The first development at Budds Beach in more than a decade has commenced construction, with award-winning builder and developer McNab bringing the sculptural 28-level Elements tower to life.

The milestone coincides with new research from the National Property Research Co that shows the Gold Coast will need another 144,000 new dwellings over the next two decades to meet the forecast population growth, set to tip one million residents by 2045.

McNab Executive Chairman Michael McNab said the 28-level&nbsp;<a href="/new-apartments/elements-budds-beach-surfers-paradise-21-oak-avenue-surfers-paradise-qld-4217">Elements</a> would deliver 87 two, three and four-bedroom apartments in the exclusive Budds Beach enclave.

“Budds Beach is incredibly tightly held, with very few properties exchanging hands in the past five years," McNab said.

"Once you see it for yourself, you can understand why. It’s an enclave you would only discover if you lived locally – a pristine riverfront beach, tree-lined streets and village-style cafes, just seven-minutes' walk from the iconic oceanside of Surfers Paradise."

McNab said they've always looked to position their projects in areas loaded with lifestyle and on the cusp of growth.

“Budds Beach delivers on this, and our vision for Elements will soon create a sculptural landmark and new housing supply in an area where there is strong appetite for premium, home-sized apartments.”

As testament to the project’s design and location, both McNab and the company’s CEO, Kunjan Ganatra, have both purchased apartments in Elements.

Designed by Cottee Parker, the $170 million tower, located at 21 Oak Avenue in Surfers Paradise, is scheduled for completion by Q32027.

Director of National Property Research Co Matthew Gross said more projects of this scale needed to break ground on the Gold Coast to meet the extraordinary pace of growth.

“In the next 20 years the Gold Coast’s population is forecast to surpass one million residents, which means another 144,000 new dwellings will need to be delivered to meet that demand,” Gross said

“The supply-demand imbalance has had a significant impact on property values in the city, with the median apartment price increasing 343 per cent since 2000 from $174,900 to its current median price of $795,000 for the first quarter of 2025."

In the past decade, we’ve also seen the number of apartment sales above $2 million grow by 1,600%, from just 33 sales in 2014 to more than 528 sales in 2024, Gross added.

Elements has been progressively released to the market in stages since its formal launch, with more than 65 per cent of apartments in the Azure Collection now sold.

Managing Director of MOTIV, Carly Cottam, said a limited number of two and three-bedroom apartments were available in the Azure Collection at Elements, priced from $1.31 million for a two-bedroom apartment and from $1.75 million for a three-bedroom apartment.

“These apartments are designed for the local market and feature large floor plans, clever storage solutions and impeccable finishes,” Cottam said.

“Soon we will be releasing the Horizon Collection at Elements, which comprises just 10 four-bedroom 
plus multipurpose room residences, spanning half a residential level."

Featuring European Oak flooring, natural stone benchtops, and an opulent wine bar complete with integrated wine fridge, Cottam said apartments within the Horizon Collection start from $3.912 million.

The full-floor penthouse at Elements has not yet been released to market. Sunkin tops out next Highett Common building as move-in date approaches

Buyers are preparing to move into their new homes in <a href="/developments/lane-cove-north-nsw-2066">Lane Cove North</a>, with construction now complete on Sterling, the latest development by builder-developer Scion Group.

The five-level project, located at 2 Merinda Street, comprises just 50 one, two, and three-bedroom apartments to an area starved of new apartments.

Their minds were set at ease instantly when they were told the development had Latent Defects Insurance and had undergone the technical inspection service program by reputable industry experts since commencement.

Sebastian Jabbour, Director of Operations at Scion, says it gave the team confidence to take on the project.

“Because we weren’t the developer who had brought on Latent Defects Insurance, we weren’t fully aware of all the benefits that came with LDI,” Jabbour says.

Latent Defects Insurance (LDI) is a game-changer for anyone looking to purchase a brand-new or off-the-plan apartment in Australia. This insurance policy, which can only be taken out by developers or builders (not individual apartment owners), offers a 10-year warranty on new apartments. It covers the cost of fixing any structural defects that may arise in the building. So far, LDI has seen strong adoption from developers, with companies like <a href="/developers/deicorp">Deicorp</a>, <a href="/developers/dasco">DASCO</a>, and <a href="/developers/urban-property-group">Urban Property Group</a> using it to provide their buyers with added peace of mind when purchasing off-the-plan properties.

