A rare new apartment development has been proposed on the fringe of St Ives Village.

Developer Newquest Property has lodged plans for a low-rise apartment project designed by well-regarded architecture firm Warren &amp; Mahoney, which is best known for its work in the multi-residential sector in Melbourne.

The building, proposed for a 1,916 sqm site on <a href="https://www.apartments.com.au/new-apartments/st-ives-residences-3-5-memorial-avenue-nsw-2075">Memorial Avenue</a> opposite St Ives Village Green, has been designed to blend into the surrounding natural environment.

The proposal would replace two single-storey brick buildings currently on the site.

Ashbury Terraces combines terraces, apartments and penthouses across a series of low-rise buildings, integrating contemporary architecture with landscaped communal spaces and resident amenity.

That same typology is now being carried into Coronation’s Lillian development in Erskineville, where a smaller number of terraces sit within a predominantly apartment-led precinct.

Her terrace also supports a more connected, lifestyle-driven way of living.

“I love entertaining, and the courtyard is ideal for relaxed weekend drinks with friends. I tend to use each level differently throughout the day, it creates a natural rhythm between work, downtime and entertaining, which I didn’t have in apartment living.”

Ashbury Terraces is now complete and ready to move in, while Lillian in Erskineville is under construction and expected to welcome residents in mid-2027.

Coronation champions terraces as a key piece of Sydney’s housing mix

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be a first-home buyer who does not currently own property.</li>

The Victorian state government is set to call for expressions of interest in its land titles and registry unit.
The sale process will offer a 40-year concession for a private operator to run the business. 
Australian and offshore infrastructure funds, superannuation and pension funds and registry companies are expected to line up in the land titles auction, the Australian Financial Review has advised.
It will be overseen by investment bank UBS and law firm Minter Ellison. 
It will offer the right to run the state's land titles unit for the next 40-years, to oversee all land registry functions and transactions excepting subdivisions, application and survey (which registers complex survey and plan based dealings and applications) and the official role of Registrar of Titles, which oversees the whole operation.

Stawell and Moe the cheapest Victorian localities to rent units: Investar

Inner northern suburbs of Melbourne continue to perform well with strong results continuing at all price points, according to a recent Herron Todd White (HTW) report.
The property valuation firm says that detached dwellings continue to outperform units due to strong land values and proximity to amenities.
“Growth within the detached dwelling sector continues to outperform their unit counterparts driven by strong underlying land values, infrastructure and proximity to employment and amenities," HTW said.
“Outer northern suburbs of Craigieburn, Mickleham and Kalkallo are also considered to be performing well at all price points primarily driven by factors associated with affordability, infrastructure and population growth.
“These markets are considered to be tracking well with strong demand and relatively limited availability of new titled allotments being made available.
“We have noted however, that a substantial increase in supply could lead the market in a new direction.”
Herron Todd White warned that outer northern suburbs are at higher risk of being less popular if interest rates were to rise.
“Generally speaking, the outer northern suburbs would benefit most from an increase in infrastructure investment given the lack of pre-existing infrastructure to support the already growing population.
“Both the inner northern and outer northern suburbs would likely see a slow down if there was a significant change in lending criteria or interest rates.
“Outer northern suburbs however, are at higher risk of being impacted by a decrease in overall demand as they are more sensitive to rising rates.”

Northern Melbourne residential market growing strong: HTW

Last spring, Secret Agent investigated the cost of rebuilding two period homes in inner Melbourne using current technology and materials. Our results below demonstrate that the prices paid for period property fairly represent the quality, history and scarcity of these types of homes in today’s market.
Using real examples of a Victorian terrace and an Edwardian house, we found that recreating these homes from scratch would cost at least $740,000 more than what you would pay for a genuine period home.
While it is possible to build a new home that imitates the defining features of Victorian and Edwardian houses, replacing period character to its full extent is almost impossible to get right. Note that the figures in the analysis of replacement values are conservative estimates only.

