A new 25-storey apartment tower proposed for Mercer Street would push Geelong’s western gateway skyline higher, with Morphy Birrell Property Group lodging plans for a project directly beside one of the city’s most significant heritage streetscapes.

The <a href="https://www.apartments.com.au/architects/fk-australia">FK</a>-designed development at <a href="https://www.apartments.com.au/new-apartments/65-67-mercer-street-geelong-vic-3220">65-67 Mercer Street</a> has now been referred to Victoria’s Planning Minister. The site sits opposite the Geelong rail corridor and immediately south of the heritage-listed St Peter and Paul’s Catholic Church and Ashby Hall precinct.

Rather than compete with the neighbouring ecclesiastical buildings, the proposal adopts a sculpted podium intended to reference the materiality and scale of the heritage context. Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

The development forms “Stage 5” of Morphy Birrell Property Group’s broader Mercer Street precinct strategy, following the completion of the 21-storey Miramar tower on Cavendish Street and several additional approved redevelopment stages nearby. Planning consultants Ratio said the proposal “represents an exemplary development outcome” aligned with the strategic ambitions for Central Geelong’s continued urban renewal.

The mixed-use project would replace an existing low-rise commercial building and surface parking area on the 3,320 sqm corner site. FK’s urban context report describes the proposal as a residential development comprising apartments, resident amenities, commercial space, and integrated landscaping positioned to maximise bay views and northern sunlight access.

Renders show a deeply articulated tower with curved balconies stepping above a lower masonry podium that frames a landscaped forecourt facing Mercer Street. The design intentionally preserves sightlines toward the adjacent church buildings, with the podium scaled to reinforce the heritage edge before the tower recedes upward.

The planning report highlights the site’s strategic location within 400 metres of key Geelong destinations including Cunningham Pier, the Geelong Station precinct, Deakin University, and the convention centre. Bus services run directly along Mercer Street, while the Corio Bay foreshore sits around 100 metres north of the site.

The proposal arrives amid accelerating redevelopment across central Geelong, where planning policy continues to encourage higher-density housing close to transport infrastructure and the waterfront. Mercer Street in particular has emerged as a focal point for taller apartment development due to its proximity to Geelong Station, the bay, and major civic infrastructure.

Development giant&nbsp;<a href="https://www.apartments.com.au/developers/hamton">Hamton</a> and joint venture partner Hostplus have revealed the next residential stage of their $3 billion Moonee Valley Park masterplan, lodging plans for 512 more apartments within the precinct on surplus racecourse land at 110 Wilson Street, Moonee Ponds.

The proposed development, dubbed&nbsp;<a href="https://www.apartments.com.au/new-apartments/trackside-house-110-wilson-street-moonee-ponds-vic-3039">Trackside Gardens</a>&nbsp;in the planning application, follows the <a href="https://www.apartments.com.au/news/vic/first-look-exclusive-hamton-and-hostplus-reveal-sixth-stage-of-moonee-valley-park-masterplan">recent unveiling of the sixth-stage Cox Place Precinct</a> and continues the long-running transformation of the Moonee Valley Racecourse into one of Melbourne’s largest urban renewal projects.

Positioned on the north-eastern edge of the racecourse adjacent to CityLink, Trackside Gardens will comprise three residential buildings rising between 61.8 metres and 86.4 metres within a heavily landscaped precinct shaped by Hamton’s Nature Based Cities framework.

The project forms part of the broader Moonee Valley Park redevelopment being delivered by Hamton, Hostplus and the Moonee Valley Racing Club, which is reshaping the 40-hectare racecourse site into a mixed-use neighbourhood with housing, retail, commercial space, hotels, parkland and community infrastructure.

Trackside Gardens sits separately to the recently proposed Cox Place Precinct, a five-building stage comprising around 1,100 residences, two build-to-rent buildings, two build-to-sell towers, retail, office space, and a hotel overlooking the racetrack. “The proposal incorporates principles of biophilic design, with landscape and environmentally sustainable development influencing the ultimate design response of the buildings and prioritising the ground plane to ensure a high amenity for both occupants and visitors.”&nbsp;

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

Planning documents state the development is targeting a 5 Star Green Star Buildings rating, a 7.5-star average NatHERS rating, and “Exemplary” Nature Based Cities certification.&nbsp;

As a direct result of what is happening to Sydney rental markets and housing markets we are now starting to see the exodus of NSW residents to the more affordable Victorian markets.
This is happening to such an extent that Melbourne will surpass Sydney in terms of population to seize the title as Australia’s biggest and number one city.

