Derby Street by Milieu, at the top end of Collingwood

A rare new apartment development in the Blue Mountains is the latest in a string of State Significant Development Applications submitted through the New South Wales Government's Housing Delivery Authority.

A total of 270 apartments are being proposed for the 1.16-hectare site at <a href="https://www.apartments.com.au/new-apartments/blue-mountains-alpine-retreat-142-150-narrow-neck-road-katoomba-nsw-2780">142–150 Narrow Neck Road in Katoomba</a>, a parcel of land adjoining the former Katoomba Golf Course. The site was acquired for $3.85 million in 2021 by private developer VDM Prime.

The apartments, comprising a mix of serviced apartments, affordable housing, and traditional build-to-sell product, will be spread across eight low-rise buildings, along with a separate building for a new restaurant, arranged around a green spine that leads to a central park.

The Urban Design Report by Atlas Urban says the vision is to create a "contemporary mountain precinct that is responsive to its escarpment landscape, heritage character, and community context."

"The development responds to the current housing supply and affordability challenges identified under the NSW Housing Delivery Authority (HDA), providing a balanced mix of standard, affordable, and short-stay accommodation," the report noted.

"By introducing a variety of dwelling types and tenures, the proposal supports intergenerational living, local workforce retention, and greater housing choice within an area constrained by topography, heritage, and environmental protections."

Of the 270 units proposed, 52 will be serviced apartments. The remainder will comprise 54 studios, 121 one-bedroom units, 39 two-bedroom apartments, and four three- to four-bedroom residences.

The Design Report, by VDM Prime and appointed architect Antoniades Architects, noted that the design seeks to "provide a built form outcome that is highly considered, respectful and contextually fitting, whilst contributing positively to an evolving precinct."

"The site offers three frontages and the opportunity to provide a meaningful interface with the public domain environment. the design has a sympathetic response to streetscape and the green open space that surrounds the site."

The report states that the buildings are broken up to establish an appropriate bulk and scale, emphasised through height and setback strategies and defined through articulation that supports the transition of precinct granularity. It also notes that a central communal open space is established through the site to enhance the social dynamic and access to amenity, including natural ventilation and light to the apartments. The east and west frontages receive solar access during the morning and afternoon, whilst maximising views to the green open space.

The site adjoins the recently completed Yarrabee Katoomba development, comprising 24 duplexes that were completed last year and sold through McGrath Projects.

The relatively new Housing Delivery Authority pathway established by the NSW Government allows developers to submit State Significant Development Applications through a fast-tracked state process, effectively reducing reliance on local council approval pathways and aiming to accelerate housing delivery across New South Wales.

Handmade bricks by Krause define the exterior, grounding the buildings within the material palette of the suburb, while interior finishes, stone, timber flooring, and restrained detailing, continue this approach internally. Architect Chris Idle describes the intent as long-term rather than stylistic: “We wanted it to feel timeless.”&nbsp;

This emphasis on durability extends to how the buildings are accessed and secured. Entry is managed through keyless systems, with a double-gated basement incorporating number plate recognition for vehicle access. Each residence is paired with a private lock-up garage accommodating two to three cars, alongside storage, while all entry points are monitored continuously. The Heydon Street approval followed extensive consultation with Mosman Council, with Abadeen working closely with Council throughout the assessment process.

The approved scheme comprises 27 residences, with only four per floor, creating a low-density living environment. The building will include four half-floor penthouses designed to capture views across Middle Harbour, Sydney Harbour and the surrounding district.&nbsp;

The project is expected to appeal to downsizers and owner-occupiers seeking house-like proportions, privacy and local convenience. There will be north-facing Middle Harbour views from the second level upward. It is also just a flat 100-metre walk to Bridgepoint Shopping Centre, which will appeal to owner-occupiers and in particular downsizers.

Two-bedroom residences are expected to be priced from $1.99 million when sales launch later this year.

Mike Bird: We're here at the Hyde Metropolitan by Deicorp. I'm here with CBRE managing director for CBRE Residential Projects, Dave Milton. Well, look, we're doing something a bit different today, we've taken requests from buyers in terms of the hard questions that they want to know about the project, so we're going to ask you those and really provide them the opportunity to kind of have a real good look at what are the drivers, what are the things that they should be thinking about. So we'll get started, yeah?

