A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Former Hard Yakka site transformed into modern community in Melbourne's Broadmeadows

Developer Molonglo Group has filed plans for a new neighbourhood in Canberra's Fyshwick.

Molonglo, who have previously developed Melbourne's mixed-use building&nbsp;Walk Up Village and developments in Athens, Greece, have filed plans for&nbsp;11 low-rise apartment buildings across four hectares of industrial land&nbsp;between Dairy Road &amp; Monaro Highway.

Much of the residential neighbourhood site is part of the previously undeveloped portion of Dairy Road. It contains a large area of uncontrolled fill material excavated from Capital Hill, which was brought onto the site by the Commonwealth during the construction of Parliament House in the 1980s.

The development, which will be across five stages, has been designed by the London-based architectural studio&nbsp;David Chipperfield Architects.

The portion of the Dairy Road estate is identified under the Fyshwick Precinct Code as the dedicated portion of the estate where residential use is permitted.

A Pre-DA Public Consultation Report prepared earlier this year by Mongol suggested the residential neighbourhood will deliver intimate clusters of medium density housing that value outdoor and indoor life, and the built and unbuilt equally. It said the buildings will address the sites position near the Jerrabomberra Wetlands.

"Water will be an integral element of the neighbourhood and all buildings will be conceived as structures that give way to and support plant life," the report read.

It said the mix of apartments and terraced houses are designed&nbsp;for flexibility, allowing adaptation by the residents according to their needs and lifestyles.

There will be just under 400 apartments, a mix of 228 one-bedrooms, 67 one-bedroom plus study units, 53 two-beds, and 40 three-bedroom apartments.

As well as the apartments, on offer will be 10 four-bedroom and 10 five-bedroom townhouses.

10 per cent of the project will be dedicated to affordable housing, while car parking for 489 vehicles and 535 bicycles will be created, as well as&nbsp;new public and private open spaces including gardens, parks, and community facilities.&nbsp;Jane Irwin Landscape Architects is handling the landscaping.

"Architecture forms a framework for ecology whereby the spaces between buildings become equally as important as surrounding buildings," the report added.

"Buildings are arranged in pairs around generous courtyard gardens, with a central landscape space along the site’s east-west axis that changes from open grassland where it meets the wetland to woodland towards the east. Woven into this gradient of landscapes will be areas for gathering, reflection and play. A swale collects, filters and directs rainwater towards an ecological pool that will slowly release water into the wetland."

Monogolo's aim is for the project is to create a neighbourhood "where light industry, working, living, recreation and entertainment will co-exist in a natural setting."

Molonglo Group plan Dairy Road neighbourhood in Canberra's Fyshwick

A striking bureau^proberts-designed development in <a href="/developments/paddington-qld-4064">Brisbane's Paddington</a> is set to test the height limits in the affluent suburb near Suncorp.

The small-scale development at&nbsp;298 Given Terrace is seeking to push the neighbourhood plan limit by one level, having made amends to the designs following a prelodgement council meeting back in late 2021.

The meeting minutes from a meeting held in late December stated the four-level, 12.5-metre proposal exceeds the&nbsp;acceptable outcome for building height in the neighbourhood plan, which is two levels and 9.5 metres.&nbsp;

The argument however is that the current building on the site, a small block of flats which has been owned by local Dr Peter Steadman since 2005, is four levels. Bureau^proberts have designed the building to present as a two-level building when viewed from Given Terrace.&nbsp;

"The design responds sympathetically to the streetscape by creating a transition in height from taller nearby apartment buildings to the cottage style residential pocket of Paddington," bureau^proberts noted in their Urban Context Report.

"The development's height and scale has been carefully considered to maintain the hillside character, whilst generous amounts of landscaping have been incorporated on all edges of the site to soften the built form and contribute to the streetscape and suburban backyard."

The project has been dubbed Ti-Tree, which was the name for the&nbsp;thriving community of Paddington in the 1850’s, where it was then known by the early settlers as the "Ti- Tree Flats" where residents farmed and cut timber.

There are five apartments planned across the three-level building, four half-floor apartments and a whole floor penthouse across the third level.

"298 Given Terrace presents a collection of five boutique flats that continue the narrative of nurturing landscape in a residential enclave within the area," bureau^proberts wrote.

