Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Residential property ownership has been the cornerstone of The Australian Dream since the term was first coined in the 1950s and 60s.

Back then however the median house price in Sydney was around $10,000. Now the median is just over $1 million, CoreLogic data suggests.

That's priced many out of the Sydney housing market. Most banks nowadays require a 20 per cent deposit. The buyers that don’t have $200,000 or more will require another upfront fee, Lenders Mortgage Insurance (LMI).

Some prospective buyers are finding other ways to invest in bricks and mortar, one of Australia's strongest performing asset classes over the last century.

The diversified property group WINIM, who have a longstanding reputation of delivering boutique residential projects on Sydney's North Shore, introduced property funds management to their development business in 2015&nbsp; Now, with a track record of over 21 investment funds and over $850 million under management, it's a key part of their business.

Essentially, rather than the traditional property investment route of purchasing a property and owning the asset, a property fund allows a qualified person to invest into a fund. That money is pooled with other investors and used to fund a specific project, either residential or commercial, or repositioning of established assets.&nbsp; The average investment term is around three years. WINIM Funds Management manages the asset, and investors are updated quarterly with the performance. Investors are offered considerable visibility of the asset they’re invested in. In the case of a new development, investors are provided opportunities to walk the sites as the projects near completion.

Todd Kuiters, WINIM's Investment Director, says unlike investing in other assets such as stocks, shares, or even listed property funds, an unlisted investment fund provides investors with the ability to invest directly in property markets and assets that they see value in.

"Investors have flexibility to invest in the property sector and choose from funds that deliver ongoing dividend payments through assets such as mixed-use development or commercial assets, or higher return single capital repayment at completion of the development, such as residential buy to sell projects,” Kuiters told Urban.

Kuiters says, on top of the inherit investment return benefits, a lot of investors appreciate the ability to have a single asset that they feel connected to and can see the progress of, through design development all the way through to construction and completion.

"The benefit of investing in an unlisted property fund like WINIM’s is that it gives an investor exposure to asset classes that were typically out of reach of non-institutional investors," Kuiters says.

"Additionally, with the average price of Sydney homes over $1m, having a minimum of $100k investment means you can invest in premium real estate markets with a much smaller outlay of funds."

WINIM’s development funds are currently focused on both premium residential development as well as hotel and mixed-use developments on the East Coast of Australia.

"We are constantly analysing different micro markets in key blue-ribbon suburbs with solid property fundamentals including low supply of premium developments," Kuiters says.

"We focus on low to medium density products that meet specific purchasers' demand and designs that speak to local heritage architecture for long term appeal.”

Seasoned investor Matt B, who is now onto his fifth investment at WINIM, has been investing in property funds for about 15 years, and has both personal property investments and investments in a number of funds.

Matt says WINIM's experience in the sector and ability to identify a strong investment has seen him come back and buy into numerous funds.

"WINIM has created a niche specialising in boutique high end residential projects," Matt says, something which isn’t common in funds.&nbsp;

Frank, who generally prefers smaller more boutique funds rather than the larger funds, says he did extensive due diligence on WINIM and its Directors.

"The personal investment, reputation and credentials of the Directors is important to me, particularly when I am looking at boutique funds such as WINIM and I do my research prior to investing," Frank says.

"For me, the team at WINIM had the track record that I was looking for.”

Sydney property agency Highland has been appointed as the lead selling agent for the $375 million luxury apartment project, Archibald by ALAND.

The full-service real estate company has more than 40 projects currently in market along the eastern seaboard from southern Sydney to the Gold Coast, with this week announcing it will sell Archibald's one, two and three-bedroom apartments, along with the three and four-bedroom penthouses.

Located at 108 Donnison Street, Gosford, Archibald is a dual tower development which will deliver 199 residences in the West Tower and 124 in the East Tower.

Property developer Heworth are soon to launch Rozelle Village, their redevelopment of the former Balmain Leagues Club in Sydney's inner west.

The vibrant, mixed-use precinct, which will be centred around a new village square with a retail precinct and apartments above, is to be marketed through CBRE.

Heworth recently lodge amendments to the approved development application, seeking to reduce the number of apartments 167 to 147 and change the apartment mix, increasing the number of two bedroom and three bedroom apartments.

Heworth Head of Property, Chris Walsh, said the team amended the product mix to create larger units.

“Through our amendments, we are seeking to change the apartment mix increasing the number of two and three-bedroom apartments as we feel the larger size floor plates and premium interior architecture, fixtures and fittings, will appeal to discerning local owner-occupiers, particularly downsizers," Walsh said.

“A key focus of our development is a new village square and major retail and hospitality podium connected by a series of laneways.

"It’s going to significantly enhance Rozelle, provide new much-needed amenity and become a major community meeting place and destination.”

Frenchs Forest, the family-friendly suburb on Sydney's North Shore, looks set for a brand new townhouse development.

Sydney developer Mohammad Mohsini, who owns home builder Decent Homes, has lodged plans for&nbsp;30 townhouses across an amalgamated site at 1-7 Gladys Avenue. The documents submitted to the local council suggest the site is located in a precinct currently undergoing a transition to higher density.

The townhouses will range between two and three-storeys, with many set to include rooftop terraces and private garden spaces.

10 of the townhouses will benefit from street frontage with private garden entries. There will be an internal pedestrian street created as part of the development, which will feature extensive landscaping between the street and the small private courtyards.

The development application also demonstrates the ability for a potential four-storey apartment building which would be located centrally within the site.&nbsp;

The townhouses have been&nbsp;broken up into three main building masses, with two to have a short boundary to the street with pitched roofs, dormer windows and smaller scale articulation features, while the third building will have a long street frontage, consisting of a different architectural language with brick work and a rooftop terrace area.&nbsp;

Whilst the buildings will be formed of different languages, the materiality is similar across the site, linking the buildings together, with textural brickwork and feature metal elements.

