Recently Manningham City Council handed down a decision rejecting a proposed mixed-use development located at 602-630 Doncaster Road, Doncaster. The prominent corner site opposite Westfield Doncaster was to have taken a large mixed-use development designed by ITN Architects on behalf of Jaksal Pty Ltd. In its rejected form the development was to have incorporated 267 apartments over nine levels, three levels of commercial space and 565 underground car parking bays in a tower that would have reached near 41m in height. The structure would have been capped with a suspension cable artwork seemingly floating between either wing of the tower.
76 objections to the application were received, 54 of which were ridiculously attributed the neighbouring apaprtment blocks occupants bemoaning the loss of views. Doncaster Hill has been earmarked as a highrise, high density precinct for the best part of a decade so loss of views was to be expected over many developments. Ultimately views are a privilege, not a right! Where have I heard that before? For the record, separation between both towers living spaces was to be 17m, well above the minimum 9m requirement. Of more concern to Manningham was the 7.5m separation between either wing of the intended development.
Regardless VicRoads and Public Transport Victoria also found grounds for objection. In its ruling Manningham cited 18 varying concerns which led to its decision, leaving the developer/architects with options such as VCAT, a redesign or scrapping the development at their disposal.

Directly west of 602-630 Doncaster Road lies another intended development, 101-105 Tram Road, Doncaster. Put forward by Dong Chen Trading and Investments (Australia) via Meinhardt Group, the Peddle Thorp designed scheme has gained a notice of decision to grant a permit, essentially winning approval. The Peddle Thorp scheme involves a 13 storey tower containing 201 apartments, 245 underground car spaces and three commercial tenancies.
Generally complying with the Manningham Planning Scheme, the 39m high proposal attracted only one objection. Manningham asserted  "The proposed building is attractive and assertive in appearance, thus providing a landmark statement to this important gateway intersection. It also scales appropriately to the surrounding development." A design feature of the proposal is an eight level atrium with a southern boundary atrium (seen below) which provides both external views and natural light penetration. Final approval is pending.

Further up the Hill the on-again. off-again Crowne Plaza Hotel championed by developer Ron Di Pietro has finally been buried. The complex was to have included 181 hotel rooms and 16 serviced apartments over nine levels with three basement levels under a permit that expires in a few months time.
The permit has been superseded by an application which seeks a ten level residential development containing 203 apartments and 258 below ground car spaces with retail/commercial present over the ground floor. Once more, a notice of decision to grant a permit has been given by Manningham meaning a final permit for the Point Architects designed complex is pending.

Another office block in Docklands you say? Same old, same old!

Well not quite. Site developer <a href="http://www.asset1.com.au/" target="_blank">Asset1</a> has in recent days been kind enough to advance to UrbanMelbourne.info a handful of high quality renders for their recently approved development at North Wharf spanning 731-739 Flinders Street, Docklands. Consider initially the media release, excerpts of which are provided below

Asset 1 is commencing a new wave of revitalization and refurbishment for their North Bank Precinct. As Landlord of the largest expanse of Yarra River fronting property, these plans will see a gust of fresh air blown into this significant Melbourne precinct. Plans are underway to create a vibrant new cultural and trade hub across the 11.7 acres of Asset 1 domain, including the World Trade, North Wharf and other key areas of the precinct.

Working collaboratively Cox architects, master-planners and under the supervision of Cox Principal, Patrick Ness, Asset 1 will look to implement a five year vision for this dynamic new expansion. This will include a trade square, trade hub, a cultural precinct, a retail precinct and a green boulevard. The development of North Wharf will also be undertaken and this will flow onto The Jim Stynes Bridge; giving complete connectivity to the prime Yarra River real estate.

This week, Planning Minister Matthew Guy granted a panning permit for North Wharf, anchored by a new 13 story office tower, comprising 33,427 square meters of office space, at 731 – 739 Flinders Street, Docklands. The North Wharf project will also include commercial office towers, the restoration of the historic old Mission to Seafarers and the Seafarers Rest Park, while introducing, retail, cafes and an art gallery. The historic crane will remain.The $90 million development of the North Wharf is the last piece of undeveloped land and is a lynch pin between Melbourne’s CBD, Docklands and the Yarra River.

