Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

Gold Coast City Council has approved Lýon Residences, a 32-level tower that will deliver 178 two and three-bedroom apartments across a prominent corner site at 8-10 Acacia Avenue and 25-27 Oak Avenue.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

State governments in Tasmania and Western Australia have introduced new stamp duty discounts aimed at encouraging the construction and purchase of new apartments and units.

These measures are part of broader efforts to increase housing density and provide more affordable housing options in regions where new construction has lagged behind demand.

In Tasmania, a 50 per cent stamp duty concession has been implemented for buyers of new apartments and units that are either off-the-plan or under construction.

The discount applies to properties valued at up to $750,000 and is available until June 30, 2026. This initiative is designed to support medium-density housing and make apartment living more accessible to Tasmanians.&nbsp;

The state government hopes that this will not only boost construction activity but also provide greater certainty for builders and developers by reducing financial risks associated with large-scale projects.

Western Australia has also introduced stamp duty exemptions and discounts to stimulate the new apartment market.&nbsp;

Buyers can benefit from a full stamp duty exemption on off-the-plan apartment purchases valued at up to $650,000 if the property is bought before construction begins.

For properties under construction, a 75 per cent stamp duty discount is available, also on purchases up to $650,000. Additional concessions are offered for homes worth up to $750,000.&nbsp;

The new policies reflect a growing recognition of the need to address housing affordability and supply issues, particularly in cities like Hobart and Launceston, where housing density remains low.&nbsp;

Although the Tasmanian housing market saw an 8.8 per cent increase in dwelling approvals in June, the state still trails significantly behind others.

The effectiveness of these discounts in driving new apartment construction will depend not only on buyer uptake, but also on the willingness of local governments to approve higher-density developments, a process that has historically faced challenges in Tasmania.

The Hayes Prison Farm, Kilderry, has been listed for sale at $3.35 million.
The property was converted into the Hayes Prison Farm by the Tasmanian government as a minimum security facility during the 1960s.
It has been <a href="https://www.realestate.com.au/property-mixed+farming-tas-hayes-7529911" target="_blank">listed by Peter Wade at Robert Real Estate</a>.
The former Hayes Prison Farm comprises 595 hectares, of which 218 hectare will be protected under a conservation covenant.
The balance land, some 379 hectares, is considered prime agricultural farming land. 
The property has numerous buildings located on it, including barns, dairy and various others, plus the gaol 70 cell block and administrative buildings associated with the prison.
The state government-owned Derwent Valley farm, decommissioned in late 2012 after the last 40 prisoners were moved to Risdon Prison, was briefly speculated as being potentially a detention centre for asylum seekers.
The farm near New Norfolk allowed prisoners to be rehabilitated through learning agricultural skills.
Low-security inmates milked the cows in the 20-stand dairy and grew vegetables and tomatoes in a large glass hothouse.
They produced and packed frozen vegetables in a purpose-built kitchen and coldroom for Hobart nursing homes and hospitals.
The land held a 800-megalitre River Derwent water licence suitable for stone fruit, cherries, vineyards, and market garden.
"Over the years the farm has been recognised for its excellent dairy herd, extensive market gardens, grazing sheep and wool production, cattle and processing of vegetables," the marketing says.

No convict relic, but former Tasmanian prison farm listed for sale

Things are looking up for Tasmania. There are signs of revival in its property markets – nothing sensational just yet, but the first glimmers of an upturn are beginning to appear.
If this article had been written three months ago, the prognosis would have been different. But in the latter part of 2013 a number of locations recorded a pick-up in sales activity.
In my recent research for the Price Predictor Index, I found there are only two locations in the entire state rated as “Rising Fast” markets. But gradually the number of “Rising Steadily” locations is increasing and there is an even greater number of “Consistency” markets – places which have the potential to transition to growth markets.
Three precincts are leading the way in Tasmania: central Hobart, northern Hobart and Launceston.
Hobart’s most prestigious (and expensive) markets, <a href="/news">Battery Point</a> and <a href="/news">Sandy Bay</a>, feature on our “Rising Steadily” list, as well as two other Hobart City suburbs, <a href="/news">Mount Nelson</a> and <a href="/news">Lenah Valley</a>.
The Glenorchy City area in Hobart’s north also has several growth suburbs, including <a href="/news">Claremont</a>, <a href="/news">Chigwell</a> and <a href="/news">Glenorchy</a>. All have median house prices in the low $200,000s.
By way of example of the growth signs emerging, the suburb of Glenorchy has recorded quarterly sales volumes of 39, 50, 50 and 60 in four consecutive quarters, a pattern of growth that is likely to lead to price growth in 2014.
As yet, there’s no sign of prices turning upwards, but that time lag between market uplift (as measured by the number of sales) and price growth is an established pattern in real estate.
Suburbs in and around Launceston feature prominently on the “Rising Steadily” list. Tasmania’s second city also features on the list of “Consistency” markets, reinforcing Launceston’s reputation for solidity.
Quarterly sales in the Launceston suburb of <a href="/news">Invermay</a>, for example, have increased from 14 to 20 to 30 in consecutive quarters but, once again, this has not yet translated into a notable uplift in prices. That is yet to come.
Devonport in the north, which connects Tasmania to Melbourne by ferry, is a highly consistent market. Sales in five consecutive quarters have been 79, 75, 64, 71 and 69.
This is true also of <a href="/news">Kingston</a> on the fringe of Hobart: sales over the past six quarters have been 54, 56, 48, 58, 54 and 50.
The places to avoid in Tasmania are headed by <a href="/news">Queenstown</a>, which is about as depressed a town as you will find anywhere in Australia. Set in a moonscape created by mining pollution and tree removal, Queenstown has a median house price of just $80,000, after price decline over the past five years. That market, in terms of house sales, has almost come to a complete standstill.
Another market to avoid is <a href="/news">Brighton</a>, just outside Hobart, where sales activity has dropped markedly in recent times.
But generally, the overall scenario for Tasmania in 2014 looks more optimistic than last year. No doubt the state election scheduled for March 15 will give ditherers an excuse to procrastinate, but smarter investors could invest a little time in checking out opportunities in Australia’s forgotten state.

