Place come on the heels of the first stage, the 18-level Regal Residences, which is currently under construction on the&nbsp;1.4 hectare Imperial Square site on the corner of Ferry Road and Meron Street.

Monarch Place will deliver a total of 223 premium apartments, with 140 of these residences designated for an exclusive vertical retirement village for occupants over 65.

The new tower, designed by Kris Kowalski Architects, features retail and commercial tenancies on the ground level and first floor and a range of strata-titled specialist medical suites on level two.

Azzura CEO Robert Badalotti said the success of Regal Residences allowed the group to bring the next stage of Imperial Square to the market, amid strong inquiries for apartments across the masterplanned site.&nbsp;

“We are thrilled to be introducing a new style of residences for the over-65 market at Monarch Place that will take downsizing to a completely new level in the heart of Southport," Badalotti said.

Apartments in Monarch Place will offer an extensive array of layouts, from two-bedroom apartments to two-bedrooms plus study, three- and four-bedroom luxury apartments.

While 140 apartments in these configurations will be dedicated to the vertical retirement village, Monarch Place will also offer 83 freehold apartments that will offer some of the most spacious living areas available in the Southport market.

Coronation Property's The Foundry short-listed for National Architecture Award

Sydney-based construction company Level 33 has submitted plans to Wollongong City Council for a large-scale, mixed-use development in the centre of the third-largest city in New South Wales.

The family-owned firm is proposing to construct two towers in Wollongong, one of 18 levels and the other of 19, on a 6,514 sqm parcel of land made up of four separate lots.

Located on the corner of Crown Street and Gladstone Avenue, the towers&nbsp;will contain a total of 262 apartments, above 1200 sqm of retail space with seven separate tenancies.

The $73 million project plans were submitted by town planners Planning Ingenuity on behalf of Level 33, with BKA Architecture behind the designs.&nbsp;

A company linked to Level 33 Director Eddy Haddad bought&nbsp;357-359 Crown Street for $7 million in late 2021, then added the 20-unit block next door at 363 Crown Street for between $191,000 and $625,000.&nbsp;

The new development, which will replace all existing buildings, will feature a five-storey podium containing retail and commercial tenants, along with parking for 318 vehicles on the ground and lower-ground levels.

The majority of the apartments proposed are two-bedders (191). There will be&nbsp;63 one-bedroom units and eight three-bedroom apartments. BKA noted in their design statement&nbsp;submitted as part of the application that the density is considered to be appropriate within the urban and social context of the site.

"Its location in close proximity to transport links and numerous retail, commercial and recreational facilities suggests that the proposed density is both sustainable and compatible with the nature of likely future development."

The main communal open space features over 1,800 sqm of landscaped gardens.

BKA said the proposal to develop the site for residential purposes will greatly enhance the quality and amenity of the streetscape and make a positive contribution to the emerging and renewed character of the area.

"The proposed development is contextual at its core, adapting its built form and landscape design harmoniously with the topography and adjacent consolidated high density residential neighbours in accordance with the desired future character of the area."

The building has been designed with due regard to environmentally sustainable design principles. Most of the proposed apartments have their living areas orientated towards the north and east to maximize solar access.

Part of the consideration in the design process was the heritage-listed Moreton Bay fig tree on the site, which has stood since at least the late 1930s.

Level 33 file plans for mixed-use Wollongong development 

Brisbane's premier riverfront suburbs have long been sought-after for apartment dwellers.

It's more common for new projects to appear in the likes of Newstead, Albion and New Farm, than it is in Bulimba.

But the small suburb south of the Brisbane River looks set for a new development, with Chris Mundey, Founder and Managing Director of Friday Capital, submitting plans for a new development at 43 Wambool Street.

Looking to tap into the high-end downsizer market, the building will comprise just eight three-bedroom apartments across a three-level building.

Brisbane locals, Gatehouse Architects have been appointed to design the project on the large 1,012 sqm site, with the main design intent focusing on seamlessly integrating into the existing neighbourhood's character and charm.

Located at 43 Wambool Street, the development's design is centred around the concept of incorporating natural light into the living spaces, creating an open and airy atmosphere that encourages a sense of community, harmony, and tranquility. The architecture blends modern and traditional elements, using carefully selected building materials that match the surrounding context.

The building's large windows, balconies, and terraces take advantage of Brisbane's sunny climate and leafy green surroundings, providing residents with a sense of openness and connection to the outside world while maintaining privacy and security.

The addition of a rooftop communal area is designed to encourage social interaction and community across the site, with&nbsp;the 84 sqm space featuring a permeable pergola structure, as well as a range of passive and active recreation opportunities, including a lounge area and outdoor dining space.

The development is designed to respond to Brisbane's subtropical climate and lifestyle, with all units featuring well-proportioned living areas and balconies that create indoor/outdoor living spaces, maximising access to natural light and ventilation.

Ground level units include private open spaces comprising patio areas ranging in size between 25 sqm to 46 sqm, while upper-level units feature balconies ranging in size between 19 sqm through to 48 sqm.