So what makes North Wharf exceptional?

The vast majority of waterfront development in Docklands to date has followed the same formula; large open promenades dividing water and built form which in theory is fine, allowing light penetration and sight lines to be maximised. The issue arises when the promenade abutts said built form, generally by way of a towers podium; the urban realm at times seems an afterthought. I'd contend not enough has been done to soften the nexus between urban space and built form which leads to a monotonous, somewhat harsh experience.

Looking at the provided North Wharf images, is seems as if the urban spaces have been incorporated first with the commercial aspect an afterthought. Don't get me wrong , the commercial tower designed by Cox Architects is of a high quality yet the spaces fronting the Yarra are above and beyond. It certainly helps that the historic Goods Shed No. 5 and the 1948 crane have been incorporated, providing points of interest and history that vast tracks of Docklands waterfront no longer posses.

<a href="http://www.oculus.com.au/" target="_blank">Oculus Landscape Archtecture</a> have produced a mighty result by way of incorporating liberal amounts of greenery into the promenade and park which will link the Yarra to the <a href="/news">Mission to Seafarers</a> building and beyond, whilst also acting as a connection point for a number of pedestrian links including the currently under construction Jim Stynes Bridge. The narrow promenade coupled with the western tree plantings within close proximity to the waterfront gives the impression of an intimate, relaxing environment heavily skewed toward a green experience; certainly not applicable to many other parts of Docklands.

Much has been done to beautify the northern banks of the Yarra in recent years with North Wharf providing the last and most impressive link in this process. The only negative aspect one could conjure is that when realised, North Wharf will further shine the spotlight on the adjoining, abysmally outdated car park fronting both Flinders Street and Siddeley Street. In weeks to come Laurence Dragomir aka Blockhead might just provide a number of novel retrofit green facade solutions for the car park - stay tuned.

North Wharf - A new urban space

This weekend saw the conclusion to the visual arts spectacular that is the <a href="http://gspf.com.au/" target="_blank">Gertrude Street Projection Festival</a>, a description of which is taken directly from the Festival's website:

In 2013 The Gertrude Street Projection Festival (GSPF) will celebrate its sixth year of staging inner Melbourne’s most visible and accessible <a href="http://gspf.com.au/about-gspf/#" id="_GPLITA_1" style="text-decoration:underline" title="Click to Continue &gt; by safesaver">free</a> large scale arts festival.

Running from 19 to 28 July, the festival celebrates projection art and lets us see familiar spaces and buildings in new, inspired ways. It’s a collaborative, volunteer effort of artists and traders, residents and community groups all brought together by The Gertrude Association.

For 10 evenings in July and in over 30 sites, the length of Gertrude Street in Fitzroy will be illuminated by the visions of talented projections artists for the Gertrude Street Projection Festival. Buildings, laneways, footpaths and tree trunks will be lit up with site-specific, curated projections which respond to the theme Illuminate. The Festival Hub located upstairs at Gertrude’s Brown Couch boasts an incredible line-up of events, including live music, workshops, master <a href="http://gspf.com.au/about-gspf/#" id="_GPLITA_0" style="text-decoration:underline" title="Click to Continue &gt; by safesaver">classes</a>, panel forums and much more. The Festival’s diverse arts program celebrates and connects our diverse community.

Only recently hearing of the event, Apartments.com.au thought it a good idea to mosey on down and take in the visual feast. What immediately struck those attending was the very friendly atmosphere with an overabundance of young children and tourists attending, certainly more than would generally frequent the area and a sign of the popularity of the Festival. Whilst focusing on the external works, a multitude of bars/galleries also carried internal projections, although once settled in a bar Apartments.com.au members tend to bunker down for the evening...

Regardless a highly impressive evening, one sure to gain far more attention next year round.