Walsh Architects, who have offices in NSW and ACT, have designed the $16 million development.

Significant planting will be incorporated across the site, with predominantly indigenous plant species selected, to support local pollinators and faunal species, while terraced plantings will include a mix of trees, shrubs, native grasses and ground covers.

Extensive tree plantings have also been featured to provide shading to the homes and outdoor spaces, with low water use plantings utilised throughout to provide a resilient landscape.

45 car spaces will be included within the basement, with EV charging provisions for a minimum of two cars for each townhouse.&nbsp;

First look: Sydney developer lodges plans for Frenchs Forest townhouses

The Castle Hill Showground is undergoing a major transformation.

The new precinct will create a $1 billion destination town centre, linking into the world class Sydney Metro, with the Showground Station, along with the various cultural offerings penned, upon completion.

Hong Kong headquartered, KWG Group are one of the first developers to take to the burgeoning area, with a $300 million residential project currently under construction.

A team of international architects and designers have collaborated to deliver the project, with Sydney locals Giles Tribe Architects and Urbis collaborating with DLN from Hong Kong and Glyph Studio from Canada for the first stage of the development.&nbsp;

Crafted to be more generous than the standard Sydney apartment offering, the light filled living spaces connect seamlessly with expansive alfresco spaces, merging indoor and outdoor living.&nbsp;

"One of an unique features at Castle Island is the privacy it offers to our residences. Most of the apartments only have two neighbours in one floor, with two lifts servicing three units per floor," KWG say.&nbsp;

The corner units are oversized, offering three-aspects of views which bring in an abundance of natural light.

Pitched toward both the downsizer and family market, these apartments create a sense of house-like living, with ample space for every type of lifestyle.&nbsp;

Apartments are fitted out with engineered timber floors, grounding each of the homes in nature, while the adjoining spaces invite the lush verdant landscaping of Castle Island.&nbsp;

Lendlease and GPT have recently filed their final plans for the Rouse Hill Precinct, a major development project set to transform the northwest growth centre of Sydney.

The precinct is set to be a vibrant and sustainable mixed-use community, designed to cater to the needs of its residents and provide a range of employment opportunities.

Located just 600 metres from Rouse Hill’s Metro Station and town centre, at Lot 20 Commercial Road, the new $189 million project is being designed by Urbis and will include a mix of one, two and three-bedroom apartments.

Potts Point's historic Bayswater Road, lined with Victorian terraces and once a bustling nightlife scene, is set for a facelift.

Hamptons Property Services have filed an application to redevelop four sites between 28-38 Bayswater Road, currently home to a mix of residential and commercial spaces.

Vince Squillace, of the Surry Hills architectural and interior design practice Squlliace, handled the designs of the $20 million project, which will incorporate 22 apartments above extensive food and beverage spaces, and a handful of terraces.

"The vision for the site is to develop it into a mixed-use building with commercial activation to all three streets with residential apartments above," the design report put together by Squillace read.

"The existing terraces are to be retained and modified into single level residential units while the rest of the site will be redeveloped to enhance the residential offering to the precinct of Potts Point, due to its prime location in terms of access to local shops, entertainment, services and public.

"The design approach is to break down the building forms into a series of vertical elements which draws inspiration from the verticality, scale, mass, and materiality of the architecture in the local area."

The apartments will focus around a central communal garden which will dissect the building. Further communal space will be located on the roof, where there will be a small pool and pool deck.

28-30 Bayswater Road is a pair of mid-Victorian period terraces which are heritage listed. Thai Rock occupies the ground level. Next door, 32-34 Bayswater Road, is another two mid-Victorian terraces, which are considered to have heritage significance. Popular bar Eros currently occupies the ground level, while the upper level are commercial spaces.

36-38 Bayswater Road is a four-storey building on the corner of Ward Ave and Bayswater Road. Its current use is commercial premises. All subject properties are located within the Heritage Conservation Area as specified in the LEP.

The design report said the&nbsp;alterations and additions to the Bayswater Road terraces will restore the buildings to be more consistent with their original design.

The design for the new apartments takes inspiration from the proportions and materiality of the existing brick buildings common throughout Potts Point," the report added.

"The new development has been designed in such a way to accentuate the verticality and reduce the visual bulk of the development.

Potts Point, one of the most expensive apartment markets in Australia, has been subject to a number of new apartment development applications in recent months.

Melbourne developer Time &amp; Place recently submitted long awaited plans for their redevelopment of The Chimes apartment building on Macleay Street.

The Macleay Street block dates back to the mid-20th century when it was designed by Hugo Stossel, a modestly well-known post-War émigré architect who designed a number of similar residential apartment buildings in Sydney’s inner eastern suburbs.

They're planning a brand new building designed by SJB, with a mix of one, two and three-bedroom apartments.

Third.i and Toohey Miller submitted plans for a a new part six, part seven-level block with just 14 apartments.

There was community objection, given its location at&nbsp;30A-34 Brougham Street was to block out the view from The Butler, a Potts Point institution for a number of years.

The joint venture partners recently filed an appeal to the NSW Land and Environment Court after the City of Sydney's council&nbsp;and planning committees failed to make a determination.

Iris Capital, headed by developer and rich lister Sam Arnaout, is gearing up to launch the third and fourth stages of their multi-award winning $1 billion East End Village project in Newcastle.

The first two stages of East End Village have sold out, with construction of the second stage approaching completion of what will become the city's biggest rejuvenation project.

Urban Activation will oversee the marketing and sales of the $450 million final stages of East End Village.

Urban Activation Director Matt George says the final two stages will include some of the most exclusive residential offerings in the entire development.
