<p>A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.</p>

<p>The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.</p>

<p>Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.</p>

<p>The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.</p>

<p>The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.</p>

<p>Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.</p>

<p>Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.</p>

<p>The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."</p>

<p>The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.</p>

<p>The only other notable development set to come to market this year is ALAND's Queen Square, a mixed-use precinct on over two hectares that will comprise apartments above a vibrant ground-level retail and hospitality dining precinct.</p>

<p>A 60-apartment building nine storeys tall would be a rarity almost anywhere along this stretch of Moreton Bay, but that's exactly what's been lodged for a modest Deception Bay street better known for its single-storey weatherboard homes.</p>

<p><a href="https://www.apartments.com.au/developers/sherlock-construction-homes">Sherlock Construction Homes</a> is seeking to push Deception Bay’s emerging medium-density housing profile higher, lodging plans for a nine-storey apartment building near the suburb’s shopping centre and foreshore.</p>

<p>Dubbed Grosvenor Apartments, the proposal at 14-20 Grosvenor Terrace would replace two detached homes with a new building designed by&nbsp;<a href="https://www.apartments.com.au/architects/mode">Mode Design</a>&nbsp;which would&nbsp;reach nearly 30 metres, well above the site’s mapped 21-metre building height.</p>

<p>The apartment mix is weighted toward larger homes, with 14 three-bedroom apartments, 31 two-bedroom apartments and 15 one-bedroom apartments. Six apartment types are spread across the floors, ranging from 66 sqm one-bedroom units through to three-bedroom apartments of 116 sqm, most with private balconies or terraces.</p>

<p>Levels one through seven follow a consistent layout of six to eight apartments per floor arranged around a central lift and stair core, with the top floor, level eight, trading one apartment for a landscaped community breakout space rather than repeating the standard layout below.</p>

<p>Ground floor is dedicated to arrival and services, with a lobby, mailroom and manager's office, alongside 91 car spaces.</p>

<p>Mode Design's brief describes a "serene coastal-inspired design blending soft curves, natural textures and light-filled spaces to reflect the relaxed Deception Bay lifestyle."&nbsp;</p>

<p>The material palette leans on white and grey render, timber-look aluminium screening and stacked-brick-look finishes, with hanging greenery and vine planting proposed across balcony edges and ground-level walls.&nbsp;</p>

<p>Balconies feature asymmetrical geometries intended to vary the building's rhythm rather than repeat a single module up the tower, while lush planting is concentrated over the entry and level one balconies to soften the building's base.</p>

<p>The design evolved following an April 2025 prelodgement meeting with council. At that stage, the project was conceived as a seven-storey building containing 45 apartments. The subsequently lodged scheme increases the development to nine storeys and 60 apartments while introducing one-bedroom residences to the mix.</p>

<p>Zone Planning argues the additional scale reflects the site's position within an area earmarked for increased residential intensity. The planning report points to the North Lakes-Redcliffe-Moreton Bay Rail corridor strategy, which identifies Deception Bay as a district-level activity centre and supports greater housing choice within urban neighbourhoods.</p>

<p>Market Square Deception Bay, Deception Bay Sports Centre, Deception Bay State School, public transport, community facilities and the Moreton Bay foreshore are all identified within approximately one kilometre of the site, while the property falls within a 400-metre walking catchment of Market Square.</p>

<p data-end="587" data-start="368">Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.</p>

<p data-end="778" data-start="589">The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.</p>

<p data-end="907" data-start="780"><a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.</p>

<p data-end="1052" data-start="909">The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.</p>

<p data-end="1311" data-start="1054">The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.</p>

<p data-end="1451" data-start="1313">The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.</p>

<p data-end="1676" data-start="1453">MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.</p>

<p data-end="1908" data-start="1678">Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.</p>

<p data-end="2142" data-start="1910">The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.</p>

<p data-end="2938" data-start="2799">The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.</p>

<p data-end="3216" data-start="2940">Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.</p>

<p data-end="3325" data-start="3218">Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.</p>

<p data-end="3442" data-start="3327">"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.</p>

<p data-end="3662" data-start="3444">"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."</p>

<p data-end="3818" data-start="3664">MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.</p>

<p data-end="4076" data-start="3820">"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.</p>