David Milton: Definitely. You are aware I'm a little bit biased because I think this will be one of the preeminent Sydney residential development on this southern end of Hyde Park in the future.

MB: So, for those buyers that are thinking about right now, should they buy an established apartment maybe in the broader area, you know, what would you say to them as the kind of advantage of this project as opposed to that?

DM: Well, I think there's a lot of advantages to this project in the design, style, the apartments, and the views. But it often comes down to the buyer, whether they're needing to move now or it's a future move. New design often brings better design, new initiatives, better IT, better security, more functionality.

And, you know, I'd say to a lot of buyers, if you're going to be living in the city for some time, waiting a small time to get what you want is really more often worth it than compromising on a decision to buy now.

MB: And so with that in mind, we look back over the past couple years, it's been a bit of a rocky time for the property market from a pricing standpoint. You know, what would you say to buyers that are thinking about that, uncertain about the interest rates and looking forward?

DM: In terms of the opportunity now, I think we're starting to see change in the market already. We're set by sentiment. You know, we've had all the banks out forecasting price growth, which is in a real turnaround. And I'll say all property pundits and researchers saying the market's changing.

We've got an acute shortage of property. Building costs have risen substantially and still rising, and that hasn't fed through yet into asking prices. So if you sort of said, "What's the time to buy?" It probably is right now, where interest rates are nearly at their peak or at their peak predicted. Then to follow a stabilization, they'll come down. Building prices will continue to rise, and today you can, if you're bought here, you're locking in on today's price, and you're not settling for three and a half years, four years. So the market in four years is going to be very different, particularly with 975,000 new immigrants expected to arrive in that time in Australia.

MB: It's a crazy amount of people coming into the country. Clearly, we've got a supply shortage with not enough projects coming to market.

DM: An enormous supply, like all the stats are, I don't know where people are going to be housed, and there's a big push back to city living. People want the convenience. And so you're starting to see the market where we're getting more and more demand in areas where really, where there's very tight supply.

MB: The obviously the project is high spec, high-end design, all the rest of it, but Liverpool Street isn't often known as kind of one of those real prestigious streets. You know, what do you think about that?

DM: I think it's overlooked there, and I think it is really a prestigious address. You've got Tech Central now with the development of the Atlassian building and a lot of other high-rise commercial that's going to go in there. That's over 20 hectares being developed there, and that's a few hundred meters away. You're right, you're very close to the city center, David Jones Center, shopping center, but you're on Hyde Park. And if you look at Liverpool Street and the developments, the residential developments that have taken place, they're the most tightly held, and buyers love it here.

We've had buyers that we originally sold to in the residence buy in here. We've had buyers that have bought in here that are renting next door. And without a doubt, it will become a more and more prestigious address and more tightly held.

MB: With the park, obviously, like a huge value add for the project overall, you know, if I was a buyer, one of the things I'd be worried about is getting my view blocked out over time. You know, what would you say to a buyer who also shares my concern with that?

DM: That's one of the beauties of this site. There's the high plain of Elizabeth Street, which is where this building looks over, is governed by the sun plane, allowing winter sun onto the park. So it's not an arbitrary council control. It's locked in stone. So as the sun starts to set in the east, it'll change. But while the sun sets in the west, that is the high plane locked in.

MB: How does that work? So the government, the council can't change the rules. Why would they make it like that?

DM: Well, you want the sun on Hyde Park, so the grass grows. Fair enough. You know, that's why it is. It's about amenity, and what happens in most councils, buildings can't be overshadowing parks because it takes away from the amenity and the ability for the park to survive.

I might also add there's going to be a further shortage of residential accommodation in the city, and this is one of the last developments we approved under the previous planning codes. Council has now put in place controls restricting or reducing the buildable area on sites where they're residential sites. So basically, proving up the value as commercial use is not residential. So what it means is when developers are looking at sites, there'll be more commercial buildings and less residential.

MB: If it was one of your family members looking to buy and downsizing into an apartment, looking to buy it off the plan, what would you say to them and what tips would you give them?