Gertrude Street Projection Festival 2013

A piece today highlighting the march of apartment living into areas you may not expect. Bay Road joins both Sandringham and Cheltenham with Sandringham Station and Southland Shopping Centre notable markers at either end. With an abundance of vacant blocks and dilapidated light industrial structures, Bay Road lends itself to intensive redevelopment given the abundance of nearby services/amenity.

And so a number of apartment projects have begun in recent months, the most notable being Sandy Hill and The Bay located next to one another, spanning 218-228 Bay Road, Sandringham.

Buxton Constructions website news feed for <a href="/buildings/sandy-hill-penthouse-222-bay-road-sandringham" target="_blank">Sandy Hill</a> reads as follows;

Sandringham's skyline set to change The $50 million stage one of the imposing Sandyhill Apartments in Sandringham comprises 187 of the 495 apartments scheduled to be constructed on the expansive Bay Road site. Rising to eight levels on the south section and six on the north, the complex consists of reinforced concrete post-tensioned slabs, columns and pre-cast panels over a three-level basement incorporating car parking and residents' storage areas. 

Excavated to a depth of almost seven metres, the basement – with a drained sub-slab – descends below the water table, requiring the installation of concrete diaphragm retaining walls below ground level. “When the more than 25,000 cubic-metres of soil has been removed and the retention walls are completed, the two tower cranes required for materials handling will be installed and dominate the local skyline for almost two years,” Buxton project manager Lucas Forsyth said.

Next door, <a href="http://urbanmelbourne.info/projects/bayside/the-bay-sandringham-218-bay-road-sandringham" target="_blank">The Bay</a> with 112 apartments is also under construction, with Ione Property's description reading as follows

The bay is a unique apartment building built in the hub of Bay St Sandringham, located within a recently remodelled district surrounded by new office buildings. Only 500m to Bluff Rd Medical Centre, 3km to Linacre Private Hospital, 1.2km to Sandringham Memorial Hospital and 100m from Sandringham East Primary &amp; Sandringham College. Shops 1.5km to Bay Rd Shops and Cafes, 2.7km to Southland Shopping Centre and Transport 2km to Sandringham Station.

These two developments combined will yield an impressive 607 new apartments for the area, yet they may be a precursor to what Places Victoria has in store. Currently holding a site at 329 Bay Road Cheltenham, sized at 15,000sqm, the Government agency is also negotiating with the Commonwealth Government to <a href="http://www.theweeklyreviewbayside.com.au/story/1387475/bayside-council-battles-to-retain-control-over-highett-csrio-site-redevelopment/" target="_blank">purchase the CSIRO site</a> adjoining 329 Bay Road. At 90,000sqm the CSIRO site is mind-boggling, these two sites combined would deliver a development site of 105,000sqm !

329 Bay Road alone is now subject to an initial Places Victoria proposal, with apartment buildings up to eight levels included amongst the sites mixed uses. Should the CSIRO site fall under the auspices of Places Victoria, Bay Road will definitely be an apartment hotspot of the future.

Hotspots - All the way along the Bay?

Roughly ten years ago Alastair and I found ourselves in the Franklin Street offices of developer <a href="http://www.pdg.com.au/" target="_blank">PDG Corporation</a> speaking to the Giuliano family about their impending redevelopment of the old Ansett headquarters, soon to be the 55 level, Verve 501 apartment tower. PDG Corporation who were relatively new to highrise development at the time have evolved over the last ten years to become one of Melbourne's premier developers, with a string of recent high quality and from UrbanMelbourne.info's perspective, exceptionally visually appealing apartment towers.

For those unaware PDG's current highrise offerings consist of the under construction <a href="/buildings/prima-tower-31-queensbridge-street-southbank">Prima Pearl</a> &amp; <a href="/buildings/abode-318-318-russell-street-melbourne" target="_blank">Abode 318</a> towers, which may well be joined by the redesigned  276m <a href="/new-apartments/one-queensbridge-street-1-23-queensbridge-street-southbank" target="_blank">Queensbridge Tower</a> on Southbank, which is currently going through the necessary approval process. Added to these, today's article looks at on one of the better planning applications i've viewed over my time, for a development site equal to any in terms of location and visibility. Currently with Melbourne City Council, PDG Corporation in cooperation with Jobs Australia are seeking to redevelop 690-708 Elizabeth Street, Melbourne.