<p data-end="4375" data-start="4078">"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."</p>

<p data-end="4503" data-start="4377">Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.</p>

<p data-end="4910" data-start="4743">The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.</p>

Maréa Residences brings parkside apartments to Coolangatta

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

<p><a href="https://www.apartments.com.au/developers/far-east-consortium">Far East Consortium</a> is preparing to commence construction on <a href="https://www.apartments.com.au/new-apartments/640-bourke-street-melbourne-640-bourke-street-melbourne-vic-3000">640 Bourke Street</a> this October, marking the next milestone for the Melbourne CBD development and its higher-end Eliza Collection.</p>

<p>Spanning levels 44 to 68 of the 68-storey <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>-designed tower, the Eliza Collection has been conceived as a lower-density offering within the broader development, with only five apartments on each floor, dedicated lift access and a collection of resident spaces reserved exclusively for Eliza Collection residents.</p>

<p>The Eliza Collection forms part of Far East Consortium's broader move toward larger-format residences at 640 Bourke Street, where the number of apartments was reduced from earlier plans as apartment sizes increased.</p>

<p>"What it's meant for 640 Bourke is we've actually reduced the number of apartments. We've increased the overall size of the apartments. We don't have any studios in here, and what that does for a project is it elevates it," Far East Consortium Director of Sales and Marketing Lauren Sheldon said.</p>

<p>Rothelowman Associate Jun Chang said the design process provided an opportunity to create more generous floorplans.</p>

<p>"We were given the opportunity to be more generous. The apartments became bigger and squarer than any other apartments which had been designed in the CBD before that."</p>

<p>That thinking carries through to the Eliza Collection, where the residences have been designed around the space and functionality associated with a larger home, but positioned high above the centre of Melbourne.</p>

<p>Kitchens are equipped with Gaggenau appliances, a butler's pantry, temperature-controlled wine cabinet and sculptural pendant lighting, while engineered timber flooring, stone and porcelain finishes and custom cabinetry feature throughout the broader interiors.</p>

<p>Privacy and security are another point of distinction. Eliza Collection residents have dedicated lift access, while 640 Bourke Street will provide concierge services and secure resident parking. Short-stay accommodation, including Airbnb, will not be permitted within the development.</p>

<p>The Eliza Tinsley building itself is central to the wider project's identity. Rather than treating the existing Eliza Tinsley façade as a separate element, Rothelowman used it as a starting point for the architecture of the new tower, with the historic building to accommodate the project's gallery and lobby.</p>

<p>"It's a significant asset and wants to be celebrated and experienced by all residents every single time they go in and out of the building," Rothelowman Principal Stuart Marsland said.</p>

Far East Consortium brings Eliza Collection to 640 Bourke Street ahead of October construction start

<p>Victorian land buyers continue to lock in purchases despite the State’s strict lockdowns, with developer and government incentives encouraging many to push ahead despite being unable to visit most estate.</p>
<p>The State’s leading project marketing group Oliver Hume has achieved an average of 70 reservations per week over the last six weeks as a result of new innovative processes for selling land as well as a sales and marketing team that have lead the way in educating buyers virtually.</p>
<p>Oliver Hume has also launched a new $25,000 initiative which matches the Federal Government’s $25,000 Home Builder grant. The $25,000 Perfect Match campaign is available at selected projects marketed by Oliver Hume. Buyers can also utilise Oliver Hume’s new online deposit system which has experienced strong demand during lockdowns.</p>
<p>Oliver Hume Chief Executive Officer Julian Coppini said the new bonus had been in high demand since it was launched in late August.</p>
<p>“While buyer demand has been impacted by the lockdown we are still seeing strong levels of enquiry and sustained sales which has our current sales rate still higher than March, April and May before the HomeBuilder grant was announced,” he said.</p>
<p>“Many buyers have understood the new processes due to being in a lockdown and are happy to rely much more on digital presentations, inspections and communication as part of their purchase decision.”</p>
<p>“Buyers understand the extraordinary nature of the current market and appreciate the opportunity to utilise the support measures and grants from the state and federal governments in conjunction to developers providing attractive offers in market”</p>