It has been well documented that since that Sydney 2000 Olympics there has been next to no forward planning which explains exactly why Sydney is now overcrowded with our transport infrastructure at breaking point.
What makes this even worse is that there are no viable solutions – no drawing boards.
This then leads to the population considering alternate solutions to relocate simply because the financial pressures have become untenable.
NSW has had no succession planning where vision has simply been ignored, and now it is starting to pay the price for that ignorance.
In the established property markets we are now at levels never seen before.
Only last week, a garden apartment that was sold in Cremorne in September 2016 for $1,582,000 sold again less than eight months later for $1,970,000.
At a federal level, we are now witnessing the lowest annual growth rates in terms of government spending since the 1960’s.
Federal government overheads keep increasing so we are now witnessing cutbacks that will seriously damage growth as infrastructure continues to be ignored.
There is no collaboration between the states and territories with Canberra and this is fracturing growth given population growth continues to climb to record highs.
If elected politicians started displaying signs that Sydney was full 17 years ago then what do you think they should be displaying now?
With the federal government tightening the spending belts then the states and territories will start cancelling future projects simply because there is no available funding.
The latest Australian Bureau of Statistics figures reveal that approximately 2.3 million Australians earn the lowest legal rate of pay for what they perform.
Recently the Reserve Bank of Australia commented that “wage growth is low.
Although it seems unlikely that wage growth will slow much further, wage pressures are expected to pick up only gradually.”
There has been next to no political commentary about wage growth where one would think that elected politicians would make this a priority to find out exactly why Australia has such weak wage growth?
With record low wage growth how is it possible that we can have record high property rentals?
The Property Council of Australia recently released a five-point plan to assist the NSW government with housing affordability.

<li>Turbocharging housing supply through increased land supply and planning reform.</li>
<li>Reforming state property taxes and reducing fees, charges, and red tape.</li>
<li>Better co-operation between all levels of government.</li>
<li>Bridging the deposit gap and supporting first home buyers better.</li>
<li>Supporting the rental market and fostering innovative, affordable rental product.</li>
<li>Whilst fine in principle – this simply won’t happen.</li>
</ul>
Sydney has a massive problem with no clear solutions in the short-term.
Common sense needs to prevail so put the second Sydney Airport on immediate hold and start building fast-train networks.
I am yet to see a better solution to tackle housing affordability. Have you?

Politicians are doing nothing to fix housing affordability: Robert Simeon

Propertylink has entered into a contract with ARA Australia and Straits Real Estate to sell 320 Pitt Street Sydney for $275 million.
Sale completion is slated to occur July 2017.   
The sale price represents a 12.2 percent premium to current book value.
Propertylink purchased the property in partnership with Grosvenor Group and Goldman Sachs in June 2015 for $200 million on an acquisition yield of 8.27 percent.