Perched above the Haymarket Roundabout and with a direct sight line down Flemington Road (see above) with all the airport/tourist traffic it funnels into the City of Melbourne on a daily basis, the site lends itself to landmark status worthy of a grand development. Enter the seemingly ubiquitous Elenberg Fraser. After the success of Abode 318, PDG Corporation have again turned to the white-hot team at Elenberg Fraser to deliver a grand project.

With neighbours such as the new multi-coloured Royal Childrens Hospital, Bio21, <a href="http://www.dcwc.com.au/cms-projects/education/project-economics-commerce-building.phps" target="_blank">Melbourne University's Economics and Commerce</a> building and the superlative <a href="http://www.vcccproject.vic.gov.au/" target="_blank">Victorian Comprehensive Cancer Centre</a> setting the benchmark in terms of design and visual appeal, the architects have responded the best way they know how - heavy use of bronze glazing with the clever use of perforated metal screens  -  typical Elenberg Fraser traits. Should the building be realised, it will seemingly sit very comfortably amongst its peers in terms of design quality.

As for particulars, the application calls for a 21 level apartment tower reaching 67 meters in height, although a 91 meter concept outline was also included to highlight the maximum site potential. Lower levels cater for 34 car spaces, unusually low yet a direct result of the site's close proximity to the CBD coupled with excellent transport links nearby. Also available are 135 bicycle bays with the subsequent levels containing 213 apartments, naturally incorporating a variety of apartment layouts and sizes. A gym, lounge and communal dining area will also be included over level 20.

Externally Elenberg Fraser have taken inspiration from the nearby Royal Park landscape, with the gum tree principally in focus. The design has in its own way mimicked the form of a singular gum tree, with the image above showing the buildings surface treatment to be similar to that of a gum , incorporating an undulating form with shades of green allude to the gum's varying foliage; the building is in effect a 21st Century gum tree as stated in the planning document.

The facade essentially consists of three elements; typical Elenberg Fraser bronze glazing, galvanised steel balustrades and perforated aluminium balustrades. Whilst the steel balustrades will act as dividing walls between apartment balconies, the simplicity and beauty of this design lies in the balcony balustrading applied in five shades to green and three shades of silver. Coupled with the buildings uneven form, the balcony balustrades are also folded at different angles and applied at different intervals to enhance the irregular theme and peak visual interest.

Treatment of the existing heritage building onsite is interesting, with the tower's form bulging gradually over the existing two level structure. The exposed bronze columns emanating from the rear of the heritage structure are prevalent while the heritage building itself will include remodelled office space. Southern facade excused, the remaining three aspects maintain active street frontages as seen above, with entrances either side of the heritage building emphasizing the distinction between old and new. Retail and cafe spaces are available while the Elizabeth Street frontage will be monopolised by Jobs Australia with clear glazed windows allowing passersby to view internal proceedings.

ESD initiatives include deeply recessed north-facing balconies in order to minimise the summer sun/cooling needs while planter boxes will be arranged intermittently over the three active facades leading to greater visual appeal and increased natural cooling. Facade design and finishes seek to maximise the natural ventilation of apartments whilst maintaining a stable internal temperature leading to less use of heating/cooling devices whilst rainwater will be collected and stored in order to irrigate the towers greenery and for toilet use. The towers intended overall energy rating of 6.6 stars exceeds standards and a Green Star rating of just under 4 is also expected.

Given 690-708 Elizabeth Street has just been released for public advertising, a Melbourne City Council planning decision is some time away.

The Ecstacy of Bronze > 690-708 Elizabeth Street, Melbourne

What had originally intended to be a media release packaged up as a transport article has morphed into something of a grander question of future sustainability and design for Melbourne's burgeoning west after some banter at Apartments.com.au. Last Thursday saw Planning Minister Matthew Guy announce the rezoning of Wyndham Harbour, excerps of which are found below.