I recently had the opportunity to sit down with Corey Nugent, CEO of Resilience Insurance—Australia’s only provider of LDI policies—to discuss the ins and outs of the important coverage.

<h2>How has Latent Defects Insurance (LDI) been received since its introduction in Australia?</h2>

Also known as Decennial Liability Insurance, LDI has been part of the <a href="/expert-insights/buying/the-evolution-of-latent-defects-insurance-worldwide-and-its-nationwide-availability-in-australia">new development landscape in Europe and other regions</a> for over seven decades. In countries like France, Italy, Spain, and Finland, it is mandatory for all new buildings—whether residential or commercial—to carry LDI coverage.

Since its rollout in Australia, LDI has been very well received by developers, lenders providing financing to those developers, and most importantly, by buyers. It has quickly become an essential tool in building trust and ensuring long-term security for all parties involved.

<h2>In a nutshell, how exactly does Latent Defects Insurance work?</h2>

While Latent Defects Insurance (LDI) involves several components, the overall process is quite straightforward once the policy is in place.

The LDI process begins even before construction starts. As part of the policy, a <a href="/expert-insights/latent-defects-insurance-101-what-is-the-technical-inspection-service-tis-program">Technical Inspection Service</a> (TIS) assesses the site before work begins. Throughout the construction phase, the TIS regularly visits the site to ensure everything is progressing as planned. If any issues are found, the TIS provides a detailed report outlining the necessary corrections. By having the TIS involved from the outset, the risk of structural defects in the finished building is significantly reduced, addressing potential problems before they arise.

<h2>What happens when the building is completed?</h2>

Once the building is complete, buyers move in, and LDI is applied to their apartment, as well as the entire building structure, for a period of 10 years.

This coverage not only offers peace of mind but can also increase the resale value of the property. Importantly, the policy stays with the apartment, not the owner. So, if an off the plan buyer <a href="/expert-insights/resilience-latent-defects-insurance-a-catalyst-for-higher-property-valuations-and-resale-confidence">decides to sell within the first 10 years</a>, the remaining coverage is transferred to the new owner.

<h2>How does LDI benefit developers?</h2>

Developers see several key benefits from Latent Defects Insurance. The most obvious is that it makes their project more attractive compared to others that don’t offer LDI. Many buyers are willing to pay more for the assurance that comes with LDI, and developers often see faster sales as a result. Research, including studies by Urban, shows that over 60% of buyers are willing to pay an additional 1.5% for LDI coverage. This premium often more than covers the cost of the policy for the developer. Typically, developers pay about 1.5% of the build cost for the policy. However, if they can secure a higher sale price on their apartments due to the added value of LDI, they end up profiting.

Another benefit is the added appeal LDI gives to a development, positioning it as a more secure investment for potential buyers.

Finally, LDI provides developers with an extra layer of protection through the Technical Inspection Service (TIS). This third-party oversight ensures quality control throughout the build, which could otherwise cost developers hundreds of thousands of dollars in additional personnel.

The TIS helps catch potential issues early, preventing future liabilities.

While the insurance is designed to protect the buyer, it also safeguards the developer. Should any structural, waterproofing, weatherproofing or MEPS (mechanical, electrical or plumbing systems) issues arise, the developer is covered for out-of-pocket costs. Developers understand the importance of completing projects smoothly and moving on to the next one without lingering problems. Given the large number of trades involved in constructing new buildings, LDI offers significant peace of mind.

<h2>How does LDI benefit buyers?</h2>

In Sydney, past incidents like the Mascot and Opal Towers issues have left many buyers wary of off the plan purchases. While these events occurred over six years ago, they still impact buyer confidence today. However, the new development market is much stronger now, with stricter checks and regulations in place.

Ultimately, Latent Defects Insurance provides protection for all parties. In rare extreme cases, where residents may need to vacate due to major defects, LDI offers first-right protection, ensuring buyers are financially covered. Thanks to the continuous inspections carried out by TIS throughout the construction process, such situations are unlikely to occur, but LDI is there as a safety net if they do.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.