DM: It's a really great question because you talk about downsizers and the words now moved to empty nesters and right-sizers. So often what we're getting is people moving out of their family home, wanting a large apartment that replicates a lot of their lifestyle within that home but without the maintenance and with more convenience. So you've got downsizers moving into something smaller.

And so often, they think about what's the critical things that they need. They're often looking to save some money to invest somewhere else, buy a country farm or a coastal property. You've got right-sizers that are saying, "Well, we like the size of our house, and we want that type of space." So they look at larger apartments.

You've got retirees again with different needs. I think developers are so much more aware of the nuances of the different markets that they're providing all of the needs those buyers want, like additional storage, larger rooms. Apartments that were previously often criticized for being small or not being adequate in what they provide for a homeowner, we've now got generous robes, larger bathrooms, kitchens that are really functional.

A number of apartments will have a Butler's kitchen. So there's been enormous more focus on design to meet that market's requirements. And then they buy. What they should be doing is doing research on who the developer is&nbsp;

In terms of investors, we emphasize the importance of researching the developer's track record and their capacity to deliver on their promises. We advise investors to look into the developer's past experience, their capability, and whether they have built similar projects before. This information should be readily available and easily accessible. If a developer cannot provide this information, it's advisable to be cautious and wary.

For investors, similar to owner-occupiers, it's essential to consider the same factors such as the developer's track record, their capacity to deliver, and the quality of the apartment. In addition to these factors, investors should also focus on the proximity of the property to good transport solutions. Properties near convenient transportation options tend to have higher rental returns and attract tenants more easily.

It's important for investors to understand that the best time to buy is often now. There is a shortage of available properties, and building costs have increased substantially, which will eventually impact sale prices. Moreover, with a significant influx of immigrants expected and predicted decline in interest rates, buying now can lead to higher rental returns in the future and allow investors to enter the market before prices rise further.

Overall, investors should conduct thorough research on the developer, consider the property's location and convenience, and take advantage of the current market conditions to make informed investment decisions.

Why should you buy a new apartment at Sydney's Hyde Metropolitan?

Prominent Sydney developer Deicorp has revealed its plans for the new Melrose Town Centre, turning the 55 hectare patch of dirt just outside of Parramatta into a fully mixed-use community.

Deicorp, who are teaming up with fellow developer PAYCE on the huge $700 million project, engaged Turner Architects to draw up the plans, which will see 494 apartments built across six buildings, as well as commercial, retail, child care centre, and medical premises in the podiums.

Stage one will see the five-level podium constructed, as well as three of the buildings. They will rise six, 15, and 24 levels, with the same heights planned for the other three buildings.

Two-bedroom apartments were the preferred configuration, making up around 70 per cent of the apartments on offer. There will be 346 two-beds, 94 one-bed apartments, and 54 three-bedroom units.&nbsp;

Transport links will be prominent, with the Town Centre set to have its own station as part of the Parramatta Light Rail link.

The precinct is divided into northern and southern parts, with Hope Street dividing the two. The northern part is bound by Victoria Road to the north, Wharf Road to the east, Hope Street to the south and Hughes Avenue to the west.&nbsp;

The southern part is approximately 20 ha in size and is bound by Hope Street to the north, Wharf Road to the east, Parramatta River to the south, and Atkins Road to the west.

Deicorp is set to build a mixed-use tower, with luxury apartments in a slim 61-storey tower in the Sydney CBD.

The site was bought from the Catholic Archdiocese of Sydney,&nbsp;following a six-month competitive process.

The site of the Polding Centre has a Brutalist-style building in Liverpool Street designed by Smith Jesse Payne and Hunt.

The existing late 1970s office tower at 133-141 Liverpool Street comes with approval for a 234m tower with a mixture of residential and office use.

Deicorp will conduct a design excellence process to select an architect during stage two of its approval process.

The Archdiocese had proposed the residential tower above an eight-storey commercial podium, with ground-level retail and residential and commercial lobbies, and parking.

The sale price has not been revealed although The Australian reported developers had chased the site offering more than $200 million.