The additional landscaping on the rooftop space further softens the built form from the streetscape and adjoining properties, adding to the amenity of the communal area.

Residents will be just over 200 metres from the bustling Oxford Street, which is home to a mix of retail and food outlets, health care services, bars and cinemas. A number of bus routes also run along Oxford Street, while the Bulimba Ferry Terminal is less than a kilometre away.

The heritage-listed Bulimba Memorial Park is also just a short walk.

First look: New plans lodged set to tap into high end Bulimba apartment market

It was a move back to Sydney that prompted entrepreneur Brett Boyle and his wife to secure an apartment in Piety Group's Wentworth Point development, ONE The Waterfront.

Following a two-year stint living in their Blue Mountains home during COVID, the couple returned to the city, and rented an apartment in ONE The Waterfront, the most recently completed building in Piety's waterfront precinct. They went on to buy a two-bedroom apartment in the same building.

Now with a baby on the way, the growing family decided to upsize, selling their apartment for a healthy eight per cent gain and staying put in ONE The Waterfront, buying a three-bedroom unit.

Boyle says the couple have lived on and off in Wentworth Point for the last decade or so, given it's where his parents reside.&nbsp;So when it came time to head back to the city, Piety's nine-building community offered a rare opportunity to live in a near-new apartment in an area they knew well.

"We looked at buying an apartment when we first made the move back to Sydney, but we decided initially to rent within the precinct, to make sure it was the right fit for us," Boyle, who runs the business consultancy firm RiseUp, told Urban.

"Within six months, we bought in the same building."

Boyle says they were impressed with the quality and the level of detail in the project.

"We were confident in both Piety's track record and what we'd physically lived in and owned. We had no problem committing to upsizing within the precinct knowing what we know about the developer," Boyle says, adding that he's now recommending to his family and friends to buy into the project.

"It has a real community-vibe, with the extensive resident amenity meaning you can socialise around a swimming pool or a barbecue area without having to travel far."

On top of the resort-style pool and barbecue areas, residents of ONE The Waterfront have access to a&nbsp;fee free commercial gym, tennis courts, and outdoor rooftop cinemas. There is also CLUB ONE, a community centre that includes&nbsp; another private cinema.

Boyle also noted the extended level of care from the Piety team, who are still actively involved in the development well past its completion.

"It's not a case of them selling the apartment and moving on. Piety continue to maintain a high-level of customer experience. The building managers do a very good job of maintaining the project."

Boyle took advantage of the generous incentive which was on offer when he bought the three-bedroom apartment, securing free strata levies for two years.

Laver Residential Projects saw a huge uplift in interest since they released the incentive earlier this year. The incentive is still available for a limited time.

First home buyers have also shown significant interest since the NSW Government signed off on the changes to stamp duty. Now&nbsp;a first home buyer won't pay any stamp duty when buying an apartment in ONE The Waterfront, given the most expensive three-bedroom remaining is priced at $1,109,000, well below the new $1.5 million cap.

Late last year Piety submitted plans for the final two towers in the waterfront precinct, which they started developing back in 2010.

The Gold Coast property market is holding up considerably better than some of its southern counterparts, recent research conducted by national project marketing agency Colliers found.

Colliers' latest Market Overview has revealed that the median house price on the Gold Coast has only dropped by $15,000, or -1.5 per cent, to reach $925,000 by the end of 2022 -&nbsp;down from the $940,000 reported by Colliers previously at the peak of the market in June last year.

This is in stark contrast to the rest of the country, where national house prices have fallen more than five times the rate of the Gold Coast.

The report highlights that Gold Coast's property market has remained relatively stable despite the national market experiencing a record fall of 8.4 per cent in CoreLogic's Daily Home Value Index from May last year until January 7 this year.

Colliers’ Gold Coast director-in-charge Steven King said the latest data, supported by continued growth in the city’s commercial property sector, demonstrates that Gold Coast property prices are holding firm amid volatile conditions nationally.

“The latest population forecasts, the strength of the Gold Coast’s employment market and the massive investment in infrastructure across the city is providing the local property market with remarkable resilience,” King said.

“Certainly, we’re seeing challenges across the board, driven by higher construction costs and labour constraints causing ongoing housing supply issues, but the Gold Coast is still firing on all cylinders from an economic perspective which will continue to support the residential and commercial sectors in the near term.”

The Colliers Market Overview report for February 2023 offers a robust view of the Gold Coast property market with resilience in residential property spilling over into the office, industrial and retail sectors.

The report forecasts the Gold Coast economy will grow four per cent a year over the next three years, making it an economic hotspot in comparison to the Reserve Bank’s estimates of 1.5 per cent growth in the national economy in 2023 and 2024.

Employment on the Gold Coast grew by one per cent over the year, keeping the jobless rate at 2.9 per cent, well below the national rate of 3.7 per cent.