Propertylink divests 320 Pitt Street for $275 million

The word “hotspot” has become one of the most over-used in Australian real estate.
Many times the word is mis-used and downright abused.
Last month I spoke at a seminar in Melbourne hosted by The Property Education Company, where Greville Pabst from WBP Property Group gave a well-informed presentation about identifying good investments. He commented that there is no such creature as a “hotspot” and that investors should not waste time searching for them.
And I would tend to agree with him, in terms of the definition many people apply to word – places that show short-term flash-in-the-pan spurts of price growth, such as mining towns which have been a recent graveyard for many investors.
The areas I identify as hotspots are places I believe will show superior growth over time, taking a long-term view.
In recent weeks there has been considerable publicity for a Housing Industry Association report which, according to media reports, identified the nation’s leading “housing hotspots”.
It’s importance for investors to understand what is really meant in this instance and the nature of these places. I would suggest that while these are hotspots according to the HIA definition, they are usually not good places to buy for capital growth. 
Darwin’s daily newspaper, the NT News, went overboard with parochial enthusiasm when it reported that “two housing markets in the Northern Territory rank among the strongest in the country”. Another media outlet reported that Pimpama on the northern fringe of the Gold Coast had been identified as “Australia’s top housing hotspot”.
It’s crucial to understand the nature of the HIA report, which is suggested by the report title – Population and Residential Building Hotspots 2017.
Essentially this report reveals the leading areas for new residential construction around the nation. These are places where there’s land available for new dwelling construction. You’re not going to find any middle-ring city suburbs in this report, because such places are built out and any new construction is likely to be apartments.
Locations make this report by virtue of high building approvals and high percentage population growth (usually from a very low base).
A “hotspot” is defined as a local area where population growth exceeds the national rate (which was 1.4 percent in the year to June 2016) and where the value of residential building approvals is more than $20 million.
The area in which Pimpama sits – the precinct between Brisbane and the Gold Coast – is always likely to feature in a report like this, because it has lots of largely empty land ripe for new development and it sits between two growing cities.
The two Darwin locations which the NT News claimed were among the nation’s leading housing markets are two new suburbs, Zuccoli and Lyons. The paper said Zuccoli was “the third strongest housing market in Australia” - which was seriously misleading.
The percentage growth rates for population in these places are high because they have been newly-created as suburbs only recently.
So are these good places to invest for capital growth? In most cases the answer is emphatically no. I would rate many of these locations as no go zones. The existence of ample land for ongoing new development means there’s no shortage of supply and often the capital growth rates are poor. Indeed developers often pile into these areas and create oversupply, which means prices fall.
The Gold Coast has been a national leader on population growth for decades but a poor performer on capital growth because developers periodically flood the market with new product. This is especially true in the high-rise unit market – the median apartment price in Surfers Paradise today is pretty much the same as it was 10 years ago – i.e. zero growth in the past decade.
Another example is provided by a new growth area which challenged the Gold Coast’s status as the leading LGA in the nation for population growth – Wyndham City in the south-west of the Melbourne metropolitan area. This happened because there’s lots of former rural land available for new suburbs there.
Six or so years ago widespread publicity about growth in Wyndham City caused the inevitable stampede by developers who quickly generated oversupply. Vacancies rose and prices fell. Developers employed marketeering companies to flog the unwanted product to distant investors, many of whom regretted believing the publicity about this being a national housing hotspot.
Zuccoli in the Darwin region is the opposite of a good place to buy. Darwin’s market has been in reverse for the past four years, with prices and rents falling, and the Zuccoli postcode currently has a 7 percent vacancy rate, according to SQM Research. CoreLogic data suggests the median price fell 17 percent in the past year.
The Pimpama postcode, ranked by the HIA report as the nation’s No.1 hotspot, has a vacancy rate around 5 percent. And the average annual growth rate for house prices over the past decade is less than 1 percent, similar to the performance of apartments in Surfers Paradise, for similar reasons – rampant supply has overpowered all the other positive growth drivers.
Construction hotspots, yes. Investment hotspots, no.

Hotspot or no-go zone? Terry Ryder

The latest internal migration data shows that an increasing number of inter-state and intra-state population movements are to either sea change/tree change regions or the outskirts of the capital cities.
Each year the Australian Bureau of Statistics (ABS) publishes data on internal migration across the regions of Australia.
Internal migration data counts the number of residents moving within the state as well as across state borders.
The tables provided within this report show the top and bottom 25 SA4 regions for net internal migration nationally over the 2015-16 financial year.
The first table shows that the Gold Coast saw the most net internal arrivals at 6,428 persons over the year. 
The data series dates back as far as 2006-07 and the net internal arrivals of 6,428 persons is the highest on record and 39.4% higher over the past year. 
It was also the first time since 2006-07 that the Gold Coast had seen the nation’s highest rate of net internal migration.

Of the top 25 regions for net internal migration over the past year, 13 were located outside of the capital cities; generally in areas either adjacent or close to capital cities. 
These regions were a mix of sea change and tree change type locations.  Interestingly, each of these regional markets has recorded an increase in net internal migration over the year.
The data supports the strong price rises being recorded across many of Australia’s coastal and hinterland regions, especially those within easy commuting distance of the major capital cities.
None of the 12 capital city regions on the top 25 list were inner city areas in which high rise unit development is at unprecedented levels and density is increasing. 
The capital city areas listed are slanted more towards an increase in greenfield development rather higher density new housing.
The second table shows the 25 regions nationally that have recorded the greatest losses from net internal migration over the 2015-16 financial year. 
Sydney’s Inner South West recorded the largest migration away from the area over the year, losing a net 8,747 residents. 
It was actually the 10th consecutive year that Inner South West has recorded the largest greatest loss from net internal migration.

17 of the 25 regions listed in the second table were located in a capital city market.  The regions listed are generally established areas closer to the city centre. 
These areas are either seeing greater high density new housing development or very little new housing construction. 
The non-capital city markets are characterised as regional and linked to either agriculture or the mining and resources sector.
Looking at the broader capital city and regional markets, net internal migration over the year was strongest into: Regional NSW (11,827), Brisbane (10,149), Regional Vic (8,429) and Melbourne (8,270). 
The net losses from internal migration were greatest for: Sydney (-23,176), Adelaide (-6,088), Regional WA (-4,433) and Perth (-3,270).
Net internal migration to Regional NSW, Melbourne, Regional Vi and Brisbane was the greatest it has been in at least 10 years. 
Meanwhile, net internal migration to Sydney was the lowest since 2011-12 and it was the lowest in at least 10 years to Regional Qld, Adelaide, Perth and Regional WA.
Overall the data indicates that migration is gathering pace in select regions of the country, a number of which are sea change/tree change areas. 
On the other hand, Sydney is increasingly shedding residents to other parts of the country and this is most likely linked to the high cost of housing. 
Coastal, regional areas of NSW and Vic along with Melbourne and Brisbane appear to be significant benefactors of the deteriorating housing affordability in Sydney as an increasing number of people leave the city for more affordable locations.