<p>Mr Coppini said the industry was quickly adapting to managing sales through the lockdowns with buyers becoming more confident navigating the purchase decision in a fully digital environment.</p>
<p>“Oliver Hume is thankful for the ongoing digital transformation it started on years ago as it has been a major benefit to our vendors and purchasers over the last six months. Many of the systems and processes we have put in place will become permanent features in the land buying process,” he said.</p>

<p>Melbourne laneways are famous for its cobbled bluestone laneways.<span class="attribution"><span class="source"><br></span></span></p>
<p>If we think of the bluestone in Melbourne, we may first think of the famous cobbled laneways intersecting the urban grid.</p>
<p>Initially, these laneways were used for the collection of night soil – human excrement collected at night from buckets or privies – and they are still useful routes for collecting rubbish and recycling bins. But laneways are increasingly being reclaimed as lively strips for cafes, bars, restaurants and galleries in the city, or re-made as <a href="https://www.ausleisure.com.au/news/city-of-melbourne-unveils-first-green-laneway/" target="_blank">gardens</a> in the suburbs.</p>
<p>Laneways are an important part of Melbourne’s heritage infrastructure, protected by legislation and design guides. And they are often defended by enthusiasts whenever a local council threatens to remove the bluestones or pave them over with asphalt.</p>
<p>The other thing we might think of when it comes to bluestone in Melbourne are landmark buildings such as Pentridge Prison (still known affectionately as the “bluestone college”) and the Old Melbourne Gaol in Russell St.</p>
<p>Then there is the more elegant gothic style of St Patrick’s Cathedral, or the brutal modernism of the National Gallery of Victoria. Several blocks further down St Kilda Road are the grand Victoria Barracks, festooned with gorgeous crimson Boston Ivy in autumn.</p>
<p>Deep bluestone foundations also underpin some of the city’s most famous sandstone buildings: the Victorian Parliament, the Treasury, the Town Hall and the Supreme Court.</p>
<p>These dark grey stones that line and frame its streets and buildings are an important feature of Melbourne’s urban identity. Here’s how it began.</p>
<p><strong>From furious beginnings</strong></p>
<p>The formations of bluestone are paradoxically both fast and slow, and begin with explosions of fire and rock.</p>
<p>In successive periods of <a href="https://museumsvictoria.com.au/website/melbournemuseum/discoverycentre/600-million-years/timeline/quaternary/western-district-volcanoes/index" target="_blank">volcanic activity</a> to the north and south-west of Melbourne (some from 4.5 million years ago, some as recent as 10,000 years ago), rocks and boulders were thrown up as flaming projectiles or poured out of volcanoes as molten lava.</p>
<p>From these furious beginnings, basalt settles into the heavy dark stones we now associate with stability and endurance.</p>
<p>But the consistency of bluestone varies widely, depending on how it was formed. When it cools slowly, it’s hard and smooth, with barely a flaw, or at most a delicate thread of tiny bubbles. This is the highest grade stone, used for smooth surfaces such as hearthstones and front-facing walls.</p>
<p>But if a flying boulder lands in water, it cools more rapidly, so pockets of gas produce bubbles, even sometimes a honey-comb effect.</p>
<p>The quality, colour and consistency of bluestone used in Melbourne also varies according to the quarries from which it’s sourced; or whether it comes from Australia or overseas.</p>
<p><strong>Uses in Indigenous culture</strong></p>
<p>Geological time is almost beyond our reckoning, though Indigenous culture and history helps us read these formations on a human scale. A stone axe-head, found deep beneath layers of volcanic ash at <a href="http://www.worngundidj.org.au/?q=tower-hill/about-reserve">Tower Hill</a>, suggests Indigenous people would have witnessed some of the volcanic activity on this site.</p>