"Elevated on the hillside, the proposal utilises high quality design, landscape and generous amenities to create a contextual response that positively contributes to the streetscape and wider neighbourhood framework."

They said the&nbsp;architecture of Ti-Tree builds on the suburban character intrinsic to <a href="/developments/paddington-qld-4064">Paddington’s unique identity</a>.

Each of the ground floor apartments have three bedrooms, a media room, a study, a kitchen with butler's pantry, and a rear balcony. They each have over 250 sqm of internal space, and a plunge pool.

The two apartments above have a similar floorplan, with front and rear balconies, while the full floor penthouse, spanning 434 sqm of internal space and a further 238 sqm of outdoor terraces, has four bedrooms, a media room, study, a gallery in the open plan kitchen living and dining space, and a cellar. A pool and a lawn feature in the outdoor area.

To bring the project to life, the teams have chosen the renowned TZG Architects, fresh off their recent win in the 2023 Heritage Awards Judge’s Choice for their works on the iconic Bondi Pavilion.

Terra Ferma have worked on a number of boutique developments in the Sutherland Shire, while Knox Group, who have done the same, have recently transformed the Motel Molly in Mollymook.

Terra Ferma and Knox Group team up for Potts Point apartment project

Tim Gurner's GURNERTM has secured a trophy site in Sydney's Barangaroo area, with a view to develop two towers of apartments.

The $800 million project at 189 Kent Street is the first&nbsp;seed site to have capital deployed within the developer’s $2 billion Build-to-Sell development fund, which is backed by a global institutional investor.

The 1,195sqm site, which adjoins the Barangaroo precinct, currently houses a commercial office tower that was built in the 1960s, with current tenancies in place that GURNERTM will hold until completion of leases. The site has recently been granted planning approval for a residential development after a lengthy approval process by the site’s vendor Barana Group, who has held the asset since 2002.

This is the second transaction GURNERTM and Barana Group have completed together after GURNERTM first partnered with Barana Group in 2018 to develop St Kilda’s former Novotel site into one of Melbourne’s most exclusive and desired addresses, Saint Moritz. The Kent Street transaction by comparison represents a direct acquisition by GURNERTM, which will not be developed in joint venture like Saint Moritz.

Tim Gurner sees the Barangaroo project an opportunity to bring a Saint Mortiz-level of luxury to Sydney.

“Sydney and this key strategic site in particular is crying out for an ultra-luxury offering like Saint Moritz that transports its owners into a world of luxury and service above anything else in the country, inspired by the best hotels around the world," Gurner said.

“This site is positioned within one of the most expensive and luxurious locations in Australia so we plan to take what we know from Saint Moritz and apply it on a whole new scale, to offer the market something that is completely unique in terms of design, luxury, service and amenity.”

The site has an existing approval in place for two towers, ground-floor retail, restaurants and bars, a health and wellness component, and basement carparking. GURNERTM will now be seeking small amendments to the approval to reduce the number of apartments and increase the amenity provisions, in line with its vision for the site.

Award-winning architect FJC Studio has been appointed as architect, having won a competitive design competition between local and international architects.

The deal was brokered by Justin Brown, Tim Rees and Ben Wicks of CBRE.

Gurner said the team took their time in assessing the project.

“We’re certainly across the challenges the development industry is currently facing in regards to construction and interest rates. We’ve taken a conservative view to pricing and feasibility and feel supremely confident on the fundamentals of this site and its success.

“We have been watching the market very carefully for 18-24 months waiting for the right time to utilise the capital we have at our disposal, waiting for great opportunities knowing we can act quickly for the right sites, with a particular eye on Sydney and Melbourne."

He called Sydney a "very unique market."

“We also know there are different factors at play in Sydney – lack of affordability, scarcity of quality product and depth of the luxury market – that make it far more capable of withstanding the current economic headwinds, so it’s for this reason that we are very confident in the Sydney market and remain bullish on residential property in this blue chip city.

“Across other states it’s the construction and labour costs that are putting pressure on projects, which is why we see Sydney as such a strong opportunity with its higher price-per-square-metre average, motivated buyer pool and sought-after postcodes for offshore and local buyers.

“Sydney is a very unique market with an incredibly low amount of supply and an even smaller opportunity to acquire great sites with harbour views, it is even rarer to be able to transact on a site that also has planning approval ready to go."