Deicorp secure Polding Centre, Sydney apartment development site

Having recently received the green light to go ahead with their massive State Significant Development mixed-use precinct in&nbsp;Tallawong, the Sydney developer Deicorp has submitted plans for&nbsp;its next project.

They&#39;re set to develop&nbsp;four towers in the heart of&nbsp;Castle Hill, to be known as the Doran Drive Precinct at Sydney Metro&#39;s Showground Station.

There will be 431 apartments across the four towers, which range in height up to 20 storeys. The towers, designed by Turner Studio, will include a two to four-level podium which will home nearly 11,000 sqm of retail and commercial space.

The $445 million proposal is based on the concept approval&nbsp;for the Hills Showground Station Precinct, which was approved by the NSW Minister for Planning and Public Spaces earlier this year.

The Doran Drive Precinct application is part of Deicorp&rsquo;s commitment to the fast-growing Northwest, and contributes to their $1.7 billion of projects approved, under construction or under assessment in the region.

The site&rsquo;s location being within 50 metres of the Metro station is consistent with the development Deicorp philosophy, which targets transport connectedness and convenience for every project.

Every one of Deicorp&#39;s developments over the last 10 years has been an average of no more than 250 metres from the nearest train station.

Deicorp&#39;s Executive Corporate Manager Rob Furolo said it is&nbsp;a deliberate strategy for Deicorp to deliver convenience and investment security for every purchaser.

Deicorp&rsquo;s Doran Drive Precinct application is their second Landcom/Sydney Metro site. The application&nbsp;proposes a full-line supermarket as part of the 11,000 sqm retail and commercial area, and will deliver a new publicly accessible Plaza on Doran Drive and activate the frontages to Mandala Parade, Andalusian Way and De Clambe Drive.

&ldquo;The Northwest region is delivering strong growth in employment, with an increasing professional workforce wanting to live in the area. Combined with a world-leading metro that links people with major tertiary education and employment centres, the region will continue to see buyer interest.&rdquo; Furolo said.

Deicorp expects the convenience and location of the apartments will make them popular with young families and first-home buyers who have a connection with The Hills but can&rsquo;t afford to buy a house.

The Sydney construction and development firm Deicorp has been given the green-light for its largest ever project.

They&#39;ve secured approval for the new Tallawong Village, located in Sydney&#39;s Hills District near Rouse Hill.

The NSW Department of Planning, Industry and Environment issued consent for the State Significant Project following an extensive assessment process involving Landcom, Sydney Metro, and Blacktown Council.

The consent covers both stages of the project, and permits work to commence on Stage 1.

The site is located immediately adjacent to the Metro Station at Tallawong,&nbsp;a staple of Deicorp&#39;s projects to be well-connected to transport.

Stage 1 will see 333 residential apartments constructed across five buildings, each with a maximum height of eight storeys. There will&nbsp;also be&nbsp;9,000 sqm&nbsp;of retail and a 3,400 sqm&nbsp;publicly accessible park as part of the first stage.

The Polish community has long been associated with the inner-west Sydney suburb of Ashfield, going back to the end of the second world war, shortly after the Polish settlers arrived.

Over the years, The Polish Club has evolved and has become a landmark in the area on its Norton Street site.

Now Deicorp, in partnership with the Polish Club, will transform the site in to a mixed-use precinct with a brand new&nbsp;club which will cover more than 1,800 sqm and will home a number of bars, restaurants,&nbsp;a meeting room and facilities for club members.

The residential component will be known as The Anders, and will comprise 88 apartments designed by Nordon Jago.

Highline,&nbsp;inspired by&nbsp;New York&#39;s famous 1.45-mile-long elevated linear park The High Line, has been designed by the multi-award winning architects Turner Studio.

There will be 556 studio, one, two and three bedrooms across the five buildings. Residents are expected to move in by August.

There&#39;s been a strong uptake so far from staff from the local Westmead hospital, as well as those keen on the new transport infrastructure in construction neatby.

First home buyers have also shown interest, trying to get the foot on the ladder.&nbsp;

Deicorp&rsquo;s founder and managing director Fouad Deiri said Highline is&nbsp;the best-connected project ever built by Deicorp.