“The Gold Coast employment market is among the tightest in the country, with the jobs market well supported by new businesses relocating to the city to capitalise on emerging growth opportunities,” said King.

Among the key metrics revealed in the Colliers report is the massive take-up of office space on the Gold Coast over the past two years amid low construction activity in the sector.

The Colliers report notes that retail rents on the Gold Coast have risen by 15 to 20 per cent on average over the year due to rising occupancies, population growth, limited new supply, and higher construction costs.

Supporting the Colliers report’s growth forecasts are projections of massive population increases for key Gold Coast suburbs over the next two decades.

The city’s northern and western suburbs will sustain the highest growth as the city heads towards a population of nearly one million people by 2041 – an increase of 48 per cent from current levels.

Ormeau-Oxenford will make up most of that population expansion with another 114,000 people expected to live there by 2041. Coomera's population is likely to almost&nbsp;triple, while Worongary-Tallai, Southport-North, and Mermaid Beach-Broadbeach are each expected to double in population.

“These growth forecasts underpin the pace of activity we are currently experiencing across each of the key property categories,” said King.

“The high growth areas to the north and west are likely to drive sustained demand for new developments such as retail to service these areas, as well as industrial and commercial areas to provide key local employments nodes.”

Gold Coast riding out 2022/23 property correction: Colliers report

Luxury home builder turned apartment developer Graya has set a new apartment record in the affluent Brisbane riverfront suburb of Bulimba.

They've secured the highest price paid for a non-riverfront apartment at their Canvas Bulimba project. The 185 sqm space, which features its own rooftop terrace, sold for $3.5 million through project marketing agency MOTIV.

The four-bedroom apartment which has city views from the terrace which features its own pool and entertaining area, is&nbsp;one of three penthouses within the luxury low-rise development under construction on Love Street.

The penthouse was acquired by a relative of a current Love Street resident to utilise as a secondary home when visiting Brisbane.

Graya co-founder and Managing Director, Rob Gray, says that while Bulimba is one of Brisbane's best suburbs, it's the architecture and lifestyle offering that makes Canvas so exceptional.

Graya was established in Brisbane in 2010 as a luxury home builder by brothers Rob and Andrew Gray. Three years ago, the company broadened its focus from high-end homes to high-end apartments, delivering the award-winning Maison in New Farm with Frank Developments in 2022.

Today, the company is a full-service design, development and construction business with more than 35 employees across its Brisbane and Gold Coast projects.

The busy developer Lindsay Bennelong is continuing to pad out its multi-residential property portfolio.

Off the back of two contrasting applications in 2022, one for a $150 million project in Crows Nest and another for a boutique project on Manly Beach, Lindsay Bennelong, headed by Clarendon Homes Founder Peter Campbell, is heading to the Eastern Suburbs.

They've filed for a mixed-use project at 138 Maroubra Road, just behind the Pacific Fair Shopping Centre and next door to the Maroubra Police Station.

The company secured the 1,512 sqm site during their busy 2022. They'll be demolishing the current office building and replacing it with a nine-level building, which will offer a mix of retail, commercial, and residential.

There will be 57 apartments on offer, a mix of one, two, three and four-bedroom units. The plans are for two retail spaces on the ground level, and a first level commercial office space, which will be flanked by a landscaped outdoor space.

There will be 23 one-bedroom apartments, which range in size from 51 sqm to 62 sqm, 12 two-bed units, which start from 86 sqm and top out at 99 sqm, and large three-bedroom apartments, the smallest 105 sqm and the largest 149 sqm.

There is a sole four-bedroom apartment, which has over 150 sqm of living space.

There are a number of outdoor breakout spaces for residents. Level two will feature an outdoor kids play space, an outdoor gym, and built-in seating around turfed areas.

Level eight will home two outdoor spaces, the largest at the southern end of the building which will have an outdoor barbecue and kitchen area and communal dining space, as well as community garden planters.

The northern outdoor area will have the same facilities, just across a slightly smaller footprint.

DJRD Architects designed the building. Co-owner and director Andrew Hipwell signed off on the design statement, noting that the&nbsp;design intent is to respond positively to the scale and massing of the existing adjacent buildings.

"The proposed project seeks some subtle variety by utilising brick and sheet cladding as a point of difference in texture and colour," the report submitted to the Randwick City Council noted.

"The Ground and Level 1 component will be subtly expressed as a podium with an alternate expression for the residential use above.

"The façade is designed to have “bays” defined by columns and piers that come to ground. The retail frontage is frameless glass for maximum exposure to the street."

The report noted that the structure will be primarily concrete column and slab, with non-loadbearing party walls which would allow apartment amalgamations down the track without any structural implication.

"This feature will permit multiple future configurations of bedroom, bedroom/office, bedroom/living."

Lindsay Bennelong was established in 2007 by the respected property identity Peter Campbell.

They currently have projects in Bondi Junction (Whitton Lane) and Crows Nest (Delano). Last year they submitted plans for five beachside apartments on Manly's dress circle North Steyne.