Today Minister Matthew Guy has announced the rezoning of a significant 10.37 hectare parcel of land in Wyndham City, Werribee in Melbourne’s west, facing onto Wyndham Harbour and Port Phillip Bay. “Clearly rezoning the land is a statement of intent to deliver a critical mass of people, a viable population catchment and a thriving seaside community to service a proposed new Port Phillip ferry,” commented Lyons’ CEO, John Roysmith. It is envisioned that Wyndham Harbour will become a thriving, focal hub within Melbourne’s west. Wyndham Harbour will eventually become home to Victoria’s largest luxury marina, providing up to 1000 berths as well as incorporating a stylish master planned residential and retail precinct set to include an exciting combination of cafes, restaurants and specialty stores. Amenity aplenty will be provided along the Wyndham Harbour boardwalk, with 390 car parks, a marina club and a proposed new Port Phillip ferry service.

This vibrant coastal community will help provide much needed infrastructure and amenity for City of Wyndham, identified as one of the fastest growing local government areas in Melbourne. By 2026 over 20% of Melbourne’s 900,000 expected additional residents are projected to reside in Melbourne’s west, as the west is forecast to almost double in population with significant growth forecast to continue within the western corridor.

Also under construction at Wyndham Harbour is an apartment building designed by Fender Katsalidis Mirams containing 104 apartments (sold out), and a second five level apartment building designed by SJB architects containing 140 apartments is due for release later this year.

The last paragraph above is of particular interest, the supply of 244 apartments into an area flush with detached housing. That stage one has sold out speaks volumes of the ever increasing propensity for individuals to choose apartment living over the traditional house/land package, even on Melbourne's fringe; Caroline Springs being the prime example with multiple apartment buildings up to nine levels at all stages of development. Apartments on the fringe? Absolutely!

Given appropriate transport links (i.e. pending Melbourne-Werribee ferry service and adequate rail services) the option of higher density living around activity centres/transport nodes should always be preferred, regardless of the location. This would decrease vehicle trips, alleviate stresses on Melbourne's already over burdened transport infrastructure while also providing essential services and amenity within a shorter distance to a greater number of people. Example, Joe Blow lives in Werribee close to both Wyndham Harbour and the Princes Highway, and commutes to Melbourne for work. Walk to a fast ferry terminal, jump on for Melbourne's CBD or alternatively continue to drive his car every morning into the rolling car park that is the Westgate Freeway.

Things must change before the urban errors that are Derrimut and Truganina (close to Wyndham Harbour) are replicated elsewhere in Melbourne's west. Truganina is a depressing excuse of a hole; no transport links, no amenity, no services, no entertainment/retail offerings... and no hope. Suburbs such as these that provide no stimulus are breeding grounds for social problems. I know, I've had the misfortune of working there many times over. Now some may say I'm completely wrong, but luckily Wyndham Council is not amongst them.

Given there's only one auto crossing over the Yarra to Melbourne's west for the foreseeable future, high density housing options around transport hubs/activity centres is a highly efficient way to tackle a multitude of urban blunders that exist on the western fringe. The pace of urbanisation in these areas is highly dependent upon the correct implementation/realisation of mass use transport infrastructure projects, and seeing the Melbourne-Werribee ferry come to fruition would be a great start.

And one more request while I'm at it, if the green field sites in the initial image below of Wyndham Harbour are to be developed in the future, a nice mix of midrise buildings punctuated by open space would be the ticket.

Wyndham Harbour - A precursor to how the west might be won?

It's amazing to think Grollo Tower which was to be located in Melbourne's Docklands was proposed fifteen years ago this year. The dream of Bruno Grollo, son of an Italian migrant who settled in Australia during 1928 was remarkably close to being realised, only to be stymied at the last moment. Over their stretch "The Grollos have changed city skylines and revolutionised Australia’s construction industry, through innovative practices, project success and fair treatment of workers," according to the <a href="http://www.grocon.com/" target="_blank">Grocon Group</a>'s website.

