Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The demand for apartments in Perth is as high as anywhere in the country, and has been one of the market leaders across the capitals during 2021.

Apartment values rose 3.8 per cent in Q1 2021, outperforming all capitals except for Hobart, according to CoreLogic, with demand continuing to rise across the sector.

The soaring house prices in Perth are contributing to the demand for apartments, with homeowners jumping on the opportunity to sell in the current climate.

Gavin Hawkins, director of the Perth-based developer Edge Visionary, says Edge are seeing many buyers taking advantage of the positive market conditions to put their house on the market.

Hawkins has seen it first hand at Edge's west Perth development Eden Floreat, which has been a hit with downsizers.

Western Australian property prices are expected to grow by 15 per cent this year, according to REIWA’s revised 2021 forecast. 

REIWA President Damian Collins said the Institute was revising its 2021 forecast following the strong price growth experienced in the first three months of 2021.  

“We hit the bottom of the market around June last year following the COVID-19 lockdown and since then consumer confidence has returned," Collins noted.

"Buyers who were waiting for the bottom to hit are now eager to get into the market and take advantage of the record low interest rates.  

"There is also a fundamental imbalance between supply and demand in the sales market right now, with more buyers looking for property than there are houses listed for sale. 

“When you factor all of these components in, it is a perfect storm for higher-than-expected house price growth this year," Collins said.

CoreLogic’s Perth home value index shows prices have grown five per cent in the first three months of 2021. 

Last November 2020 REIWA forecast prices in WA would increase as much as 10 per cent in 2021, however based on the first quarter of 2021, Collins now anticipate growth of 15 per cent by the end of the year. 

The current Perth median house sale price is $495,000, which is down from the peak of $550,000 in 2014.

Sentinel Fund Manager Australia, the Australian arm of American development and real estate investment firm, Sentinel Real Estate (Sentinel) has today announced that it has received Development Approval for its latest major Build to Rent project, located at 194 West Coast Highway in Scarborough, Western Australia.

This will be the third Build to Rent project by Sentinel in the Australian market, following the success of its three-stage Element 27 project in Subiaco, Perth. Sentinel has another Build to Rent project currently under development in West Melbourne.

In Scarborough, Sentinel has received planning approval for a 17,221-square-metre mixed-use development on the corner of West Coast Highway and Manning Street. It will be developed, leased and managed by Sentinel.

The development features a single 21-storey Build to Rent tower atop a three-storey mixed-use podium. The approved works also include a significant expansion and upgrade of the surrounding public space.

Just 200 metres from scenic Scarborough Beach, Sentinel’s premium Build to Rent community will have sweeping views across the Indian Ocean and access to the amenities of greater Scarborough.

The development will comprise 175 apartments in total, with a mix of studio, one-, two- and three-bedroom floorplans, four commercial tenancies across the three podium levels, 230 bike parking bays, 215 car parking spaces and enhanced End of Trip facilities for commercial staff.

Sustainability is a core focus of the approved development, with the building targeting a 5 Star Green Star rating. The design incorporates leading sustainability features such as rainwater harvesting for onsite irrigation, drought resistant and low water use plantings, WELS rated fixtures and enhanced metering strategies to manage water usage, double glazed façade systems to enhance thermal performance and onsite solar energy generation. 
In addition to residential and commercial space, a range of new community amenities will be created by Sentinel as part of the approved development scheme. These amenities will include new plaza and park space to provide the Scarborough community east of West Coast Highway with greater opportunities for relaxation, exercise, pet-friendly activities and engagement with the arts.

There will also be a café fronting a new community park at Manning and Filburn Streets, a bicycle repair station for local cyclists and additional seating and shelter for the public within one of the development’s new 
public plazas. 

Construction of 194 West Coast Highway is scheduled to begin in late 2021.

Sentinel Real Estate also recently announced the Development Approval of Lot 204, the third and final phase of its other Build to Rent development in Perth, Element 27. Phase 2 of Element 27 is currently under construction and slated for occupancy in September 2021, at which point construction will begin on Phase 3. The first phase of Element 27 has been operational and tenanted since early 2019, making it the first purpose-built institutional Build to Rent development in Australia.

Planning approval received for major Build-to-Rent project in Scarborough, West Australia

Siskas&nbsp;is the final stage in the luxury Taskers apartment development in North Fremantle, expected to be completed in less than six months.

There are 55 apartments in Siskas, with prices starting from $595,000&nbsp;a one bedroom apartment, $975,000 for a two bed and $1,225,000 for a three bedroom apartment.

The four bedroom apartments cost $3.1&nbsp;million, while the&nbsp;last remaining penthouse is priced at $5.25 million. It is&nbsp;one of three whose residents will have access to the rooftop helipad which will allow residents to catch flying taxis and collect drone deliveries.

1. The Developer

Taskers has been developed by Gary Dempsey Developments, founded and led by the construction industry veteran and namesake Gary Dempsey.

Craig Street Architects have created a number of some of Perth's most impressive homes, while&nbsp;ZMH have a more multi-residential background, having designed the mixed-use development Metropol and M Square in Perth.

3.&nbsp;The Amenities

Residents at Taskers will have 3,000 sqm of private manicured gardens, complet with a fruit orchard and herb garden for communal use, as well as gazebos and barbecue facilities for entertaining.