A historic pub in Macarthur region’s Picton on the south-western edge of Sydney, has sold for an undisclosed sum through Ray White Hotels.
The George IV Inn was scheduled for auction on May 31.
The 174 Argyle Street property is one of the oldest pubs in NSW, built by convict labour in 1835. It is one of the only two pubs in town.
It last changed hands for $1.2 million in 2011, according to RP Data.
It was recently damaged by floods and needs repairs, according to its description by selling agency Ray White Hotels.
The freehold property has multiple bars, micro-brewing facilities, kitchen, function space, gaming room &amp; nine PMEs.
It has a land area of 7,174 sqm with ample parking &amp; enormous upside

One of NSW's oldest pubs in Picton changes hands

The former RBA governor Glenn Stevens has blamed yields arising from negative gearing for the lack of investment by corporates in rental housing.

He also endorsed a crackdown on tax concessions for negative gearing in his first major public report since leaving his old job.
Glenn Stevens provided the report for the NSW government's housing affordability package.
Blaming negative gearing for the lack of investment by corporates in rental housing, Stevens said Australia's rental stock was in the hands of individuals rather than corporate investors at least in part because of negative gearing and capital gains tax concessions.
"Individuals are prepared to accept very low rental yields because of the tax concessions.
"Institutional investors are unlikely to find those yields attractive.
"It would be a bad mistake to offer them a separate round of tax concessions or subsidies in order to secure their involvement. It would be better to lessen the generosity of the concessions to individuals."

Glenn Stevens blames negative gearing for lack of corporate housing investment

The NSW Labor Party’s approach to affordable housing must work with the development industry rather than add a new tax.
Labor’s affordable housing announcement contains some positive proposals that will generate more affordable homes across Sydney, but this will depend on the details.
The strong approach to driving outcomes on government owned land, with a state wide audit, and tasking UrbanGrowth to deliver outcomes will certainly give results.
Clearly the private sector purchase of government owned land will need to be discounted to provide 25% of new homes as being affordable.
The proposal for 15% of new properties on private land to be affordable will only work if it is based on rezoning and floor space uplift.
The Labor Party's 'Next Steps' document attached to the media release identifies 'A 15% Affordable Housing Mandate on privately owned land' which sounds like an inclusionary zoning approach.
To simply force developers to provide 15% of their homes to a community housing developer will only increase the cost of the remaining 85% of homes. If this is the case the Urban Taskforce does not support a 15% inclusionary zoning tax.
The Urban Taskforce has proposed a better approach to the supply of more affordable housing as a modification of the state government’s Affordable Rental Housing State Environmental Planning Policy (SEPP).
This policy was brought in by the Labor Party in 2009, to provide up to 20% of a housing development as being affordable.
The modification needs to increase the uplift to 20% in floor space and height and to maintain the requirement of affordable rents for 10 years. We urge all political parties to consider this practical and achievable approach to delivering more affordable homes. 
The discussion on housing supply and affordability in Sydney must not become a battlefield between political parties. It seems that any proposal by one political party is immediately attacked by another political party. The Urban Taskforce calls on all political parties to contribute to a constructive discussion on Sydney's housing crisis.
The Urban Taskforce is keen to work with all political parties to develop sustainable approaches to the provision of affordable housing.

Affordable housing policies must work with industry: Chris Johnson

Data released by the Australian Prudential Regulation Authority (APRA) earlier this week has shown that high loan to value ratio (LVR) lending continues to fall indicating new buyers are in many instances using larger deposits. 
The latest authorised deposit-taking institution (ADI) property exposures data for the March 2017 quarter revealed the ongoing trend as a moderate pull-back in the share of new interest-only mortgage lending however, there will be a lot more work to do for lenders in this space.

The data showed that over the March 2017 quarter there was $89.257 billion in mortgage lending from the ADIs which was the lowest quarterly value of lending since the same quarter last year. 
Of course, part of this is seasonal due to the Christmas / New Year slowdown and lending over the quarter was 9.5 percent higher than the corresponding quarter last year. 
Over the quarter 65 percent of lending was to owner occupiers ($58.009 billion) with the remaining 35 percent ($31.248 billion) to investors. 
The value of lending to owner occupiers was 3.9 percent higher year-on-year while investor lending was 21.7 percent higher.