Yet Grollo Tower at 560m was the one that got away. Bruno seen below describing the Grollo Tower model during a press conference, was representative of a time where there were more overt characters in Melbourne's property industry, not so much the clean cut business it is today. Seldom seen in a suit and with the recognisable bushy eyebrows and moustache, Bruno Grollo was a man who knew how to get it done, exerting a passion and enthusiasm when speaking in public about any one of his given projects, an enthusiasm that filtered down through the company.

<figcaption>Bruno Grollo standing beside Grollo Tower, albeit a model</figcaption></figure>As seen below, the Denton Corker Marshall designed Grollo Tower would have contained up to eleven sub ground levels catering for car parking, retail/supermarket facilities plus a 500-seat auditorium/ballroom. A six month program placing 30m deep piles would have been required to support the tower's immense weight, and the hole catering for the car park would have been the largest excavated in Melbourne. The soft clays, sands and Coode Island silt that dominate Dockland's subterranean conditions would have had to have been displaced prior to reaching bedrock.

A mix of uses within the tower followed, consisting of 30 levels of commercial space, roughly 450 residential apartments and a hotel of 20 levels. A double-level foyer would have segregated Grollo Tower's commercial and living spaces which would have seen a grand lobby approximately 40 levels high catering for both residential and hotel guests where upon checked-in hotel guests would have taken to the elevators once more only to be greeted with an open full hotel length atrium when decamping the elevator.

As with a tower this size eight levels were seemingly set aside just below the towers pinnacle for hotel guests, the public and residents alike. At 450m above ground the tourist area would have included shops and restaurants, an enclosed observation deck, interactive displays and a variety of other tourist driven facilities. Grollo Tower's crowning glory was to be its 110m light pinnacle that would have shot a beam of light skyward which would have been visible from all parts of metropolitan Melbourne. For the adventurous few, an open air observation deck at the tower's summit would have provided views as far as Mornington Peninsula and beyond; Melbourne's fickle weather permitting of course.

The scheme first stumbled during April 1999 where, after negotiations with relevant bodies, Grocon failed to make a required payment of $30 million to the Docklands Authority. Parallel to this was community concern relating to the massive shadow the tower would cast. As seen below, shadows cast in the morning and evening would be cast an amazing 10 kilometres from the tower itself.

Coming back for another bite of the apple, Grocon tried once more to deliver the tower after expressions of interest for the Batmans Hill parcel was reopened during 2000. Although Grollo Tower held deposits from 200 potential apartment buyers after a registration of interest campaign (below right), the scheme was officially ruled out of contention for the parcel of Batmans Hill by the Docklands Authority during April 2001. Chief concerns reported through the media were funding issues and the fact that Grollo Tower would have covered the entire Batmans Hill precinct, seen as a less favourable outcome to separating the precinct into smaller development lots.

Some news articles of the day suggested it would have put an impost upon Melbourne for years to come, yet others saw it as an economic/investment boon capable if luring further investment to Melbourne. Ultimately though Grollo Tower didn't proceed and in its place Grocon delivered Eureka Tower - Melbourne's current tallest skyscraper. Regardless Grollo Tower will forever remain one man's vision unrealised.

Grollo Tower: one man's vision unrealised

First off a proposal of huge proportions relative to its surrounds. Developer <a href="http://www.meydan.com.au/property-development/" target="_blank">Meydan Group</a> is running with the image below on their website for an intended mixed use development located in Fawkner. Seemingly on the western flank of the Hume Highway and near Gowrie Station, the proposal seeks a 15 level mixed use development with retail components, office space and 120+ apartments included. On a stretch of the Hume dominated by car dealerships and associated trades, yet ripe for redevelopment, a 15 level complex would surely make a statement - time will tell.