<p>Important traces of Indigenous knowledge and use of bluestone have also been discovered throughout Melbourne and elsewhere in Victoria.</p>
<p>For instance, bluestone was used for an eel trap system carbon-dated to 6,600 years old, developed near Lake Condah in the sacred <a href="https://www.environment.gov.au/heritage/places/national/budj-bim" target="_blank">Budj Bim</a> landscape.</p>
<p>There’s also the natural basalt-bluestone ledge across the Yarra river — known as “<a href="https://overland.org.au/2012/07/melbourne-from-the-falls/" target="_blank">The Falls</a>” — which separated fresh and salt water. It was used as a meeting place for different tribal groups, but was removed in the 1880s.</p>
<p>And there are basalt stones arranged as astronomical markers at <a href="https://www3.astronomicalheritage.net/index.php/show-entity?identity=15&amp;idsubentity=1" target="_blank">Wurdi Youang</a>, near Lara.</p>
<p><strong>Settler buildings</strong></p>
<p>Bluestone was the obvious choice <a href="https://www.melbourne.vic.gov.au/SiteCollectionDocuments/operating-procedure-bluestone.pdf" target="_blank">for construction</a> when Melbourne was a booming gold-rush city in the 1850s. It was cheap and plentiful, and there was convict labor to cut and haul its heavy weight.</p>
<p>But as early as the 1880s, bluestone had become unfashionable, perceived as too dark, somber and forbidding.</p>
<p>Bluestone has a somber, dark appearance – an appropriate material for the Old Melbourne Gaol.</p>
<p>Bluestone buildings were increasingly lightened with sandstone or white stucco edges and borders, while granite and sandstone became the stones of choice for grand public buildings.</p>
<p>Now, bluestone is prized again for its heritage value. But “heritage” is always a movable category, susceptible to changes in both fashion and feeling about the past.</p>
<p>There is something compelling about the way stone helps us think about time, history and change. As Jeffrey Jerome Cohen <a href="https://www.jstor.org/stable/10.5749/j.ctt155jmth" target="_blank">observes</a>:</p>

<p>Bluestone is prized today for its markers of history</p>
<p>In my own work <a href="https://minerva-access.unimelb.edu.au/bitstream/handle/11343/129561/Bluestone.pdf?sequence=1&amp;isAllowed=y" target="_blank">researching bluestone</a>, I’m collecting more recent personal narratives about this stone.</p>
<p>Many Melburnians have powerful stories about the way its characteristic square “pitchers” and long rectangular building blocks are bought and sold, collected and dispersed, recycled or moved from one site to another, from public buildings to suburban gardens and makeshift walls. It’s as if the citizens were playing a mysterious, long-range collective game of Lego.</p>
<p> </p>
<p>Some of the most prized stones are those that seem to bear the ancient marks of wheels, or of convict labor, whether in the form of initials and arrows chiselled into the stone, or the more mundane markers of manual work.</p>

<p>The report notes these suburbs offer plenty of choices for those looking to buy as there are many newer estates in these areas.</p>
<p>A brand- new house and land package can range from $500,000 to $650,000.</p>
<p>Latest figures show that the median house prices for Officer, Clyde and Berwick are $557,000, $566,500 and $687,000 and depending on the size, location and specifications, can generate rental yields of 4.5 per cent, 3.71 per cent and 3.1 per cent respectively.</p>
<p>A four bedroom house in Berwick has recently been sold for $640,000.</p>
<p>Positioned on a 618sqm block, the family home at <a href="https://www.realestate.com.au/sold/property-house-vic-berwick-133901110" target="_blank">21 Shaftsbury Avenue</a> (pictured below) features two living areas, two bathrooms, and large pergola area. </p>

<p>The government has since introduced a new Home Builder Scheme for those looking to either build a new home or renovate, as homeowners will be given a $25,000 incentive which has been designed to boost the construction industry as it recovers from the effects of COVID-19.</p>

<p>House and land packages in these urban growth zones are attractive to first home buyers and young families as they allow flexibility in designing homes to cater to their individual needs, the report noted. </p>
<p>"In more established areas such as Cheltenham, Oakleigh and Mentone, housing prices start from $960,000 for houses and $600,000 for units," the valuation firm said. </p>
<p>These areas in the south-east generally yield high sales and rental prices as they are among the most sought after suburbs to live in as they are generally close to public transport, major shopping centres and the CBD.</p>
<p>A current listing is a three bedroom apartment in Cheltenham with sea views. </p>

<p>The median Melbourne rental yield has fallen moderately, according to the CoreLogic June 2020 quarterly rental review.</p>
<p>House yields in the Victorian capital sit at 2.8% (down from 3.3% 12 months ago), and unit yields sit at 3.9% (down from 4.5% 12 months ago).</p>
<p>The current combined median yield (for all property types) is 3.2%, down from 3.7% 12 months ago.</p>