Warracknabeal the cheapest locality in Victoria for houses: Investar

Echuca's residential market continues to remain strong with tight supply, according to Herron Todd White’s (HTW) May report.
The property valuation firm says that the lack of supply is likely to be temporarily alleviated due to additional supply in both Moama and Echuca.
“The local market continues to be relatively strong with generally tight supply on account of limited residential land supply in the past 12 to 18 months, although this is likely to be alleviated in the short term by additional supply in both Moama and more particularly Echuca,” the report said.
“Average pricing has pushed up in recent times with good demand and limited supply in the $350,000 to $450,000 bracket resulting in an upward shift in demand for properties priced in excess of $400,000 for mortgage belt type properties.
“Melbourne buyers continue to underpin the higher end of the market with several off river sales in excess of $800,000, particularly in Moama for custom built and well finished properties.
“The buoyant agricultural sector has also been a positive for the local economy.
“A slow down in the market in Melbourne or closure of a significant factory would likely affect the higher market segments and mortgage belt segments respectively, although there is likely to be significant cushioning from any metropolitan softening because the local market has not charged ahead at the same rate, with local prices more likely to plateau.”

Echuca residential market remains strong: HTW

Apartments are the main options for first home buyers within the inner west, according to HTW’s Month in Review: March 2017. 
The valuation firm says many new apartment buildings are being constructed within the suburbs of West Melbourne, Parkville and Travancore, while further west in the suburbs of Sunshine and Sunshine West there are affordable townhouse options.
According to CoreLogic, the median unit sale price in January 2017 for West Melbourne was $497,000, Parkville $497,000, Travancore $480,000, Sunshine $351,000 and Sunshine West $351,000 (source: RP Data).
“Developers particularly within the Sunshine area are building affordable townhouses for the first home buyer,” HTW says.
“Furthermore, within the inner suburbs apartments are being tailored and marketed to first home buyers by developers.
“Due to the magnitude of development currently occurring within the inner suburbs, first home buyers should be cautious when buying apartments.
“Once a volume of new stock comes to the market it could pose a risk to the apartment market.”

Victoria's Sunshine West a rising market for first home buyers: HTW

The Horsham market is favourable for first home buyers with relatively affordable options ranging from $100,000 to $500,000, according to HTW’s Month in Review: March 2017. 
The valuation firm says this gives first home buyers the opportunity to enter the residential market at a price point affordable to them.
The report says that developers within the region are also providing house and land deals for first home buyers which reduces the stamp duty that they pay and they receive a $10,000 grant towards their first home.
“A portion of first home buyers within the Horsham region purchase with the intention of renovating the property,” the firms says.
“However some purchases do not take into consideration the extra money and resources required for works to be completed and therefore can’t have the full enjoyment of the property.
“First home buyers are also competing with investors within this sector especially as interest rates are low, increasing the average house price in Horsham and making it harder for some to enter the market.”

Continuing the 2015 trend, the Melbourne property market again recorded strong growth in median prices throughout 2016, according to the latest report from PRDnationwide.
Suburbs outside the inner Melbourne ring remained a popular choice for both owner occupiers and investors as they offer an affordable entry point into the Melbourne property market, said the company’s Melbourne Property Hotspots: Second Half of 2016.
These more outer-lying areas continue to gain momentum as private and state funded projects improve connectivity and fuel economic growth, attracting potential buyers.
The North and North Western suburbs in particular are benefitting strongly from this influx of funding, new facilities and economic impetus as their annual property growth continues to climb.
“Melbourne has been the stand-out eastern big-three city in terms of price growth in 2016,” said Tony Brasier, PRDnationwide managing director.
“Major projects and infrastructure construction in mid-outer areas are set to boost these regions even further.”

Sales indicators - median price growth over 2016 and previous years, number of sales, average days on the market, and vendor discounting

<li>Rental indicators - median rental price, rental yield, and vacancy rates</li>
<li>Affordability - the average Victorian home loan is $374,993 as at June 2016, which is a decrease of -3.1% over the previous quarter</li>
<li>Project developments commencing in 2016 - commercial, mixed use, infrastructure, industrial and residential. This indicates potential increases in economic and commercial activity, interconnectivity to the key transport routes, the CBD and other major urban business hubs</li>
</ul>
A four bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-ormond-124067486" target="_blank">37 Thompson Street</a>, Ormond (above) has been sold for $1,715,000.
Similarly a three bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-ormond-123815938" target="_blank">6 Dunlop Avenue</a>, Ormond (below) was sold for $1,580,000.