Closer to the big smoke and a swag of residential towers have been approved by Melbourne City Council of late. Among them a 17 level, 296 apartment development at 28-38 Pearl River Road, Docklands which gained approval on June 28th, as did a 16 level, 240 apartment development nearby at 3-43 Waterfront Way, Docklands. A final planning permit was issued for <a href="/buildings/33-north-33-racecourse-road-north-melbourne" target="_blank">Babylon Apartments</a> located at 33-39 Racecourse Road, North Melbourne during May while the nearby proposed 66-apartment <a href="/new-apartments/15-17-racecourse-road-north-melbourne" target="_blank">15-17 Racecourse Road</a> appears in the UrbanMelbourne.info database for the first time. May 30th saw <a href="/new-apartments/coventry-haus-33-coventry-street-southbank">33 Coventry Street, </a>Southbank given notice of a decision to grant a permit while the nearby development at 25-27 Coventry Street, Southbank revived its final permit also during May. More on these projects in due course.

Following up on this <a href="/news/the-wilson-street-microcosm" target="_blank">article</a> posted early last month, Salta Properties via SJB Planning have in recent days formally lodged plans with Stonnington for 31-41 Wilson Street, South Yarra. The image below by Fraher Design 3D depicts the Rothe Lowman-designed complex in situ along Wilson Street. Seeking approval for 88 apartments over 9 levels, more information on the project can be found <a href="/buildings/essence-35-wilson-street-south-yarra" target="_blank">here</a>.

Elsewhere in South Yarra, Melbourne High School have lodged plans for an underutilised piece of land at 661-663 Chapel Street. Designed by Bird de la Coeur, the four level building seen below will house an education centre and student accommodation, with retail fronting Chapel Street. This proposal is in line with developer Michael Yates' plans for the adjoining site, the outline of which can also be seen below. Initially submitted with two schemes, Michael Yates will seemingly pursue the lesser of the two proposals, details of which can be found <a href="/news/take-it-either-way-661-chapel-street-planning-application" target="_blank">here</a>.

Moving to Brunswick now and two separate planning applications seek to continue the Anstey in development theme as outlined in this <a href="/news/anstey-in-development" target="_blank">article</a>. 26 Breese Street is a seven level complex yielding 64 apartments while 216 Albion Street nearby is seeking approval for an eight level apartment complex. Together these developments would add well over 100 apartments to an already booming pocket of Melbourne. West Brunswick hasn't been left behind either with a proposal for a nine level apartment complex with three levels of basement car parking at 1-5 Olive York Way. It would sit opposite the recently completed, seven level 2-6 Olive York Way developed by National Sterling which yielded 140 apartments.

Finally Fraher Design 3D feature again, having produced this image of the Mayven development at 56-58 St Georges Rd, Northcote. A nice new development right next to the Melbourne Anarchist Club - enough to put a smirk on this urbanist's face.

Lucky number 13 - new developments in the pipeline

I hope I'm not alone when I say I find red brick warehouse conversions to be aesthetically the most endearing architecture genre throughout Melbourne. The earthy, subtle nature of the original building (generally a warehouse) supplemented with modern extensions, and architects on occasion given total creative freedom, that more often than not leads to an exceptional urban outcome. Even new buildings which mimic those around them by incorporating a brick podium tend to blend in exceptionally well. Façadism aside, not many buildings can boast such history, character and contrasting architectural styles all in a package that is generally lowrise and unlikely to raise the ire of the most ardent opponent to urban change.
So today's article pays particular attention to those conversions found throughout North and West Melbourne, two suburbs flush with such warehouses, many of which have already found their adaptive reuse. Dotted throughout both suburbs, some are prevalent while many cannot be seen from main thoroughfares, but rather by traversing the area's side and back streets. Having said that my ultimate conversion (and one of my favourite Melbourne buildings for that matter) is the Unique Electrics Building found on Dryburgh Street and Victoria Street, North Melbourne - plain for all to see.
Its design, scale, material and colour composition can't be beaten! Aside from knowing that Urban Spaces Architects at one point held space within the building, the internet has yielded scarce little by way of information so feel free to add comment and appease my curiousity if you have any further information on the Unique Electrics Building.