With low rents and spectacular scenery, there’s a lot to like about renting a home in Tasmania. The two-storey house has Baltic pine floors and new pure wool carpeting, and is fully furnished, with chesterfield lounges in the downstairs living area. The upstairs bedrooms are tucked high in the building, ensuring high ceilings for the lower level, while the upper rooms incorporate the building’s peaked roofing.
French doors open the kitchen up to the rear courtyard, where a renter can find the spa and sauna – and another house. The ‘coach house’ has a downstairs living area and bathroom, with a loft bedroom upstairs.
The circa 1850 building was purchased by its current owners for $850,000 in 2010 and is available at $950 a week.

This three bedroom cabin-style home is situated on an 11 acre property that the agents, Harcourts, advertise as providing “room for your horses.” While at Property Observer we’re a little wary of properties that are too <a target="_blank" href="https://www.propertyobserver.com.au/residential/five-of-the-most-bizarre-property-listings-from-looney-listing/2014012867391">horse friendly</a>, this modest home located south of Launceston has us charmed.
The house’s wood-panelled and exposed brick walls close in the spaces a little, but also exude warmth and lend an intimacy to the living areas. A sunroom and covered deck provide all the room you need to soak up the country atmosphere and reflect.
The property also includes a kitchen with a walk in pantry, and a fully self-contained one bedroom granny flat. The property has been retained by its owners for more than 20 years, after it was purchased for $128,000 in 1993. The owners tried to sell in 2012, with no luck. It’s currently available to rent for $400 per week.

Renters might only be able to catch “glimpses” of water from the property, but there are plenty of sights to enjoy without the waterfront. The estate has extensive gardens with a tennis court, while a gardener is included in the cost of rent.
The country style home also has a private library in addition to its living room and formal dining room.
This Rowella property was purchased for a mere $85,000 in 1988. It’s now rented at $670 a week, less than most inner-city university students would pay for a beat up terrace in Melbourne or Sydney.

There’s also room to grow your own vegetables, and landscaped gardens immediately surrounding the home. Again, a gardener is included in the $600 per week rental.
Inside, the four bedroom home has an open plan kitchen and living area which opens onto a large terrace for outdoor entertaining. The kitchen itself includes a walk-in scullery, with a hatch to take you down to the basement cellar.

The five most beautiful vacant rentals in Tasmania

According to the Real Estate Institute of Tasmania’s (REIT) latest report, December saw a 10.7% increase in house sales from the previous month in Tasmania.
In its December Quarter Property Report, released today, the REIT said that Tasmania experienced a 21.1% increase in properties sold over 2013 from the year prior.
REIT President Adrian Kelly said that house sales in <a href="/news">Hobart</a>, <a href="/news">Launceston</a> and the north-western centres increased over the entire year.
“Hobart house sales increased by 15.2% for the quarter, but of particular interest was Inner Hobart, which recorded a staggering 46.2% increase in house sales,” said Kelly.
“Launceston house sales also showed positive growth, up 23.2% after a 7.3% decline in the September quarter, recording an overall increase of 17.1% in house sales from the same time last year.”
Tasmania’s median house price increased slightly over the December quarter, up 3.4% from the September quarter. The REIT’s report noted that Tasmania had a strong June quarter in 2013, with a slightly softer September quarter.
“Fourteen municipalities saw an increase in both their median house price and sales for the [December] quarter,” said Kelly.
<a href="/news">Sandy Bay</a>, <a href="/news">Acton Park</a> and Glebe were the most expensive Tasmanian suburbs in December. The cheapest were <a href="/news">Ravenswood</a>, <a href="/news">Beaconsfield</a> and <a href="/news">George Town</a>.
First home buyers accounted for 18% of house sales in Tasmania for the quarter, with a median price of $265,000, an increase from the previous quarter. The Tasmanian government <a href="https://www.propertyobserver.com.au/https://www.propertyobserver.com.au/tasmania/%2430000-leg-up-in-tas-offered-to-first-time-buyers/2013111166281" target="_blank">recently increased</a> its first home buyers grant to $30,000. 
Although the proportion of house purchases made by first home buyers was up for December, second home buyers still comprise 51% of all buyers, according to the REIT report. The median house price for second home buyers was $334,000.