There's an outdoor&nbsp;25-metre, heated resort-style swimming pool, as well as a fully-equipped gym and sauna.

Siskas at Taskers is located on&nbsp;McCabe Street in North Fremantle, located ideally between the Swan River and the West Coast.

There's the nearby amenities of&nbsp;Leighton Beach, Mosman Park Golf Course, and the Swan and Royal Freshwater Yacht Club's, as well as a&nbsp;number of educational facilities around from primary school to college.

5. The Apartments

Great care is taken in developments by GDD. Apartments at Siskas will have commercial glazed floor to ceiling windows, providing thermal qualities.

Dempsey has been an advocate for residents who aren't told the full truth in regards to buying off the plan.

“I have been frustrated for a long time by the number of developers providing - misleading at best and false at worst - information regarding the size of apartments which I think reflects poorly on those in the industry who are not engaging in this sort of behaviour,” he said.

Mr Dempsey said buyers were often in the dark in relation to specifications when buying an apartment such as insulation.

“I think buyers should at least be aware that the apartment they are looking at purchasing for instance does not have insulation in the internal walls and ceilings (sadly a common practice across the industry) so they at least able to make an informed purchasing decision."

Siskas is the final stage in the luxury Taskers apartment development in North Fremantle, expected to be completed in less than six months.

<html><body>The sale campaign for a Two Rocks residential development site spanning 38ha has been restarted in its prime coastal Perth northern suburbs location.

CBRE’s Ryan McGinnity has been appointed to manage the sale of the landholding, located at 99 Reef Break Drive, Two Rocks. 

The campaign follows the original sales process, which was paused in 2020 following the initial onset of COVID-19.

The property, which forms the balance of the original The Reef estate, is minutes to the Two Rocks Marina and shopping precinct.

The estate is designed to benefit from ocean views, with the land rising from west to east.

It will be in close proximity to the future Yanchep Train Station.

Mr McGinnity noted many developers are now running low of house and land packages or lots to sell.

“In the past eight weeks, nine of the 30 single residential lots remaining within the estate have been sold and enquiries continue to be received. 

"With the opportunity to develop approximately 640 coastal lots, we expect genuine interest from local and national developers.” 

Two Rocks – together with Eglinton, Alkimos and Yanchep at the northern edge of the city’s expanding north-west urban growth corridor – is tipped to cater for over 50% of the City of Wanneroo’s population growth in the next 20 years.

“With the northern suburb’s population expected to exceed 350,000 people by 2036, the State Government is focused on providing adequate infrastructure to enable affordable coastal living,” Mr McGinnity said.

WA residential development site for sale

<html><body>Perth’s residential market is tipped to record double digit growth for the first time in more than a decade to lead the nation’s housing recovery in 2021. 

CBRE’s 2021 Australia Real Estate Market Outlook Report predicts Perth’s residential market to be the nation’s front runner.

It tips Perth house prices expected to grow between 9%-12% and unit prices to lift 5%-7% in 2021. 

“A return to positive interstate migration, accompanied by a solid resources sector outlook, is helping propel Perth’s housing market recovery ahead of the nation," CBRE’s head of residential research, Craig Godber, said.

“Supply also remains tight, with vacancy already sub-1% which is leading to strong rental growth and providing attractive opportunities for investment in 2021.” 

CBRE’s latest forecasts show that Brisbane and Sydney’s residential markets are also poised for a rebound in prices in 2021. 

Sydney is expected to see house price growth of between 7%-10%, while units will experience a 0%-3% rise. 

Growth of 7%-10% is forecast for Brisbane’s housing market and units are on track to record a 3%-5% value uplift. 

The report predicts 5%-7% growth for both Adelaide and Canberra’s housing markets, with the former expecting a 3%-5% rise in unit prices and the latter tracking an uplift of 0%-3% for units. 

A longer recovery is forecast for Melbourne, with house prices expected to lift 3%-5% in 2021 but no increases for its unit values.

Perth's residential tipped to be 2021's strongest capital city market

Perth's for sale listings dropped to a 10 year low in February, with just 7,899 properties listed on reiwa.com at the end of the month.

REIWA President Damian Collins said this was the seventh consecutive month listings for sale had declined in Perth.

“We’ve seen an extraordinary decline in listing volumes in a relatively short amount of time. In the span of a year, listings have dropped 36.5 per cent to now sit below 8,000 for the first time in about a decade. Buyers are very active in the market and soaking up stock at a rapid pace,” Mr Collins said.

The median time to sell a property sits at just 21 days in February. This is on par with January, but 25 days quicker than it was in February 2020.

"The last time we saw houses sell this fast was 2006,” Mr Collins said.

“It’s a hot market and buyers are understandably feeling pressure to make a swift decision. While it’s important to act fast on a property you’re interested in, I encourage buyers to use caution and not panic buy or get themselves into a situation where they pay over and above what the property is worth."

He mentioned that while property prices have increased in the last six months, they remain below what they were five years ago so there are still good deals to be had.

The rental market is performing similarly with just 2,839 properties for rent in Perth at the end of February.

This marks the sixth consecutive month were listings sit below 3,000. Mr Collins said Perth desperately needs an influx of rental stock in the market to provide renters with more housing options.

Perth’s median rent price held at the five year high of $400 per week in February, which is on par with January and $40 more per week than February 2020.