There is currently a big focus on interest-only lending with APRA recently announcing policy changes which limit the value of new interest-only lending to less than 30 percent of the flow of total new mortgage lending.
Over the latest quarter, 36.2 percent of the value of total mortgage lending was for interest-only purposes signifying that further rationing of this type of lending is required. 
Although as a proportion of total lending interest-only lending has slowed, the value of this type of lending has increased by 13.8 percent from the same quarter last year. 
Importantly, interest-only lending peaked at 45.6 percent of the value of total new lending over the June 2015 quarter, so as a proportion of total lending it has already fallen substantially but has quite a way further to slow over the coming quarters as lenders work to meet the new 30 percent APRA benchmark by rationing the availability of this type of mortgage.

Low documentation ($377 million), non-standard ($142 million) and outside of serviceability loans ($1.461 billion) accounted for a cumulative 2.2 percent of new lending over the quarter. 
Although this was an historic low proportion, it should be noted that in value terms, low documentation (+42.5 percent) and non-standard (+21.6 percent) loans have increased over the year while outside of serviceability mortgages are -59.4 percent lower.

Over the quarter, $6.896 billion in new mortgages written had an LVR of greater than 90 percent. 
This represents the lowest value of new mortgage lending for LVRs above 90 percent since March 2011. 
It also indicates that 90 percent + LVR mortgages accounted for just 7.7 percent of all new mortgages over the quarter which was an historic low proportion. 
If you look at new mortgages with an LVR greater than 80 percent, they accounted for 22.0 percent of lending which is also an historic low. 
This indicates that borrowers are using either larger deposits upon entry to the market or using greater equity in their existing properties.

According to the data, the average outstanding mortgage balance was recorded at $259,400 at the end of March 2017 which was 0.8 percent higher over the quarter and 3.9 percent higher over the year. 
By loan type, the average outstanding balances were recorded at: $314,100 for loans with an offset facility, $346,100 for interest-only mortgages, $100,100 for reverse mortgages, $193,100 for low-documentation loans and $185,600 for other non-standard loans. 
Other non-standard loans were the only mortgage type to see a fall in outstanding balance over the year, -4.0 percent lower while the average outstanding balance for interest-only mortgages recorded the greatest rise, 4.2% higher.
The reduction in new lending to higher LVR borrowers is encouraging from a risk perspective with borrowers typically utilising larger deposits. 
While the proportion of lending for interest-only purposes has slowed, it has much further to fall over the coming quarters as lenders seek to reign interest-only lending in to less than 30% of the new flow of lending. 
With interest-only lending favoured by investors it may lead to a slowing in demand from this segment. 
Keep in mind that borrowers utilising interest-only mortgages are assessed on their ability to repay a principal and interest loan. 
Given this there is the possibility that the impact on investor demand may be minimal as they choose to just use a principal and interest loan rather than interest-only.
Investors face a broadening range of disincentives in the market, with mortgage rates for investment purposes up more than 25 basis points compared with their low point last year, record low rental yields and overall tighter credit policies from lenders. 
Additionally, there seems to be growing acceptance that the housing market is losing some momentum which is likely to further weigh on investor purchase decisions.

Global information firm Nielsen, in its latest Digital Landscape Report, reveals the average Aussie user spent a whopping 72 hours surfing the web in January. That's a whole three days online per person, with an astounding 19.7 million Australians actively surfing online.
“Consumers are increasingly connected online, both in and out of the home,' says Nielsen consumer insights associate director Kate Kopczynski. “Whether they are grocery shopping, watching sport, studying, commuting to work or connecting with friends — these are no longer purely offline experiences.”
Commercial property at the forefront
Nowhere is the online medium's growing dominance better illustrated than on realcommercial.com.au, which has recorded staggering year-on-year growth in the number of users on phones and tablets. People used a phone 997,000 times to access listings on realcommercial.com.au in March this year – a 144 percent year-on-year increase – while more than 218,000 users accessed realcommercial.com.au on a tablet – a 56 percent jump on March last year.
Mobile phones now make up 42 percent of realcommercial.com.au visits alone, and this stunning growth is set to gain further pace as print readerships continue to fall away.
The way of the future
The pace of Australia's digital transformation is such that the landscape is now barely recognisable from where it was just a few years ago. Today, the latest advancements in the commercial property space are centered on technology that knows buyers and consumers better than they know themselves.