Sandy Bay chateau inspired house last week's most expensive sale: RP Data

A new procedure requires Tasmanian private developers, receiving $500,000 of government funding for a project of $5 million and above, to complete a Tasmanian Industry Participation Plan (TIPP).
David O'Byrne, Minister for Economic Development, said that this is red tape that developers do not need.
He said that clarity needed to be provided around this plan and what it means for developers if they do not fill out the TIPP, asking: “Will they be penalised? Will their development be stopped? Will they have to pay back government funding? Who is policing it?"
Minister Michael Ferguson's blog explains that when taxpayers fund or contribute to a project they should expect a benefit from the development and construction, as well as when the project is finished.
"TIPPs are a practical way to make sure more Tasmanians and more Tasmanian businesses are involved in local projects," Ferguson writes.
"A [TIPP] means a project proponent will need to detail the capacity and anticipated participation of local suppliers in the project and the benefits to the state that the project will create. So when there’s a major project local suppliers are actively sought out and considered."

Private developers receiving government grant must jump through another hoop: O'Byrne

The Maranoa Heights Community Centre was re-opened on Friday by Tasmanian Premier Lara Giddings. The centre is in the suburb of <a href="/news">Kingston</a>, on the outskirts of Hobart.
The refurbished centre is part of the state Labor government’s $6 million Tasmanian Jobs Package, aimed at creating 110 new jobs in Tasmania’s construction industries. By February, the Premier expects $1 million worth of work to be completed across Tasmania’s 13 community houses.
At the launch, Giddings noted that “this is not just an investment in bricks and mortar, this is an investment in our communities.
“It is about improving the facilities and sustainability of our community houses, as well as providing stimulus to local businesses,” Giddings said.
The refurbishment focussed on providing improved disability access to the community centre, including better wheelchair access. Other additions to the building included a dedicated computer room, an expanded program and activities room, a tea room and new offices for professional services.
The Maranoa Heights Community centre’s president, Eddie Rogers, is a state finalist in the 2014 Senior Australian of the Year awards. The community centre’s management committee was also awarded Volunteering Tasmania’s Volunteer Management award in 2013.

Sandy Bay's most “significant waterfront property” offered in a decade listed

Tasmania’s public housing waiting list has fallen to its lowest level in a decade as a result of strong investment and reform, according to the Minister for Human Services Cassy O’Connor. 
The waiting list fell by 5.4% in the three months to September 30 2013, with almost 300 Tasmanians moving into public housing. These figures come from the latest Health and Human Services progress chart.
Since 2009, the Tasmanian Government has invested about $220 million to build around 1,500 new affordable housing properties, in partnership with the former Federal Government.
Another $17 million is being invested this financial year, with another 1,360 homes that will be completed in 2016.
“A comfortable and affordable place to live is a fundamental human right,” Ms O’Connor said.
“As a progressive Government, we’re determined to help low-income Tasmanians put a roof over their head - with the security, opportunity and dignity that brings.
“The Government has an active role to play in sharing wealth and levelling the economic playing field. That’s why we’re increasing the supply of affordable housing, and reforming the sector to prioritise Tasmanians most in need,” she said.
There are some 2,000 Tasmanians still on the waiting list for public housing.
Ms O’Connor also noted that low-income families in private rental properties are also benefitting, with 1,125 Tasmanians receiving rental assistance in the September quarter, up slightly on the previous year.
At the same time, one of Tasmania’s largest affordable housing projects – named Queens Walk Apartments – officially opened last month. The first tenant, Phillip Turnbull has signed a lease, and was welcomed by Ms O’Connor.
The Queens Walk redevelopment is part of the State Government’s broader affordable and social housing strategy to support for Tasmanians on low incomes.
Stage One of the $8.5 million redevelopment is complete, which includes 16 one-bedroom units, 26 two-bedroom units, and a community room.
Formerly known as Stainforth Court, the site will ultimately provide 84 high-quality units and aims to create a welcome community for a diverse range of Tasmanians.
“It’s fantastic to be welcoming people to their impressive new homes – just in time for Christmas,” Ms O’Connor said. “Queens Walk apartments is a powerful symbol of what we can achieve if we’re brave enough to look beyond the past reputation and stigma of a place, and work towards a bright, dynamic and sustainable future. “This formerly troubled site has been completely reinvented into a fantastic home and strong community for Tasmanians who need affordable housing. “As a progressive Government devoted to supporting Tasmanians in need, projects like this are what government all about. “It should also be a great source of pride for our whole community,” she said.
Stage one, which involved two housing towers, was completed on time and on budget. Stage two, involving another two towers, is on track to be completed in April.
All units are energy-efficient and four one-bedroom units in Stage One are Platinum-standard disability units.
The project has supported 125 construction jobs for Tasmanians so far, including apprentices.