Further potential conversions are in the pipeline through the area with the most notable being 181-189 Capel Street, North Melbourne. Currently on offer for short term lease, feasibility and development concepts have been put forward by a number of firms, on of which is Genton Architects. Their <a href="http://www.genton.com.au/projects/capel-street-north-melbourne/" target="_blank">website</a> project statement reads as follows;
"A site investigation and yield study was conducted to review the potential yield of a former industrial site on Melbourne’s CBD fringe. The project proposed to restore the existing brickwork façade into a retail podium on corner with high visibility. A new service lane provides access for the anchor tenant. A series of lower scale residential apartments were situated above with city views."

Art of the red brick conversion

Ascent it may be called, but the intended development below further increases the number of highrise residential buildings descending upon St Kilda Junction. Devised By Bruce Henderson Architects, the proposal nominally located at 42 Barkly Street St Kilda yet with St Kilda Road frontage, is currently seeking planning approval after what has been drawn-out process beginning mid 2012. If approved, the tower will share a common address with the 1874-built Stanthorpe estate on St Kilda Hill and hold 80 plus apartments.

Recently appearing on the Bruce Henderson Architects <a href="http://www.bh-architects.com/projects/selected/64-ascent-st-kilda" target="_blank">website</a>, Ascent's associated description reads as follows:
"This proposed development is located to the rear of the existing ‘Manse’ mansion on Barkly Street and fronts St Kilda Road to the east. The project seeks to integrate the mansion with the proposed apartment tower. The proposal’s active frontage, comprising a retail tenancy to St Kilda Road, wraps around and directs pedestrians along the north to the large glazed lobby frontage of the residential tower.
A highly recessed resident terrace and lounge to the north-west continue the ground floor activation, opening up views to the proposed new rear glazed entrance of the mansion as well as Barkly Street beyond. The strong vertical form of the proposed tower design is informed by the tripartite arrangement of the mansion when seen from Barkly Street. This tripartite arrangement is also present in the tower plan and façade design and is further accentuated by the sculptural layer and balcony treatment which begins at the base of the building and carries through the feature art."

While Ascent's fate has yet to be determined, two other developments at the Junction are close to gaining resolution. Both awaiting a determination by VCAT, <a href="http://urbanmelbourne.info/development/2013/04/04/queueing-up-at-the-junction" target="_blank">30 Punt Road Windsor</a> and 35 Wellington Street St Kilda (below right) are due for final decisions. Of particular interest is 35 Wellington Street. Initially conceived as an eight level apartment complex (below left) with five levels fronting Wellington Street, Bruce Henderson have produced a new five level complex with two levels of commercial space and 14 apartments above. Basement carparking and retail space would also be included.

I say interesting as given the initial eight level proposal above was only doors away from the near complete Allure Apartments (below) at 11-15 Wellington Street, one would find it a reasonable assumption that a height precedent would have been set. Assumptions aside, Allure is nearing practical completion and sold out, an indicator as to how popular apartment living around the Junction? We'll find out soon enough as a number of projects approach public sales release.

High up on the Hill

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The arrival of the first piling rig officially marks the commencement of construction at SIERA’s new beachside apartment development, Exhale, in Northcliffe.

<a href="https://www.apartments.com.au/developers/siera">SIERA</a> Founder and Managing Director Brent Thompson said the arrival of the piling rig represented a significant milestone for the development, which is scheduled for completion in late 2028.

Over the next month, around 260 piles are expected to be installed as work progresses on the basement structure. The building is anticipated to rise above ground level early next year, before unveiling its sculptural glass curtain wall, developed in collaboration with specialist façade engineers.

“The façade was designed to maximise panoramic coastal views while creating a distinctive architectural identity,” Thompson said.

Designed by BDA Architecture, Exhale will comprise just 54 two- and three-bedroom residences across 26 levels, a level of low-density living rarely delivered in this beachside pocket between Surfers Paradise and Broadbeach.

The project has been conceived as a resident-only building, with no short-stay accommodation permitted. SIERA says the model is intended to appeal to long-term owner-occupiers rather than transient holiday demand.

Residences have been designed with large-format layouts and expansive glazing, with most apartments featuring more than 30 metres of glass frontage to maximise natural light and ocean views.
